Suggestions for Resolving the Social Conflict in Affordable Housing

  • The purpose of this study is to employ a method called 'conflict impact assessment' to analyze the progress, background, cause and relevant issues of conflicts related with affordable housing for youth (Happiness Housing Project), a project that has been implemented since last May 2013, thereby identifying the relevant problems and draw out objectives for improvement. The researchers expect that this study will contribute to solving the current issues regarding Happiness Housing, and contribute to improving the quality of the government's policies. For the above purpose, literatures on Happiness Housing produced from August to November 2013 were reviewed, in-depth telephone or face-to-face interviews were conducted with personnel associated with project implementation in the Ministry of Land, Infrastructure and Transportation and LH, etc., and major interested parties including Yangcheon-gu residents. Key issues identified regarding Happiness Housing construction include: the way that the project was implemented, living quality of residents, impact on educational environment, inconsistence with existing plans, relatively high construction cost, insolvency of public corporations, land use fee issue with Korail, need of preliminary feasibility survey, securing sufficient amount for supply and issue of additional designation, likelihood of finishing construction in time and issues related with actual source of demand, etc. Through analysis of conflict development and positions of interested parties, the main causes of the conflicts were identified as follows: lack of deliberation on pledges during election, lack of viability review on pledges, lack of conflict management plans, one-way implementation without consent of interested parties, project plans established with no regard to local circumstances, frequent project revision, underwehlming level of conflict management. In order to address issues above, the following measures need to be taken: selecting election pledges based on actual effectiveness, thorough assessment on pledges by relevant departments, gradual implementation based on consideration of the actual circumstances, participation of key interested parties, consistent policy and adopting conflict management techniques that reflect the reality.

  • To solve some problems that reveals in the exiting stickiness problem of the housetop, the housetop finishing impact layer can be displaced by the existing concrete block. By doing in this way, this need is rising that the excess cost should be reduced and the materials should be recycled in repairing. According to the above, this study is going to suggest the basic data on building and using of the dry process method by estimating and analyzing a overall determinate quantity through the experiment on the insulation performance among the capacity items on the outside insulation waterproof dry process suggested. In addition, choosing the building method according to the use, the peculiar property and the importance of the building can be possible by analyzing the defect causes happening in the rooftop insulation and waterproof, suggesting the better method and classifying the most proper choosing methods for the need of the building according to the importance of the main factors.

  • Recently, the demand of sewage treatment facilities have increased by growing the population growth of city and industrialization. However, most of public sewage treatment facilities lack the preparations of design criteria by increasing sewage water amount in the future. In order to respond to this situation, the government has consistently promoted the sewage treatment construction project. This study conducted a survey targeting residents and sewage treatment facilities, civil engineering a VE project professionals for effectively operating the sewage treatment facilities and improving its value to be built in the future. Based on this survey, this study will introduce the list of performance measurements which can not only save cost but also reflect opinion of users and residents. In addition, using Multi-Level Performance Measurement and AHP analyzed the weights of performance measurement which is more objective than existing things for applying efficient VE process

  • High-strength steel in steel bridges is the key to achieving cost-efficiency because it facilitates lightweight construction and rationalizes structure. The future of high-strength steel is bright, with its use projected to expand. As such, it is necessary to evaluate precisely various factors affecting the process of fabricating high-strength steel, i.e., welding heat, strain hardening, and weldability and performance of the welded joints. This study therefore performed the maximum hardness test and y-groove weld crack test using welding processes such as SAW, FCAW, and GMAW, in order to investigate the welding performance and characteristics of welded Joints or high-strength steel produced in Korea such as SM570, POSTEN60, and POSTEN80. In addition, a series of welding tests was carried out to estimate the tensile strength, bending characteristics, absorbed energy, and hardness in welded joints.

  • The use of thin-walled flexural members has proven to be a practical way to achieve the lowest cost in the construction of prefabricated long-span, low-rise building frames in steel. On the other hand, most of these structures are subjected to corrosion due to environmental exposure, which can reduce their carrying capacity. Corrosion damage is a serious problem for these structures as it causes thickness loss. That is, the class of a section (plastic, compact, non-compact, or slender) may change from one to another due to the loss of thickness of the compression flange and web due to corrosion. In this study, the effects of corrosion on thin-walled members in long-span steel frames were evaluated with regard to the moment-rotation curve, initial stiffness, maximum load capacity, stiffness in the post-maximum capacity, and energy absorption.

Characteristics of Compressive Strength of Concrete due to Form Curing Condition (거푸집 양생 조건에 따른 콘크리트의 압축강도 특성)

  • The time for form removal is an important factor for ensuring the safety and economical efficiency of concrete structures, because it affects the quality, period, and cost of construction. Although local specifications suggest the form curing time, there is a problem of low quality of concrete due to early removing of form. This is because they do not fully understand effect of curing condition, and they want to shorten construction period in the field. Therefore, this research evaluates the effect of curing condition according to the time for form removal by testing specimen. As a result, the concrete compressive strength at the age of 28 days decreased about 40% in the condition of form removal after 12 hours, while the strength in the condition of form removal after 28 days decreased about 7%. Finally, this paper suggests an estimating equation for the concrete compressive strength due to the time for form removal considering various curing temperatures as equivalent ages. The proposed equation can be used in the field for evaluating the strength after form removal.

Optimum Mix Design of High-Performance Concrete for Bridge Deck Overlay by Statistical Method (통계적 방법에 의한 교면포장용 고성능 콘크리트의 최적배합비 도출)

  • The objective of this study is to optimize the use of mineral admixtures (silica fume, fly ash, and blast furnace slag) in high-performance concrete for bridge deck overlay. For this purpose, high-performance concrete, incorporating mineral admixtures, was tested for compressive strength and permeability. The Box Behnken design was used to determine the optimum mix proportions of the mineral admixtures. The optimized mix compositions were then technically evaluated. Test results are compare with the performance specification for high performance concrete overlay on bridge deck. The optimum mix proportions were shown to possess acceptable properties. Also, it is possible to save the construction and materials costs result from a reduction In actual material cost and from the use of widely avaliable truck mixers instead of mobile mixers.

  • Reinforcing steel work plays an important role in terms of its structural performance or weight of construction cost for reinforced concrete structures. Precise estimation of re-bar quantity gives a basis for managing the reinforcing steel work effectively. However, the estimation process is still performed ineffectively based upon the expert's experience or manpower in spite of the advanced technology or improvement efforts. Therefore, the purpose of this research is to develop a prototype system for taking-off the quantity of reinforcing steel bars quickly and accurately in an order consistent with the specific members identified on the drawings. An estimate algorithm considering the connection, settlement and coating thickness of re-bars was suggested regarding to their replacement conditions which places more emphasis on constructibility. Also, this system produces the shop drawings automatically with the calculation results.

  • Steel structure construction is currently increasing on account of the many merits of steel structures. Due to numerous environmental factors, many cracks and extensive corrosion occur in steel structures, which cause the deterioration of the performance and life cycle of such structures. Maintenance of steel structures is thus strongly demanded, for safety control. The inspection methods that are currently being used, however, are very limited and can detect only local defects in steel structures. They also take much time to use and incur high maintenance costs. Moreover, such methods cannot be applied to huge steel structures, which men find unapproachable. They also require much time due to the need for periodic checks, and may lead to cost loss. Therefore, the development of a monitoring system that can detect defects in whole structures and can reduce the repair and strengthening costs at an early stage is very much needed. In this study, the generation and propagation of cracks were monitored via the electric-potential-drop method (EPDM).

  • The fabrication of steel structural members always involves welding process such as flux cored arc welding. Therefore, for the application of structural steels to cold regions, it is a prerequisite to clarify the service temperature of the welded joints in order to ensure the structural integrity of the welded parts. In this study, the Charpy impact test was conducted to evaluate the service temperature of structural steel weld. The Charpy impact test is a commercial quality control test for steels and other alloys used in the construction of metallic structures. The test allows the material properties for service conditions to be determined experimentally in a simple manner with a very low cost. Standard V-notch Charpy specimens were prepared and tested under dynamic loading condition. The service temperatures of the weld metal, HAZ (heat affected zone) and base metal were derived by the absorbed energy and the impact test requirements; thus the applicability of the structural steels to cold regions was discussed in detail.
