Paperless trade is a new trade paradigm that has innovated on traditional trade procedures, which relied on manual work in the past, and applied an IT-based e-document standard. To realize paperless trade in Korea, a lot of efforts have been made. Korea has overcome many difficulties, a lack of awareness, trials and errors, etc. at the initial introduction stage and strived to establish a stable infrastructure through the government's policy support and active cooperation with the trade business communities and related organizations. Now, Korea became a well-known leader in IT industry, especially in the paperless trade infrastructure and strategic policies. The one-stop trading system named 'uTradeHub' is operated by a paperless trade service provider, Korea Trade Network(KTNET). uTradeHub includes trade finance and settlement, customs clearance and export and import logistics, improving trading procedures and reducing related expenses. Private-Public joint efforts from Korean government and private sectors which have respectively fulfilled their role and function with market-oriented practical policies and strategies has lead Korea a world leading country in paperless trade. Moreover, Korea expended its efforts to the global areas. Korea has started to activate multi-national paperless trade alliances such as PAA(Pan-Asia e-Commerce Alliance), ASEAL(Asia Europe Alliance for Paperless Trading) as well as established the bilateral cooperative networks with China and Taiwan. The one-stop trading system, uTradeHub should keep close cooperations between nations since trade itself is implemented in a cross-border ways. In the near future, it is expected uTradeHub can achieve best results in the simplification of procedures and cost savings when an international linkage is completely established with international cooperations.

본 연구는 최근 정체기에 접어들었다고 볼 수 있는 전자무역 연구에 조금이라도 도움이 되기 위해 기획되고 연구되었다. 무엇보다 본 연구의 배경은 외국에서의 전자무역에 관한 선행문헌과 국내에서의 전자무역에 관한 선행문헌이 서로 다르다는 것에서 출발한다. 외국에서의 전자무역 연구 동향은 주로 통관 업무에 국한되어 연구가 진행되는 경우가 많았지만 국내에서의 전자무역 연구 동향은 주로 대금결제와 선하증권의 전자화 등 대금결제의 전자화 및 전자신용장의 구축을 중심으로 이루어져 왔다. 이와 같은 차이점이 실제 전자무역 구축에도 그대로 이어져 외국에서의 전자무역 구축 동향과 국내에서의 전자무역 구축 동향이 서로 다소 다르게 이루어졌다. 미국을 중심으로 한 선진국에서는 통관 및 물류 영역을 중심으로 전자무역이 구축되었고 우리나라에서는 통관 영역의 전자화도 이루어졌지만 신용장을 포함한 결제 영역에서도 전자화도 구축되었다. 이에 본 연구에서는 최근에 논의되고 있는 글로벌 전자무역 동향을 비교적 심도 있게 분석하였으며 한국의 전자무역 추진의 핵심 당사자인 한국무역정보통신과 관세청이 구현한 우리나라 전자무역 현황을 알아보고 검토하였다. 이를 바탕으로 한국 전자무역 추진상의 여러 문제점을 도출하였고 이에 대한 해결방안을 제시하였다. 논의 결과, 우리나라 전자무역 구축은 향후 전자신용장 등 대금결제의 전자화 보다는 통관, 물류 영역의 전자화가 더욱 필요하다고 분석되었다.

Recently regarding the ownership and proper operational forms of paperless trade infrastructure has become an issue. In this research the structural separation approach, different from the behavioral regulation approach, has been adopted. Following the structural separation, the core e-trade infrastructure which is separated from a vertically integrated provider, can be operated by three different forms such as a private sector; a public sector; finally a consortium among participants. As another option, the separated whole infrastructure including both core and non-core can be operated by a independent private entity. However, this option is not interesting case to us. As the last option, it can be considered that a new wholesale independent company for the separated core-infra can be set up for running. Additionally, three other alternative ways such as accounting separation, division separation, or corporation separation with keeping same ownership are also demonstrated. However the cautious investigation on cost and benefits of vertical separation are strongly recommended by OECD and agrees with the conclusion of this study.

This paper describes the characteristics and outline of the Japan trade EDI project and proposes a vision for the future. The results are as follows; First, the TEDI(Trade EDI) project was initiated to promote paperless trading(using XML documents) on open networks such as the Internet, and to construct associated legal structures. Second there is converting harbor EDI system in existing EDI to single window system. Third, the NACCS system has been put into operation in Japan. To develope NACCS system must associate other system such as financial, insurance, logistic.

Owing to the digital revolution, Internet Commerce and Electronic Commerce is having a profound influence on the global trade and internal commerce, revolutionizing the way of doing business and making payment. The entrance of the Internet has a prominent for spread of Electronic Commerce and those phenomenons will result in paperless trading and cashless trade By virtue of Internet, an increasing share of business transactions occurs online. Electronic payment is essential for the smooth progress of the electronic commerce as electronic payment plays the important role in the electronic commerce. Traditionally international settlement systems such as letters of credits, remittance and documentary collections operated as an important and popular method of payment. Now, information technology has made it possible to pay for the sale of goods and services over the internet. In international trade, there are service providers (Bolero, TradeCard, @Globaltrade) to settle payment electronically through the Internet.

최근 급속히 확산되고 있는 '전자상거래무역' 혹은 '국경을 넘는 전자상거래(CBEC)'에 대하여 우리정부는 수출증대에 미치는 영향이 크다는 판단하에 적극적인 지원을 하고 있다. 그러나 다양한 부처에서 산발적으로 추진되는 지원은 효과적이지도 효율적이지도 못한 실정이다. 따라서 지원정책의 일관성과 효과성, 효율성을 높이기 위해서는 법률적으로 주무부처를 명확히 하고 타부처에 대하여는 협조의무를 부여하는 방안이 바람직하다. 이를 위해서는 기존에 부처별 업무영역에 따라 산재되어 있는 법률들을 각각 개정하거나 새로운 법률의 제정을 해야 한다. 그러나 이는 현실적으로 실행하기가 쉽지 않기 때문에 기존 법률 중 가장 유사한 영역을 규정하고 있는 '전자무역 촉진에 관한 법률'을 개정하는 것이 실현가능한 대안으로 판단된다. 본 연구에서는 CBEC를 확산하기 위하여 이 법률의 개정을 하는 것이 다른 방안에 비하여 합리적이라는 점을 다양한 문헌자료를 통하여 제시하여 우리나라 CBEC의 확산, 특히 CBEC 수출의 확대에 기여하는 것을 연구의 목적으로 삼는다.

Where a paper document, a manual signature, or negotiability is required in statute, then solutions must be found through a change in the law. However, where the problem originates in commercial usage, then the solution can be easier, and speedy. Certainly, nearly all of the functions that paper document provides can be equally, or better, satisfied by electronic means. That is, Electronic Commerce(EC), which has been increasing rapidly and is a new type of transaction, may be hindered by legal obstacles to use of Electronic Message, or by uncertainty to its legal effect and validity. Therefore, it is important to sustain legal effect to Electronic Message for the prosperity of EC The one of solutions is to use reliable Electronic signature system by Certification Authority to verify the authenticity of Electronic Message.

The expansion of regionalism has resulted in the creation of blocs of the world economy, so that those countries not belonging to one or more blocs can discriminated. Though recently singed on the bill of FTA with Chile, Korea is actually alienated from major stream of the blocs. Therefore, Korea government makes efforts to contract more FTAs with countries such as Singapore and Japan. FTA is believed to be an important method to secure export and national competitiveness in the long term. Therefore, we need to exactly understand critical issues and the long-run effect of FTA. The paper tries to find out important issues and potential strategies relating to electronic commerce in Korea-Singapore and Korea-Japan FTA. According to the historical facts, economic effect of FTA depends a lot on the contents of the agreement. Therefore, additional intensive studies are required before contracting FTA in the future.

e-Trade Payment system has been transformed by quickly and effectively. The e-trade Payment system such as TradeCard System, Bolero Surf, Identrus Eleanor and e-Escrow and e-letter of Credit issued by SWIFT System enable partly sellers, buyers and service providers. This paper studies for SWIFT, Surf, TradeCard, Eleanor, e-Escrow as international trade payment, As reason following : The First, Bolero is a neutral secure platform enabling paperless trading between exporter, importer, and their logistics service and bank partners, insurance company. The Second, TradeCard is to manage procurement-to-payment worldwide, that is exporter, importer and connected partners, paperless platform. The Third, Identrus is the global leader in trusted identity solutions, recognized by global financial institutions, commercial organizations and bank partners around the world. The Forth, Escrow payment have effect to L/C issue and enter into electronic contracts in internet bank. Trader practice use Escrow Bank as the same bank that rules to Issuing Bank and Advising Bank and payment, acceptance. This paper of these electronic payment have studies new international trade payment to approach such as eUCP rules and TradeCard System, Surf of bolero, eleanor of Identrus, SWIFT.

The world is now meeting the era of e-commerce by development of information technology and the fast increase of use of internet. So, Korean government prepared "the colligation plan for electronic commerce activating" and WTO decides to prolong no custom on e-commerce till November 2001 when the fourth WTO Ministerial Conference holds a meeting. OECD discussed the construction of intellectual property rights of the global dimension at the Global Forum on January 2001 and reached to research the social influence of B-to-B e-commerce and to pursue the acceleration of e-commerce. UNCITRAL(United Nations Commission on International Trade Law) enacted UNCITRAL Model Law on Electronic Commerce in order to activate e-commerce, and Bolero.net serves electronic Bill of Lading to facilitate cyber trading. The purpose of this paper is to present the direction of confrontation to the these internal and external changes of business environment to Korean enterprises. Off-line enterprises should move fast to e-commerce on the condition that the existing trading at the original markets runs parallel with e-commerce. n needed, off-line enterprises should consider M&A with existing on-line firms. Also, off-line firms make use of Bolero system so that they can carry through paperless trade which means the achievement of efficiency in trading, On-line enterprises should advertise in the form of banner by combination of push and pull styles. B-to-B e-commerce firms should not depend on only the commissions, but they should create characteristic earnings by their peculiar services.
