A Framework of Outsourcing Decision-Making for Human Resource Information Systems

  • This paper attempts to develop a framework for interrelationships among human resources information systems (HRIS), outsourcing, and corporate culture. This research investigates impacts of outsourcing HRIS on corporate culture. In this paper, we hypothesize that outsourcing corporate HRIS is less appealing (1) if the quality of product and customer service matters for a firm, (2) if a firm is concerned with a loss of intellectual property, and (3) if a firm requires maintenance of a distinctive human resource service function that is capable of meeting the challenges of fast changing customer demands in a dynamic business environment. In addition, this study argues companies must be aware of the total costs associated with HRIS before outsourcing its human resource functions. Finally, the impact on employee morale and performance must also be considered By outsourcing HRIS, managers will be able to spend more time and resources dedicated to an employee's professional career development.

  • The information system outsourcing has been received considerable attentions in recent years. Despite it great potential, the execution of the outsourcing need to be guided to avoid any possible failure. This study shows how the difference in the resources and capabilities between the customer company and the service provider affects the quality of partnership, finally the success of information system outsourcing. From the hypotheses testings, it is found that If the financial ability of the customer company is higher than that of the service provider, the partnership is good. In addition, If the IT resource of the service provider is higher than that of the customer company, the qualify of partnership is high. As a conclusion, the partnership quality has an effects on the success of outsourcing. Especially, the trust has an greater effect on the success of outsourcing than cooperation does.

  • As a result of the fast development of Information communication technology, the competitive advantage of companies and the service quality of nonprofit organizations has been largely changed. Corresponding to this kind of change, companies have tried to make production improvement, competitive strengthening, and organizational innovation. Meanwhile, the nonprofit organizations directed by the government are pursuing the service innovation from general administration area to the public service for civilians. In relation to this, risk management of the company's information systems outsourcing has largely been studied until now. However, the study of risk management for nonprofit organization information systems outsourcing has rarely been made. In this paper, to provide the theoretical base for further research, we have attempted to develop the evaluation framework for risk management of information systems outsourcing considering the characteristics of nonprofit organizations.

  • This paper considers probable determinants of the application software outsourcing costs and focuses on the service level agreement (SLA) influence. Recently, outsourcing clients and vendors have contracted SLA and tried to reflect them on outsourcing prices. While application software maintenance has been one of the most frequently outsourced functions, its cost did not reflect the service level requirements by the client. This paper empirically shows that the service urgency requirement on SLA increases the maintenance programmers' effort and thus increases the vendor's cost. This result can be used by vendors for program allocation purposes.

  • Recently, IT outsouricng has been one of the major concerns of many companies. This paper explores the relationship between information technology outsourcing risk factors and outsourcing performance. It is based upon a three-phase process utilizing IPO (Input-Process-Output) system. The first phase means the outsourcing planning risks t~at arise from overall environment of outsourcing, organizational refuse, and wrong contracts. The second phase implies outsourcing operational risks, which are occurred while out-sourcing perform and consist of organizational acceptances of outsourcing, partnership and hidden costs. The last phase is outsourcing performance based on four perspective of BSC(Blanced Scored Card). The survey was performed on the IT/IS firms, and the data was collected from 53 service receivers. The result of the analysis are as follows. First, Outsourcing planning risks positively affects the operational risks. Second, Outsourcing operational risks negatively affects the Outsourcing Performance.

  • To overcome rapidly changing business environment, companies are focusing on their core business areas. Outsourcing in general has become a standard to sustain competitive advantage. ASP(Application Service Provider) service, another form of IT outsourcing, is business model for providing a contractual service offering to deploy, host, manage and rent access to an application from a centrally managed facility. The main purpose of this study is to investigate on the factors contributing to the success of ASP services by conducting an empirical research to enterprises using ASP service. For this purpose, we developed a research model based on the literature reviews of ASP services, IT outsourcing, and relational exchange. A total of 106 usable survey responses has been used in the analysis. The unit of analysis was relationship and respondents were person in charge of ASP service of each corporation. The findings indicates that (1) service tangibles, customization, partnership, IS maturity and monitoring of the vendor had an positive influence upon non-economic benefits, (2) service tangibles, IS maturity and monitoring of the vendor had an positive influence upon economic benefits, and (3) service tangibles, reliability, partnership and monitoring of the vendor had positive influence upon satisfaction about outcomes of relationships.

The Trend of Outsourcing Housework through Home Meal Replacement: The Consumption Value of Food Subscription Service

  • Purpose - This study aims to predict the future market and draw policy implications by analyzing the trend of outsourcing housework through the food subscription service. Research design, data, and methodology - Content analysis was conducted on the consumption value emphasized in advertisements by item targeting food subscription service advertisements. Advertisements used as research data were extracted via keyword searches on Google web pages. A total of 30 advertisements selected were used for the final analysis. Result -The consumption values emphasized in the advertisements for staple foods, refreshments, and special foods were analyzed by considering the following factors: price, convenience, health, and pleasure. Convenience and health were emphasized in the staple foods, and price and pleasure were emphasized in the snacks. In the case of special foods, convenience and pleasure appeared together with a focus on health. Conclusion - Based on the trend of food subscription services, the implications for the market and policies for outsourcing housework through home meal replacement can be presented. Considering that the consumption value of a food subscription service is differentiated by item, it is necessary to formulate a plan to develop the market and policies related to outsourcing housework.

  • Purpose: In the last few decades, the ceramic industry has become an important industry for Indonesia. The resulting product must be handled properly, because if material & product handling is not carried out properly it will impact on the quality of product. Based on the logistics outsourcing research gaps in the ceramics industry to logistics service provider (LSP), this study aims to analyze the logistics service improvement of LSP in accordance with the needs of the ceramic industry to minimize logistics outsourcing risks. Research design, data and methodology: In the field study, observations, interviews and surveys related to production and logistics activities in the ceramic industry & LSP were carried out. The next step is to analyze logistics service of LSP needed by the ceramic industry. Results: The final findings obtained from this research are the LSP need to improve 1) knowledge; 2) technology capability; 3) relationships; 4) service quality; 5) innovation; 6) commitment in services. Conclusion: In order to reduce logistics outsourcing risks in the ceramic industry, LSP in Indonesia need to improve the logistics services required by the ceramic industry with a focus on six areas of improvement.

  • Recently, the role of IT service providers has been enlarged from managing a single function or system to reconstructing entire information management processes in new ways to contribute to shareholder value across the enterprise. This movement toward extensive and complex outsourcing agreements has been driven by the assumption that outsourcing information technology functions is a reliable approach to maximizing resource productivity. Hiring external IT service providers to manage part or all of its information-related services helps a firm focus on its core business and provides better services to its clients, thus obtaining sustainable competitive advantage. This practice of focusing on the strategic aspect of outsourcing is referred to as strategic sourcing where the focus is capability sourcing, not procurement. Given the importance of the strategic outsourcing, however, to our knowledge, there is little empirical research on the relationship between the strategic outsourcing orientation and outsourcing performance. Moreover, there is little research on the factor that makes the strategic outsourcing effective. This study is designed to investigate the relationship between strategic IT outsourcing orientation and IT outsourcing performance and the process through which strategic IT outsourcing orientation influences outsourcing performance, Based on the framework of strategic orientation-performance and core competence based management, this study first identifies core competency orientation as a proper strategic orientation pertinent to IT outsourcing and IT outsourcing process management capability as the mediator to affect IT outsourcing performance. The proposed research model is then tested with a sample of 200 firms. The findings of this study may contribute to the literature in two ways. First, it draws on the strategic orientation - performance framework in developing its research model so that it can provide a new perspective to the well studied phenomena. This perspective allows practitioners and researchers to look at outsourcing from an angle that emphasizes the strategic decision making to outsource its IT functions. Second, by separating the concept of strategic orientation and outsourcing process management capability, this study provides practices with insight into how the strategic orientation can work effectively to achieve an expected result. In addition, the current study provides a basis for future studies that examine the factors affecting IT outsourcing performance with more controllable factors such as IT outsourcing process management capability rather than external hard-to-control factors including trust and relationship management. This study investigates the major factors that determine IT outsourcing success. Based on strategic orientation and core competency theories, we develop the proposed research model to investigate the relationship between core competency orientation and IT outsourcing performance and the mediating role of IT outsourcing process management capability on IT outsourcing performance. The model consists of two independent variables (core-competency-orientation and IT outsourcing process management capability), and two dependent variables (outsourced task complexity and IT outsourcing performance). Comprehensive data collection was conducted through an outsourcing association. The survey data were analyzed using a structural analysis method. IT outsourcing process management capability was found to mediate the effect of core competency orientation on both outsourced task complexity and IT outsourcing performance. Further analysis and findings are discussed.
