X-ray laminography and DT(digital tomosynthesis) that can form a cross-sectional image of 3-D objects promis to be good solutions for inspecting interior defects of industrial products. DT is a kind of laminography technique and the difference is in the fact that it synthesizes the several projected images by use of the digitized memory and computation. The quality of images acquired from the DT system varies according to image synthesizing methods, the number of images used in image synthesizing, and X-ray projection angles. In this paper, a new image synthesizing method named 'log-root method' is proposed to get clear and accurate cross-sectional images, which can reduce both artifact and blurring generated by materials out of focal plane. To evaluate the quality of cross-sectional images, two evaluating criteria : (1) shape accuracy and (2) clearness of the cross-sectional images are defined. Based on these criteria, a series of simulations are performed, and the results show the superiority of the new synthesizing method over the existing ones such as averaging and minimum methods.

In this paper block based blind secure gray image watermarking scheme based on discrete wavelet transform and singular value decomposition is proposed. In devising the proposed scheme, security is given high importance along with other two requirements: robustness and imperceptibility. The use of discrete wavelet transform not only improves robustness but the selection of bands with high tolerance towards noise caused an improvement in terms of imperceptibility. The robustness further improved due to the involvement of singular vectors along with singular values in watermark embedding and extraction process. Finally, to achieve security, the selected DWT band is decomposed into smaller blocks and random blocks are chosen for modification. Furthermore, the elements of left and right singular vectors of selected blocks are chosen based on their dependence upon each other for watermark embedding. Various experiments using different images as host and watermark were conducted to examine and validate the proposed technique. Additionally, the proposed technique is tested against various attacks like compression, affine transformation, cropping, translation, X shearing, scaling, Y shearing, filtering, blurring, different kinds of noises, histogram equalization, rotation, etc. Lastly, the proposed technique is compared with state-of-the-art watermarking techniques and their comparison shows significant improvement of proposed scheme over existing techniques.

In this paper, we suggest a approach which comprises fast Fourier transform inversion by wavelet noise attenuation. It represents an inverse filtering by adopting a factor into the Wiener filtering, and the optimal factor is chosen to minimize the overall mean squared error. in order to apply the Wiener filter, we have to compute the power spectrum of original image from the corrupted figure. Since the Wiener filtering contains the inverse filtering process, it expands the noise when the blurring filter is not invertible. To remove the large noises, the best is to remove the noise using wavelet threshold. Wavelet noise attenuation steps are consisted of inverse filtering and noise reduction by Wavelet functions. experimental results have not outperformed the other methods over the overall restoration performance.

In this paper, to decide the watermark embedding positions and embed the watermark we use the subband tee structure which is presented in the wavelet domain and the edge information in the spatial domain. The significant frequency region is estimated by the subband searching from the higher frequency subband to the lower frequency subband. LH1 subband which has the higher frequency in tree structure of the wavelet domain is divided into 4${\times}$4 submatrices, and the threshold which is used in the watermark embedding is obtained by the blockmatrix which is consists by the average of 4${\times}$4 submatrices. Also the watermark embedding position, Keymap is generated by the blockmatrix for the energy distribution in the frequency domain and the edge information in the spatial domain. The watermark is embedded into the wavelet coefficients using the Keymap and the random sequence generated by LFSR(Linear feedback shift register). Finally after the inverse wavelet transform the watermark embedded image is obtained. the proposed watermarking algorithm showed PSNR over 2㏈ and had the higher results from 2% to 8% in the comparison with the previous research for the attack such as the JPEG compression and the general image processing just like blurring, sharpening and gaussian noise.

Since cracks in concrete structures expedite corrosion of reinforced concrete over a long period of time, regular on-site inspections are essential to ensure structural usability and prevent degradation. Most of the safety inspections of facilities rely on visual inspection with naked eye, so cost and time consuming are severe, and the reliability of results differs depending on the inspector. In this study, a portable measuring device that can be used for safety diagnosis and maintenance was developed as a device that measures the width and length of concrete cracks through image analysis of cracks photographed with a camera. This device captures the cracks found within a close distance (3 m), and accurately calculates the unit pixel size by laser distance measurement, and automatically calculates the crack length and width with the image processing algorithm developed in this study. In measurement results using the crack image applied to the experiment, the measurement of the length of a 0.3 mm crack within a distance of 3 m was possible with a range of about 10% error. The crack width showed a tendency to be overestimated by detecting surrounding pixels due to vibration and blurring effect during the binarization process, but it could be effectively corrected by applying the crack width reduction function.
For the fast growing Liquid Crystal Display (LCD) TV market, it is essential to make the LCD panels to show moving images without any visual difficulties such as blurring or tailing. Owing to reduction of the cell gap and the improved Liquid Crystal (LC) mixtures with low viscosity, it is possible that our S-IPS TFT-LCDs feature a response time (R/T) as fast as 1-frame time (16ms) for a white-black operation and less than a 16rns in all gray levels without Over Driving Circuit (ODC) technology. Currently, mass production of the large size IPS panels with high speed has been successfully achieved. In order to achieve faster response time, new LC mixtures have been developed, optimizing the physical properties of rotational viscosity (${\gamma}$1) and elastic constants (Kii). Also, the LC mixtures with high elastic constant allow us to increase the cell gap. In this paper, realization of fast switching time in IPS mode with optimized '${\gamma}$1/Kii' parameter in the LC mixtures forms the core of this paper.
Public-private partnerships (PPPs) are very popular governance practices, as they enable the private partner to engage in business and have profits while the public partner improves the provision of public services. PPPs are organizational arrangements with a sector-crossing or sector-blurring nature, and are modes of governance - governance by partnerships or collaborative governance (Schuppert 2011). New models and applications of PPPs have been developed over time. Collaborative governance entails information exchange, action or movement harmonization, resource sharing, and capacity enhancement among the partners (Sale 2011; 2012a). As the national university, the University of the Philippines (UP) serves as a research university in various fields of expertise and specialization by conducting basic and applied research and development, and promoting research in various colleges and universities, and contributing to the dissemination and application of knowledge, among other purposes. (Republic Act 9500) It is the site of two (2) science and technology parks (Sale 2012b), one of which is the UP - Ayala Land Technohub. A collaboration between industry and the academe, the Technohub is envisioned as an integrated community of science and technology companies building a dynamic learning and entrepreneurial laboratory (UP-AyalaLand Technohub). This paper takes a closer look at the UP - Ayala Land Technohub as an example of a PPP or collaborative governance in science and technology parks. Have information exchange, action or movement harmonization, resource sharing, and capacity enhancement taken place in the Technohub? What are some significant outcomes of, and issues arising from, the PPP? What assessment indicators may be used? Is a governance instrument needed?

In this paper, we present a spatially adaptive post-processing algorithm for H.264 video coding standard to remove blocking artifacts. The loop filter of H.264 increases computational complexity of the encoder. Furthermore it doesn't clearly remove the blocking artifacts, resulting in over-blurring. For overcoming them, we combine the projection method with the Constraint Least Squares(CLS) method to restore the high quality image. To reflect the Human Visual System, we adopt the weight norm CLS method. Particularly pixel location-based local variance and laplacian operator are newly defined for the CLS method. In addition, the fact that correlation among adjoining pixels is high is utilized to constrain the solution space when the projection method is applied. Quantization Index(QP) of H.264 is also used to control the degree of smoothness. The simulation results show that the proposed post-processing filter works better than the loop filter of H.264 and converges more quickly than the CLS method.
In this paper, we propose a robust watermarking method against geometric attack even though the watermarked image is partially damaged. This method consists of standard image normalization which transforms any image into a predefined standard image and embedding watermark in DCT domain of standard normalized image using spread spectrum technique. The proposed standard image normalization method has an improvement over existing image normalization method, so it is robust to partial damage and geometric attack. The watermark embedding method using spread spectrum technique also has a robustness to image losses such as blurring, sharpening and compressions. In addition, the proposed watermarking method does not need an original image to detect watermark, so it is useful to public watermarking applications. Several experimental results show that the proposed watermarking method is robust to partial damage and various attacks including geometric deformation.
Synthetic zinc wave employs Pulsed plane wave as transmit beam with linear time delay curve. The received echoes in different transmit directions at different transmit times are superposed at imaging Points with Proper time delay compensation using synthetic focusing scheme. This scheme. which uses full aperture in transmit, obtains a high SNR image, and also features high lateral resolution by using two way dynamic focusing at all imaging depths. In this Paper, we consider the Problems in realization of synthetic zinc wave. Also. we have applied the scheme to obtain phantom and in-vivo images using a linear array of 5 MHz. In phantom test. experimental images show high resolution over a more extended imaging depth than conventional fixed Point transmit and receive dynamic focusing schemes In-vivo images show that the resolution could not overcome conventional focusing systems because of motion blurring and(or) aberration of tissue. but the frame rate tan be increased by a factor of more than 5 compared to conventional focusing schemes. with competitive resolution at all imaging depths .
