의료분쟁조정법상 손해배상금 대불제도의 문제점과 개선방안 (The Problems and Alternatives of The Subrogation Payment System for Damage)

  • On March 11, 2011, the Korea National Assembly finally passed the bill on the Damage Relief on the Medical Malpractice and Mediation for Medical Dispute. One of the features of this Act is including "The Subrogation Payment System for Damage (abbreviated SPSD)". This System is that 'Korean Medical Dispute Mediation-Arbitration Board' pays the damages, instead of the health care provider, for the patient who isn't paid damages by the health care provider despite of the Mediation or ruling. The purpose of this study is to search the problems and make improvement on SPSD. This System was introduced extreamly to the patients in order to induce them to the mediation. However,there remains several problems. In this articles, I have examined thoroughly the legal issues on SPSD. There are legal issues about the methods and ratio of the financial burden. In this connection, wide discretionary authority has been granted to administrative agencies specifically. On this account, this System clearly contains elements of a violation against the Constitutional Law. Moreover, this System can be broadly applied to the case of court ruling or the Korea Consumer Agency's mediation. But these measures go against the aim of legislation that the medical dispute can be resolved through the mediation or arbitration by this Act. In the end, these problems must be revised through the additional discussion.

관광정보서비스, 결재서비스, 만족도, 재이용의도의 구조적 관계: 중국 시에청을 대상으로 (Structural Relationships among Tourism Information, Payment Service, Satisfaction, and Intention to Reuse: Focused on the Ctrip APP in China)

  • The purpose of this study is to investigate the effects of six factors (accuracy, perceived usefulness, perceived ease of use, security, instant accessibility, and ease of use) on re-use intention; and then to help to establish future marketing strategy. In order to achieve the study's objectives, this study conducted an online questionnaire on the Internet, Wenjuanxing. The total of 270 copies through APP-Wechat (Wicket), and 245 were used for analysis. For statistical processing, SPSS22.0 is used to analyze the influence relationship amongst factors for mobile tourism information service, a variety of analysis, such as factor analysis, reliability analysis, mass regression analysis, simple regression analysis were employed. The results of this study are summarized as follows. As a result of analyzing the factors affecting the satisfaction of consumers using chinese Ctrip mobile app, the perceived usefulness and perceived ease of use of mobile tourism information service attributes have a significant effect on user satisfaction. The accuracy of mobile information service were found to have no significant effect on satisfaction. The security, immediacy of access, and usability of the payment service of mobile APP were found to have a significant effect on satisfaction. And customer satisfaction has a significant effect on re-use intention.

  • 현재 IT와 금융거래를 위한 기술의 발전으로 인해 인터넷과 같은 개방형 통신망을 이용한 효율적인 전자금융 서비스가 사용되고 있다. 이와 같은 환경에서 이용되는 SET, SSL/TLS 등과 같은 프로토콜은 신용카드 기반의 전자결제를 안전하고 효율적으로 수행하기 위해 개발된 전자지불 프로토콜이다. 그러나 대부분의 사용자들은 이에 대하여 정확히 알지 못하며, 보안상의 문제점을 인지하지 못한다. 특히, 이러한 프로토콜은 제품의 구매 및 결제를 위해 세션키를 추가로 생성하여 이용해야하는 등의 키 관리 문제가 존재한다. 따라서 본 논문에서는 이와 같은 문제점을 해결하기 위하여 프록시 재암호화 기법을 이용하여 추가적인 세션키 생성 없이 지불정보 및 주문정보를 송 수신할 수 있는 전자지불시스템을 제안한다.

The Impact of Financial Technology on Facilitating E-Government Services in Egypt

  • Purpose - Nowadays financial technology is crucial for each organization to facilitate business transactions and make them easier. This paper was conducted with the purpose of determining the effect of fintech including services e-payment, bills e-payment, ways of payment and bank accounts with e-government on facilitating e-government services in terms of availability, accessibility, efficiency and responsiveness. Research design, data, and methodology - The problem of this paper is summarized in the lack of studies in this subject. So, a survey was applied on 400 respondents in Egypt to investigate the impact of fintech on facilitating e-government services, in order to determine which fintech item can affect any of facilitating services dimensions. Results - The results revealed that bank accounts with e-government doesn't affect any of facilitating services dimension, while each of the remain items has an effect on some dimensions and does not has effect on others. Conclusions - Data analysis revealed that the most obstacles that face respondents resulted in the weakness of internet networks, lack of efficient employees in e-government portal and lack of system effectiveness. In general, it clears that fintech implementation affect the dimensions of facilitating e-government services, however not all fintech implementation components have the same effect on the dimensions.

  • Although the Korean construction industry has risen rapidly, the quality of the buildings is not met with the industry standard compared to the potential of the technology development and the cost of maintenance has been increased. The user's request for quality have been increased, but in the current building construction, the contractors only follow the specifications of design, material and technology, and their main concern is whether they are in right track with the specification or not. Thus, the necessity of developing technology has been ignored and sufficient opportunities for the development have not been provided as well. In the developed countries, in contrast, the quality assurance and the payment regulation system has been utilized for the active response to the changes of users' request. As a result of this, the maintenance cost has been decreased and the development of construction technology has been improved. Therefore the pay adjustment system is needed to create the improvement of the quality of the buildings by the contractors' earnest building construction. In order to introduce the pay adjustment system suitable to the Korean construction industry, this study presented the logical method of adjusting the construction cost and making payment with the pay adjustment index that is created based on the result of the performance test, after making a set of the indicators of the building performance standard and applied them to the targeted building.

A Probabilistic Order Level System When Delay in Payment Is Permissible

  • The probabilistic order level inventory model is developed when a supplier allows some credit period T for settling the accounts for purchase quantity. The credit period T is known constant. Mathematical models are derived for both the cases i) T'.leq. T and ii) T'>T. Expressions are derived for average expected total cost of the system, the optimum cycle time and for obtaining optimum order level S = S$_{0}$ in each case. The exmaples are given to illustrate the model.

SWIFTNet TSU BPO의 역할 (The Role of Bank Payment Obligation under SWIFTNet's Trade Service Utility)

  • 본 연구는 최근 전자무역의 대금결제에서 부각되고 있는 SWIFTNet TSU BPO를 탐색하기 위하여 먼저 SWIFT에서 진행되고 있는 SWIFTNet TSU BPO의 개관과 운영 메커니즘 검토를 통하여 업무 절차의 효율성 제고를 위한 진행 사항과 추이를 살펴보았고 아울러 기존 결제 업무의 분석과 함께 이를 위한 원활한 정보화의 개선 방향을 제시해 보았다. 이러한 분석 결과 얻어진 내용은 다음과 같다. 첫째, 은행지급보증통일규칙(URBPO)을 통한 지속적인 법적 보완이 이루어져야 하며 SWIFT와 은행은 무역거래당사자의 욕구를 충족시키기 위해 제도적 개선이 요구된다. 둘째, SWIFTNet TSU BPO도 보안성과 안정성 및 편리성을 갖추고 단일화된 공유기반의 플랫폼을 갖추어야한다. 즉 지속적인 시장의 변화에 발맞추어 전자결제의 국제적 환경에 부합하는 서비스를 개발해야 한다. 셋째, SWIFTNet TSU BPO가 전 세계의 수출입업자들이 만족할 수 있는 글로벌 결제 솔루션으로 거듭나기 위해서는 기술적 표준화가 선결되어야 한다. 이와 함께 은행은 여러 형태의 협력적 제휴를 강화하고 무역업체의 업무 시스템과 연결되어 운영 효율성을 높이는 방향으로 나아가야 할 것이다. 끝으로 향후 연구 과제는 본 연구에서 도출된 결과를 확장하여 더 다양하고 실효성 있는 환경변수를 살펴볼 수 있는 분석틀을 발전시켜야 하겠다.

건설 기능인력의 임금 지급제도 개선방안 (Improvement Measures of Wage Payment System for Construction Skilled Workers)

  • 건설업은 대표적인 인력의존형 산업이다. 그러나 생계에 직접적인 영향을 주는 임금지급 관련문제들로 인해 기존 기능인력의 이직 등 기능인력 유지에 문제가 발생하여 숙련된 기능인력이 부족한 실정이다. 이에 본 연구는 기존 기능인력의 이직 방지와 유지관리를 위해, 현행 임금지급제도를 개선하는 것을 목적으로 수행되었다. 국내 무등록 시공팀을 대상으로 소규모 건설업체 등록을 의무화 하고, 무등록 알선업자를 통해 근로자를 고용하는 건설업체를 처벌할 수 있는 방안이 필요하다. 또한, 국내 제1금융권 은행에서 시행하는 PBA를 벤치마킹하여 대금지급시스템을 운영한다면 건설업의 임금체불을 방지하는데 효과적일 것으로 사료된다.

  • 이 연구는 국내 3사 영화관 CGV, 메가박스, 롯데시네마의 애플리케이션 예매 시스템을 비교하여 그에 대한 사용성을 평가하고, 문제점을 파악해 더욱 편리한 모바일 예매를 위한 사용자 경험을 알아보는 것에 목적을 두었다. 각 3사의 애플리케이션의 사용 경험이 있는 실험집단을 모집하여 1차 task로 각 영화관 애플리케이션에서 영화 예매 완료를 진행한 후 2차로 스티븐 앤더슨(Stephen Anderson)의 Creating Pleasurable Interfaces 모형을 토대로 만든 질문을 통해 심층인터뷰를 진행하였다. 실험결과, 사용자들은 기본적인 예매 기능이 원활히 진행되고, 전체적인 정보 정렬이 잘 이루어져 있는 구성을 선호하였다. 특히 결제 방식이 편리한 애플리케이션에 대한 만족감이 높았다. 따라서 개선 방안으로 사용자들이 한눈에 인식할 수 있는 디자인과 별도의 결제 시스템이 아닌 애플리케이션 내에서의 간편한 결제 시스템이 요구된다. 이 연구가 스마트폰 애플리케이션을 통하여 영화를 예매하는데 사용자 경험을 극대화할 수 있는 서비스 방안을 모색하는 데 도움이 될 것으로 기대한다.

실시간 온라인 금융솔루션 수출을 위한 지급결제프레임워크 (Payment Settlement Framework for Exporting Real-Time Online Financial Solution)

  • Korean small and medium sized software companies have tried to export their solutions or services to overseas markets. In 2016, exports of the software industry increased by 6.0% from the previous year, and the value added of the industry was 2.2 times higher than that of the manufacturing industry. From a long-term perspective, it is important to secure a global competitive advantage in order to sustain the export high value-added of the software industry. The obstacles to entry into the overseas market of small to medium enterprises are as follows: first, difficulty in product development and localization of marketing; second, lack of investment for overseas expansion; and finally, competitiveness of software technology. In particular, To overcome such obstacles, Korean small and medium sized software companies should increase the technical perfection and secure software export competitiveness. The paper presents a payment settlement framework enabling adaptive reuse and semiautomatic development of global payment settlement services. The quantitative and qualitative evaluation results are presented with domestic and overseas case studies as follows: Firstly, semi-automatic development is realized successfully by applying the framework. Secondly, it is possible to maintain consistent quality of software and to deliver maintenance services without relying on the internal human resources. Thirdly, it is possible to reduce the project duration of the same development cope to less than 50% by applying the framework. Finally, because it is based on BPMN 2.0, which is a high level design diagram, it is expected that it will be easy to implement through components connection and reduce difficulties in technology transfer and localization. Also, at the time of runtime operation, it will be effective to understand the design idea easily and to carry out additional developments without human resource who participated in the initial project.
