  • This paper discusses the development of a generic train operation model from a set of Korean Urban Transit Regulations such as Regulation for Train Operation of Urban Transit, Regulation for Safety Requirements of Urban Transit and so on. It is to communicate with various stakeholders on urban transit system, and to elicit copious requirements in performance of the urban transit train operation based on the model.

  • In railway signalling system, there are several kinds of signal system such as signals, signs, marker. The signals allows train to go or not, the signs permit to communicate between railway men, and the marks indicate status of railway lines. In KNR, the application of the signal systems are defined in railway operational regulations, operational related regulation, Operation safety critical system manipulation manual, and so on. In this paper, we extracted regulations for signalling system operation from related regulations, reviewed compatibility and contradiction for signalling system operations. We tried to check logical integrity of informal signalling operation regulation using formal method.

  • The worldwide improvement of the safety, efficiency and rationality in the field of aircraft operation environment and certificate management of aviation personnel has been proceeded cheerfully as a part of each country's globalization movement. Considering the importance of aviation transportation industry supporting nation's international trading has the competition among the airlines regarded possibly as that among the countries. In order to make Korean Government and Airlines more competitive in this race, the standardization and generalization of aviation regulations are required. On this study, some amendments are recommended to improve regulations and systems for pilot's certification management and operation environment by comparison analysis of regulations of ICAO, FAA and Korean aviation law.

Deregulation Necessity for the Invigoration of Drone Utilization in the Geospatial Information Field

  • In this study, a direction for deregulation that can increase the use of drones in the field of spatial information is presented. Regulations and administrative procedures for drone operation showed similar procedures in Japan, the United States, and Korea, such as reporting flight equipment, driver's license, and prohibition of flying within a specific flight zone. In the United States, policies to encourage the use of commercial drones have been implemented, and Japan has slightly tightened regulations on drone operation to protect the Olympics and important national facilities. As a result of the study, in the area where drone operation is restricted for geospatial data construction, Korea was setting the largest area, and GIS analysis showed that Korea's drone flight restricted area was more than 19.4% of the country's land area. In order to increase the utilization of drones in the construction and utilization of spatial information in the future, it is necessary to reset the drone flight restriction zone and reduce the area of the drone flight restriction zone. In addition, it was found that Korea is the only country that has formal and specific regulations on geospatial information security management. In order to increase the construction of geospatial information using drones, it is necessary to ease GSD (Ground Sample Distance)regulations.

An Analysis of the Effects of Large-scale Retailer Operation Regulations on Agriculture and Fisheries (대형 유통업체 영업 규제가 농수산업에 미치는 영향 분석)

  • Purpose - The Korean government has revised the distribution industry development law to regulate large-scale retailer operations to protecting medium- and small-scale retailers and traditional markets. According to the revised law, large-scale retailers must follow regulations on operating hours and compulsory store closures two days per month. Based on the revised distribution industry development law, most local governments regulate operation hours and they have adopted compulsory closure programs for large-scale retail stores. However, it is argued that fresh food producers suffer from a decrease in sales based on the compulsory closure of stores operated by large-scale retailers. Large-scale retailers reduce their fresh food orders from agricultural and fishery producers because of the compulsory store closures. Fresh food producers also suffer from a decrease in prices because reduced orders lead to a decrease in auction prices based on the availability of excess goods in wholesale markets. This paper investigates the effects of operation regulations for large-scale retailers on agricultural producers by surveying agricultural and fishery producer organizations. Research design, data, methodology - A survey was conducted on 117 producer organizations of fruits and vegetables, cereals, fisheries, and livestock products from September 10 to October 4, 2012. Survey items are annual sales, shares of sales accounted for by large-scale retailers, reduction of orders and prices from large-scale retailers, methods to deal with the sales reduction, unfair trade practices of large-scale retailers, opinion of the large-scale retailer regulations, and so on. The average sales of the sampled producer organizations are 13.7 billion won and the average share of sales accounted for by large-scale retailers is 35.4%. Results - Survey results show that the sample producer organizations' sales decreased 10.1% because of the compulsory closures of stores operated by large-scale retailers. It is estimated that the total sales of producer organizations decreased 371.2 billion won because of the regulations on the operation of large-scale retailers. In addition to the direct effect of a sales decrease due to order reduction, agricultural and fishery producer organizations suffered from the secondary effect of price reduction in wholesale markets. When orders from large-scale retailers decreased, most agricultural and fishery producer organizations shipped redundant products to wholesale markets, decreasing auction prices. It was estimated that the price received decreased 21.9% when sold in other marketing channels. As producer organization sales decreased, it was reported that the labor force employed by producer organizations also decreased by 15.1%. Therefore, we can conclude that the regulations for large-scale retailer operations resulted in negative impacts on agricultural producers. Conclusions - Although the sales reduction due to the regulations for large-scale retailer operations are not great, the cumulative effects due to the continued compulsory closure of stores operated by large-scale retailers could be great. This paper suggests governmental programs that could help agricultural producer organizations to find new and effective marketing channels such as direct marketing, farmers' markets, exports, Internet shopping, and so on.

A Research to Reinforce Training Helicopter Pilots on Flight with External Sling Loads : focusing on Cases from EASA and FAA (회전익 항공기의 외부 인양물에 대한 조종사 훈련 활성화 방안 연구 : EASA 및 FAA 사례를 중심으로)

  • A main purpose of this research was to analyze environmental factors to influence helicopter accidents contrary to the fact that the almost 80% of helicopter accidents happened due to pilots' human errors. There have been about 14 helicopter accidents in civil aviation sector last decade. It is noteworthy that nine of 14 accidents happened during the external sling load operation. Moreover, there is no law or regulation which could cover the helicopter external sling load operation or human external cargo in Korea. In this paper, it was analyzed the training and education regulations regarding helicopter external sling load operation or human external cargo in regulations of FAA and EASA, Based on analyzing and comparing the FAR part 133 and domestic aviation law (aviation safety act and flight safety regulations), it was found out the implication how to apply helicopter type rating for external sling load operation and human external cargo operation. To sum up, this paper expect central government should cooperate and amend aviation law which apply external sling load operation and external cargo to establish sound safety culture in Korea.

  • Recently, large scale of the damage from the natural disasters are occurring frequently such as Japanese and New Zealand's earthquake. Collecting information quickly and accurately from damaged area is important for effective react in emergency situations. UAV is effective method to collect information because it can fly low attitude and spend small operational costs/time. In this study, collecting data about the UAV regulations are analyzed for effective UAV operation in disaster detection. And Improvement of Regulations were proposed about Problem of UAV Operation. Regulation of UAV for disaster detecting is not exist. But It's possible to classify into Ultra Light Plane. So addition of some clauses like definition, scope and air-borne equipment for UAV will be needed. Also, it is difficult to manage effectively because of process about flight permission, therefore it is need to enact exceptional regulations to solve this problem. More analytical research based on applications of UAV operation for disaster detection will be present improvement of disaster detection and damage investigation.

  • In this study, safety requirement & criteria for high-speed rail system were developed for safety verification as a national rules and regulations. Safety criteria were presented through analysis of high-speed rail development specification, survey of related regulations for safety requirements. and review of operation compatibility with domestic rail system. Finally, safety rule consist of system safety requirements and safety criteria for technical parts.

Suggestion of Challenges and Improvement Direction for the Degree-Linked High-Skilled Professional Course in Accordance with the Full Expansion of the Work-Study Combination PBL (일학습병행 PBL 확대에 따른 학위연계형 고숙련마이스터 과정의 과제와 개선방향 제안)

  • After the work-study combination PBL method was first introduced into the P-Tech type in 2018, it was introduced into the degree-linked high-skilled professional course in operation as a pilot project in 2020, and ever since each department has reorganized the standard completion system to meet the PBL operation regulations and developed and operated PBL-based learning and training courses accordingly. With the expansion of the work-study combination PBL in 2021, the operating regulations were revised more elaborately. This paper examined the characteristics of the work-study combination PBL, the PBL operation regulations for each degree-linked high-skilled professional course, and the most recently implemented PBL operation regulations in detail through literature research. Based on this research, it introduced the development process and the result of the PBL-based standard completion system by the IT Convergence SW Engineering Department of KOREATECH and the result of the survey conducted to verify the suitability of the standard completion system after an operation and presented the challenges and improvements required for the degree-linked high-skilled professional course in relation to the changing operation regulations for the work-study combination PBL. This study is expected to provide universities with a reference to the development of training courses to smoothly apply the work-study combination PBL. It is also expected to contribute to the establishment and steady expansion of a unique PBL system that reflects the characteristics of work-study combination by presenting discourses on how the work-study combination PBL should develop, including high-skilled professional courses.

A Study on the Safety Measures of Camping Ground Fire (야영장 화재 안전대책에 관한 연구)

  • The leisure life pattern of people is changing to a familial and enthusiastic way that eventually develops the camping culture. Thus, the number of campers and the size of camping market have been dramatically increased due to significant expansion of camping people. However, many camp grounds and facilities are operating without a proper registration by government rules and regulations. In addition, many of electronic and gas equipment and tools are not used in a safe way and in a safety regulatory boundary. Therefore, campers at the camping ground is situated in a fire and safety hazard. In addition, there is limitation in rules and regulations associated with camping ground safety and fire. This study analyzed the fire and hazard guidelines and rules regulations of developed countries of campground and compared them to the current situation in South Korea. Therefore, this study is to develop a safety and fire hazard guidelines and rules and regulations related to camp ground operation, gas and electronic equipment operation and management. The study will eventually reduce the future fire and safety incidents in a campground in South Korea.
