Mobile IP Low Latency Handoffs(l) allow greater support for real-time services on a Mobile IP network by minimizing the period of time when a mobile node is unable to send or receive IP packets due to the delay in the Mobile IP Registration process. However, on Mobile IP network with AAA servers that are capable of performing Authentication, Authorization, and Accounting(AAA) services, every Registration has to be traversed to the home network to achieve new session keys, that are distributed by home AAA server, for a new Mobile IP session. This communication delay is the time taken to re-authentication the mobile node and to traverse between foreign and home network even if the mobile node has been previously authorized to old foreign agent. In order to reduce these extra time overheads, we present a method that performs Low Latency Handoffs without requiring further involvement by home AAA server. The method re-uses the previously assigned session keys. To provide confidentiality and integrity of session keys in the phase of key exchange between agents, it uses a key sharing method by gateway foreign agent that performs a trusted thirty party. The proposed method allows the mobile node to perform Low Latency Handoffs with fast as well as secure operation.

Maintainability indicates the extent to which maintenance can be done easily and quickly. The consideration of maintainability is crucial to reduce the operation and support costs of weapon systems, but if the maintainability is evaluated after the prototype production is done and necessitates design changes, it may increase the cost and delay the schedule. The evaluation should verify whether maintenance work can be performed, and support the designers in developing a design to improve maintainability. In previous studies, the maintainability index was calculated using the graph theory at the early design phase, but evaluation accuracy appeared to be limited. Analyzing the methods of evaluating the maintainability using fuzzy logic and 3D modeling indicate that the design of a system with good maintainability should be done in an integrated manner during the whole system life cycle. This paper proposes a method to evaluate maintainability using SysML-based modeling and simulation technique and fuzzy logic. The physical design structure with maintainability attributes was modeled using SysML 'bdd' diagram, and the maintainability was represented by an AHP matrix for maintainability attributes. We then calculated the maintainability using AHP-based weighting calculation and fuzzy logic through the use of SysML 'par' diagram that incorporated MATLAB. The proposed maintainability model can be managed efficiently and consistently, and the state of system design and maintainability can be analyzed quantitatively, thereby improving design by early identifying the items with low maintainability.
In response to the changing demands of ever competitive market, SK Telecom has built a new marketing system that can support dynamic marketing campaigns and, at the same time, scale up to the large volumes of data and transactions for the next decade. The system which employs Unix-based client-server (using Web browser interfaces) architecture will replace the current mainframe-based COIS system. The project, named NGM (Next Generation Marketing ), is unprecedentedly large in scale. However, both managerial and technical problems led the project into a crisis. The application framework that depended on a software solution from a major global vendor could not support the dynamic functionalities required for the new system. In March 2005, SK telecom declared the suspension of the NGM project. The second phase of the project started in May 2005 following a comprehensive replanning. It was decided that no single existing solution could cope with the complexity of the new system and hence the new system would be custom-built. As such. a number of technical challenges emerged. In this paper, we report on the three key dimensions of technical challenges - middleware and application framework, database architecture and tuning, and system performance. The processes and approaches, adopted in building NGM system, may be viewed as "best practices" in the telecom industry. The completed NGM system, now called "U.key System," successfully came into operation on the ninth of October, 2006. This new infrastructure is expected to give birth to a series of innovative, fruitful, and customer-oriented applications in the near future.
The purpose of this study is to examine and analyze the Untied Nations' efforts for peace on Korean peninsular after CCF's participation in Korean War. The Untied Nation tried to negotiate th peace plan between two sides from the end of 1950. Once the CCF's entry into the war had been confirmed, the war situation moved to a new phase, and the UN forces, which had guided the war in an effort to destroy the NKP A forces, and to punish North Korea, had to set up new guidelines to cope with the new situation. Accordingly, in late November, 1950, the UN forces camp, mainly the US Joint Chiefs of Staff and the United Nations Command, discussed various options, such as an expansion of the war up to the Chinese territory, a cease fire along the 38th Parallel, or a forced and inevitable evacuation. The Korean delegation to the UN insisted that "the unification of Korea should be achieved only by victory in the war. The Chinese intervention in the war is a Challenge to the UN in the same way as the North Korean invasion. The UN participation in the war was to repulse the invasion. With the same spirit we should drive back the Chinese Communists." The Korean delegation also emphasized to the friendly nations the political objective and will of unification, and that a cease fire at a threshold of unification might return us to the status quo ante bellum, and would be contrary to the Korean nation's desire. At that time, particularly, the US strongly considered the employment of nuclear weapons as one of the new strategies to cope with the Chinese invasion. The international effects of these casual remarks were realized almost at once. The British Prime Minister who had not wanted the expansion of war in the Far East, especially from the view point of the interest of NATO's security, visited Washington. so the conference had a very important meaning for the UN forces' new strategy. On the other hand, at the UN, on the 5th of December, the very day Truman and Attlee agreed to seek a cease-fire under UN auspices, a group of thirteen Asian and Arab states proposed to ask China and North Korea not to cross the 38th Parallel, and sounded out both sides about a cease fire along the 38th Parallel. The United States and the United Kingdom gave their assent, but China and North Korea gave no direct response. The CCF, who were securing the initiative of operation, were not agreeable with the proposal of the UN forces. The Untied Nation has tried to negotiate th peace plan between two sides from the December of 1950 and January of 1951. The Untied Nations' has achieved great results to negotiate for the peace plan on Korean peninsular after CCF's participation in Korean War. It's the results considering both the operation situation and political opinions.
The purpose of this study was to describe how one woman became a science docent's exper and how she developed expertise in her field of work as a docent in science museum. A life history approach, one of the qualitative research methods was employed in this study. A docent Ms. Park, had her career as a docent for eight years and she was selected through the procedures as follows. The $1^{st}$ phase of selection, the researcher contacted 56 docents who were working using a convenience sampling method. In the $2^{nd}$ phase of selection, 11 of them were then selected on purpose for further study. Finally docent Paek was selected as a case for this study on the basis of her responses to survey questions and interviews as well as her willingness to participate. Research data were collected through mainly interviews, participant observations, and docents' artifacts. We analyzed data to reveal Ms-Park's life history of how she became a docent, how her work was as a docent, and what efforts she made to become an expert as a docent of science museum. Findings are as follows. First, docent Park demonstrated strong educational beliefs that influenced her field work, as the beliefs have continuously been formed throughout her life experiences. Second, she acquired and organized her practical knowledge of exhibit interpretation through real activities and experiences interacting whith visitors and demonstrating exhibits in science museums. Third, docent Park showed her ability to make full use of surroundings and resources available for developing her expertise on exhibit interpretation more effectively. With these findings in mind, we suggest that a well established docent system as well as its operation, and physical support be needed for increased docents' expertise and meaningful education in science museum.

A satellite and ground stations which are developed in a program are tested whether the interface between the satellite and ground is well established before satellite operations. These compatibility tests are performed when the satellite is connected with the ground stations after all satellite and ground stations requirements are verified. The content of the RF compatibility test is to check whether the interface requirements which are described on the Interface Control Document are well developed. During the early operation phase and tentative contingency operations of the satellite, KARI ground station uses other oversea ground stations which are located worldwide according to contract between the KARI and the contractor. Since oversea ground stations were not developed for the designated space program, system integrator should check whether the oversea ground stations are satisfied with interface requirements. Using the RF suitcase, RF interface and the content of RF communication can directly be verified during RF compatibility test on oversea ground station without KARI ground station's support. The RF compatibility test using RF suitcase was performed oversea ground stations as well as KARI ground station located on Korea. The content of RF compatibility test was standardized in order to be used at any oversea ground stations, especially fitted for the operations concept of launch and early operations phase. The test content would be RF characteristics, protocol, command loop test, telemetry loop test, and ground station interface test.

FRACAS(Failure Reporting, Analysis and Corrective Action System) has been applied in various industries to improve the reliability of the systems. FRACAS is effective in improving reliability by repeating failure analysis, proper corrective action, and result verification for identified failures. However, FRACAS has many limitations in terms of process, data collection and management to be integrated into the existing development environment. In the domestic defense industry, studies on the development of FRACAS system and process improvement have been conducted to solve the difficulties of applying FRACAS, but most of them are concentrated in the operation/maintenance phase. Since FRACAS should be conducted in consideration of TLCSM(Total Life Cycle System Management), it is necessary to study the reference architecture so that FRACAS can be applied from the early design phase. In this paper, we studied the TLCSM-based integrated architecture considering the system life cycle phases, FRACAS closed-loop process, and FRACAS essentials in order to effectively apply FRACAS throughout the life cycle of defense systems. The proposed architecture was used as a reference model for FRACAS in a shipboard combat system.
This article purposes to investigate opening process of the 21st National Assembly in the middle of severe conflicts between two major-parties, and predict the changes it will bring to the operation of the National Assembly. With incumbent party's taking all leadership positions of standing committees, it broke the practice since 13th National Assembly, that is, distribution of the standing committees based on the seat-ratio. It means that our National Assembly has entered a new phase in the decision-making process. While the incumbent party, with overwhelming victory in general election, emphasizes that it should dominate legislative process to support the government, the out-party claims that they should take leverage to check over government. Two opposing trends are characteristically observed in the operation of the Korean National Assembly. First of all, due to the experience under authoritarian regimes, the National Assembly has been institutionalizing decision-making processes in the direction of enforcing cooperation between parties. On the other hand, the polarization in political parties has been stronger, making it difficult to reach consensus between parties. This article claims strongly that the 21st National Assembly need to find a balance amid such two-conflicting trends. To do so, three necessary conditions are proposed: observing decision-making procedures, securing diversity within party and National Assembly, and deliberative legislative activities.

This study seeks to find an effective support plan through the success factors recognized in the early stages of startup and those recognized after success by grasping the success factors of successful small business entrepreneurs at each stage from the pre-start stage to the growth stage. To this end, a qualitative study through interviews was conducted with successful convenience store franchisees to derive success factors from the start-up preparation stage to the early stage and growth stage. The success factors of starting a small business were studied in consideration of the characteristics of franchise convenience store startups using the ERI model and the ERIS model applied in the study on the performance of startups. The success factors were studied using the multisite service firm life cycle of Sasser et al.(1978) reflecting the results. As a result of the study, the key factors of successful franchisees were the selection of the location of the first store, the selection of strategic additional stores, and the successful renewal of the contract. Depending on the characteristics of the founder, the enterprising franchisees took an active attitude in selecting strategic locations for additional stores and defending the commercial district, while the relatively conservative franchisees showed an active attitude toward store operation and renewal from a management perspective. In particular, the entrepreneur's mind is important in the preparation stage, and the importance of the entrepreneur's management strategy was discovered in the entire business cycle. Based on the results of this study, this study specifically sought out a start-up plan to effectively apply it to the future growth stage.

Precise estimation of a structure's dynamic characteristics is indispensable for ensuring stable dynamic responses during lifetime especially for the structures which can experience resonance such as railway bridges. In this paper, the results of forced vibration tests of different excitation methods (vibration exciter and impact hammer) are compared to examine the differences and the cause of differences of extracted natural frequencies. Consequently a natural frequency modification method is suggested to eliminate effects of non-structural disturbance factors. Also, sequential forced vibration tests are performed before and after track construction according to the construction stage of a railway bridge, and the variation of natural frequencies are examined. Effect of added mass of vibration exciter and variation of support condition due to the level of excitation force are concluded as the major cause of natural frequency differences. Thus eliminating these effects can enhance the reliability of the extracted natural frequencies. Construction of track affects not only the mass of structure but also the stiffness of the structure. Also, the amount of increase in stiffness varies according to the level of structural deflection. Therefore, reasonable estimation of the level of structural response during operation is important for precise natural frequency calculation at design phase.
