  • Paper is easily damaged by physical and chemical deterioration under several factors. Damaged paper cultural heritage is usually restored by Lining. A traditional method of Lining is attaching the lining paper behind the original paper cultural heritage using starch and water. It supports the weakened quality of paper. In Japan, paper cultural heritage is restored with "Washi" which is made from mixture of Paper mulberry and Japanese cedar. In the west, the lining paper made from Paper mulberry, which has extraordinary excellent conservativeness, is usually used as a restoration material for paper. But Japanese Washi has dominated the demand for restoration materials as the most preferred restoration paper, and most kinds of paper made from Paper mullbery have been called as 'Japanese paper'. Result showed that the strength of the Korean lining papers was generally higher than that of the Japanese ones. As a result from measuring the rate of dimensional change after water-immersion and drying, sample B of the Korean lining papers and sample E of the Japanese lining papers showed the highest stability.

  • Recently, the use of fumigants for pest control of paper cultural heritages are limited because of the high toxicity of fumigants and the production of environment-harmfully compounds. Therefore, many non-chemical methods have been discussed and experimented. And it is recently focused on gamma radiation, which is one of non-chemical methods, for pest control of paper cultural heritage in Korea. In this paper, we carried out a gamma ray irradiation of papers including Hanji, copy paper, filter paper and then analyzed a physical properties and optical properties of paper sample to estimate the effect of gamma ray irradiation on paper properties. In result, gamma radiation have adverse effect on a physical properties and optical properties of paper, especially Hanji. Therefore, we have to carefully consider about using of gamma ray for pest control of paper cultural heritages.

  • Cultural heritages represent the histories and intellectual level of a country. The Annals of Joseon Dynasty are regarded as the most valuable resources containing the record of Korean history. In some periods, wax-treated paper was used as the material of the Annals of Joseon Dynasty. Many previous studies have focused on the development of paper used as the material of the Annals of Joseon Dynasty, but the manufacture method of wax-treated volumes and the degradation mechanism of wax have been not fully understood yet. The purposes of the present study are to produce various kinds of wax-treated paper using by different coating methods and to analyse the morphological properties of wax-treated paper. The analysis of SEM demonstrates that beeswax treated paper made by brushing method produces flatter surface and more excellent penetration. Wax layer is produced on the cross section of beeswax treated paper as the increase of coating amount.

  • Paper cultural heritages usually experienced the chemical and the physical deterioration because of various factors including preservation environment and the property of their materials. General restoration technology for paper cultural heritages is the lining. The application of the lining paper and the lining technology has varied depending on researcher's experiences. Therefore, each lining material and technology must be evaluated to develop a standard guide for preservation and restoration of paper cultural heritages. To date, various analysis techniques using lining paper, in terms of their materials, have been applied to analyses of causes and condition of damages, but it is difficult to develop a standard restoration treatment method of paper cultural heritages because it varies by their material. The Hanf, is made frrr the mulberry, is generally used for the lining in Korea.edt is required that the cr, in terms properties and general properties of Hanf, is used for lining papers, are evaluated to develop a standard guide for their restoration.ed this study, the general properties of several lining papers(Hanf), especially dimensave bility, were evaluated as part of the standardization of lining papers. • State Ownership of Excavated Cultural Heritage System was originated from the legislations concerning cultural objects during the Japanese colonial period (1910~1945) and was succeeded by the present Buried Cultural Properties Act enacted in 2011. Despite the importance of the system that completes the outcomes of excavations and determines the state-owned cultural properties, the foundation of national heritage, it has been limitedly regarded as administrative area and neglected by the academic scholars or policy researchers. Recently the traditional culture has drawn increasing domestic interest and awareness that the cultural heritage contributes to building cultural identity and vitalizing tourism has led to increasing the demand of a local government's role in management of the state-designated cultural heritage and even fighting for hegemony in securing the cultural objects between the central and local governments. Despite the continuing efforts for improving the selection process of cultural heritage and its management institution, establishment of an advanced objective system has been requested. This paper is intended to suggest the policy direction through demonstrating the problem and assignment caused in the process of implementing the Buried Cultural Properties Act and reviews the State Ownership of Excavated Cultural Heritage System from the legal point of view accordingly. First, I suggest improving the selection process of the state-owned cultural properties. Even though current law states that Administrator of Cultural Heritage Administration reviews the research reports and selects the possible candidates for the state-owned cultural properties almost all the cultural objects listed on the reports are practically selected. In this regard, two possible resolutions can be made; newly establishing a separate process for selecting the state-owned cultural properties after publishing the report or adding the selection process of the state-owned cultural properties during the heritage selection meeting. Either way should contribute to strengthening the impartiality and objectivity of the policy. My second suggestion is improving the operating system of the heritage selection meeting in which the cultural properties to be listed on the reports are determined. Given the present extensive assessment criteria, there is much room for certain experts' subjective opinions. Therefore, in order to enhance the fairness and credibility of the heritage selection meeting, specifying the assessment criteria and advance review of the expert list are necessary. Third, this paper suggests increasing the local government's role in management of the state-owned cultural heritage and diversifying the heritage management institution. Development of a local self-governing system has led to the increased demand for delegating the authority of the state-owned heritage management to the local governments. Along with this, the gradual improvements of public museum management raises the need for expanding the cultural benefits through increasing the local government's role in management of the state-owned heritage. Considering the fact that overall majority of the art collections housed at national or public museums is owned by the central government, developing a variety of heritage contents and vitalizing the heritage tourism are crucial. The true meaning and value of the state-owned cultural heritage hidden at the storage of a museum can be found when they are shared together with the public.
