A study on the Improvement Approaches of the Elderly Welfare Law according to change the Population Structure (인구구조 변화에 따른 노인복지법적 대응 방안)

  • This study is based on the need to Lawively respond to changes in the population structure according to the low birth and elderly society, and to contribute to the establishment of policies on the welfare of the elderly, based on the need to review the "Elderly Welfare Law", and proposed ways to improve them by looking for problems with the Elderly Welfare Law. First, it is the enLawment of the Basic Law on The Welfare of the Elderly. As a proposal to improve the Elderly Welfare Law, it is a way to completely revamp the Elderly Welfare Law to grant a status as the basic law and the supreme law on the welfare of the elderly. Second, it is necessary to overhaul the law on elderly health and welfare measures and elderly welfare facilities. The plan is to revise the Elderly Welfare Law to clearly revise the legal charLawer of the elderly to the health and welfare measures of the elderly and the Law on elderly welfare facilities. Third, the legal system of the Elderly Welfare Law should be reorganized. The plan is to maintain the contents of the major welfare policies contained in the current "Elderly Welfare Law", but to revise it with a focus on the systemic issues mentioned above. In conclusion, the current "Elderly Welfare Law" was made in the context of the period at the time of its establishment and the basic courtesy of the elderly, and there are many points that are insufficient to cope with the low birth rate and the elderly society. Accordingly, this study proposes amendments and supplements to the Elderly Welfare Law, which can accept the request stipulated by the times due to changes in population structure.

  • The national R&D performance evaluation system in Korea has been influenced by 'New Public Management' since the 1980s. The 1997 IMF crisis in Korea has necessitated the overhaul of S&T policy strategies in Korea. Reflecting this, effective distribution and utilization of S&T investment and resources has emerged as a crucial policy agenda, while expansionary investment in S&T maintained. During the period of 1999-2005, the R&D evaluation has been more focused on the input side and execution processes than on the results of R&D. Evaluation results were to be reflected in the budgeting of national R&D, but there were some disputes over how to make use of evaluation results between the budgeting ministry and the evaluation agency partly because they were two separate entities. After the advent of the new government(1998-2003) which advocated 'science and technology-oriented society', the national R&D evaluation system has evolved through a new legislation, the Performance Assessment Act, and the establishment of Science & Technology Innovation Agency to build up the unique framework for national R&D evaluation differentiated from the assessment system for general government investment programs. Most recently, due to 'Comprehensive Improvement Plan' in 2013, various components of national R&D evaluation seem to move on a new evolutionary track. For example, different types of evaluation are being developed and tried in accordance with differing evaluation goals, and the individual ministries and the research councils has got more enhanced autonomy and responsibility regarding R&D evaluation. So-called 'tailored' evaluation methods, taking into consideration the characteristics of programs and institutes / organizations to be evaluated, are now being tried. Competences of evaluation experts and agencies has also to be improved and strengthened.

  • There have been growing concerns that Korea's products keep losing their international competitiveness. It is necessary to restore strong muscles of manufacturing sectors. Together, efforts must be made to strengthen the competitiveness of service sector. While wide consensus has been reached on the necessity that Korea's service sector needs overhaul for stronger global competitiveness, it is rather difficult to witness any remarkable improvements. Insufficient performances might result from the protection of the captive markets by the interested parties. The research starts from the proposition that the introduction of MDP will bring down the barriers between the segmented services and promote competition. We provide theoretical analyses and report better performances of major countries which introduced MDP in their soils. Considering the reality, we propose that in the foreseeable future, a MDP in the areas of tax, law and accounting be introduced in Korea because these areas seem to create least conflicts of disciplinary duties due to public purposes. Broader MDPs in other areas may take some more time. There exist, however, some limitations. As MDP has not been officially introduced in Korea, it is almost impossible to directly compare the performances between the pre- and post-MDP in Korea. Data scarcity of business performances of companies also limits the study.

  • With the advent of the knowledge-based era of the fourth industrial revolution, a paradigm shifts in university education. As a complete overhaul of university educational methods is required, strengthening competence through personalized is emerging as one of the solutions to the problem. To provide appropriate education accordingly focusing on individual learners, more studies at various levels are needed about understanding the characteristics of learners and ways to support them at universities. This study aims to conduct an exploratory research for adapting personalized learning at K University and explore effective ways to support. First, through literature review, the theoretical basis of personalized learning considering the diverse characteristics of learners and domestic and overseas cases of are examined. Secondly, a pilot study is conducted with K University students as subjects. FGI, study style diagnosis, one-on-one follow-up interviews are conducted and competency-based learning performance analysis and study style diagnosis result paper are provided to selected participants. Finally, major issues and implications are suggested to support the effective personalized learning of K university students.

  • The HANARO, a multi-purpose research reactor of 30 MWth open-tank-in-pool type, has been under normal operation since its initial criticality in February, 1995. Recently, ten years after the initial operation of the HANARO, one of the two primary cooling pumps was decontaminated for overhaul maintenance in 2004. Before decontamination exposure doserate and surface contamination level of primary cooling pump measured at 4 points. After final decontamination exposure doserate and surface contamination level of primary cooling pump remeasured by same method done before. It is easy to decontaminate the out side exposed surfaces of the pump, but it is difficult to approach the inside surface due to double volute installed in the casing. Therefore, a new decontamination facility has been developed to solve this problem. A concentrated de-contaminant (DX-300) is rotated in the closed pump casing by the impeller actuated by a temporary motor. Nuclide particles are removed by the emulsification effect of the de-contaminant and the surface contaminants are chemically removed from the pump by the corrosion and dissolution effect. The inside surfaces of the primary cooling pump have been decontaminated by using the facility. As results, the contamination level of the inside surfaces was maintained below the surface contamination limit.

Determination of Maintenance Period Considering Reliability Function and Mission Reliability of Electromagnetic Valves of EMU Doors Considering Air Leakage Failure (전동차 출입문 전자변 누기고장의 신뢰도 함수와 임무 신뢰도를 고려한 정비 주기 결정)

  • The electromagnetic valve of pneumatic doors of EMUs has a high failure rate due to air leakage because it supplies air on and off to operate the doors repeatedly. The electromagnetic valve is a very important safety component for which a very high reliability is required because failure makes it impossible to operate the passenger cars. However, domestic urban railway operators maintain electronic valves of the EMU door under a fixed cycle with a spare period according to the full overhaul cycle of the EMU. An improvement of the current maintenance cycle was suggested based on the reliability function and mission reliability. Using the statistical program MINITAB for the operational data of EMU line 6, we analyzed the characteristics of the fault distribution and derived the shape and scale parameters of the reliability function. If we limit the specific reliability probability to under a certain failure rate and calculate its statistical parameters, we can calculate the allowable inspection period with mission reliability. Through this study, we suggested a maintenance period based on RCM (reliability centered-maintenance) to improve the reliability of electromagnetic valves from 68% to 95%.

Development of a Prototype for the Digitalized Nuclear Power Plant's Main Control Room (원자력발전소 디지털형 주제어실 모형 개발)

  • Domestic Kori-1 MCR was partially modified in 2007 and will be renovated entirely in 2013. Digital devices partially replacing original analog devices have been introduced and standard alone computer systems such as SPDS have been integrated into the plant computer. Upgrading KSNP's MCR based on the ditalization is planned for 2015. However, the site engineers and operators are reluctant to the advanced systems. Therefore, a prototype for the KSNP's advanced MCR has been developed to increase the acceptance level of the operators and field engineers and also, to evaluate user interfaces and I&C architecture. For enhancing support of the operators' work, a P&ID based display system composed of multi-layers, which are linked through a context sensitive menu each other, has been adopted. The $1^{st}$ layer displays a simplified P&ID, the $2^{nd}$ layer control related diagrams such as controllers and logic diagrams, the $3^{rd}$ layer trends, etc. The end point view of MCR for KSNP is also suggested considering reliability and operability of the digital systems. Additionally, modernization strategies over the overhaul periods, that do not have much impact on operation and configuration efforts are suggested.

On the Occurrence of Defects by Vehicle Type According to the Fire-fighting Vehicle Detailed Inspection (소방차량 정밀점검 분석에 따른 차종별 결함 발생에 관한 연구)

  • Purpose: This study is based on the detailed inspection data for the last 6 years of fire-fighting high ladder vehicles, fire-fighting inflected ladder vehicles, fire-fighting chemical vehicles and fire-fighting pump vehicles used in front-line fire departments. The purpose is to contribute to the technological development of fire-fighting vehicles by grasping the implementation status of each city and province, the rate of defects, and the occurrence of defects by year. Method: The implementation status by city and province, defect incidence rate, and defect occurrences by year were analyzed. Result: From 2012 to 2017, when the average of 230 or more overhaul vehicles was requested, the results of each city/province show slight fluctuations, but the number of defects gradually decreased due to the old fire-fighting vehicle replacement project and the response of fire vehicle manufacturers. Conclusion: In the case of fire-fighting ladders, the incidence rate of defects was found to be in the order of elevator device, electric device, ladder device, and pneumatic supply device. And in the case of the fire fighting ladder, it was confirmed that the incidence of defects appeared in the order of the refractive ladder, hydraulic cylinder, hydraulic oil, and pneumatic supply device. In the case of fire-fighting chemical vehicles, it was confirmed that defects occurred in the powder fire extinguishing device, fire pump, vacuum pump, and pneumatic supply device.

A Study on Creation of Fair Transaction Environment between Platform Operator and Contents Provider in Broadcasting Industry (방송 산업 내 플랫폼사업자와 콘텐츠사업자 간 공정거래환경 조성 연구)

  • In a broadcasting market environment that has a close interdependence between platform operators and content operators, problems such as conflicts over program usage fees, and home shopping transmission fees are intensifying. This study attempted to analyze the environment of the domestic broadcasting market and present implications, analyze the cause of user fee conflict between the platform and PP, and propose detailed alternatives to resolve user fee conflict disputes. The results of environmental analysis on the domestic broadcasting market are as follows. First, the growth engine of the broadcasting industry has changed to direct resources such as service usage fees and content fees, and commerce is increasing. Second, as hegemony in the domestic broadcasting market changes from terrestrial to paid broadcasting and OTT, monopolies in the entire broadcasting area are being dismantled by voluntary entry. Third, the need to overhaul the existing regulatory system is increasing due to the dismantling and reorganization of the existing broadcasting market. On the other hand, this study proposed a strategy to diversify the profit structure of PP, supply program after pre-contracting, and strengthen CPS bargaining power in order to resolve disputes between paid broadcasting platforms and PP sharply. In particular, as strategies to strengthen CPS bargaining power of small and medium-sized SOs, it proposed to jointly improve CPS-related systems through IPTV and individual SOs, to redefine fees for programs and to voluntarily use programs.

An Evaluation of Development Plans for Rolling Stock Maintenance Shop Using Computer Simulation - Emphasizing CDC and Generator Car - (시뮬레이션 기법을 이용한 철도차량 중정비 공장 설계검증 - 디젤동차 및 발전차 중정비 공장을 중심으로 -)

  • In the railroad rolling stock depot, long-term maintenance tasks is done regularly every two or four year basis to maintain the functionality of equipments and rolling stock body or for the repair operation of the heavily damaged rolling stocks by fatal accidents. This paper addresses the computer simulation model building for the rolling stock maintenance shop for the CDC(Commuter Diesel Car) and Generator Car planned to be constructed at Daejon Rolling Stock Depot, which will be moved from Yongsan Rolling Stock Depot. We evaluated the processing capacity of two layout design alternatives based on the maintenance process chart through the developed simulation models. The performance measures are the number of processed cars per year, the cycle time, shop utilization, work in process and the average number waiting car for input. The simulation result shows that one design alternative outperforms another design alternative in every aspect and superior design alternative can process total 340 number of trains per year 15% more than the proposed target within the current average cycle time.
