  • In past projects, the main goal has been to enhance efficiency by reducing cost and time. However, considering the current condition of safety management in many construction companies, it can be confirmed that safety management has not been a top priority for a long time. Current safety management, which is based on safety standards and rules, is very ineffective and only emphasizes management after an incident. As well, although fewer accidents occur compared to the past, because construction projects are increasingly large in scale and complex, these accidents tend to be more serious and involve greater monetary loss. Furthermore, as the severity of these accidents increases, so does the possibility of fatalities. Therefore, improving safety management is essential. This study proposes an effective program for safety management, focusing on the processes to connect studies and systems, and the basic techniques required for program development. To realize this program, technical tools are suggested, including systems such as BIM (Building Information Modeling); additionally, the coordination of other systems such as an RTLS, a server, and an alarm system is proposed.

A Comprehensive Cash Management Model for Construction Projects Using Ant Colony Optimization

  • Cash management is a major concern for all contractors in the construction industry. It is arguable that cash is the most critical resource of all. A contractor needs to secure sufficient funds to navigate the project to the end, while keeping an eye on maximizing profits along the way. Past research attempted to address such topic via developing models to tackle the time-cost tradeoff problem, cash flow forecasting, and cash flow management. Yet, little was done to integrate the three aspects of cash management together. This paper, as such, presents a comprehensive model that integrates the time-cost tradeoff problem, cash flow management, and cash flow forecasting. First, the model determines the project optimal completion time by considering the different alternative construction methods available for executing project activities. Second, it investigates different funding alternatives and proposes a project-level cash management plan. Two funding alternatives are considered; they are borrowing and company own financing. The model was built as a combinatorial optimization model that utilizes ant colony search capabilities. The model also utilizes Microsoft Project software and spreadsheets to maintain an environment that incorporates activities, their durations, and other project data, in order to estimate project completion time and cost. Ant Colony Optimization algorithm was coded as a Macro program using VBA. Finally, an example project was used to test the developed model, where it acted reliably in maximizing the contractor's profit in the test project.

Energy efficiency retrofit package plan for existing buildings (기존 건축물의 에너지 효율화 리트로핏 패키지 방안)

  • In the past few decades, the global population growth and rapid economic development have resulted in significant increases in building energy consumption. To reduce greenhouse-gas emissions and building energy consumption, building materials and energy technologies must be optimized. Building retrofitting is a more efficient method than reconstruction to improve the building energy performance. In order to improve the energy performance of existing buildings, this study proposed energy-efficiency retrofit plans and derived cost-effective retrofit plan. The energy efficient retrofit method is achieved through the packaging of energy technology and the energy and cost reduction effect of the energy efficiency retrofit package are analyzed. As a result of the study, the energy-efficiency retrofit package showed an energy reduction effect of up to 60% or more and a construction cost reduction of about 30%. This study argues that optimal energy and construction cost reduction of existing buildings are possible through the packaging of energy efficiency technology.

A Study on the Model of Artificial Neural Network for Construction Cost Estimation of Educational Facilities at Conceptual Stage (교육시설의 개념단계 공사비예측을 위한 인공신경망모델 개발에 관한 연구)

  • The purpose of this study is propose an Artificial Neural Network(ANN) model for the construction estimate of the public educational facility at conceptual stage. The current method for the preliminary cost estimate of the public educational facility uses a single-parameter which is based on basic criteria such as a gross floor area. However, its accuracy is low due to the nature of the method. When the difference between the conceptual estimate and detailed estimate is huge, the project has to be modified to meet the established budget. Thus, the ANN model is developed by using multi-parameters in order to estimate the project budget cost more accurately. The result of the research shows 6.82% of the testing error rates when the developed model was tested. The error rates and the error range of the developed model are smaller than those of the general preliminary estimating model at conceptual stage. Since the proposed ANN model was trained using the detailed estimate information of the past 5 years' school construction data, it is expected to forecast the school project cost accurately.

  • Along with social changes, school buildings are getting complex and diversified unlike the past. However, objective data analysis on construction costs fall short. In particular, ordering agencies are in a great need of objective and practical construction cost management for on-budget construction and procurement of quality goods. This paper analyzes the design diagram for a newly built school with an order from the Daejeon Metropolitan Office of Education, and compares the analysis with those of other kinds of buildings. The results are: the total construction cost of one school unit is 8,017,596,000 won on average; the cost is in the order of building, machinery and equipment, electricity, communications and civil engineering; as to activity, RC construction takes account of $30.3\%$ of the total construction cost. 1'he cost of school construction per M2 is 838,000 won, which is 6th highest of 11 kinds of constructions and slightly lower than 950,000 won, the average price of comparative constructions. When it comes to the percentage, school building takes mote percentage of the total cost than comparative building while machinery and equipment, electricity and communications takes slightly less percentage. Through simple regression analysis of gross coverage, this paper suggests a model formula with which the total construction cost, construction cost in accordance with activity, how much main construction materials are to be used are predictable.

  • Our nation's housing construction is given much weight over 32% in 2007 and especially apartment is taking over 67%. If we put into construction environment consideration, we are having a trouble with price cap policy and the realestate recession due to the global economic crisis. So in order to get competitive power and supply of cheap apartment, the necessity of cost saving is increasing. This research collected the past constructed apartment project's cost saving examples which were influencing on the construction cost, quality and time. We analyzed collected cost saving datum and assorted these in compliance with classification system. By analysis of correlation among datum with exclusion and integration, we make a propose cost saving Checklist that will be a base data to give a chance to use in working level and other research.

  • In the past, social insurance premiums, such as national pension and national health insurance, is contained within the costs of construction projects, have been lowered due to price competition of companies participating in the bidding. The government is implementing the "Ex-post settlement system" to improve the problem. Therefore, the purpose of this study is to examine the concept of an Ex-post settlement system and background of its introduction and to identify problems in the management of the system. The problems of the Ex-post settlement system are: 1) avoiding the participation of construction workers, 2) the rigidity of the insurance premium settlement method in construction field, and 3) the cause of direct construction cost reduction. The ways to improve these problems are: 1) excluding social insurance premiums from construction project cost, 2) securing flexibility of the settlement method of insurance premiums in construction field, and 3) expanding the scope of persons eligible to participate in social insurance.

  • Fishing population has been increasing with national income improvement and the five-day workweek in Korea. Recently commercial fishing facilities like pay fishing pond are emerging as demand of saltwater fishing increases, unlike the past when inland fishing was prominent. In order to do businesses, economic analysis should be done in advance. This study aimed to make an Economic analysis of Uljin pay-fishing place by estimating the cost and benefit, and calculating the rate of economic return. The results show the Uljin pay-fishing place's net present value of 3.5 billion won, internal rate of return of 14%, and benefit cost ratio of 1.16 at 5.5% social discount rate.

  • Many studies in risk management have been focused on management process, contract relation, and risk analysis in the past decade, but very few studies have addressed project risks from the perspective of risk efficiency. This study started with using Fault Tree Analysis to develop a framework for the decision-making support system of risk management from the perspective of risk efficiency, in order for the support system to find risk strategies of optimal combination for the project manager by the trade-off between project risk and cost of project strategies. Comprehensive and realistic risk strategies must strive for optimal decisions that minimize project risks and risk strategies cost while addressing important data such as risk causes, risk probability, risk impact and risk strategies cost. The risk management in the construction phase of building projects in Taiwan upon important data has been analyzed, that provided the data for support system to include 247 risk causes. Then, 17 risk causes were extracted to demonstrates the decision-making support system of risk management from the perspective of risk efficiency in building project of Taiwan which could reach better combination type of risk strategies for the project manager by the trade-off between risk cost and project risk.
