전투 및 비전투 상황에서의 효율적 리더십에 대한 비교 연구 (A Comparative Study on Effective Leadership in Combat and Noncombat Situation)

  • The current problems with the changing nature of the battlefield of the future point up the serious need for more and better research on the nature of effective military leadership. The purpose of this study was to examine effective leadership traits and behaviors of junior officers in combat situation. During times of peace, leader study battles and imagine themselves in all sorts of combat situations while at the same time, they must cope with numerous challenges and fill a variety of roles that they perceive are not battle related. This illustrates one of the fundamental paradoxes of the peacetime environment. Early studies, showing that combat leadership and noncombat leadership needed different talents, produced some clusters of traits which good combat leader were said to possess. Good combat leaders, for example, were described as possessing courage(e.g., bravery, fearlessness, daring, prowess, gallantry, guts, intrepidity, undaunted courage, fighting spirit, aggressive action), personal integrity(e.g., sincerity, flair, calmness, modesty), adaptability(e.g., flexibility, rapidity in action, speedy decision-making, clarity of thought) and so on. Behaviors found to be important in both combat and noncombat situations bore some relation to role requirements common to both situations. Behaviors important in one situation but not the other could be explained in terms of situational differences in role requirements for effective leadership. In order to achieve this purpose, a number of literature reviews were analysed. These results, though obtained in a somewhat rough and ready fashion, were useful not because they pointed to different leaders in war and in peace, but because they showed leaders the different things that were expected of them in different situations. It was also worth knowing how develop combat leadership. While these findings clearly suggest combat and noncombat differences, they do not necessarily confirm the complete study on effective leadership in combat situation. In conclusion, this study would be useful basis for further improvement on effective combat leadership and some further researches were recommended.

  • 이 논문은 평화와 번영의 '4.27판문점선언'과 '9월 평양선언'을 남북교류의 측면에서 분석하고, 이를 '한반도신경제구상'과 관련하여 규명하려는 것을 목적으로 한다. 문재인 대통령의 평화리더십은 '평화롭고 번영하는 한반도'라는 행복의 가치를 추구하는 것이다. 이를 위하여 선행되고 반드시 필요한 것은 남북한의 교류와 협력이다. 남북정상회담에서 제시한 경제부흥을 위한 한반도신경제구상은 한반도의 완전한 비핵화를 전제로 하고 있다. 한반도신경제구상은 한국은 침체된 경제의 성장동력을 불어 넣기 위한 돌파구를 마련하기 위한 전략이라면, 북한으로서도 새로운 경제발전을 위하여 반드시 필요한 디딤돌이라고 분석 할 수 있다. 결국 이것은 남북한의 공통의 목표가 번영을 의미하는 것으로, 신한반도체제로 나가자는 것이다. 신한반도체제는 대립과 갈등을 끝낸 새로운 평화협력공동체이자, 이념과 진영의 시대를 끝낸 경제협력 공동체이다. 남북한은 '평화의 완충지대'로서 평화와 번영의 신동북아시대를 견인해야 한다.

  • The vast majority of people value humanity's ability to live in peace and stability. However, there are disparities between the concept of peace and what people experience daily within their community. As a result, before any society can begin to address the difficulties at hand, it must first have a thorough awareness of the socio-cultural-historical identities, ways of life, and value systems that have produced them. When a social community's culture, traditions, and ideals are ignored, members of the society become distrustful of one another. As this mistrust grows, various unfavorable societal occurrences can result. In this study, we will provide a model that has been successful in harmonizing these challenging issues in Gwangju Goryeoin Village in South Korea.

민군관계의 변화와 국방리더십의 발전방안에 관한 연구 (A Study on the Development of National Defense Leadership through the Change of Civil-Military Relationships)

  • This study is to develop digital leadership in a field of national defense. Today, korean society is facing the crisis of national security. But national defense leadership is not show in the circumstance of national security crisis. As you know, national defense leadership is a process that make use of influence. Which means it converges people's interest and demands well and also show people the right vision of national defense and make them to comply the policy about national security. Because of the environmental change, our national defense leadership is having a new turning point. First, international order, which is under post-cold war, raises possibility of guarantee of peace and security in international society but also, cause the increase of multiple uncertainty and small size troubles in security circumstance. In addition, Korean society is rushing into democratization and localization period by success in peaceful change of political power went through about three times. The issue of political neutralization of military is stepping into settlement but still, negative inheritance of old military regime is worrying about it. In this situation, we can't expect rise in estimation about the importance of security and military's reason for being. So, military have to give their concern to not only internal maintenance of order and control and growth of soldiers but also developing external leadership to strength influence to society and military's the reason for being. So for these alternative I'm suggesting a digital leadership of national defense which fits digital era. This digital leadership is the leadership which can accept and understand digital technology and lead the digital organization. To construct digital national defense we need a practical leadership. The leadership has to be digital leadership with digital competence that can direct vision of digital national defense and carry out the policy. A leader who ha s digital leadership can lead the digital society. The ultimate key to construct digital government, digital corporate and digital citizen depends on digital leader with digital mind. To be more specific, digital leadership has network leadership, next generation leadership, knowledge driven management leadership, innovation oriented leadership. A leader with this kind of leadership is the real person with digital leadership. From now on, to rise this, we have to build up human resource development strategy and develop educational training program.

북한 대량살상무기 위협에 대한 국가지도부 안전대책에 관한 연구 - 북한 핵무기 위협을 중심으로 (Study on the State Leadership's Safety Measures Regarding the North Korean Threat of Weapons of Mass Destruction - Focuses on the Threat of North Korean Nuclear Weapons)

  • 국가안보의 개념과 위기관리의 기본시스템이 전통적 방식을 탈피하여 국가핵심기반위기관리의 중요성이 강조되고 있다. 국가핵심기반위기는 테러, 대규모 재난 등의 원인에 의해 국민의 안위, 국가 경제, 사회의 생명력과 일체성 및 정부의 핵심기능에 중대한 영향을 미칠 수 있는 인적 물적 기능적 체계가 마비되는 상황을 의미한다. 북한은 1960년대부터 지속적으로 핵무기를 개발하여 수차에 거쳐 협상과 제재를 받아왔지만, 핵실험과 미사일 발사 실험의 성공을 통해 핵무장을 과시한 바 있다. 본 연구는 북한의 대량살상무기의 개발과 위협이 가시화되고 그 위험 범위가 확대됨에 따라 국가적 위기대처에 핵심적인 역할과 기능을 수행해야 할 국가지도부가 북한의 우발적인 초기공격에 초토화됨으로써 국가위기관리의 지도력에 공백이 발생할 수 있다는 점에 주목하였다. 이에 따라 대량살상무기인 핵무기를 중심으로 그 개념과 위협의 정도를 고찰하고 북한 핵무기의 위협의 실체를 분석하고 평가하였으며, 북한의 핵무기 위협에 대비한 국가지도부의 안전대책을 제시하고자 하였다. 결론은 첫째 국가적 위기 시 국가위기관리시스템의 정상적인 작동을 위한 헌법적 행정부 유지(Enduring Constitutional Government, ECG), 업무연속성 확보(Continuity Of Operations, COOP)를 위한 국가위기관리지도부의 범위와 승계순위에 따른 안전대책을 강구하여야 한다. 둘째는 국가적 행사시 국가지도부가 공개된 장소에 모두 집합하는 경우를 지양해야 한다. 불가피한 경우 차 상위 대행권자를 지정하여 보호조치를 취하여야 한다. 셋째는 평시 국가적 위기시를 대비한 국가지도부 보호를 위한 범위를 규정하고 구체적인 경호안전대책을 시행하여야 한다. 넷째는 우리나라 정부조직법 제71조와 제26조 1항의 대통령 유고시 직무대행 승계 순위가 북한의 대량살상무기인 핵무기의 위협에 상응한 국가위기관리를 고려한 합리적인 규정인지를 재검토해야 한다 등이다. 정부는 대통령훈령 제229호 국가위기관리 기본지침에 따라 유형별 '위기관리 표준매뉴얼'과 하위 실무매뉴얼을 운영하고 있으며, 대통령경호실의 대통령 권한대행에 대한 경호 안전업무관련 규정을 가지고 있다. 따라서 정부는 유형별 위기관리 표준매뉴얼, 대통령 권한대행의 경호안전업무관련 규정에 이를 구체화하여 시행되도록 법제화하여야 한다.

China's Belt and Road Initiative and its Implications for Global Development

  • China's Belt and Road Initiative (BRI) is China's contribution to the need for the world to collectively address deficits of peace, development, governance, and problems relating to climate, the environment and human health. The rise of China and the BRI do challenge the current 'rules-based global order' and the economic dominance and moral, political, economic, and cultural leadership of the United States and its allies. However, China's goal is not hegemony but a multipolar world in which common values coexist with principles of peaceful coexistence (including non-interference in the internal affairs of sovereign states). The evolution of the BRI is outlined, and the ways in which it reflects Chinese interests are summarized, including its roles in addressing natural resource dependence and excess capacity, a transition from investment promotion and factor-intensive growth to going out and industrial upgrading, going West, and the effective deployment of China's foreign exchange assets. Although China does therefore potentially gain, the BRI is designed so that partners also gain in a quest for win-win co-operation and mutual benefit. The values that underlie this approach and the call for a community with a shared future are compared with competing western values, whose roots lie in Enlightenment thought and are associated with a record of colonialism and imperialism. In this light, the article concludes with a consideration of the global implications of the BRI, the challenges it confronts and the likelihood that the unipolar moment will give way to a multipolar global development path.

한국 해군의 전략 수립 방향 연구 - 미군의 JOAC, ASB 개념 분석과 한국 해군에의 함의- (This paper asks whether the Republic of Korea (ROK) Navy should Study on ROK Navy's Strategy Planning - Concerning to JOAC, ASB Concept of US Armed Forces -)

  • The purpose of this thesis is to suggest how to plan ROK(Republic of Korea) Navy's strategy concerning to JOAC(Joint Operation Access Concept) and ASB(Air-Sea Battle) concept of US(United States) armed forces. Since 2006, US armed forces has been developing CONOPS(Concepts of Operations), JOAC & ASB. These concepts will not only affect security environment for Korea Peninsula and West Pacific Area, but also will be affected to ROK Navy's Strategy. Therefore, Korea Navy has to consider and review those concepts and should discuss the way to secure peace of Korea Peninsula. JOAC & ASB have been developed for securing operational access ability of US armed forces against enemy forces. A2/AD(Anti-Access, Area-Denial) is the strategy of possible enemy forces against US forces' approaching into the operation area and impede operations within area. US forces had to overcome enemy's A2/AD strategy in coming century to protect national interest and sustain global leadership. The main concept of JOAC & ASB is "Cross-domain Synergy", which means 'to eliminate duplicate and improve joint operability containing space and cyber operation area.' Korea Navy's acceptance of JOAC & ASB without any revising is not a rational choice. Without the amendment some problems can be occurred by the Korea navy's acceptance for the original version of JOAC & ASB. Those are "Missing differences of operation environment between Korea and US", "Impediment from neighbor nations, especially PRC (People's Republic of China)", and "Impediment inside from Korea armed forces". Therefore, Korea Navy has to evaluate and find out the way to solve for JOAC & ASB to apply for their strategy and minimise those possible problems above. This thesis is expected to be the solution.

한반도 군사적 현안에 관한 미중관계 고찰 : 북핵, 사드, 한미동맹의 환경 하에서 (Analysis of U.S.-China Relations on The Korean Peninsula Military Puzzle : Under Circumstance of NK's Nuclear, THAAD, US-ROK Alliance)

  • 본 논문의 목적은 트럼프 행정부 등장 이후 미국과 중국의 한반도 주요현안에 대한 입장을 분석하고 미중관계 속에서 한국의 대응을 모색하는데 있다. 이 글은 세력전이 측면의 미중관계 담론을 바탕으로 (1) 북핵 (2) 한반도 사드배치 (3) 한미동맹의 세 가지 조건 하에서 두 가지 가정을 전망케 한다. 하나는 미국의 세계질서가 지역질서를 지배하여 지역 질서가 안정적으로 관리되는 것과, 다른 하나는 중국 중심의 지역질서가 세계질서에 영향을 주어 미국과 역내 패권적 갈등이 발생하는 경우이다. 연구결과, 미중관계에서 압도적인 미국의 객관적 힘의 우위는 북핵, 사드, 한미동맹 등 세계 및 지역질서를 리드하는데 상당부분 유지할 것으로 보이며, 중국은 미국과의 갈등 속에서도 미국적 세계질서 유지가 가져올 정치 경제적 이익에 편승하여 한반도 주요현안들에 일정 정도 영향력과 협력이 기대된다. 이러한 전망에서 한국은 북핵, 사드, 동맹의 주요 제 문제들이 한미관계 강화를 우선으로, 변화하는 강대국 세력경쟁 사이에서 현실적 국익에 부합한 외교를 균형 있게 추진해야 할 것이다. 이른바 '시소외교(see-saw diplomacy)'가 필요하다.

유교의 중화사상(中華思想)과 동아시아의 화해 협력 (Confucian Sino-centrism and the Peace in East Asia)

  • 본고에서는 유교의 중화사상(中華思想)을 원론적으로 탐색하고, 그에 입각하여 오늘날 동아시아 국제관계 속에서의 중국의 행태를 비판적으로 논의하였다. 중국의 '굴기(?起)'는 자신들에게는 '염원하던 꿈의 실현'이겠지만, 주변국들에게는 '새로운 위협의 등장'으로 인식되는 것이 동아시아에서의 작금의 현실이다. 중국의 주변국들은 과거에는 강대국 중국에 자발적으로 조공을 바치며 책봉을 요구했는데, 지금은 중국이 다시 강대국으로 부상하는 것에 대해 위협을 느끼는 것이다. 주변국들이 중국의 굴기에 위협을 느끼는 까닭은 중국이 문덕(文德)을 중시하던 과거와 달리 지금은 우월한 국력을 바탕으로 '패권'을 추구하기 때문이다. 그러나 중국의 패권적 행태는 동아시아의 긴장을 고조시킬 뿐, 중국의 이익에는 크게 기여하지 못할 것으로 보인다. 주변 국가들은 이미 중국의 위협에 대항해 미국과의 연합을 강화하고 있으며, 적극적으로 군비(軍備)도 확충하고 있기 때문이다. 그렇다면 중국은 '중국위협론'을 불식시키고 '초대받은 제국'으로 품위있게 굴기할 수는 없는 것일까? 중국이 품위있게 굴기할 수 있는 방법은 분명히 존재한다. 그것은 '유교적 중화사상의 본래 취지'를 되살려 중국이 '문덕(文德)의 국가, 왕도(王道)의 국가'로 거듭나는 것이다. 중국이 지속적으로 문덕을 발휘하고, 그리하여 주변국들이 그에 감복하게 될 때, 중국의 권위나 지도력이 저절로 강화될 것이다. 이것이 '중국몽(中國夢)'을 실현하는 가장 바람직한 방법일 것이다.

원활한 농장승계와 합리적 농장경영을 위한 교육·훈련과정 개발연구 (The Study on development of Education and Training for smooth succession and rational farm management of family farm)

  • This study is to find the causes of the current situations of conflict between generations in regards to succession of their family farm, for the target group of graduates Korea National Agricultural College of the year 2008 and their parents. This study aims at finding a way of controlling and solving the conflicts, and of developing a course of education and training, so that through this process they can come to a rational conclusion to the conflicts that arise regarding succession of the farm, in a climate of harmony and peace. It is found that communication between parents and graduates has normally gone on well, but specific problems related to management of the farm are often present. Furthermore, there is often lack of trust and promise between the parties which often causes difficulties in preparation for the succession of the farm. On the basis of these observation, we have designed and implemented an education workshop and training, as a program in which parents and their successors participated. As a result, we found it to be very effective, but it was also found to be in need of some changes. The workshop is to be implemented in two separate stages. The first stage should focus on communication and trust between family members. Firstly, they are given the opportunity to share the list of concerns withone another, as an ice breaking activity. Secondly, they can present their own hopes or wishes. And lastly, they can communicate with one another in an effort to find resolutions that will be keep both parties satisfied. The second stage should be aimed at establishing agreements concerning succession of the farm in a harmonious and peaceful manor; the second stage is also an opportunity to discuss 'Farm management and succession'. The Korea National Agricultural College (KNAC) is in the pursuit of fostering agricultural CEO's for the future of Korea. KNAC is currently implementing a very unique system of interviews in which parents participate together with students, in order to help them make a plan for rational management of their farm and smooth succession of the farm. Although KNAC now has students present a blueprint of their own unique business plans as a graduation thesis, it is necessary for KNAC to complement this system with education and training regarding the succession of family farms. Furthermore, KNAC should also develop an education and training program that is separate for this purpose, and make it a regular course of study of KNAC in the future.
