본 연구에서는 기존에 구축되어져 있는 도로점용 현장 조사를 위한 정보 검색 기능과 현재 실제 현장에서 도로점용 현장조사에 사용하고 있는 문서 및 프로세스 분석을 통하여 도로점용민원 현장조사 방안을 제시하는 것으로 하였다. 국민의 권익과 밀접한 관계가 있는 도로점용민원의 허가여부 판단 및 불법점용현황 등을 파악하기 위해서는 기 허가된 위치등 점용정보에 대한 손쉬운 획득이 중요함에도 불구하고, 점용위치를 나타내는 도면 등이 종이로 관리됨에 따라 업무담당자가 기존 도로점용 정보파악이 용이하지 않는 실정이다. 이에 본 논문에서는 건설인허가시스템에서 관리하는 도로점용정보와 UMPC등 모바일 기기를 활용하여 전자공간과 물리공간이 융합된 도로점용민원 현장조사 도구를 개발하여 활용함으로써, 도로점용 인허가업무의 효율성을 높이고자 하였다.

Purpose - In recent years, many companies include franchises have acquire customers by making an online stores and they are carrying out permission marketing activities with e-mail and SMS. Permission marketing requires voluntary customer approval for receiving commercial messages such as cross-selling and upselling. Therefore, it is necessary for the business to induce the customer's acceptance. The purpose of this study is to examine which type of different messages can affect higher in consumer persuasion. Thus, we investigated the impact of descriptive norm message on intention of reception in an online store context, and its interaction with chronic regulatory focus. Research design, data, and methodology - This study hypothesized that the descriptive norm message would affect positive influences to consumers' intension of reception. Specially, this study inquired into whether the interaction effect between descriptive norm and regulatory focus. To verify the hypothesis, we conducted 2 × 2 between-subject factorial design with message type (general message and descriptive norm message) and regulatory focus(promotion focus and prevention focus) as independent variables. Participants of the experiment were assigned to one of 2 kind experimental situations randomly according to characteristics of message type. A total of 131 participants (descriptive norm message: 65, general message: 66) responded for this study. The data were analyzed using frequency analysis, exploratory factor analysis, and two-way ANOVA. Result - The results of the study are as follows. First, we found main effects of the descriptive norm message. The intention of reception were significantly higher in the descriptive norm message rather than general message as in previous researches. Second, interaction effect between the descriptive norm message and regulatory focus was significant. The prevention focus (vs. promotion focus) were hight in a positive behavior intention when the descriptive norm message was given. Conclusions - This study verifies the main effect and interaction effect of descriptive norm message and regulatory focus on the consumers' intention of reception in permission marketing, and persuasive message in the online store context. The results of this study will provide various advantages to companies that want to establish long lasting relationship with customers by carrying out permission marketing in the future.

해체공사의 수요증가와 사고 위험성을 고려하여 정부는 20년 건축물관리법을 시행해 해체공사의 안전관리를 개선하고자 하였다. 그러나 건축물관리법 제 30조 건축물의 해체 허가에 따른 기준은 일률적이기 때문에 규모에 따른 허가대상 건축물의 구분은 불합리할 수 있다. 또한, 해체공사는 건축물의 구조 유형에 따라 공사 난이도 및 발생 재해의 형태가 달라질 수 있기 때문에 본 연구는 건축물관리법상 신고대상에 속하는 조적조 등의 소규모 건축물의 구조 유형을 고려한 해체공사 안전관리 개선 방안을 제시하고자 한다. 본 연구의 순서는 (I) 건축물관리법 기준; (II) 건축물의 구조 유형에 따른 해체공사 분석; (III) 해체공사 허가대상 세분화 순으로 진행되었다. 연구 결과 건축물관리법상 허가대상은 과거 해체공사 실적의 10% 정도, 조적조는 2.43%에 불과하였다. 허가대상 기준을 세분화한 결과 조적조의 경우 연면적 100㎡이하일 때 허가 및 신고대상의 수가 유사해짐을 확인하였다. 이를 통해 이해관계자는 1) 해외와 같이 규모에 관계없이 특수구조 건축물에 강화된 안전관리 기준을 적용하거나, 2) 건축물의 구조 유형에 따라 해체공사 허가 대상 기준을 세분화하는 방식 등을 활용한 해체공사 안전관리를 개선할 수 있다.

안드로이드 시스템은 권한 기반의 접근제어 기능을 제공하고, 사용자로 하여금 앱 설치시 앱이 가진 권한을 통해 설치여부를 판단하도록 요구하고 있지만, 대부분의 사용자는 이것을 무시하거나 모르고 지나치는 경향이 있다. 따라서 사용자가 이와 같은 중요한 단계에 주어진 역할을 직관적으로 수행할 수 있도록 하기 위한 개선된 방법이 필요하다. 본 논문에서는 퍼미션 기반 접근제어 시스템을 위해 사용자의 의사결정을 즉각 지원할 수 있는 새로운 기법을 기계학습에 기반하여 연구하고 제안한다. 구체적으로 K-최근접 이웃 알고리즘을 목적에 맞게 수정하여 악성앱 가능성 판단에 대한 연구를 진행하였으며, 특성으로 안드로이드의 권한 152개를 사용했다. 실험 결과 약 93.5%의 정확도를 보였으며 유사한 알고리즘, 혹은 특성으로 권한만을 사용한 기존의 연구결과에 비해 우수한 분류 결과를 보였다. 이는 K-최근접 이웃 알고리즘의 범주 선택시 가중합을 반영했기 때문이다. 본 연구결과는 사용자가 권한을 검토하고 설치할 때 의사결정에 도움을 줄 수 있을 것으로 기대된다.

1962년 문화재를 보존하여 이를 활용함으로써 국민의 문화수준향상을 도모하기 위하여 제정된 문화재보호법은 2000년 지정문화재를 대상으로 하는 대상적 범위의 극복을 위해 문화재 현상변경 허가제도를 도입, 이후 허가 절차 및 대상 등의 보완을 위해 역사문화환경 보존지역내 건축행위 등에 관한 허용기준 작성 지침 제정(2006), 국가지정문화재 주변 경미한 현상변경 행위 고시(2008) 등 지속적인 개선노력을 해오고 있다. 그럼에도 불구하고, 2007년 이후 감소세를 보이던 개별 현상변경 허가처리 건수는 2010년부터 다시 증가, 2014년에는 총 1554건이 접수되었고, 그 중 약 29%가 불허 또는 심의 중에 있는 것으로 확인, 문화재 주변 지역주민들의 주민 불편사항이 계속 제기되고 있다. 이에 본 연구는 최근 5년간(2010~2014) 문화재위원회 가운데 현상변경 관련 분야 5개 분과위원회(건축/사적/천기/근대/중민)의 허가 처리현황 전체 7,403건에 대한 통합DB를 구축, 그 가운데 역사문화환경 보존지역에서 이루어진 4,364건을 대상으로 심층분석을 실시하여 신청유형과 행위 유형 특성을 분석하고, 분석결과 유형화 및 시사점 도출을 통해 현상변경 허가대상을 규정하는 역사문화환경 보존지역 내 경미한 건축행위 등에 관한 기준과 문화재위원회 운영 지침의 개선방안을 검토하였다. 이를 통해, 단기적으로는 관련 행정처리기준의 보완과 더불어 시 군 구 위임사무범위 등의 제도개선방안 기초자료를 확보하는 한편, 역사문화환경 보존지역 내 건축행위 등의 허가제도 개선을 통한 행정효율성 제고 및 허가심의에 필요한 사회경제적 지출 최소화로 국민불편 경감효과를 기대한다.

최근 전파응용설비의 다양화 및 50와트를 초과하는 고출력 설비의 이용이 가정, 의료기관 및 산업현장에서 확대됨에 따라 허가대상 설비가 대폭 증가하였다. 이로 인해 각각의 설비를 개별적으로 허가하고, 전수를 검사하는 현재의 허가체계는 한계성을 가지고 있으며, 환경변화 등의 현실을 반영하기 어렵다. 본 논문에서는 해외 주요국의 전파응용설비 관련제도와 국내 제도를 조사하고, 이를 토대로 국내 환경에 적합한 전파응용설비 관리제도 개선방안을 제안하였다. 이 결과는 향후 전파응용설비 관련 산업 활성화와 전파응용설비의 효율적인 관리를 위한 전파응용설비 관리제도를 개선하는데 유용한 자료로 사용될 것이다.

The current settlement and distribution used in theme, background and signal music market other than conventional music is being carried out with either the comprehensive settlement method or the measured meter-rate settlement method in the payment process of collected user fees and compensation depending on the use-permission types. In this settlement and distribution process, however, the reliability issues are often being raised because of the difficulty of tracking rights due to changes in music source rights management information, etc, and the opaque settlement and distribution method itself. This paper proposes a new settlement and distribution platform using a blockchain for the reliable collection and distribution of copyright fees among music user group, monitoring organization group, trust organization group and copyright holders, based on the monitoring information of the theme, background and signal music usage. This platform also provides the transparency in settlement and distribution process among stakeholders through smart contract system.

This study aims to apply the concept of regulatory stringency to the regulatory sandbox with a fresh perspective. The regulatory sandbox is a system that gives opportunities under certain conditions to new technologies or businesses that have not been launched due to inadequacy or insufficiency in legal systems. Previous research on regulatory sandboxes has mainly focused on discussions about their impact on specific technologies or business domains. This study attention to the results according to the evaluations. Among them, whether special cases for demonstration can evolve into official permission has garnered significant attention. For this study, among the cases that passed the regulatory sandbox evaluation from February, 2019, to December, 2022, 162 cases in the field of ICT convergence were selected. The evaluation results were classified into three groups 'positive interpretation (Fast Track)', 'temporary permission', and 'special case for demonstration.' Each case was assigned to one of the three groups. Through the comparative analysis, the common characteristics and differences were summarized. Then, this study explored improvement measures to pass a less restrictive regulatory sandbox. The analysis of the cases revealed that the differences in each evaluation result were attributed to variations in the technological characteristics and user protection features. Considering these differences, as well as the higher weight and importance of the preparation stage for sandbox application, this study suggested a three-step approach to prepare for temporary permission and positive interpretation rather than special case for demonstration. In addition, this thesis discussed the policy limitations of the regulatory sandbox mechanism in South Korea and the limitations of the current study. Hopefully, the results of this study would be beneficial to individuals and companies, particularly venture companies and startups seeking to develop new technologies or businesses and utilize regulatory sandboxes.
