The COAPI Cats: The Current State of Open Access Repository Movement and Policy Documentations

  • The paper investigates open access (OA) self archiving policies of different Open Access Repositories (OARs) of COAPI (Coalition of Open Access Policy Institutions) founder members as reported in June 2011 (i.e. a total of 22 members against a total of 46 COPAI members as reported by Open Biomed (http://openbiomed.info/2011/08/coapi-cats/). The paper consulted three databases (OpenDOAR, ROAR and ROARMAP) in order to evaluate twenty-two (22) COAPI-members OARs self archiving policy documentations and highlights of some progress on issues so far. After analyzing policy documentations, key findings have been highlighted and common practices have been suggested in line with global recommendations and best practice guidelines at national and international levels for strengthening national research systems. The paper has implications for administrators, funding agencies, policy makers and professional librarians in devising institute specific self archiving policies for their own organization.

  • The Korean government adopted the integrated stream water management policy recently with growing perception that natural disasters and pollution in Korea have been due not only to such human factors as urbanization and industrialization, but also to the policy of functionally separated management of irrigation, flood control and ecological management. Contrary to its good intention, research result shows that it is not realistic to expect that this new integrated policy in Korea will work well. In order to be an effective policy and program evaluation, this paper suggests that evaluation indicator on related programs and projects should be made through bottom-up process. For example, environmental benefit should be taken into account rather than just economic benefit, and cultural and social characteristics in the project region should be also considered seriously.

  • Since the foreign currency crisis, Korean economy has suffered recession and the government launches residence and real estate policy in order to increase the demand and trade of real estate and to help the economy revitalization. 1 As a result, the rate of economy growth is shown the high increase with the figure of 10.9% in 1999 and 8.8% in 2000. However, it brings overheating market as a negative effect. Although, the government established the policy for the control of speculation, the policy causes instability of economy. This study is to analyze the effect between the residence policy and the housing cost since the foreign currency crisis through housing sale price estimation and housing lease price estimation and is to apply the basis data of the next residence policy.

Tensions between Secondary Mathematics Teachers and Educational Policy Regulating Academic Acceleration in Korea

  • The Korean government initiated an educational policy regulating academic acceleration in schools (e.g., regulating teaching or assessing above-grade-level content) in order to normalize public education and prevent the growth of private tutoring. To analyze whether the policy is achieving its intended goals, this study examined how high school mathematics teachers responded to the policy. The findings indicate four distinct teacher responses: the teachers would teach above-grade-level lessons in classes, but not assess them on a test; the teachers sought academic acceleration to prevent excessive private tutoring, although the policymakers thought that teachers' academic acceleration results in an excessive demand for private tutoring; the teachers were willing to teach above-grade-level content for students, but they were reluctant to teach below-grade-level content due to the time constraints; and the teachers recognized that the policy limited their curricular autonomy, even though it was intended to ensure their autonomy. Implications for mathematics teacher educators and policymakers are discussed.

  • The field of construction and transportation R&D has been increased and improved wih the integration into the ICT. With the rapid trend changes like the Fourth Industrial Revolution, new direction and solution of R&D policy is being explored to prepare for the convergence era with other diverse research areas. In order to present new direction, it is necessary to analyze the external environment influencing construction and transportation field. In this regard, this study analyzes the science and technology policy plan and goal in Korea. In conclusion, through the policy analysis, this study suggests new direction of construction and transportation R&D in Korea.

  • The Yoon Suk Yeol administration is promoting the "Global Leap of the Biohealth Industry" as one of its 120 key national policies. Recently, the administration has been showing its commitment by establishing various strategies and presenting blueprints for policy implementation. However, the results felt on the ground are still not sufficient. The biohealth industry is a difficult field to generate policy effects because the related regulations are intricately intertwined and the diverse administrative tasks are scattered in various government departments, where inter-departmental interests differ. To solve this problem, an innovative governance system should be established. In order for the government's recent approach to establish a government-wide control tower to be effective, it should demonstrate a proactive policy commitment and be given practical power to coordinate the interests between departments.

Legal framework and practices of public order management in England and Wales (잉글랜드와 웨일즈의 공공질서 관리 관련 법적 틀 및 법집행 형태)

  • Public order management is one of the most important areas in policing. Drawing on the legal framework and policy, this study aims to assess practices of criminal justice practitioners, especially, police and prosecutors, in England and Wales. Using qualitative interviewing, four main themes are identified: (1) an emphasis on a right to protest, (2) police practices on public order management, (3) the development of police/prosecutor liaison, and (4) the value of video evidence. Based upon these findings, several legal, policy and practice implications are drawn. These implications involve a wide range of aspects concerning strategic, operational, and tactical interventions by the police, as well as collaboration between police and prosecutors. Although the criminal justice context in England and Wales is very different to South Korea, some practices and distinctions can be useful to consider in the Korean context. This study suggests that more gains can be made if legislation, policy, and practice across criminal justice nodes can be coordinated and approached holistically.

  • The purpose of this study was to find ways to impact policies in order to invigorate convergence research as a whole (including science or engineering-based and its humanities-based counterpart), so it can be recognized as the science of its own form. Firstly we looked at the definition of convergence research. Secondly, we looked at the definition of policy and how policies are produced. Lastly, we explored the relationship between convergence research and policy decision making. The current issues faced by the convergence research were the fact that it was largely under-appreciated and inadequately supported both in terms of policy and financial support. In this study, we explore the relationship between research and policy based on a research utilization model, which can be categorized the research and policy relationship into four types. Then we sought for various cases to explore how research can affect policies as scientific evidence; how the technological changes caused by convergence research can be shaped into policies; and then provide insights for what challenges needed to be addressed in order to have a positive impact on the relationship.

Analysis for the Effect of Population and Urban Land use on the Water Quality in Paldang Lake Using Simple Regression Model (단순회귀모형을 이용한 인구와 도시적 토지이용이 팔당호 수질에 미치는 영향 분석)

  • In this study, a simple regression model is proposed in order to analyse the effect of population and urban land use on the water quality of Paldang lake, Gyeonggi. As a comparison result with Qua12E water quality model, the proposed model shows very good predicting performance in simulating several alternative scenarios. In order to accomplish BOD 1ppm of Paldang lake, various model applications show that the population incoming and urban land use management should be afoot in addition to stricter outflow water quality from sewer treatmement systems.

  • The study analyzes those relations of customer service level of each sales branch, level of cooperations among branches, and overall system-wide service level for an item. Under the continuous review method, each sales branch places an order to the outside supplier, and the each branch receives the order quantity after elapsing a certain lead time. Under these circumstances, those branches with stockout condition may be supplied by other branches with keeping stocks to cover the shortages. This policy generally increases the system-wide customer service level for an item throughout cooperations for the safety plan among branches. Therefore, in the context of inventory policy, the decision rules to determine the proper branch levels of service and cooperation levels of service are important goals in terms of attaining desired system-wide service level. This research has suggested the method and procedure to reach above goals.
