항공기 감항성 유지 기술정보의 항공안전감독 활용방안 (Utilization Aircraft Airworthiness Information for Aviation Safety Oversight)

  • 최근 국내에서 개발한 KC-100 항공기의 형식증명 및 제작증명이 완료됨에 따라 우리나라도 항공기 제작/설계국 반열에 오르게 되었고, KC-100 개발을 계기로 국내 개발 항공기의 해외 수출을 대비한 제작/설계국으로서의 감항성 유지 체계 및 시스템 구축이 필요로 하게 되었다. 본 연구에서는 ICAO에서 제시하는 국가 유형 별 감항성 유지 업무의 책임 및 해외 항공선진국의 감항성 유지체계와 우리나라의 지속감항업무 수행현황을 비교분석하여 국내 감항성 유지 체계 및 항공기 고장보고 항목에 대한 개선 방안을 제시하였고 항공안전정보 네트워크를 구축하여 지속감항체계에서 획득한 항공 안전기술정보를 안전감독에 활용하기위한 방안을 연구하였다.

  • 원자력발전소의 산업계와 규제기관에서는 원자력발전소의 성능(performance)수준 향상과 대 국민 알권리 충족, 규제업무 효율화를 위하여 정량적인 성능지표를 개발하여 사용해왔다. 국내의 원자력 규제 기관인 한국원자력안전기술원은 WANO (world association of nuclear operators)와 미국 핵규제위원회(NRC)의 발전소 종합성능평가 (reactor oversight process)에서 사용하는 성능지표를 토대로 국내 원자력발전소 성능지표를 개발하여 사용 중이다 ( 1 ). 개발된 국내 원자력발전소의 성능지표는 초기사건, 안전계통 신뢰도, 방사선 안전 등 11개 지표로 이루어졌다. 각 지표별 등급을 4개(녹색, 하늘색, 노랑색, 주황색)로 나누어 알기 쉽게 표시하였다.(중략)

소형항공기의 지속감항성 관리체계 구축을 위한 연구 (A Study on the Establishment of Management System for Continuing Airworthiness of Small Aircraft)

  • As the issuance of type certificate and production certificate for KC-100 Naraon, Korea is ranked as the State of Design and the State of Manufacture for civil aircraft specified in the Convention on International Civil Aviation. It means that another responsibilities are imposed and new frameworks are required for the airworthiness management including the continuing airworthiness. So far the minimum airworthiness management system was sufficient as the State of Registry for the aircraft operations and safety management. However, we need to establish and maintain the airworthiness management system for the effective certification and oversight of our air operators and approval holders. This paper introduces the new obligations under the Convention on International Civil Aviation, reviews the current aviation regulations and procedures and presents the strategy for the establishment of the regulatory system to ensure the airworthiness of aircraft.

철도안전법의 제작자 승인 기술기준에 대한 연구 (Technical Specifications for Manufacturer Approval in Railway Safety Law)

  • The amended law of railway safety in Korea has recently come into effect in order to strengthen the railway safety management system. The new law, which took effect March 1, 2014, will implement stricter oversight of railway companies. As a result, a company that manufactures railroad system or components for domestic use must obtain an approval in accordance with the technical specifications of manufacturer approval. Although Korea had established the legal system in enforcing railway safety, the government wants the companies continue to develop the more improved safety systems until they gain competitive edge on the world class railway manufacturers. This paper presents an in-depth analysis of the technical specifications for manufacturer approval in International Railway Industry Standard (IRIS), which is the global standard. This paper also proposes measures and guidelines that would help Korean manufacturers those who want further develop their safety management systems, as a prerequisite for them to obtain the manufacturer approval.

  • 대규모적이며 복잡한 공공시설사업의 이행은 재정, 계획, 설계 기타 거대한 상호 연계 Pro-ject의 건설을 통합하기 위한 정선된 절차와 규정이 필요하다고 하겠다. 요즈음 우리 나라의 건설산업기본법에 "건설사업관리(CM)"라는 새로운 건설계약 업종이 대두되면서 실질적인 건설산업현장에서 관리기법의 정의와 다양성을 살펴 볼 필요성이 요구되는 차제에 세계 제7차 "Civil and Building공학의 컴퓨터화"란 주제로 1997년 8월 19~22일 Sheraton Walker Hill 호텔에서 열렀다. 이 대회에서 상기 인천국제공항 건설에 참여한 Parsons Overseas Company의 PE인 Steven B Cornell이 발표한 인천국제공항건설의 Program Management 운영을 간추려 소개한다. 이 Program Management 설명에서 Pro-gram Management(PmMt), Project Mana gement(PM), Construction Management(CM) 등의 정의과 차별성의 파악 및 p. M. 0(Program Management Oversight)의 기능과 역할을 파악할 수 있을 것이라고 판단된다. 파악할 수 있을 것이라고 판단된다.

  • This study aims at finding issues and ideas of waterfront planning through analysing planning concepts and characteristics of New York City Waterfront Comprehensive Plan(NYC WCP). The first NYC WCP in 1992 divided waterfront area as 4 functional areas which are natural, public, working and redeveloping waterfront. The characteristics of WCP in 1992 are zonning, height, setback, public access, visual corridor, floor area and so forth. After then NYC WCP revision in 2011 intergrated and developed the former plan through the eight visions which are expanding public access, enlivening the waterfront, improving water quality, restoring the natural waterfront, enhancing the Blue Network, improving government oversight and increasing climate resillience. In conclusion, NYC WCP successfully achieved both sufficient capacity of planning concepts and design guidelines for each region.

  • The paper discusses the methodology and the use of probabilistic seismic hazard analysis (PSHA) for nuclear power plants from a European perspective. The increasing importance of risk-informed approaches in the nuclear oversight process observed in many countries has contributed to increasing attention to PSHA methods. Nevertheless significant differences with respect to the methodology of PSHA are observed in Europe. The paper gives an overview on actual projects and discusses the differences in the PSHA-methodology applied in different European countries. These differences are largely related to different approaches used for the treatment of uncertainties and to the use of experts. The development of a probabilistic scenario-based approach is identified as a meaningful alternative to the development of uniform hazard spectra or uniform confidence spectra.

  • In recent decades, significant effort has led to risk-informed improvements to regulation. Performance-based approaches also promise significant gains in efficiency (level of safety versus effort). However, significant work remains to be done before performance-based approaches realize their full potential in regulation of nuclear power plants. This paper reviews key concepts related to performance-based regulation, discusses some applications of performance-based approaches, and identifies issues that still need to be addressed. Realistic, experience-based models of licensee performance are still lacking; this makes it difficult to assess the prospective effectiveness of any given regulatory approach, in light of the performance issues that it will actually face. Also, while 'compliance' is an intuitively straightforward concept to apply within a prescriptive implementation, its analog in a performance-based approach remains unclear. An overarching theme of the paper is that formal methods of decision analysis are very helpful in developing appropriate regulatory approaches, especially performance-based ones; this theme is illustrated at several points.

  • Approaches to several recent issues in the operation of nuclear power plants using computational intelligence are discussed. These issues include 1) noise analysis techniques, 2) on-line monitoring and sensor validation, 3) regularization of ill-posed surveillance and diagnostic measurements, 4) transient identification, 5) artificial intelligence-based core monitoring and diagnostic system, 6) continuous efficiency improvement of nuclear power plants, and 7) autonomous anticipatory control and intelligent-agents. Several changes to the focus of Computational Intelligence in Nuclear Engineering have occurred in the past few years. With earlier activities focusing on the development of condition monitoring and diagnostic techniques for current nuclear power plants, recent activities have focused on the implementation of those methods and the development of methods for next generation plants and space reactors. These advanced techniques are expected to become increasingly important as current generation nuclear power plants have their licenses extended to 60 years and next generation reactors are being designed to operate for extended fuel cycles (up to 25 years), with less operator oversight, and especially for nuclear plants operating in severe environments such as space or ice-bound locations.

산업용 로봇작업시 안전을 위한 MORT기법적용에 관한 연구 (A Study on MORT Application for Safety in the Industrial Robot Operation)

  • The use of industrial robots has been one of the most important innovations in production technology in recent years. It is true that robotic techniques, as applied to hazardous operation in industry, have reduced the risk of injury and occupational disease among workers. However, new types of occupational safety and health risks, associated with unpredictable motion patterns and erratic idle times and serious injuries and deaths have occurred due to operator misperception of these robot design and performance characteristics. This paper provides an overview of ergonomic and safety issues which are important in the design of robotic workspaces. Particularly, this study uses MORT(Management oversight and risk tree analysis)as the system's safety technique applied to robotics.
