Global climate change can be solved only through international cooperation. Climate change can be caused by natural and anthropogenic causes. An important policy responding on the climate change is to reduce the emission of climate change-affecting substances caused by anthropogenic causes. This research was conducted to suggest the direction of Korea's LULUCF(Land Use-Land Use Change and Forestry) policy by comparing Germany's LULUCF policy, which is considered as a good case for establishing the EU's greenhouse gas reduction response policy. Germany's LULUCF policy concerns with various sectors for synergy effects, while Korea's LULUCF policy is biased towards the forest sector. Although Korea's LULUCF policy focuses on forests, basic research is still insufficient and the linkage with existing environmental policies is low. Therefore, Korea's LULUCF policy needs more expansion into many different sectors such as agricultural, environmental, and other fields.

Background: The results of the Global School Personnel Survey (GSPS) conducted in India in 2009 are compared with 2006 GSPS to assess any change in 2009 on tobacco use and knowledge and attitudes to tobacco use, training and availability of tobacco control teaching material in schools and the existence of school tobacco control policies. Methods: GSPS is a cross sectional survey conducted twice (2006 and 2009) in entire India. A total of 180 schools were surveyed each time. Results: Of the participating school personnel, 2660 in 2006 and 2575 in 2009, about 95% were teachers and the balance administrators. In 2009, compared to 2006 the prevalence of current smoking of cigarettes (19.6% in 2006 and 10.3% in 2009) and bidis (21.5% in 2006 and 13.9% in 2009) was found to be significantly lower; the percentage of teachers receiving training on preventing youth tobacco use has significantly reduced (16.7% in 2006 and 10.1% in 2009); access of teachers to educational materials on tobacco use and how to prevent its use among youth had not increased (34.6% in 2006 and 37.8% in 2009); there was no change in policy prohibiting tobacco use among students and school personnel; however, ever use of any tobacco on school premises was significantly lower (15.6% in 2006 and 9.6% in 2009). Conclusions: The prevalence of current smoking (cigarettes/bidis) among school personnel and use of any tobacco on school premises were significantly decreased in 2009 as compared to 2006. Necessary action should be planned to increase the number of teachers trained and the availability of teaching materials on preventing youth tobacco use in order to have effective prevention of tobacco use among students.

This study examined and analyzed uses, transformations, changes of plane and arrangement, and changes of space structure of housing components with traditional folk houses located at Kyideok village, Hanrim-eup, Jeju, and the results of the study can be summarized as follows. First, the exposure of arrangement of folk houses at Kyideok village, Jeju was evenly distributed to the east, the southeast, the northeast and the west in order and it was little different from the use of sunshine conditions by placing the main room on the south in traditional houses of land areas. Second, the space structure of inner room before transformation was divided into seven types. 3-room type was classified into "Sangbang-centered three-room type" and "nanggan-centered three-room type", 4-room type into "four-room type with inner access to warehouse", "four-room type with outer access to warehouse", "kitchen-divided four-room type", "four-room type with two kitchens", "four- room type with nanggan at the right back". Third, according to types of change in arrangement type, the first is new annex addition to existing inner room, the second is the removal of existing annexes including outer room, the third is the extension of inner room size without new construction of annex, the fourth is new construction of annex with new plane form after removal of existing annex, the fifth is no change in arrangement of inner room, outer room, stable, warehouse, etc. Fourth, transformation of space components led to changes of space structure as well as those of plane form. Changes of space structure were divided into reduction type of circulation to specific factors, negligence type without using increased space factor, and addition type having various circulations through the increase of convenience space.
Due to recent change in fire stations, this study aims to propose improved directions for planning of 119 rescue centers through its analysis of spatial organization and characteristics by functional area based in case studies of new-design centers. The Korean 119 rescue centers have changed in terms of function and roles in line with the flow of changing social environments, so it has been required to give new spatial change to these centers. It's meant in this study to classify compulsory special service spaces for the 119 rescue centers by domain and to suggest design guidelines for each type of spaces. Eight case of recue centers that were newly built in and after 2008 were selected and analyzed to serve the purpose. Finally, the results of this study were as followed: First, each of the rescue centers is divided into several domain depending on the type of work, and there are meaningful characteristics in the vertical and horizontal spatial layout of the individual spaces. Second, there are specific differences among the spaces in the spatial occupation percentage. The percentage of the space for community service is obviously lower in the 119 rescue centers in Seoul than in Incheon. Third, the domain classification criteria of this study are selected based on earlier studies, and another space for community service is newly added as a result of making a case study.

This study investigates the nature and patterns of interrelation between the emerging information and communication technology(ICT) and the organization of corporate space, both theoretically and empirically. In this work, ICT is conceptualized not so much a space-adjusting technology as an organizational technology. ICT is considered as a governance technology which is related to coordination function within a firm. Therefore, it is supposed to have a great relevance to the spatial reorganization of functions within a firm. Both questionnaire and case study method are used to gather necessary data from Korean electronics manufactures. The results of this study can be summarized as follow. First, the spatial structure of a firm, which is operationalised as the number and type of spatially separated establishments, is turned out to have a great explanatory power to its adoption of computer networks. Computer networks in muli-locational companies are introduced to overcome the limits of its spatial structure, such as duplication of functions, such as duplication of functions, loss of time spent in proceeding a job between different functional units, and unresponsiveness to the change of market demand. Second, new spatial division of labor and function could be possible through a series of business process reengineering, not through the mere adoption of ICT. Case studies reveal that computer network could help a firm to realize new forms of spatial division of labor, especially in those functions which is mainly based on the flow of information. Such function as ICT management, sales logistics and after-sales service are major parts where a new operational unit has appeared with the help of ICT. From above results, it can be concluded that the interrelations between ICT and organizational space should be approached intimately integrated with the change of industrial structure and it's organizational implications.

Recently, discussions about social economy have been actively promoted, and the establishment of social cooperatives, which is an axis of social economy, is being activated. However, because of the economic slowdown, social cooperative activities are often shrinking, and a case study is conducted on how to make social cooperatives sustainable. The results are as follows. In order for social cooperatives to cope with social change adaptation and market diversity, it is necessary to organize networks or participate in existing networks. It is also necessary that social cooperatives form different types of social cooperatives into separate organizational forms as needed. In addition, social cooperatives should make efforts to improve the quality of services and goods provided by each organization, and focus on attracting local people's empathy and participation to change the culture and atmosphere of the region. If such efforts are made, it will be possible for social cooperatives to become a sustainable economic organization.
The purpose of this study is to make practical application of the results as basic data of National Park management-policy by surveying and analyzing management goals, management missions, land zoning, numeral of visitors, management organization, management staff and revenue and Expenditure budget of 1992 and 2004 those are main factors to know the management system well. The main management missions was found not only to put value on developing nature program but also to prepare for keeping and renewing of nature resources. The change of zoning land was researched to be controlled and nature preservation area was showed to be enlarged. While management missions and visitors have been increased, there weren't raise of organization and staffs at all. And expenditure budget had management formation by manpower. Although there are progressive changes in park management system during the period, several improvements are needed in details. They are as follows; To be sustainable preservation and usage which are the intrinsic roles of National Park by increasing the government investment than own revenue.

In this manuscript, for this discussion, we search simply historical process of development, seek conception of the disadvantaged in regard to police duty, analyse the reality of human rights violation of the disadvantaged in execution of police duty through statistics and case study, find the problem and seek proper solution through improvement of the police legislative system.

In recent, KEPCO (Korea Electric Power Corporation) faced difficulties of the DCC (distribution control center) due to the increase of field equipment and operational cost, and aging of operating staffs. In response to these changes in the DCC, KEPCO is trying to change the organization and system of the DCC. In this paper, we present a new attempt to change organization and structure of distribution control center, which was implemented by KEPCO recently. This paper is divided into three major parts. First, to examine the adequacy of the divided basis of current DCCs based on the quantity of installed electrical equipment, we analyzed the correlation between the operational history of the DCCs and the number of equipment. Through the analysis, we confirmed that there is little relationship between the number of equipment and actual workload. Second, we conducted visits and questionnaire surveys of all the DCCs to identify factors affecting the actual workload of distribution operators and then summarized the results. Third, based on this survey, a general formula for analyzing the workload of a DCC was derived, and each DCC's average annual total workload, day/night workload, and required number of personnel were calculated. Through this study, we proposed a more realistic management method of DCCs that can overcome the division criteria based on equipment quantity.

The International Organization for Standardization (ISO) published ISO 9001 Quality Management System (QMS)-Requirements in 1987 and has revised four times since then. ISO 9001:2015 is the latest edition. This latest edition has two most noticeable changes. The first major change of new edition focuses on performance with an emphasis on Risk-Based Thinking (RBT) to enhance the process approach. The new edition consists of ten clauses whose first three clauses are largely same as older edition but risks are clearly stated and stressed in last seven clauses, emphasizing on Plan-Do-Check-Act cycle at all levels in the organization. The second major change is that the new edition has the same overall structure as other ISO management system standards known as High Level Structure (HLS) with Annex SL. The companies obtained the certificate of new ISO 9001:2015 QMS by September 15, 2018 in order to maintain as an ISO QMS registered firm. In this article we collected transition audit data from more than 100 companies that registered ISO 9001:2015 QMS for recent three years. We performed a statistical analysis to disclose the relationships between the characteristics of companies and the minor nonconformities found in ISO 9001:2015 requirements during transition audit processes. We also aim to interpret the findings and deduce the implications of the statistical results.
