1957년 소련의 스푸트닉 위성 발사 성공에 이은 미 소간 그리고 이후 다수 국가에의한 우주의 군사적 이용 및 우주공간에서의 군비경쟁은 인류의 공동자산으로서의 우주의 평화적 이용을 규정한 우주조약(OST)을 비롯한 다수 국제 조약의 이념에 배치되고 있다. 동서냉전의 격화와 더불어 이 같은 우주에서의 군사적 이용 및 경쟁은 더욱 가열되어져 왔으며, 우주의 평화적 이용 이념은 침략적 목적이 아닌 한 사실상 군사적 이용이 가능하다고 해석되고 있다. 군사적 이용은 주로 우주공간의 위성을 공격하거나 위성으로부터 공격을 하기위해 지상-우주, 우주-우주, 우주-지상의 세 방향으로 핵무기, 운동/초고속 무기, 레이저, 분자 빔, 근접 폭발, 교란 무기 등 현재 및 미래에 이용 가능한 기술을 사용하고 있다. 우주에서의 군비 통제는 주로 UNCOPUOS를 중심으로 국제조약의 제정과 관련 국가의 많은 노력으로 이루어지고 있으며, 대량살상무기의 우주 공간에서의 배치가 금지되고 있다. 대표적인 국제사회의 군비 통제 노력을 열거하면 신뢰구축조치(CBM), 기존 조약 내용의 강화, 부분적 조치, 국가 및 지역적 접근, 종합적 접근, 법적 구속력 있는 대안 등을 통하여 추구되어지고 있다. 미국은 우주 선진국으로서 우주의 군사적 이용 면에서도 관련국가를 훨씬 앞지르고 있어 2000년대 초 우주조약에서 탈퇴함으로써 우주의 평화적 이용을 위한 국제사회의 노력과 엇 박자를 내고 있다. 우주에서의 군비 통제를 통하여 인류의 평화가 확보되고 환경보전이 이루어질 수 있도록 국제사회 및 관련 국가간 협력과 이행이 절실히 필요하다. 한반도에서도 북한의 핵실험 및 미사일 발사에 따른 핵무기 보유, 남한의 우주 로켓트 발사 등 제반 상황으로 볼 때 국제사회의 군비통제 노력에 적극 동참할 것이 요구되고 있다.

This paper introduces a new paradigm for energy supply system in near future which produces electric and district heat cogeneration with dispersed power grid with small nuclear power units. Recently, in nuclear field, a lot of effort has been done in nuclear major countries to develop small and medium reactor for enhancement of nuclear peaceful use as like in district heating, electric power generation, seawater desalination or hydrogen generation.

" Analyzing on an object in the sphere of domestic law with the method of international law" has been already on the horizon in international law. For the lawyers of international law and space law, it is quite natural that they utilize the method of international law, whatever objects they may choice. The reason is that the characteristic of international law do not depend upon object in itself, but depend upon method in itself. The object of this paper is the idea of Peaceful Use(IPU or PU) in Japanese Space Policy. The method to be applied to this analysis is the international law's interpretation theory on legal principles, i.e., the method of international law. One of the aims of this paper is to explain critically the need of review on IPU in Japanese Space Policy; in particular with respect to the positive reconstruction of IPU through historical analyzing on the transfiguration and the mere shell of the Post-War Japanese Pacifism(PJP) as the starting point of IPU The historical process of the transfiguration and the mere shell is as followed .i.e.," from the ultranationalism in the pre-war Japan to PJP in the post-war Japan, from PJP to IPU, and from IPU to IPU's regression. In particular with respect to the interpretation theory, the meaning of the teleological, aims and objects school's approach on the interpretation of legal principles(P) has been emphasized. The reason is that the promising development of IPU will be realized by cooperating with the interpretation theory on P in international law. At the end of the beginning, I'd like to quote K. Marx's thesis in order to make the positions and missions the lawyers of international law and space clear. It is as follows, i.e.," THE PHILOSOPHERS HAVE ONLY INTERPRETED THE WORLD IN VARIOUS WAYS - THE POINT, HOWEVER IS TO CHANGE IT.

Health has occupied a position of importance in the human history, whether it be in the East or in the West, and it is a subject in which people have been constantly interested. The concept of health has changed continuously as the society has developed, industrialized and become more structured. The perception of health concept can be an esential factor which is to determine the health behaviors. This study is a descriptive inquiry done to identity high school students' perception of health and what they do as health behaviors. The subject consisted of 503 voctional high school seniors, 129 boys and 374 girls, from a school located in An-san Si, kyong-gi Do. The instruments used for this study were open-ended questionnaires and data were collected by having the students fill out the questionnaires which took 10 minutes, in their first class, April 6, 1995. The collected materials were classified and recorded on the cards according to each question using the terms which students had written. After putting statements which had common meanings together, the representative categories were labelled. The results obtained are as follows. 1. Categorizing and labelling of health concepts What high school students descripted as health concepts were classified as the absence of illness, physical comfort, strong physical strength and physique, not having a deformity, resisting power, self control mental-rest(or psychological comfort), wholesome ideas, self-control, harmony in body and in mind, maintenace of daily life, pleasant life, good friends, peaceful family life and realizing objectives. 2. Categorizing and labelling of health behaviors These were classified as preventive life, good dietary habits and regimen, maintenance of clean body, exercises, preventing obesity, rest, environmental balance or control of environment, limit one's tastes, making use of leisure, peaceful mind, sound thought and regular living habits. The result indicates that the health concepts were positive and included not only absence of illness but also harmony in body and in mind and pleasant life; health behaviors which had high frequency were good dietary habits and regimen, exercises and sound thought. It is hoped that these findings well serve as practical references for teachers when they counsel with, and provide the students with guidance programs which include health care.
