Four requirements for the operating and supporting system for sustainable landscape management will be discussed through this paper. The requirements are based on multiple case studies on the structure and the process of development of three organizations that have been contributing to the sustainable rural landscape management in Japan since 1989. The first requirement is that the residents should recognize regional problems and voluntarily organize a group which can properly deal with the problems. Secondly, members of the organization should have a solid grasp of the goal of their activities (or founding principal of the organization) and share it among themselves. Founding principal should include the history of natural circulation system in the area, cultural features and a future plan in association with human resources. Thirdly, the administration of the organization should be separated from the founder, the residents. The administration, such as business promotion, becomes more effective when consigned to a separate entity, not to the residents. Lastly, the interaction among separate entities is crucial to promote diverse activities for the local landscape management. The administrators and experts need to cooperate to draw a precise conclusion regarding the way of interaction. These requirements drawn from the Japanese case studies should be localized to the Korean circumstances for further adoption.

This study examined the present condition and characteristics, spatial composition of the Atarasimura through field studies about the Atarasimura of Miyashiro, Saitama pref. in Japan. The results of this study are as follows. First, Atarasimura is the citizen farm of Miyashiro which promotes regional activation, community consciousness and the interchange of residents. Second, cultivation area and the miscellaneous scrub transforms the area into a park-like one, protecting a natural environment and making a beautiful landscape. Atarasimura is expected to enhance the studying effect of the children and young people. Third, the direct sale of agricultural products leads to the increase of income and resident employment opportunities. Fourth, the plan of future regional facilities must be made within a legal system and a systematic program for region making. In addition, the system of rational participation and cooperation between administration and local residents is important.
Lately a few of new ecological management policies have been developed and implemented to need objectives of national parks in effective ways. Examples include trail closing for preserving bears, no pets allowance for possible diesease expansion, and no fire in national parks. Such new policies can cause visitors and local residents inconvenience and dissatisfaction. Decision-making processes based on public participation became more important as a primary mean to decrease such undesirable reactions. This study examined conflicts between collective value and individual preference in process building an ecological management policy by analysis of questionnaire survey results. The subjects of the present study were 242 university students. The majority(93.%) accepted the need of public participation in decision-making processes, and the most important reason was that such processes can properly help decison makers understand what the public and local residents want(51.7%). They also answered that individual property right can be limited for preserving species but the limited right should be compensated by the government(93.0%). The great majority(97.1%) of respondents supported the trail closing policy designed to protect bears(Urus thibetanus) from being captured no matter what their personal preference is. On the contrary, more than half of the respondents answered that local residents should be allowed to gather herbs and plants even within national park area since they have been doing for a long time. The results of the present study seem to support major findings of some previous studies that it is critical for policy makers to encourage the public to consider issues under debate from the perspective of collective value rather than individual preference and provide them with necessary information and chances to discuss to each other in public participation processes.
The purpose of this study is to understand the process and characteristics of social impact caused by development projects through research and analysis on issues presented during development projects carried out in Korea. Furthermore, on the basis this analysis, this study proposes possible improvement measure environmental impact assessment for minimizing social impact of development projects in the future. Issues related to development projects are generated mainly by the following three causes. Initial social impact can occur when a development project directly causes certain changes in natural, living and social environment. Operational problems related to assessment are another cause of social impact, and it can also occur when changes in natural and living environment work in tandem with social environment sphere. Social impact of development projects is not brought about solely by changes in social environment, but is the result of interaction of factors such as changes in social, natural, living environment and problems related to assessment or operation/management. As to why the current environmental impact assessment could not provide satisfactory solution to the issues mentioned above, this study suggests the following reasons: limitations of assessment method used in social environment category, difficulties in defining assessment criteria, limitations inherent in criterion referenced assessment method, insufficient issue-making in local community, and lack of participation on the part of local residents. Possible solutions for these limitations are as follows: 1) To identify local issues in social environment category through participation of local experts in scoping stage, 2) To adopt deliberative method for local participation, 3) To utilize social survey technique.
In this research, food waste source reduction model for apartment was investigated. In spite of prohibition of direct landfill of food waste and continuous efforts made by government and local government, food waste production increases steadily. Recycling ratio of the food waste increases every year, but its products have many problems like low quality, stability, salt, odor etc. Household occupies 63.3% of whole food waste production and this is subject to be a key factor to control food waste. We surveyed S apartment in Kwangju city as a model case, in which administrative office and women's association adopted clean plate eating, separation of raw food waste and earth worm composting as a series of method for source reduction and recycling inside the apartment. With the help of residents' participation and practice, food waste production decreased 15.6% from 0.31 g/capita/day in 2007 to 0.26 g/capita/day in 2009 (domestic average 0.30 g/capita/day). Separation of raw food waste and its composting using earth worm were very effective, and were subject to resolve the problems of present food waste treatment technologies. And earth worm composting was very useful in environmental, economical, societal and educational aspects. Instead of economical incentive, educational programs about food value, environmental problem and critical method for food waste separation were more effective for promotion of source reduction. From the analyses on the process and success factors in this model, we could conclude that leader's role was one of the key factors for the settlement of source reduction, and that was to understand the seriousness of the food waste and to seek solution, to test techniques, and to practice by oneself. Furthermore, networking and collaboration among residents, local government, NGO and local press promoted residents' participation, and it was through various education and investigation. Finally, source reduction and self recycling model of food waste in the apartment, that applies separating raw food waste and earth worm composting based on the collaboration among residents, local government, NGO, and local press, should be disseminated, and environmental policy also should be changed to make it possible.
This study analyzed social effects of participating in living culture activities for Daejeon citizens. The social effects were set to creativity and self-esteem at the individual factor and community involvement and exchange at the social factor, this effects were tested by the method of participation in living culture activities. We used SPSS 22 to analyze this effects, factor analysis, analysis of variance, and logistic regression analysis were used. The results showed that participation in lecture programs increased the effects of community involvement and exchange at the social factor. Participation in the club activities showed a decrease in creativity, and further analysis of the club activities was necessary. Participation in cultural art events increases self-esteem. Participation in performances and exhibitions of cultural art events increased creativity. Through these analysis results, first, development of living cultural programs to improve the characteristics of local residents and community of village culture. Second, revitalization through support of various community club activity programs. Third, support for the formation of village cultural community through exchange and cooperation between local Culture and Art Activists and local residents. Fourth, development and expansion of living-oriented and generation-integrated living cultural programs for young and old generations.
The purpose of this study is to understand the perceptions of stakeholders in environmental conflicts. The private rental housing project in Busan Sasang-gu Jurye 3 District, which took place in 2017 is one of many cases of environmental conflicts between developers and local residents. The case is considered as a typical failure of collaborative governance that has consequently caused negative impacts to both local residents and government. To understand why local residents could not come to consensus even though the majority of them were against the development project, we analyzed residents' perceptions and subjective opinions towards environmental conflicts. This study adopted 'Q methodology' to investigate human subjectivity. The results showed three distinguished types of subjectivity structures. Each type was named as 'collaborative governance advocates', 'public administration distrusters', and 'current local government supporters' based on their characteristics. Participants in all three types showed opposition to environmental damages that can be caused by the private rental housing development, but they revealed different perspectives on the importance of public participation and institutional responsibility in the process of decision-making. This study makes better understand what makes it difficult to build collaborative governance as a means of overcoming environmental conflicts.

The purpose of this study is to present policy implications for future urban regeneration projects by deriving factors that affect residents' life satisfaction by region. To this end, a survey was conducted and multiple regression analysis was conducted using the Changsin/Sungin-dong, Haebangchon, and Garibong-dong regions where the general type of neighborhood regeneration project of Seoul was conducted. As a result of the analysis, it was found that life satisfaction increased when autonomy among the local governance factors in Changsin/Sungin-dong and autonomy and network in Garibong-dong increased. When examining the factors of regional regeneration capacity for each region, in terms of local identity, landscape characteristics in all three regions had a significant effect on the life satisfaction of residents. In the case of local communities, it was found that the satisfaction with life of residents increased when individual competence in Changsin/Sungin-dong and participation capacity and relationship competence in Garibong-dong increased. In terms of local assets, natural and social assets in all three regions had a significant effect on the life satisfaction of residents. Therefore, it is judged that the relationship between the influence of residents' life satisfaction in the general type of neighborhood regeneration project for neighborhood regeneration will be a meaningful data in promoting the urban regeneration project.
The study was intended to identify the effect of the rural development projects (comprehensive improvement of the seats of Eup and Myeon and regional unit comprehensive development projects) on the quality of life in rural areas against local residents living in areas subject to those projects by means of structural equation modeling based on covariance structure analysis. The result indicated that perception factors affecting the quality of life for residents in rural areas by the projects included 'improvement in spatial environment', 'increase in vitality of rural areas', and 'promotion of community activities.' It was also suggested that 'improvement in spatial environment' and 'increase in vitality of rural areas' have significantly positive effect on the quality of life for residents in rural areas while the former has relatively higher correlation. In comparison between comprehensive improvement of the seats of Eup and Myeon and regional unit comprehensive development projects, it was analyzed that all the perception factors of the comprehensive improvement of the seats of Eup and Myeon have effect on the quality of life for residents in rural areas indicating that comprehensive improvement of the seats of Eup and Myeon is more effective than regional unit comprehensive development projects in promoting the community activities. It means that existing rural development projects have been promoted to improve spatial environment rather than improving the quality of life for residents in rural areas. Thus, it is considered that the rural development projects in future should seek for a sense of community so that they can induce voluntary participation by local residents.

The aim of this study was to identify the significant factors for deciding yacht marina harbor location, and to use them for policy decision of a yacht marina project of local government. For this purpose, 2 top factors, 11 sub-factors and 50 specific factors were determined through a theoretical review and specialist interviews. This was followed by a questionnaire survey given to residents of Jeju and yacht tourists within the Jeju Special Self-Governing Province only. The results showed that marine safety is significant and the development must be made for local economic growth and by the participation of local residents.
