Recently, introduction of Open Source Software into informatization of the government and public sector has been actively examined, however, Open Source Software is being rarely adopted due to the lack of verified and reliable data with regard to the criteria, process, performance and stability for introduction of Open Source Software. In this paper, the process, method and plan for performance verification for introduction of Open Source Software into mission critical systems of the government and public sector are suggested in order to solve the aforesaid problem Specially, a test system to judge whether or not to adopt Open Source Software in school affairs system of the NEIS(National Education Information System) of the Korean government was set up, and the method and process of performance verification by stage in addition to feasibility study were applied to the test system for verification. Based on the result of performance evaluation in the test system, the application of Linux to school affairs system of the NEIS is being successfully practiced. It is expected that this study will be a guideline to technical review process and performance verification method as necessary to introduce Open Source Software into the mission critical systems of government and public agencies.

오늘날 소프트웨어 개발에 있어서 오픈소스 소프트웨어를 사용하지 않고 개발되는 프로그램이 거의 없을 정도로 오픈소스의 활용이 보편화되고 있으나 오픈소스의 사용에 따른 의무사항을 정의한 라이선스 조항에 대하여는 개발자들의 인식이 상대적으로 저조한 편이며 이에 대한 사례 연구도 적은 편이다. 따라서 본 연구에서는 국가연구개발사업으로 수행 중인 첨단 사이언스 교육허브개발사업의 오픈소스 활용실태를 점검하고 잠재적 위험 여부를 분석하였으며 이를 통하여 바람직한 공공부문에서의 오픈소스 라이선스 관리 방안을 도출하고자 하였다. 특히 단순히 오픈소스 라이선스의 점검을 통한 라이선스 침해나 위반 사례를 점검하는 소극적인 방식에서 한 걸음 더 나아가 오픈소스 프로젝트로 전환하기 위하여 대표 오픈소스를 선정하고 오픈소스 커뮤니티를 구성하는 한편, 기여자 계약을 설정해야 함을 제안하였다.

With rapid development of information and communication technologies, open collaboration can be eased through the Internet. Open source software, as a representative area of open collaboration, is developed and adopted to various fields. In this research, based on organizational learning theory, we examine the impacts of exploration and exploitation on innovation performance in open source software development projects. We define knowledge exploration as a number of developers from outside organization and knowledge exploitation as the ratio of member of an organization who participated in an open source software project managed by the organization. For analysis, we collect data of 4794 projects from github which is a representative open source software development platform using Web crawler developed by Python. As a result, we find that excessive exploration has curvilinear (invers U-shape) relationship on project performance. On the other hand, exploitation with enough external developers will positively impact on project performance.

본 연구의 목적은 국내 오픈소스 공간정보 소프트웨어 산업 활성화를 위한 오픈소스 공간정보 소프트웨어 비즈니스 모델을 제안하는데 있다. 본 연구에서는 국내외 오픈소스 소프트웨어 비즈니스 모델을 유형화하여 정리하고 공간정보 분야에서 가능한 비즈니스 모델을 도출한 후 국내 공간정보 기업에 적합한 오픈소스 소프트웨어 비즈니스 전략을 제안하였다. 비즈니스 모델 제안은 국내 오픈소스 공간정보 소프트웨어 관련 기업들과의 인터뷰 및 사례 분석을 통해 이루어졌으며, 비즈니스 모델 분석 방법론은 경영학에서 활용하는 비즈니스 모델 캔버스를 활용하였다. 오픈소스 공간정보 소프트웨어 비즈니스 모델은 기업의 성격에 따라 달리하였는데, 배포자 유형 기업은 앞으로는 해당 소프트웨어를 기반으로 하는 보다 전문적인 서비스를 통한 비즈니스가 가능할 것으로 분석된다. 생산자 유형 기업은 국내시장뿐만 아니라 세계시장으로의 진출도 고려할 수 있을 것으로 전망된다. 국내 오픈소스 소프트웨어에 대한 관심의 증가 속도로 볼 때 서드파티 서비스 공급기업의 수는 앞으로 지속적으로 증가 할 것으로 보인다. 따라서 서드파티 서비스 공급자 기업은 기술력 확보를 통해 다양한 비즈니스 모델을 개발할 수 있을 것으로 판단되었다.

21세기 정보통신기술의 발달과 급격한 인터넷의 확산으로 비밀 출처정보에서만 수집이 가능했던 정보(Information)가 인터넷을 통해 쉽게 검색이 가능하게 되었다. 공개정보(Open Source)가 폭발적으로 증가하면서 정보수집활동에 큰 변화가 일어나고 있으며, 이러한 변화는 국가정보기관에서의 정보수집활동에도 영향을 미치고 있다. 공개출처정보(Open Source Intelligence: OSINT)는 이렇게 넘쳐나는 정보를 효과적으로 처리하고 분석하기위해 등장하였다. OSINT는 주로 9.11테러 이후에 빠르게 적용되었으며, 국가정보기관에서는 이와 관련된 연구와 기술개발에도 적극 참여하고 있다. 이렇게 서구국가에서는 OSINT의 중요성을 인지하고 공개정보(Open Source)를 분석하는 일이 최우선 순위로 떠오르고 있다. 하지만 국내에서는 공개정보(Open Source)의 중요성에 대한 인식이 미흡한 실정이다. 본 연구에서는 OSINT를 소개하고 중요성을 제고하는 것을 목적으로 하였다. 감당하기 힘들 정도로 늘어나는 많은 양의 공개정보(Open Source)를 효과적으로 이용하기 위하여 OSINT의 운용사례와 방법을 소개하고 중요성을 논의하였다. 이는 국가안보를 위협하는 테러뿐만 아니라 각종 범죄를 효과적으로 대응하기위한 방안이기도 하다.

User satisfaction has always been important in the success of software, regardless of whether it is closed and proprietary or open source software (OSS). OSS users are geographically distributed and include technical as well as novice users. However, it is generally believed that if OSS was more usable, its popularity would increase tremendously. Hence, users and their requirements need to be addressed in the priorities of an OSS environment. Online public forums are a major medium of communication for the OSS community. The research model of this work studies the relationship between user requirements in open source software and online public forums. To conduct this research, we used a dataset consisting of 100 open source software projects in different categories. The results show that online forums play a significant role in identifying user requirements and addressing their requests in open source software.

Most of enterprises use various applications for serving their routine business. One of most widespread applications is the enterprise resource planning (ERP). This paper focuses on open source ERP software and aims to find out what benefits it can bring to small and medium-sized enterprises (SME) comparing to proprietary ERP. To serve the purpose, this paper introduces the successful adoption of open source ERP software through the case study of small Vietnamese firm. The results of this paper show the advantage of open source ERP software and the possibility of adoption for SME.

The paper describes the status and context of the Chinese Open Source Software (OSS) industry and ecosystem based on the analysis of the components of the China OSS Promotion Union. The analysis involves comparisons of several main Chinese developers of Linux operating system and makers of open source counterpart of the popular Microsoft Office package as well as several main Chinese OSS communities. Comparisons concern the technological and business aspect. The findings reveal peculiarities of the divergence of innovative activities of Chinese companies, as well as indicate that the strong government support may at the same time limit the technology selection under rigid competition, especially as foreign open source companies are found to be more focused on hobbyist developers and are able to maintain larger independent communities. Implications of the paper include the need to coordinate global development efforts and adjust science & technology policies in order to stimulate both the development and the diffusion of open source among Chinese companies and individual hobbyists.

기업들은 소프트웨어의 품질 개발 속도 및 개발비용 둥의 문제를 해결하기 위한 새로운 대안으로서 오픈소스 소프트웨어 개발 접근 방법의 적용을 시도하고 있다. 한판 그 동안 오픈소스 소프트웨어에 대한 다양한 분석들이 이루어졌지만 실제 산업에서 소프트웨어 개발에 오픈소스를 활용하기 위한 구체적인 절차나 방법에 대한 적절한 연구의 결과가 없다. 본 연구에서는 기업이나 기관 개인이 오픈소스의 일부 또는 전체를 활용하여 소프트웨어를 개발하고자 할 패, 적절한 오픈소스를 식별 평가, 선정하여 변경, 적용하거나 제품화하기 위한 절차 모델을 제시하고자 한다.

In recent, cloud computing paradigm and open source as a huge trend in the Information Communication Technology (ICT) are widely applied, being closely interrelated to each other in the various applications. The integrated services by both technologies is generally regarded as one of a prospective web-based business models impacting the concerned industries. In spite of progressing those technologies, there are a few application cases in the geo-based application domains. The purpose of this study is to develop a cloud-based service system for satellite image processing based on the pure and full open source. On the OpenStack, cloud computing open source, virtual servers for system management by open source stack and image processing functionalities provided by OTB have been built or constructed. In this stage, practical image processing functions for KOMPSAT within this service system are thresholding segmentation, pan-sharpening with multi-resolution image sets, change detection with paired image sets. This is the first case in which a government-supporting space science institution provides cloud-based services for satellite image processing functionalities based on pure open source stack. It is expected that this implemented system can expand with further image processing algorithms using public and open data sets.
