  • Learning is naturally embedded in organizational ongoing-processes and routines. Recent many research models of organizational failure ignore how failing masks breakdowns and recoveries of organization-embedded learning as a naturally occurring process. Organizational learning is the platform in tandem with base-modules of organization in this point. Organizations learn and unlearn while they acquire, discard, and forget organizational experiences or knowledges. These processes in public sector organizations are different from learning behaviors in private sector. This study expects to explore architectural components of learning organization in public sector, focusing on distinct characteristics of public organizations, and to implement learning model based on system thinking(system dynamic) approach.

  • Recently, CMM have been recognized as a critical factor to validate the competitiveness of software organizations, even if the organizations have already achieved the ISO9001 certification. Furthermore, the new version of ISO9001:2000 is being required instead of ISO9001:1994. Both CMM and ISO9001 have a common point 1ha t they pursuit quality improvement fur the organizations processes and products. Therefore, it is important to understand the similarities of specific requirements between the two models in software organizations which attempt to employ both of the models. from this background, this paper compares CMM and ISO9001 by considering the versions in 1994 and 2000 of ISO9001. The results of this research are likely to help software organizations make a decision for a strategy to adopt CMM and ISO9001.

  • Many sports organizations have been founded due to the Increasing demand for sports with the development of leisure culture. As a social institution for sport facilitation, sports organizations should assure rationality and transparence of finance and operation by introducing a system for financial reporting as usually adopted for a profit-making corporation. Also, general regulations on the tax obligation in sports organizations have to be formulated more clearly. This study tried to derive some implications for the accounting and taxation obligations in Korean sports organizations based on a basic model of public sports organizations, formed with a profit-making organization and satisfying the requirements of public interest as regulated by German taxation law.

  • This paper offers a method to measure the distribution of niches of two types of social organizations, Internet sites and voluntary organizations, based on the socio-demographic characteristics of their members. It examines the niches of Internet sites based on age and education of site visitors and those of voluntary organizations based on age, education, and occupational prestige of their members. The method to measure organizational niches makes it possible not only to understand the niche width of organizations but also to examine the extent to which organizations potentially compete and coexist. This leads to a method to recognize the way organizational environments influence the performance of individual organizations ecologically.

  • In this era of knowledge and information of the 21st century, the source of a nation's competitive power consists of human resources and material resources and the importance of human resources appreciates highly. The number of small and medium enterprises which are the core of national economy covers over 98% among whole domestic enterprises of Korea. Competitive power of small and medium enterprises comes from human resources development. For the development of human resources, small and medium enterprises are trying to expand their learning organizations in the company. The analysis of outcomes of administering the existing learning organizations shows that learning organizations contribute highly to the improvement of the productivity of small and medium enterprises. And the analysis also shows that the participants of learning organizations and middle management and executives who support and encourage them recognize the necessity of learning organizations and that it should be disseminated throughout other enterprises. Therefore government's supports to establish learning organizations in a company are required to expand.

A basic study for establishing a network of environmental education : focusing on the nonformal environmental education of civil environmental organizations (환경교육의 네트워크 구축을 위한 기초 연구 : 민간환경단체의 사회환경교육 중심으로)

  • Restricted by time and space, formal environmental education has a limit in accommodating fast changing socal phenomena and quickly spreading environmental problems. Therefore, to carry out more efficiently the environmental education for middle and high school students, this study is intended to search for a way to establish a network of formal and nonformal environmental education. More than 80% of civil environmental organizations replied they agree to establish a network of environmental education. As for the establishment of a network, they preferred the establishment in which middle and high school, civil environmental organizations, government, the environment-related departments of the universities. They preferred ‘civil environmental organizations’ for the operator, ‘local municipal or provincial level for the scale, ‘direct personal relations’ for the interchange method. To establish a network, they replied that ‘funding’, ‘specialists in environmental education’, ‘staff to proceed educations’, ‘reform of law and systems’ are required. They also preferred ‘funding from government budget’ for a way to fund a network. We can draw the following conclusions from the survey, We need a training program for environmental education staff not to make those educational programs by civil environmental organizations temporary Also, more studies should be done to establish more organized network of environmental education and nonformal environmental education by civil environmental organizations. Environmental problem varies depending on the local characteristics, and thus environmental education should be carried out locally at the network center for environmental education. Besides, local self-governing bodies should support it administratively and financially.

How Paternalistic Leadership affects Employee Voice Behavior in Korean Hierarchical Organizations?

  • This study aims to examine the impact of Korean paternalistic leadership under a hierarchical structure on employee voice and also to compare the differences in leaders' behaviors-authoritarian, benevolent, and moral, and the effects on employee voice between governmental organizations and Quasi-government organizations. The sample of governmental organizations includes 195 employees under job control from at least middle-range or higher managers at local governments and local police agencies in Daegu and Busan metropolitan. The other sample also includes 189 employees reporting directly to managers with job control in public enterprises and government-funded Korean institutes in the same cities. This study employs t-test and regression analysis to test presumed hypotheses. As the results of the analysis, there is a significant difference in authoritarian leadership between governmental organizations and Quasi-government organizations, but both benevolent and moral leadership are not. Benevolent and moral leadership are positively related to employee voice, but authoritarian leadership is not. Based on the analytical results, this research suggests the theoretical implications and the limitations on the applicability of paternalistic leadership into the Korean cultural context for an expanded understanding of leadership theory and practical implications for managers in terms of improvement of employee voice.

  • The government-affiliated organizations are required the autonomous record preservation and management, considering their management independence and specialty. In absence of general record management system for government-affiliated organizations, establishment of the standard; Functional requirements of systems with record management for government-affiliated organizations, etc. NAK/S 24:2014(v1.0) is meaningful because it can consensus the functional requirements and directions which are considered when organizations develop in-house record management systems. This study aims to analyze functional requirements and suggest procedures and strategies for application of the standard in the case of development of the record management system.

  • Evaluating performance in public sector aims to enhance the efficiency of organizations. Evaluating the efficiency which is the ratio between input and output, organizations set directions of improvement. This research applied Data Envelopment Analysis(DEA) useful to evaluating the efficiency of organizations in public sector. Decision Making Units(DMU) of this research are 21 Information Security Organizations of departments/agencies. As the results, the mean of efficiency score of 21 DMUs is a little more than 50%. Means of departments(8 DMUs) and agencies/committees(11 DMUs) are similar to the total efficiency score. For these results, the decision makers of the information security organizations in public sector have to strive to improve the inefficiency.
