  • The purpose of this Study is to present the tasks and means of improving the operational system of public culture and arts institutes in the future on the basis of the analysis of the effectiveness of operation of public culture and arts institutes. The summary of the results of analysis in this Study is as follows: Firstly, it was found that the factor variables that impart effect on the operation of public culture and arts institutes included (1) artistic value, (2) convenience and (3) organizational management, while the performance variable of public culture and arts institutes was (4) operational performance. Secondly, in the analysis of the structure that explains the operational effects of public culture and arts institutes, convenience and organizational management were found to impart effects on the operational performances. However, artistic value was found to have no effect on operational performances. Therefore, these results of analysis imply that organizational management and convenience, rather than artistic value, need to be fortified in order to elevate the operational performances of public culture and arts institutes.

  • Target operational availability setting is the first step to setting up a goal which a weapon system development project have to achieve and doing RAM analysis during whole life of a weapon system. It is important as a key factor to doing RAM analysis in the early phase of weapon system development. This paper present a methodology to set a target operational availability for, especially, a warship when it develop. This methodology uses Operational Mode Summary/Mission Profile(OMS/MP) of the developing warship and RAM analysis results of similar warships to calculate wartime and peacetime target operational availability. It will be used in early phase of not only warship development but also army or aircraft weapon systems when these develop.

  • For smart defense innovation, the key is to apply state-of-the-art technologies of the Fourth Industrial Revolution to national defense. In order to apply state-of-the-art technology to the defense sector, we need to apply and develop technologies to analyze and respond to uncertain future operational environments. To this end, our military is investing a lot of time and effort. To understand future operational environment analysis and to apply and develop our military, we explored the perspectives of operational environment analysis in major countries and studied specific cases of U.S. troops with systematic analysis functions. The U.S. Army has established a cooperative system to analyze future operational environment under the leadership of the Education Command and operates the organization organically. It also utilizes the collective intelligence of expert groups in various fields by utilizing the MSC, and it is time for the Korean military to take the lead in keeping with the era of transformation. To that end, the organization of the U.S. Education Command should be benchmarked and the Korean Future Operation Environment Analysis Organization should be established and operated. Through this study, we have developed an understanding of the future operational environment analysis system of the U.S. Army and presented a plan to apply the ROK MND.

  • The Korea Augmentation Satellite System (KASS) has been certified by the Ministry of Land, Infrastructure and Transport (MOLIT) and commenced Safety-of-Life (SoL) service at the end of 2023. KASS complies with the APV-I signal-in-space performance requirements defined in the International Civil Aviation Organization (ICAO) Standards and Recommendation Practices (SARPs). The performance of KASS is verified through two steps. In the first step, design conformity from the aspect of performance is verified by both review and analysis of design and simulation. In the second step, operational conformity is tested and assessed by operational testing using real data and a deployed system with operational SWs and configurations. This paper presents a methodology, a procedure and results for the KASS operational testing. Finally, performance degradation events and results by month and region during the operational testing are presented and analyzed.

  • Navy forces of ROK asked for more than 90% operational availability in the requirement document of combat ship. This study proposes the evaluation methodology of operational availability with the evaluation process, calculation formula, analysis of operational test data. As the case study, the developed methodology is proved to apply for 00 batch-I naval ship using the data to be acquired during the operational test period. The operational availability by test data was 90.03%, and it was satisfied with objective value 90%. The paper will contribute not only to establish the evaluation methodology of operational availability for combat ship but also other general weapon system.

  • Cooperative and integrative partnerships between buyers and suppliers are very important for effective operations. Such partnerships should be based on various information technologies developed in recent years. Therefore, we investigated the relationship among IT performance, IT infrastructure and supply chain performance in buyer-supplier linkage using exploratory examination. This analysis is based on survey results of buyer-supplier practitioners in Korean electronics industry. Specifically, we used factor analysis, correlation analysis, and regression analysis. Major findings are as follows. First. buyers' IT performance contributed to enhance their operational & financial performance, and satisfaction. Second, buyers' IT infrastructure improved their financial performance and satisfaction but showed mixed effects on operational performance. Third, suppliers' operational performance enhanced buyers' operational & financial performance, and satisfaction. Fourth, suppliers' IT performance strengthened their operational & financial performance, and satisfaction. Fifth, suppliers' IT infrastructure showed positive relationships with operational performance and satisfaction.

  • The operational characteristics of superconducting amplifier using vortex flux flow were analyzed from an equivalent circuit in which its current-voltage characteristics for the vortex motion in YBCO microbridge were reflected. For the analysis of operation as an amplifier, dc bias operational point for the superconducting amplifier is determined and then ac operational characteristics for the designed superconducting amplifier were investigated. The variation of transresistance, which describes the operational characteristics of superconducting amplifier, was estimated with respect to conditions of dc bias. The current and the voltage gains, which can be derived from the circuit for small signal analysis, were calculated at each operational point and compared with the results obtained from the numerical analysis for the small signal circuit. From our paper, the characteristics of amplification for superconducting flux flow transistor (SFFT) could be confirmed. The development of the superconducting amplifier applicable to various devices is expected.

  • We analyze the performance of South Korea wholesalers and retailers during the period when COVID-19 emerged and began to spread in South Korea. Specifically, we choose operational efficiency as a proxy variable for reflecting corporate performance and apply stochastic frontier analysis for estimating operational efficiency. Importantly, in order to examine the impact of the COVID-19 period (Q1 to Q2 2020) on operational efficiency, we consider the quarterly fixed effect corresponding to the COVID-19 period. Our findings include: (ⅰ) the average level of operational ffficiency is approximately 0.7138 during the analysis period (Q1 2019 to Q2 2020); (ⅱ) the fixed effect of the COVID-19 period on operational efficiency is not significant; and (ⅲ) operational efficiency is positively correlated with the scale of the company. Moreover, from an academic perspective, we make a contribution by examining the relationship between the operational efficiency as a firm-level variable and the COVID-19 period as a macroeconomic variable.

  • The purposes of this study were to investigate the operational affecting productivity in hospital foodservice, and to examine the relationships between operational factors affecting productivity. The 28 hospitals over 400 beds in Seoul were mailed questionnaires assessing the factors that affect productivity in hospital foodservice(23 hospitals responded). Data analyses included descriptive statistics. Pearson product moment correlation analysis, and stepwise multiple regression analysis. The result of Pearson product moment correlation analysis indicated that the percentage of patient meals was significantly correlated to the productivity (r=.5560, p<.01). Stepwise multiple regression analysis indicated that the percentage of patient meals and the average work hours of employees were significant predictors of the operational factors at productivity.

  • This paper studies the impact of the maintenance time of anti-ship missile Harpoon on operational availability with real field data. The Harpoon maintenance simulation model is developed as a testbed for identifying the optimal inventory levels on operational availability. Using multiple linear regression analysis and integer programming, the optimal inventory levels of essential assemblies are suggested. Finally, the result of sensitivity analysis shows the quantitative impact of maintenance time on operational availability and inventory costs. The authors believe that this quantitative analysis can support policy decisions to decrease maintenance time of missiles.
