A Study on the Risk Management of Oil Tanker Operation (유조선 운항에 따른 위험관리에 관한 소고)

  • Tankers have somewhat different shapes in construction and working condition compared with normal merchant ship. If an accident occurs, normal merchant ship's damages will mostly be confined to ship and cargo, but those of tankers will result in oil spills and catastrophic loss beyond our imagination. So, first we must understand risk factors, pre-loss control and post-loss control, legal regulations about its indemnification and marine insurance for oil tanker operation. When unexpected accidents happen, despite pre-loss control, it is possible to cover those kinds of losses by insurance. To control these losses, however, it is important to establish compensation for oil pollution and arrange for oil pollution preventing system. In spite of these oil pollution preventing systems, we have rarely seen that pollution from oil tankers could be solved. So this paper was studied more fundamental and overall control measures for the risk management of oil tanker operation.

  • COTS system is increasingly seen as one of the main jobs of reuse development. It involves reliability of COTS that might affect the project schedule or the quality of the software being developed and taking action to avoid these risks. The results of the COTS analysis should be documented in the project plan along with an analysis of the attribute and operation. Effective risk management makes it easier to cope with problems and to ensure that these do not lead to unacceptable budget or schedule slippage. This research provides criteria of analysis of risk items to the estimation of process milestone on COTS development.

  • After the IMF shock, some major construction companies in Korea have been motivated to avoid and mitigate various risk factors which could be critical and catastrophic events to corporate revenue and organization internally or externally. It means that they are trying to introduce and set up a risk management plan and system suitable to their organization and culture. L construction co. ltd. is one of major construction companies that have been searching methodologies or technologies to manage various risk factors surrounding corporate marketing and project operation. This paper presents an unique approach to develop a model of risk management plan and system suitable to L construction itself focused on the construction phase.

  • A forest operation is considered as one of the riskiest environments for the development of musculoskeletal disorders because operators are exposed to harmful environmental conditions such as rough terrain, inclement weather, and poor working postures. In weed and kudzu removal operations, manual application is still common in Korea. In this study, we evaluated the ergonomic conditions of weed and kudzu removal in regeneration forests and the associated risk of musculoskeletal disorders. The risk of musculoskeletal disorders was evaluated using the Ovako Working Posture Analysis System and postural risk index. Postural risk was significantly higher for kudzu compared with weed removal operations. This suggests that kudzu removal operations must be improved to decrease postural risk.

Risk factors and fisher positioning task during coastal gillnet fishing boat operation using UWB based positioning system (UWB 기반 측위시스템을 이용한 연안자망어선 어선원의 작업위치와 위험요소)

  • We analyzed risk factors of coastal gillnet fishers during fishing process and considered work safety measures to reduce safety accidents during fishing using a UWB (ultra wideband) based positioning system. The static position accuracy of the UWB based positioning system was 45 cm. When entering a port, there is a risk of falling overboard. When casting a net, there was a risk of falling overboard due to being hit by fishing gear or guards, or getting caught in a buoy line or sinker line. When hauling a net, there is a risk of getting caught between fishing gear and net hauler, and the risk of musculoskeletal disorders due to repetitive work over a long period of time. Most safety accidents during work on fishing boats are blamed on human errors of the fisher and skipper, but safety accidents occur due to a mixture of mechanical and equipment factors, work and environmental factors, and management factors in addition to human errors. Therefore, the 4E were presented as countermeasures against the 4M, which are causes of safety accidents, and the proposed measures were used to identify risk factors for operation process, comply with work safety rules, and ensure the wearing of personal protective equipments. We need to reduce safety accidents during work by making it part of our daily routine. These research results can be used in the future for optimal placement of fishing gear and fishing nets in other coastal industries where safety accidents occur frequently.

An Automatic Control System of the Blood Pressure of Patients Under Surgical Operation

  • We developed an automatic blood pressure control system to maintain the blood pressure of patients at a substantially low level during a surgical operation. The developed system discharges two functions, continuous feedback control of the mean arterial pressure (MAP) by a state-predictive servo controller and risk control based on the inference by fuzzy-like logics and rules using measured data. Twenty-eight clinical applications were made beginning in November 1995, and the effects of the automatic blood pressure control on the operation time and on bleeding were assessed affirmatively by means of Wilcoxon testing. This paper essentially reports the engineering details of the control system.

Review for Retrospective Exposure Assessment Methods Used in Epidemiologic Cancer Risk Studies of Semiconductor Workers: Limitations and Recommendations

  • This article aims to provide a systematic review of the exposure assessment methods used to assign wafer fabrication (fab) workers in epidemiologic cohort studies of mortality from all causes and various cancers. Epidemiologic and exposure-assessment studies of silicon wafer fab operations in the semiconductor industry were collected through an extensive literature review of articles reported until 2017. The studies found various outcomes possibly linked to fab operations, but a clear association with the chemicals in the process was not found, possibly because of exposure assessment methodology. No study used a tiered assessment approach to identify similar exposure groups that incorporated manufacturing era, facility, fab environment, operation, job and level of exposure to individual hazardous agents. Further epidemiologic studies of fab workers are warranted with more refined exposure assessment methods incorporating both operation and job title and hazardous agents to examine the associations with cancer risk or mortality.

Status of Prevention on Health Obstacle in Industries with Confined Space (밀폐공간작업으로 인한 건강장해예방을 위한 사업장실태 조사)

  • The purpose of this study is to know the status of prevention on health obstacle in industries with confined space. Total 190 respondents, 95 safety or health managers and 95 confined space workers from 95 industries with confined space are surveyed by hygienists from April 2003, to July 2003. The contents of survey include health-work program in confined space, instrument of oxygen sampling, equipment of ventilation, safety and health education, watching manager, head count, awakening of risk, air condition and emergency training. The results are as follows: 1. It is found 38% of respondents established health-work program in confined space. The percentage of respondents with instrument of oxygen sampling and equipment of ventilation, operation of safety and health education, posting of watching man and operation of head count are 42%, 35%, 75%, 46% and 56%, respectively. 2. The percentage of awakening of risk, confirm of air condition and operation of emergency training are 36%, 25% and 15%, respectively.

  • In this study, We investigated a fire case and performed an experiment to prevent fire from sparks that is generated during grinding operation. Before conduct the test, confirmed that the generating mechanism of fire-flakes in working grinder and the fire experiment was conducted using commonly tools, flammable materials in industrial field. in result, It could be measured scattering distance, temperature, ignition possibility by type of combustible materials. Based on the results of this study, We are expected to be used as basic data for fire prevention in grinding Industry.

  • Comparison of the risk of death due to radiation exposure with the same risk due to occupational hazards in other safe industries underlines the importance of the ALARA principle. The outlined responsibilities and listed examples presented here can serve as a basis for expanding and developing the concepts necessary for its successful application.
