Globalization/Localization and Organization of Economic Space (세계화/지방화와 경제공간의 조직)

  • Globalization of economy has a significant impact on the organization of economic Space. This paper examines the concepts of globalization and localization, major trends of the changes in the organization of economic space in the Pacific rim, and the major processes of the changes. Intra-regional trade and foreign direct investments have increased considerably in the Pacific region with the progress of globalization during the last decade. Due to the Progress of globalization of economy in the Pacific rim, some growth triangles have extended their agglomeration area beyond the national boundaries and several new industrial districts have developed. The reorganization of the economic space in the Pacific rim has been resulted from industrial restructuring of NIEs, spatial division of labor along the commodity chains, and the formation of industrial networks within the region. The ‘cooperative network strategy’has been suggested to minimize the negative effects of glocalization and for the sustainable development in the Pacific rim.

  • Participation of ROK navy in the Rim of the Pacific(RIMPAC) in likely to stimulate rethinking of Korea's defense role in Northeast Asia. Although the RIMPAC exercise was originally maneuvers to improve combat techniques in ASW, anti-aircraft combat. ocean supply support. surface combat. and electronics warfare. it will be finally be directed to ward securing the SLOC connecting the US, Canada. Australia and the Far East. Based on this concept, my conclusion is that two future arrangements are possible for the security of the Korean peninsula and protecting the SLOC in the combined defense of the Pacific. One is the naval cooperation between ROK and Japan. the other is the Standing Naval Force Pacific(STANAVFORPAC) The concepts of the Naval Cooperation between ROK and Japan and the STANAVFORPAC is whose time has come. The leaders, policymakers, and planners of the countries concerned need to consider such a move seriously.

  • Chum salmon, Oncorhynchus keta, has received considerable attention in recent years for population genetic studies due to its broad geographic distribution and high commercial importance in North Pacific fisheries. The Bering Sea and North Pacific Ocean provide major feeding habitats for various salmon stocks originating from Japan, Russia and North America. Chum salmon are a dominant pelagic fish in the Bering Sea during summer and their numbers fall when they moved in coastal areas to spawn. Population genetic data for chum salmon that can serve as a baseline for stock identification studies are scarce. In this review, we describe recently developed molecular markers and discuss their use in the study of genetic population structure of chum salmon in the Pacific Rim. In addition, we review previous genetic studies focused on the assessment of stock compositions in mixed chum salmon aggregations in the Bering Sea and North Pacific Ocean.

Adolescent Perceptions of Social Media in a Pacific Rim Community

  • This study explored social media use among 50 adolescents attending a public high school in a non-Western community. Adolescents participated in focus group interviews and completed a written self-report survey. Findings revealed that these teenagers use electronic communication forms such as phone texting and social networking sites to connect with friends and family. They show a preference for Facebook, YouTube, and Instagram, do not engage in risky Internet behavior, and acknowledge both positive and negative aspects of electronic communication forms. In addition, their selection of electronic communication forms is dependent upon several factors that include the strength of the relationship and type of discourse exchange. For example, they reserve phone texting and cell use, which are more private communication mediums for family and friends. Electronic communication did not replace face-to-face interactions; rather it complemented and extended those interactions. Findings support existing literature on adolescent social media use and those shared with other collectivist cultural groups.

Presence of Tumour-infiltrating FOXP3+ Lymphocytes Correlates with Immature Tumour Angiogenesis in Renal Cell Carcinomas

  • Background: $FOXP3^+$ regulatory T cells (Tregs) inhibit effector T cell functions and are implicated in tumour progression. However, together with microvessel density (MVD) they remain controversial prognostic predictors for renal cell carcinoma (RCC), and potential associations have yet to be determined. The objective of this study was to determine the prognostic significance of Tregs and MVD and their potential relationship in RCCs. Design: Paraffin-embedded tissues from 62 RCC patients were analysed using immunohistochemistry to detect $FOXP3^+$ lymphocytes, and double immunohistochemistry to detect different microvessel types in the tumour interior, rim and normal kidney tissue, and their correlation with clinicopathological characteristics. Survival analysis was also performed. Results: The presence of $FOXP3^+$ cells in the tumour interior or the rim showed no correlation with death from RCC and other pathological characteristics. Negative correlations were noted between the immature MVD in the tumour interior or the rim and tumour size, tumour stage and overall survival; however, there was no correlation with the nuclear grade or pathological type. A positive correlation between $FOXP3^+$ Tregs and immature MVD (r=0.363, P=0.014) and mature MVD (r=0.383, P=0.009) was confirmed in the tumour interior. However, there was no correlation between $FOXP3^+$ Tregs and mature MVD (r=0.281, P=0.076) or immature MVD (r=0.064, P=0.692) in the tumour rim. Conclusions: In this study, a positive correlation between the presence of $FOXP3^+$ Tregs and immature and mature MVD in RCC was confirmed, which suggests a link between suppression of immunity, tumour angiogenesis and poor prognosis.

  • The Ocean Drilling Program (ODP) is the world's largest and most successful multinational earth science research program. It is an international partnership of scientists and research institutions from 20 countries around the world organized to explore the evolution and structure of Earth as recorded in the ocean basin. ODP provides scientists access to a vast repository of geological and environmental information, and samples for studying oceanic basins and their evolutions. ODP began in 1983 and is the successor to the DSDP (Deep Sea Drilling Project) which began to explore ocean in 1968. In 1996, Korea became a member of the ODP as Pacific Rim (PacRim) Consortium with Canada, Australia, and Chinese Tapei. The Korean Committee for Ocean Drilling Program (KODP) has organized Korean ODP Council (KOC), and Korean ODP Scientific Committee (KOSC), and Korean ODP Secretariat (KOS). This paper is a synopsis of the KODP's activities and guidelines for future researches using samples and data from ODP.

Analysis on the Problems of U.S.-Korea Air Services Agreement and Recommend Action for its Improvement- (한.미항공협정(韓.美航空協定)의 문제점(問題點)과 개선방향(改善方向))

  • This paper is examine the problems of U.S.-Korea Air Service Agreement and recommend some directions for its improvement under the rapidly changing circumstance and growing importance of Korean penisula. Since the provisional agreement of 1949, U.S. -Korea Air Service Agreement has consistently been favorable to U.S. side. Fair and equal opportunity is the principle and basis of the bilateral air agreement. Notwithstanding such principle, it is only the U.S. carriers who can freely enter into any market, under the discretion of business strategy, while Korean carrier can serve only three points including Honolulu. In an effort to recitify such serious imbalance, Korea continuousely requested additional rights and has given utmost efforts to accommodate requests made by U.S. carries without much success. When we review aviation market between Korea and U.S. under the present agreement, Korea is fully open to U.S. carries as they can connect from any or all points in the U.S. via any or all points in Korea and all points beyond Korea. Increased number of U.S. carriers are enjoying greater utilization of the opportunity accorded them. Four(4) U.S. carries now operate to Korea using thirteen(13) gateway points and about one hundred fifty(150) on-line points in the U.S. such imbalance can be well understood when we review the exchange of traffic rights between the U.S. and the Pacific rim countries. During the yeras following the 1978 agreement with Korea, the U.S. proceeded to sign liberal agreements with Thailand, Taiwan, Singapore and the Phillipines. In exchange, the U.S. granted the four Pacific rim countries substantially greater rights than were granted to Korea, although Korea was the first Asian nation to sign a pro-competitive aviation agreement which granted U.S. carriers unrestricted market access and pricing flexibility. Moreover, Korea ranks the 2nd trading and tourist partner to the U.S. among the Pacific rim countries (Japan is the largest partner to the U.S. in terms of both trade and tourist market). In this paper such problems in the Korea-U.S. Air Services Agreement are analyzed in terms of historical perspective, U.S. Aviation policy, imbalance status in detail cases, discrimination to Korea comparing to other Asian countries, and theoretical application. And further it discusses current aviation issues between Korea and U.S. such as the ratification of 1980 MOU and various doing business issues of U.S. carriers in Korea. Finally, this paper concludes the analysis and suggests some directions to improve and rectify the problems and imbalance of U.S.-Korea Air Services Agreement in question.

Occupational Cancers with Chemical Exposure and their Prevention in Korea: A Literature Review

  • The usage and types of chemicals being developed, with diversified new exposure of workers, are of natural concern to occupational disease. In Korea, with industrialization, application of many chemicals has increased. A large proportion of mortality and disease is due to cancer, and the causal hazardous agents include chemical agents, like heavy metals and so on. Due to the long latency period with malignancies and the fact they are usually found after workers' retirement, it is suggested that management policies must be established to prevent occupational cancers occurring among workers in Korea. To give a general description about the efforts to prevent the occupational cancer with exposure to chemicals, articles on the trends of occupational cancers were reviewed and summarized with related research and efforts for prevention in Korea. It is important to improve the understanding of occupational cancer and help to maintain sustainable and appropriate measures to guarantee workers safety and health.

  • Koreans have emphasized education as the primary means to reconstruct our country means to reconstruct our country after two catastrophic events-the Japanese occupation and the Korean War(1950-1953). A Strong belief- in education coupled with sheer deter-mination spurred the period of industrial and eeonomic development that started in the early 1970-'s. The "can-do" attitude of the general public was matched and aided by small S & T communities. Scientists and engineers provided the neeessary expertise to manufacture goods and process the many raw materials imported from overseas. After nearly three decades of reconst-ructing our completely devastated country, Korea has become a modern, cosmo-politan, fast-paced and dynamic country. In order to further increaser our manufac- turing capabilities and double the per-capita income by the beginning of the 21st century, we must improve productivitiy and encourage creatitivity in all sectors of our country. The S & T community's efforts in research and development. education, and interna-tional cooperation will be invaluable in determining our direction and reaching these goals. The general public is eager to peacefully unite our foreign powers since 1945. Toward that end. members of the S & T community are willing to coope-rate with our north Korean counterparts in all areas of S & T with the exception of defense related endeavors. Establi-shing scientific ties with north Korea will result in mutual economic benefit and greater regional stability in East Asia. In particular. scientists and manu-facturers in each province are eager to initiate cordial and professional relation-ships with north Korea in the hopes of securing these benefits. The Korean Federation of Science and Technology Societies(KOFST) has played an important role both in developing S & T policies, and in gostering the frowty of S & T societies. A non-governmental umbrella organization composed of over 251 professional societies, KOFST facili-tates the transfer of research outcomes and technology from research institutions to the various industries. KOFST also seeks to increase cooperation between the countries of the Pacific Rim. As evidence of that, we have pursued joint research and industrial ventures with China. Established projects include those on environmental conditions in the Yellow Sea, and improvement of aircraft manufacturing, telecommunica-tion equipment, and agricultural produ-cts. Increased cooperation between the Pacific Rim countries, particularly in S & T, would foster social and economic development for the region as a whole.

Should TPP Be Formed? On the Potential Economic, Governance, and Conflict-Reducing Impacts of the Trans-Pacific Partnership Agreement

  • The proposed Trans-Pacific Partnership (TPP) is a free trade agreement among 12 Pacific Rim countries whose joint gross domestic products (GDPs) account for 36 percent of world GDP and whose mutual trade accounts for approximately 24 percent of world trade. As for most proposed free trade agreements (FTAs), trade economists have provided ex ante computable general equilibrium (CGE) estimates to predict the trade, employment, and real per capita income effects of this agreement, such as ITC (2016). This paper-intended to complement these studies-examines the potential impacts of TPP beyond such traditional CGE estimates, taking a broader economic, governance, and historical perspective. First, we contrast these traditional CGE trade and welfare estimates that treat all firms within an industry as homogeneous with more recent CGE analyses that allow firms' productivities to be heterogeneous. We show that the latter models' trade predictions are much more consistent with ex post empirical evidence of average trade effects of FTAs. Second, empirical evidence now strongly confirms the existence of FTA "contagion." We review this evidence and show that predictive models of the evolution of FTAs indicate that the TPP should be formed. With China now having formed 12 FTAs and negotiating five new ones (including a sixteen member Asia-Pacific FTA), the United States would likely face considerable trade diversion without the TPP. Third, we examine empirical evidence on the likely further economic growth implications of FTAs by reducing firms' uncertainty over trade relations and trade policies. Fourth, we examine empirical evidence on the additional impact of FTAs on consolidating democratic institutions in countries. The TPP would likely help consolidate some of the less mature democracies. Fifth, we examine empirical evidence on the reductions of conflicts (and enhanced peace) between countries owing to the formations of FTAs. We conclude the paper noting that the potential net benefits to member countries of the proposed TPP extend well beyond the real income gains to households based upon traditional CGE models.
