The Fuzzy QFD Approach to Importance the Public Sector Information Performance Measurement Category (퍼지 QFD를 활용한 공공부문 정보화 성과 측정범주 중요도 도출)

  • Is presenting guidance of information performance measurement as government PRM version 2.0 these common reference models in public sector. Government PRM is consisted of assessment classification system and standard line of sight and performance management standard form. Through this, is sorting performance element and define cause-and effect. Government PRM is supplying measurement categories at assessment classification system, but relative importance for application standard by measurement categories is not presenting. In this study, importance for government PRM's measurement categories been applying by commonness Test of information performance measurement of public sector wishes to deduce estimation and priority. Research model used Fuzzy QFD, and designed so that can reflect well PRM's development purpose. I applied Fuzzy AHP and FPP method that graft together fuzzy theory to minimize uncertainty and ambiguity in that expert opinion. Is drawn to element that "Standard model offer for information department and management" is the most important in government PRM's development purpose. "Quality of service" is showing the highest priority in customer results in measurement category. Importance for government PRM's measurement categories can offer common valuation basis in government and public institution. Hereafter if examine closely quantitative cause-and effect for structure model of measurement classification system when study government PRM more objective and efficient reference model become.

An Output Feedback Controller for a Ball and Beam System under Measurement Noise of Feedback Sensor (센서에 측정에러가 있는 볼-빔 시스템의 출력 궤환 제어기)

  • In this paper, we assume that an output sensor of a ball and beam system is coupled with AC measurement noise. We propose an output feedback controller for a ball and beam system under measurement noise of feedback sensor. Measurement noise makes feedback signals distorted, and results in performance degradation or even system failure. Therefore, we need to design a robust controller to accommodate the possible measurement noise in the feedback information. Our controller is equipped with a gain-scaling factor to minimize the effect of measurement noise in output feedback information. We give an analysis of the controlled system and illustrate the improved control performance via simulation and experiment for a ball and beam system.

  • Network security performance evaluation is a complex and diverse system environments, a single, specific performance measurements alone performance evaluation measure itself and the meaning of the reliability of the evaluation results do not limit the number of days only. In this paper, we propose a method to measure the security features of security, QoS measurement techniques using MOS satisfaction. MOS(Mean Opinion Score) Rating specifications for network security, QoS satisfaction and how to operate the development and operational model for future customer's satisfaction for information systems that can be used to evaluate the QoS measurement/analysis be utilized in the field. Development is the development of information security features, the performance of these two features networking capabilities and a comprehensive evaluation of a three-gaeyoungyeok Correlating performance measurement methodology. Systematic measurement environment designed using the proposed methodology of this study, when the operating system is on the satisfaction of the security, QoS can be calculated.   • Clusters can provide scalable and flexible architectures for parallel computing servers and data centers. Their performance prediction has been a very challenging issue. Existing performance measurement methodologies are able to measure the performance of servers already constructed. Thus they cannot provide a way to predict the overall system performance in advance when designing the system at the initial phase or adding more nodes for more capacity. Therefore, the performance modeling and prediction methodology for large-scale clusters is highly required. In this paper, we suggest a methodology to predict the performance of large-scale clusters, which consists of measurement, modeling and prediction steps. We apply the methodology to a real cluster server and show its usefulness.

Development of Performance Measurement Indicators in S Hospital (S병원 성과평가지표 개발에 관한 연구)

  • This study was undertaken to develop performance measurement indicators in S Hospital, which is the largest component of Y Medical Center which implemented the Responsible Management System in 1993. To begin, strategic initiatives for S Hospital were reestablished based on Y Medical Center's goals and objectives. The BSC(Balanced Scorecard) was used to develop performance measurement indicators after validity checks by specialists. The results were that total 16 indicators were developed to measure performance for strategic initiatives. Those included the growth rate of patient revenues, operating profit to gross revenues, reduction rate in administrative expenses from a financial perspective; average medical expenses per adjusted patient, patient satisfaction survey for inpatients and outpatients and emergency room patients, return rate for treatment results from the customer's perspective; reduction rate in average length of hospital stay, expenses for lost cases of medical disputes, rate for contracted employees, the number of published reports per faculty member from an internal perspective; educational expenses for training medical staff and full time employees, adjusted patient per medical staff, and the number of cases implemented which were proposed by employees. Any organization needs to have its own explicit objectives to grow and develop and it is absolutely necessary to measure performance to accomplish them. The performance measurement indicators developed by this study are expected to be used as a tool to attain the objectives of S Hospital.

  • There are some of the tools for measuring enterprise and group behavior on construction projects. Of these, performance is vital. But, because of imperfect factors, it came under attack. An enterprise can, however, improve it's problem with performance measurement. For this reason, it is essential tool for achieving objectives of an enterprise. Domestic construction industry must understand that what isn't measured, it not only can't manage it also can't improve. The objective of this study is to investigate the performance measurement tools and items in overseas construction projects(UK, Australia). Based on the data, the study suggests the considerable items, problems and restrictive factors as it is accepted on domestic construction industry.

  • Performance measurement systems based on the principle that "if you can't measure it, you can't manage it" reinforce a short-term culture by focussing on tangible outputs. Instead, the focus of organisations should be on sustainable long-term performance through continuous systemic improvement. To establish and reinforce behaviours that drive systemic improvement, measurement and reporting systems need to be de designed to re-enforce work to role behaviour by managers. This paper discusses this concept and how it is being applied in practice through an ongoing action research project.

  • Computer aided simulation is becoming an essential part in planning, design, and operation of railway systems. To determine the adequate performance and specification of railway system, it is necessary to calculate rolling stock's performance such as distance, speed, power etc when train's running. This paper presents result of train performance simulation using the program that developed in advance for Korea high speed train. To verify result of simulation, we have developed measurement system and compared simulation result with experiment data.

  • A considerable amount of research has focused on the dimensionality of service failure and recovery construct. This paper is focused on service failure and recovery in the Korean native cattle and imported beef restaurant industry in the Korea. So, this paper has adapted Kau and Loh's Service recovery measurement scale so that restaurant managers can use it to determine how customers perceive the service quality in Korean native cattle beef restaurant and imported beef restaurant. The purpose of this research is to test the difference in pre-purchase expectation and post-purchase actual performance of 4 dimensions between the restaurants that sell the beef of Korean native cattle and imported cattle. The paired t -test is used to test difference of pre-purchase expectation and post-purchase actual performance for service recovery measurement scale's 4 dimensions of the 2 restaurant types. But, there is significant difference between pre-purchase expectation and post-purchase actual performance in the 2 restaurant types.

  • This paper describes the performance test procedures and results of NRSB-1M and NRSB-2M Not only aerodynamic performance test but also sound measurement test were performed for the small-scaled blades in the ground Total thrusts and torques of the rotor were measured using rotating balance for aerodynamic performance test. Sound pressure levels were measured using microphone in 1.64D distance for sound measurement test. Non-dimensionalized test data are compared and analyzed. Consequently, It was confirmed that NRSB-2 was better than NRSB-1.
