An Expert Seasonal Prediction System for operational Seasonal Outlook (ESPreSSO) is developed based on the APEC Climate Center (APCC) Multi-Model Ensemble (MME) dynamical prediction and expert-guided statistical downscaling techniques. Dynamical models have improved to provide meaningful seasonal prediction, and their prediction skills are further improved by various ensemble and downscaling techniques. However, experienced scientists and forecasters make subjective correction for the operational seasonal outlook due to limited prediction skills and biases of dynamical models. Here, a hybrid seasonal prediction system that grafts experts' knowledge and understanding onto dynamical MME prediction is developed to guide operational seasonal outlook in Korea. The basis dynamical prediction is based on the APCC MME, which are statistically mapped onto the station-based observations by experienced experts. Their subjective selection undergoes objective screening and quality control to generate final seasonal outlook products after physical ensemble averaging. The prediction system is constructed based on 23-year training period of 1983-2005, and its performance and stability are assessed for the independent 11-year prediction period of 2006-2016. The results show that the ESPreSSO has reliable and stable prediction skill suitable for operational use.
Being latecomers to the industrialization, Pacific rim countries except the U.S.A. are doing very little in developing the universal certification system. One should note that Asian Pacific region enjoys the highest economic growth rate, and there is a good possibility that it will be the center of economic activities of the world in the next century. It appears that ISO and CEN share similar specifications in numerous areas. ASNT is being changed to cope with the trend with the introduction of ACCP. Although we may have to adopt the new system someday, we should pay attention and make concerted effort to include our own practice in the global standards. We are the countries in the Far East Region with similar culture and tradition, which are quite different from those of western countries. We hope that Japan should play an important role in this matter, who has been chaired the ISO TC135 since 1993. In the beginning of this decade, there has been a trivial but troublesome matter that who is representing the NDT Society or member countries in Asia-Pacific Conference on NDT. The problem appears to be solved since the establishment of FENDT For the next decade, actually next centry, FENDT will have to accomplish another important role for countries in the Far East Region to form a strong coalition for its survival in the western dominant world. Immediate issue is to establish Far East Working Group for Harmonization and Mutual Recognition of Qualification and Certification of NDT Personnel. To realize this Japan must play a leading role with the cooperation of expanded FENDT member countries including China and Russia. As the continued prosperity expected in this region, FENDT should continue its role for the next centry. We, the FENDT countries, must move forward for internationalization(國際化). However' we must realize that it all start from SELF IDENTI-FICATION. We can identify ourselves by actively participating in FENDT. I would like remind you the concluding remark that I have made in the congratulatory speech at JSNDI 40th Anniversary Conference and FENDT'92. JSNDI is too precious to be Japan's sole possession Staling from the Far East, JSNDI shall become one of the loaders of the world. Many studies have found links between diet and cancer. The summary estimates of the association between dietary factors and cancer risk were investigated using previously reported studies of the Korean population. Gastric cancer risk was inversely associated with the high intake of soy foods [OR (95% CI): 0.32 (0.25-0.40) for soybean, 0.56 (0.45-0.71) for soybean curd, and 0.67 (0.46-0.98) for soymilk], allium vegetables [OR (95% CI): 0.37 (0.26-0.53) for green onion, 0.54 (0.40-0.73) for garlic, and 0.54 (0.35-0.85) for onion], fruits [OR (95% CI): 0.61 (0.42-0.88)], and mushrooms [OR (95% CI): 0.43 (0.21-0.88)]. Salt and Kimchi were associated with an increased gastric cancer risk [OR (95% CI): 1.92 (1.52-2.43) and 2.21 (1.29-3.77), respectively]. Colorectal cancer risk was positively associated with meat intake [OR (95% CI): 1.25 (1.15-1.36)]. Total soy products, soybean curd, and soymilk showed an inverse association with breast cancer risk [OR (95% CI): 0.61 (0.38-0.99), 0.47 (0.34-0.66), and 0.75 (0.57-0.98), respectively]. Green/yellow and light colored vegetables were associated with a reduced risk of breast cancer [OR (95% CI): 0.34 (0.23-0.49) and 0.44 (0.21-0.90), respectively]. Mushroom intake was inversely associated in pre-menopausal women only [OR (95% CI): 0.47 (0.26-0.86)]. In conclusion, soy foods, fruits and vegetables might reduce cancer risk in the Korean population. High salt food might be risk factor for gastric cancer, and intake of high amount of meat might cause colorectal cancer.
Purpose: The aim of this study was to evaluate any association of GSTM1 and GSTT1 null genotypes with the risk of lung cancer in a South Korean population. Methods: We conducted a large-scale, population-based case-control study including 3,933 lung cancer cases and 1,699 controls. Genotypes of GSTM1 and GSTT1 were determined using real-time polymerase chain reaction. Results: In logistic regression analysis adjusted for age and smoking, we did not find any association between GSTM1 or GSTT1 and LC risk in women. However, in men, the GSTM1 and GSTTI null genotypes were borderline associated with risk (OR=1.18, 95% CI=0.99-1.41 for GSTM1, OR=1.18, 95% CI=0.99-1.41 for GSTT1), and combined GSTM1 and GSTT1 null genotypes conferred an increased risk for LC in men (OR=1.39, 95% CI=1.08-1.78). The OR for the GSTT1 null genotype was greater in subjects aged 55 years old or younger (OR=1.45, 95% CI=1.09-1.92 for men; OR=1.36, 95% CI=0.97-1.90 for women), than in those over age 55 (OR=1.03, 95% CI=0.83-1.27 for men; OR=0.86, 95% CI=0.66-1.12 for women) in both genders (p for interaction <0.05). Conclusions: In the Korean population, the GSTM1 and GSTT1 null genotypes are risk factors for LC in men; the GSTT1 null genotype has a more prominent effect on LC risk in younger people (age 55 years and under) than in older individuals.
Since physical therapy was first introduced in Korea, it has been 50 years past and Korean physical therapy has made rapid progress. However, history or educational system of Korean physical therapy is still not known worldwide. Now, for Korean physical therapy to go beyond Asia and leap toward the world, endless studies, efforts and publicity are required. Korean physical therapy first began by missionaries dispatched from other countries like America and Canada with Korean War, which occurred in 1950. After the War, Korean Physical Therapy is developed very fast. Korean Physical Therapy Association was founded in October 1, 1965 and many physical therapist were discharged. Korea became a full member of World Confederation of Physical Therapy(WCPT) in 1974, and held the 2nd Asia Pacific Confederation of Physical Therapy assembly in 1984 and WCPT assembly in 2005. Today, in 2010, licensed physical therapists are about 35,000 and there are physical therapy departments in 74 universities, and 17 universities have master's or doctor's degree courses. And there are many academic journals(more than 10) related to physical therapy that are published. Many Korean physical therapists are working at various countries like America or Australia, and are acknowledged with excellent treatment technology and academic studies. This thesis aims to shed new light to the history and educational system reorganization of Korean physical therapy and introduce it to the world, and establish the historical foundation to develop Korean physical therapy into the international level.
본 연구는 일-EU 자유 무역 협정의 내용에서 한국 기업들에게 직접적으로 영향을 줄 수 있는 상호인정 협정 (MRA)을 검토하고 한국 수출 기업에 대한 함의를 제시하는 것이다. 2017 년 벨기에 브뤼셀에서 개최 된 G20 정상 회담에 앞서 일-EU FTA 협상이 재개되었으며 모든 교역 품목의 95%에 대한 관세 철폐에 합의했다. 일본 자동차는 7년간의 유예 기간과 15년간 유럽 치즈의 점진적인 철폐와 함께 관세 폐지에 대해 적극적으로 협상을 벌였다. EPA 협정으로 일본과 비슷한 산업 구조를 가진 한국은 가공 식품, 화학제품, 의료 장비, 유제품 및 자동차 산업에 타격을 줄 것으로 예상된다. 이러한 상황에서 한국 수출기업의 대응방안으로 첫째, 국제적 기술기준에 대한 이해와 전략적 대응. 둘째, 한국기업의 국가별 인증제도에 대한 이해. 셋째, 한국이 체결한 FTA의 적극적인 활용. 넷째, 기업의 MRA 운영에 적극적으로 참여등을 제시하였다.
The use of wind energy resources is developing rapidly in recent decades. There is an increasing number of wind farms in high wind-velocity areas such as the Pacific Rim regions. Wind turbine towers are vulnerable to tropical cyclones and tower failures have been reported in an increasing number in these regions. Existing post-disaster failure case studies were mostly performed through forensic investigations and there are few numerical studies that address the collapse mode simulation of wind turbine towers under strong wind loads. In this paper, the wind-induced failure analysis of a conventional 65 m hub high 1.5-MW wind turbine was carried out by means of nonlinear response time-history analyses in a detailed finite element model of the structure. The wind loading was generated based on the wind field parameters adapted from the cyclone boundary layer flow. The analysis results indicate that this particular tower fails due to the formation of a full-section plastic hinge at locations that are consistent with those reported from field investigations, which suggests the validity of the proposed numerical analysis in the assessment of the performance of wind-farms under cyclonic winds. Furthermore, the numerical simulation allows to distinguish different failure stages before the dynamic collapse occurs in the proposed wind turbine tower, opening the door to future research on the control of these intermediate collapse phases.
The sales activity of most of small manufacturing companies is based on orders of buyers. The process of promotion, negotiation, receipt and selection of orders of the manufacturers is closely coupled with the load status of the production lines. The decision on whether to accept an order or not, or the selection of optimal order set among excessive orders is entirely dependent on the schedule of production lines. However, in the real world, since the production scheduling activity is mainly performed by human experts, most of small manufacturers are suffer from being unable to meet due dates, lack of rapid decision on the acceptance of new order. Recently, Internet based Electronic Commerce is recognized as one of the alternatives for strengthening sales power of small and medium companies. However, small and medium manufacturers can't adjust properly to the new environment because they are in short of money, personnel, and technology. To cope with this problem, this paper deals with development of part sales agent coupled with virtual manufacturing in Internet environment that consist of selection agent, advertisement agent, selection agent, negotiation agent, and virtual manufacturing system. This paper develops a time-bounded negotiation mechanism for small and medium manufacturers in agent-based automated negotiation between customers and negotiation agents. Furthermore, to select optimal order set maximized profit, we first formulate the order selection problem with mixed integer programming, but the computation time of IP is not acceptable for real world scale problem. To overcome this problem and dynamic nature of virtual manufacturing, we suggest a genetic algorithm approach, which shows a reasonable computation time for real world case and good incremental problem solving capability.
Severe and long-lasting heat waves over Korea and many regions in the Northern Hemisphere (NH) during the 2016 summer, have been attributed to global warming and atmospheric teleconnection coupled with tropical convective activities. Yet, what controls subseasonsal time scale of heat wave has not been well addressed. Here we show a critical role of two dominant boreal summer intraseasonal oscillation (BSISO) modes, denominated as BSISO1 and BSISO2, on modulating temporal structure of heat waves in the midst of similar climate background. The 2016 summer was characterized by La Nina development following decay of strong 2015/2016 El Nino. The NH circumglobal teleconnection pattern (CGT) and associated high temperature anomalies and heat waves were largely driven by convective activity over northwest India and Pakistan during summer associated with La Nina development. However, the heat wave event in Korea from late July to late August was accompanied by the phase 7~8 of 30~60-day BSISO1 characterized by convective activity over the South China Sea and Western North Pacific and anticyclonic circulation (AC) anomaly over East Asia. Although the 2010 summer had very similar climate anomalies as the 2016 summer with La Nina development and CGT, short-lasting but frequent heat waves were occurred during August associated with the phase 1~2 of 10~30-day BSISO2 characterized by convective activity over the Philippine and South China Sea and AC anomaly over East Asia. This study has an implication on importance of BSISO for better understanding mechanism and temporal structure of heat waves in Korea.
South and North Koreas are putting forth efforts to overcome the distrust and animosity of the past 50 years to open an era of harmony and cooperation where the two halves can work together for mutual benefits. As part of those efforts, both parties are working now to reconnect the railways between the North and the South that remained broken for the past 60 years. In addition, the restoration of Trans-Korean railway paves the way for the "Silk Road Railway" which links European continent to Asian regions and Pacific Rim. The restoration project acts as a conduit for cooperation within in the Northeast Asian continent, hence, an important tool for facilitating peace and prosperity within the Northeast Asian region. Notably, the Railway project is regarded as the cardinal future-oriented peace building project for cultivating constructive, cooperative relations (Trans-Korean Railway and Trans-Asian Railway works) by stimulating human resources and commodity flows through railroad transportations. Northeast Asian region takes on a similar instance to the unification of European continent through its astounding development in railroad transportation, i.e., the international re-construction of Railroad lines will act as a catalyst to link Eurasian areas into one regional community for cooperation and peace. At present, the government is creating a momentum to bind trans-Eurasian railroad works and an initiative for "Northeast Asia Railroad networks and consultative organization". The South Korean administration paves the way to develop railroad network within South-North Korean, Russia and Eurasian region. It also fosters railroad cooperation with China for people and goods transports. To achieve such objectives, the project requires wide publicity and cross-border cooperation from concerned countries. The blueprint would have to be drafted up for Northeast Asian railroad train demonstration runs, Northeast Asian transportation agreements, with a bid to promote constitute Northeast Asian Railroad Consultation body. Moreover, the government would also have to prepare both, a draft of the linkage and the mandated standardized proposal.
