  • The objective of this study is intended to propose plans for reforming environmental impact assessment(EIA) systems by reviewing the current legal systems of EIA related laws and their implementation status in Korea, and by comparing the Korean situation to EIA systems in several foreign countries. This study tried to integrate all EIA related systems scattered over several laws into one comprehensive EIA law, and also to develop legal procedures necessary to accomplish the legislative purpose of the integrated EIA law. Therefore, I propose four reforms (1) All EIA systems should be integrated into one comprehensive EIA act. (2) Administrative plans and policies, though environmentally harmful, which are not currently subject to any prior consultation system, should be covered by the prior consultation system. (3) A screening or scoping should be adopted. (4) Widen civil participation should be encouraged and the administrative control enforcement and introduction of group litigation or citizen suits would be considered.

According to the suggested proposal, the Central Government mainly takes charge of the Macro affairs as hardware, and transfer the Micro affairs as software into the Local Governments to attempt the appropriate functional allocation. To achieve it successfully, the Central Government also has to do the financial support, manpower training and technical support, allocation of health care resources, direction and control, research and development and the health care plan on the macro level. Local Governments which divided into the wide local government and basic local government also have to do their best for health improvement of the community societies like plan of health care program, implementation of health care service program, taking charge of the affairs of health insurance, activation of community residents' participation and security of health care resources etc. To achieve this goal, the Government have to be more active and reformative, the related social and health agencies and educational agencies have to cooperate and support for the goals, and especially, the community residents have to participate actively and voluntarily, When all these conditions promote, local health care administration will be developed, and health level of community residents will be secured. • In this study, systems and procedures for improving the research and development and purchasing projects for defense specifications were investigated, and the current situation was analyzed in terms of the disclosure and establishment of defense specifications. I would like to discuss the measures that need to be taken to improve the specification affairs of our defense sector in order to improve the production quality of military supplies. It should be noted that it is necessary to establish specifications and procedures for improving the quality of domestically purchased military supplies. Therefore, it is highly imperative to systematically establish detailed performance, and miscellaneous specifications in order to actively respond to the rapid development of superior private technologies. In addition, the barriers in the entry of the defense industry should be removed through active disclosure of the specification data, and the opportunities for participation should be expanded to promote a smooth follow-up logistics support and to improve the quality of military supplies

  • A fast foot of information communication technology is appearing as expansion of prompt administrative service desire and national participation desire regarding administration. This is following again by government innovation and demand of customer-oriented governmental implementation with information technology. The Ministries of Education and Human Resources Development proceeded with National Education Information System(NEIS) for the aim of educational informatization at a highest global level. NEIS that was operated from 2003 established a system in Educational Offices in 16 cities/province and the Ministry of Education and Human Resources Development, and connected all educational administration organizations and primary and middle schools with Internet. Thus, NEIS processes electronically the general administration affairs in educational administration organizations each unit school. The NEIS school affairs business system that is newly enforced is producing an important documentation (of semi-permanent level) such as personal information and grade of students including School Human Document with electronic methods. However, we need to guarantee authenticity, integrity, reliability and usability of documentation because school affairs business system is producing important documentation under poor circumstances. According to this necessity, school affairs business system analyzed how many a record management function includes by the ISO 15489 that was an international record managerial standard. On the basis of these analyses, I will present a plan for management of a school documentation in this study. These researches are meaningful in electronically analyzing a record management function of the National Education Information System(NEIS) and in documentarily approaching management plan. I expect theses researches to be able to used as useful data for documental management plan preparations regarding a productive documentation of all kinds of business systems using in public institutions as well as National Education Information System(NEIS).

  • The purpose of this study is to examine whether family relationships of elderly single-person households affect community participation and whether these relationships differ by gender. Based on Baltes and Baltes (1990) 's selection, optimization, and compensation theory (SOC) and the argument that family members are a social capital by Prandini (2014), we test whether family relationships can affect community participation in old age. In order to verify this, single-person households were extracted from the 2017 National Survey of Living Conditions and Welfare Needs conducted by the Korea Institute for Health and Social Affairs (Male sample=370, Female sample=1770), multiple regression analysis were conducted with the dependent variables of friends·neighbors and the participation at Kyungrodang·welfare centers for the elderly. The results are as follows. In the case of men, family relations showed no significant effect on their participation in friends·neighbors, or Kyungrodang·welfare centers. However, in the case of women, the frequency of contact with family had a positive effect on the frequency of meeting friends·neighbors. Family contact frequency and child relationship satisfaction had a positive (+) effect on Kyungrodang·welfare center participation, while family meeting frequency had a negative effect on participation in Kyungrodang·welfare centers. For women, although Prandini's (2014) claim that family members are a social capital seems to be supported, it was found that the impact could vary depending on the type of community participation. In addition, practical discussions and suggestions were presented.

  • Objectives: This study aimed to examine how the relationship between socioeconomic factors at the macro level and suicide mortality rate of Korea was different from that of other OECD countries. Methods: We created OECD panel data of 29 OECD countries from 1985 to 2006 and analyzed the relationship between socioeconomic factors and suicide mortality rate for separate age and sex groups using a fixed-effect model. Economic factors included per capita GDP, per capita GDP growth rate, unemployment rate, and women's economic participation rate. Social factors included birth rate, alcohol consumption, and the percentage of population 65 and older. Results: Unemployment rate had a positive relationship with suicide in other countries but it had a negative relationship in some groups of Korea. Women's economic participation rate was both positively and negatively related with suicide in Korea but it did not relate to suicide in others. The negative relationship of birth rate and the positive relationship of alcohol consumption with suicide were evident in Korea, which were not found in other countries. The percentage of population 65 and older was negatively correlated in some female groups in Korea, while no significant relationship was found in other countries. Conclusions: Korea was substantially different from other OECD countries in the relationship between socioeconomic factors and suicide mortality rate.
