A Preliminary Study for Evaluating on Demonstration Project of Community-based Home Health Care Nursing Services by the Seoul Nurses Association (지역사회중심 가정간호 시범사업 성과평가를 위한 기초연구- 서울시 간호사회 주관 -)

  • This study, based on current home nursing services, aims at promoting measures for establishing a community-based home nursing system derived from the pilot home nursing demonstration project conducted by the Seoul Nurses Association. The study was based on an analysis of home nursing records from march 1993 to December 1999. The following is a summary analysis, based on individual characteristics of the patients, the organization, which recommended the service for their patients and personnel services. 1. The service has been used by many elderly people 60years of age or older(66.4%). and married people(60.9%). The average number of visits by service personnel for patients of city government was 23.5. This is 2.5 times as many visits by general patients. General patients(20.2%) had only one visit from service personnel, while 65.5% of patients of city government had 10 or more visits. Particularly, for government recommended patients, 72.7% of the patients were recommended by nurses, while only 21.9% where referred to the services by doctors. The main focus of a home nursing service was to maintain present health status (53.4%), and hospice(11.6%). Also to increase hospital-based home nursing services focused on recovery(55.9%) and maintain present health conditions (19.0%). 2. For general patients, 42.0% of patients were suffering from problems related to CVA, 11.3% from high blood pressure, and for patients referred from city, 21.2% from skeletal muscular disease. Results of home nursing services 29.4% of patients were able to recover or maintain their health status, but 48.9% of the patients died. Another main point of community-based home nursing services is medication(6.7%), other basic nursing services(6.1%), special treatment, instructions on how to use medical devices(5.9%), change of physical posture(4.6%), and training on changing physical positions(4.7%). As mentioned above there were some differences between the characteristics of patients who used the pilot home nursing service conducted by the Seoul Nurses Association and those hospital-based service users. The results are believed to be useful to support a community-based home nursing service model. Particularly, patients under medical supervision and patients recommended by government-run health clinics show a higher frequency and longer use of home nursing services compared to general patients or hospital-based home nursing service users. According to the study, nurses accounted for a large number of recommendations for home nursing services. Many patients with CVA, high blood pressure, skeletal muscular disease and bedsores used community-based home nursing services, while others used the service for minor treatments or maintaining their current health status. Based on the study, the researchers make several suggestions to establish a community- based home nursing service system. First, different ways of setting up a community-based home nursing system have to be mapped out based on the evaluation of the pilot home nursing service conducted by the Seoul Nurses Association. Secondly, a new, community-based, home health care nursing service model, and reimbursement payment system have to be developed. This is based on the outcome of the analysis, and implemented policy. Accordingly, efforts are needed to develop a community- based home nursing system with an intermediary role to promote the visiting nursing services of government-run health centers.

Traffic Operation Strategy for the Mixed Traffic Flow on Autonomous Vehicle Pilot Zone: Focusing on Pangyo Zero City (자율주행차 혼재 시 시범운행지구 교통운영전략 수립: 판교제로시티를 중심으로)

  • This study was undertaken to strategize the mixed traffic operation of autonomous vehicles in the pilot zone. This was achieved by analyzing the changes expected when autonomous vehicles are mixed in the autonomous vehicle pilot zone. Although finding a safe and efficient traffic operation strategy is required for the pilot zone to serve as a test bed for autonomous vehicles, there is no available operation strategy based on the mixture of autonomous vehicles. In order to presents a traffic operation strategies for each period of autonomous vehicle introduction, traffic efficiency and safety analysis was performed according to the autonomous vehicle market percentage rate. Based on the analysis results, the introduction stage was divided into introductory stage, transition period, and stable period based on the autonomous vehicle market share of 30% and 70%. This study presents the following traffic operation strategies. Considering the traffic flow operation strategy, we suggest the advancement of the existing road infrastructure at the introductory stage, and operating an autonomous driving lane and the mileage system during the transition period. We also propose expanding the operation of autonomous driving lanes and easing the speed limit during the stable period. In the traffic safety strategy, we present a manual and legal system for responding to autonomous vehicle accidents in the introductory stage, an analysis of the causes of autonomous vehicle accidents and the implementation of preventive policies in the transition period, and the advancement of the autonomous system and the reinforcement of the security system during the stable period. Through the traffic operation strategy presented in this study, we foresee the possibility of preemptively responding to the changes of traffic flow and traffic safety expected due to the mixture of autonomous vehicles in the autonomous vehicle pilot zone in the future.

  • Water, waste, electric and gas facilities are urban based facilities that needed in our life and are often located in underground. Therefore, underground facilities are more difficult to manage efficiently than ground facilities. It is needed to carry out survey/probe into underground facilities and to build database in order to prevent city-misfortunes being occurred because of negligent management and in order to minimize budget-waste and a traffic jam according to repetition of road excavation constructions. Also, the development of application system is required to manage efficiently underground facility. Chonju city has launched underground water supply facility computerizing project as a part of National Geographic Information System project until December 1998 and executed survey/probe into 402.89 km water supply that is 80 mm up inside central town area 39.6 $km^2$. Also, chonju city built database into 537 km water supply that is 80 mm below based on water supply card without other survey/probe works. Also, existing work process each department is changed into GIS applied work process and underground water supply facility management system is developed by its work process basis. Water supply underground facility management system that is developed is composed of sub-system like base-map management, water supply inspect, water supply management and water supply inquiry, construction work management, administration management and map management. This research presents the procedure and method of underground water supply facility survey/probe and problem being occurred during survey/probe procedure and also show the functions of each sub-systems composing underground water supply facility management system.

Strategies for Activating the Gwangyang Region as a Logistics City (광양지역의 물류도시 발전 전략의 우선순위에 관한 연구)

  • This primary purpose of this study is to suggest strategies for developing the Gwangyagn region as a logistics city. In order to achieve such purpose, the following methodology is used. First, the literature survey on papers, related-organization's homepage, reports and journals related to Gwangyang Bay and Gwangyang port. Second, an pilot survey and field survey for suggesting SWOT analysis are carried out. Finally, questionnaire survey using a AHP analysis technique is distributed and analyzed. The strategies for developing as a logistics city are suggested as followings. First, ST strategy such as the development of the international hinterland logistics center related to the port logistics function is considered as the most important factor and followed by ST strategy, WT strategy and WO strategy. Second, creation of the revenue-creating logistics business model is to be considered as the most important factor and followed by development of the international hinterland logistics center related to the port logistics function, operation of the logistics center, creating high value-added of free trade area etc. For further research, more concrete and empirical study have to be carried out.

Development of Village Health Worker Training Program in Tuguegarao, Phillipines (필리핀 뚜게가라오 지역에서의 마을보건원 훈련 프로그램 개발 사례)

  • Objectives: The purpose of this study was to develop and execute the village heath worker(VHW) training program which based on short term overseas medical volunteer and medical mission. Methods: Through case studies of previous VHW program and review articles about the state of medical volunteer and medical mission, we developed the VHW training program. Pilot test of the program was carried out in Tugeugarao city, Phillipines on July, 2008. The subject were 32 persons from 15 villages around Tuguegarao city. After training we surveyed regarding the satisfaction of training and the degree of getting knowledge and skills. Results: Through article review, we got the common subjects of previous VHW training program and the limitations of overseas medical volunteer and medical mission. We developed VHW training program aiming to community health promotion through community participation and community change. The main text was "Where There Is No Doctor" of Hesperian Foundation. The program executed through 1 day intensive lecture and practice. The satisfaction of the program was 8.95±1.70 on 10 point rating scale. Conclusions: We strongly expect VHW training program can be available as new model of short overseas medical volunteer as well as medical mission if we could systemize it with the confirming subject before training , management after training and continuous support through connection with the field.

Development of Collaboration and Communication Platform based on Contents for an Efficient Task Management in Construction Project (건설 프로젝트 업무관리 효율화를 위한 콘텐츠기반 협업 플랫폼 개발)

  • An information system in a construction project has been typically used for drawing, document management, and administration process. And it has limitations to support real-time communication and collaboration among project stakeholders. The objective of this research is to improve communication, information share, and task management by developing a collaboration platform among project stakeholders supporting various communication methods and contents. The platform developed in this research, named as CCP, aims to support communication and collaboration related activities beyond the scope of legacy systems at construction sites. CCP was validated through pilot test and user survey, and it was found to be very helpful for sharing and distributing information, tracking and recording, and improving a user's work capability.

  • Many local governments are reducing speed limits according to the "Safe Speed 5030" policy implemented by the government to reduce traffic accident deaths. In the urban road sections in many metropolitan cities where speed limit reduction is applied as a pilot project, the decrease effect of the traffic accident number and death count is shown; however, no study of the effect analysis on the road sections of medium and small cities (basic local government unit) is found. Therefore, this study investigated the travel speed, number of traffic accidents, and death count before and after the implementation of speed limit reduction, targeting some urban road sections in Pyeongtaek city and some provincial road sections in Icheon city among basic local governments, namely among medium and small cities in Seoul Metropolitan Area.

  • Since 2008, a communal child care and 'Family Pumasi' program have been conducted as a pilot project for the Healthy Family Support Center. These programs have been positioned as a step toward a family friendly community project. For the Healthy Family Support Centers, a family friendly community project is an essential program as a part of the policies in response to the country's low fertility. However, the people in charge face difficulties, because they do not have much experience in such projects. This study attempted to explore the preferences regarding interior and exterior apartment spaces, and neighborhood environment to provide information about how to better implement a family friendly community program. For this purpose, data were collected from 418 housewives who are apartment dwellers in Daejeon city. The results were as follows; first, the person in charge must consider child care facilities, culture, and sports centers in order to start building a community lifestyle. Second, people with relatively low levels of education and short terms of residence are more deeply motivated by community lifestyle compared to others. Third, families with their first young child showed much interest in communal child care facilities. If the people in charge can motivate and encourage such residents to be engaged in family friendly community projects, the project will effectively progress.

  • Since the environmental redesign project for crime prevention was first implemented in Bucheon City in 2005, the same projects have been actively planned or progressed not only in the metropolitan area but also in local governments across the country. While the same overseas business has achieved remarkable results, domestic business has not achieved quantitative results. In this study, we analyzed the environmental redesign project for crime prevention in Seogjeong-Dong. In the field of electronic communication exclusion, in the course of business, it was possible to analyze the problems that the costs were increased and the business performance was difficult to be derived due to the inconvenience of the residents due to the inexperience of the business owners and the inefficiency of the facilities.

Main Function, Management Difficulties and Activating Conditions of the Cooperative Child Care Sharing Center Based on Field Cases (현장 사례로 본 공동육아나눔터의 주요 기능과 운영상 문제 및 활성화 조건)

  • This qualitative study focused on the activation of cooperative child care sharing centers'. Eight centers nationwide were selected as example cases in accordance with region (large city, small and medium-sized city, county unit), opening time, operating institution, location, full-time care for dual-income children, and participation in the 2020 care community pilot project. Co-researchers visited each center together to observe the site and conducted in-depth interviews with the head of the center or dedicated staff using semi-structured questionnaires. Interview data were analyzed using triangle verification and transcribed : the data were then grouped into 12 categories and 34 subcategories. From this, the following three topics were derived: the main functions, operational difficulties, and activation conditions. In conclusion, four suggestions are made: 1. proper relationship with the Family center, the cooperative childcare sharing center, and the local care communities 2. activation plan through "solution of operational difficulties" 3. "extension" of the cooperative child care sharing center 4. the role of the Ministry of Gender Equality and Family, the Korea Institute for Healthy Family, local governments, and Family Centers.
