Assessment on Stabilization of Open-dumping Landfill Based on Leachate - A Case Study of Salmi Landfill - (침출수 특성 분석을 통한 사용종료 비위생매립지 안정화 평가 - 살미매립지 사례연구 -)

  • To utilize a closed municipal solid waste landfill site in environmentally secure conditions, it is necessary to verify the stabilization level of landfill leachate. To assess leachate stabilization of an open-dumping municipal solid waste landfill site (Salmi Landfill) which is located at the vicinity of Chungju Reservoir which flows into Paldang Reservoir utilized as Seoul Metropolitan water supplies, the landfill history and surrounding characteristics of the landfill site were surveyed. In this investigation, waste, leachate, groundwater and surfacewater samples from this landfill were physically and chemically analyzed, and the analysis results were evaluated by 'The Criteria of Landfill Waste Stabilization (CLWS)', 'Discharge Criteria of Landfill Leachate', 'The Criteria of Domestic Use in Groundwater Quality', and 'The Criteria of Domestic Use in Surfacewater Quality' that promulgated by Korean Ministry of Environment. From the analysis results on the Salmi open-dumping landfill, C/N ratio was 18.9 and $BOD/COD_{Cr}$ ratios in leachate were higher than 1/10. Based on the CLWS, this results seemed to imply that the process of leachate stabilization at this landfill was still proceeding.

  • The purpose of this study is to investigate the chemical characteristics of the leachate for the open(illegal) dumping waste. In this study, the open dumping waste were mixed with 0, 5, 10, 15% of bentonite in each Iysimeter as a rate of weight. The simulation was evaluated by CODcr, ${NO_3}^-$, ${SO_4}^{2-}$, $Cl^-$ and heavy metals in leachate. As a result, the mixed waste with bentonite in all Iysimeters showed the reduction of CODcr and heavy metals were hardly detected. The removal rate of ${NO_3}^-$, ${SO_4}^{2-}$, $Cl^-$ was increased with the mixing rate of bentonite.

To assess leachate stabilization of an open-dumping municipal solid waste landfill (Noeun Landfill) which is located at the upper drainage basin of Namhan River which flows into Lake Paldang utilized for Seoul Metropolitan water supplies, the surrounding characteristics of the landfill site was surveyed. After then, leachate, groundwater and soil samples from this landfill were chemically analyzed, and the analysis results were evaluated by "The Criteria of Landfill Waste Stabilization(CLWS)", "Discharge Criteria of Landfill Leachate", "The Criteria of Domestic Use in Groundwater Quality", and "Soil Contamination Criteria" promulgated by Korean Ministry of Environment. The closed open-dumping landfill was equipped with the final soil cover, 3 groundwater monitoring wells and poor landfill gas extraction devices for the post-closure management of the landfill. BOD/CODcr ratios in leachate were less than or slightly higher than 1/10. This results seemed to imply that the leachate stabilization level of this landfill based on the CLWS was almost completed. Qualities of groundwater sampled from monitoring wells located at outside of landfill were adequate for "The Criteria of Domestic Use in Groundwater Quality". Finally, concentrations of soil contaminants that were likely to be influenced by this landfill site were adequate to "Soil Contamination Criteria".

Impacts of Unsystematic Solid Waste Dumping on Soil Properties and Climate Change

  • Purpose: Open-air dumping is a significant problem in Gilgit City, with limited research analyzing waste generation and its physicochemical impact on the soil. This study aimed to evaluate the effects of open dumping on soil properties and compare them with a controlled site. Research Design, data, and Methodology: Using ANOVA, the study found significant differences in electrical conductivity (EC), soil organic matter (SOM), soil organic carbon (SOC), sand, silt, and clay between the two sites, except for pH. Pearson correlation revealed that pH negatively correlated with EC, sand, and silt, but positively with SOM, SOC, and clay. The control site's mean EC was 6.06 mS/m, whereas the dumping site recorded 8.5 mS/m. EC is inversely related to SOM, SOC, silt, and clay, but directly to sand. SOC and SOM values varied significantly, with notable differences in soil texture components like clay and silt. Results: The research highlights the detrimental effects of unsystematic waste dumping on soil health and its contribution to greenhouse gas emissions, particularly methane, which exacerbates climate change. Conclusion: The study concluded that waste deposition and decomposition significantly impact EC, SOM, SOC, and soil texture, though pH remains unchanged. The unsystematic dumping of solid waste contributes to climate change through methane production, a potent greenhouse gas. To mitigate these impacts, the study recommends regular monitoring, waste prevention, recycling strategies, and continuous training for stakeholders to achieve sustainable development.

Applicability of the Single Rate Presumption for Non-Market Economies within the Framework of the WTO Anti-Dumping Agreement (WTO 반덤핑협정 상 비시장경제 규율에 대한 고찰: 미국의 단일률 적용 관행을 중심으로)

  • This study aims to analyze the WTO-inconsistent aspects of the single rate presumption of the United States in establishing and imposing anti-dumping duties for non-market economy exporters. By examining the drafting history in the GATT/WTO negotiations and the practice of the single rate presumption for non-market economies by the United States from a comparative perspective, it critically addresses the inherent lack of pertinent disciplines under the framework of the WTO Anti-Dumping Agreement in establishing dumping margins for exporters of non-market economies. The WTO Dispute Settlement Body leaves open the possibility of allowing the investigating authority to consider multiple exporters and the exporting country as a single entity. However, the study argues that it is difficult in practice for the investigating authority to make a single-entity decision in a WTO-consistent manner. The study also finds an incompatibility in the notion between establishing dumping margins for 'individual' exporters and 'non-market economies.' A proper discipline for non-market economies under the multilateral anti-dumping norm needs to be reconsidered in the era of persistent trade conflicts between the United States and China.

A Study on Landfill Gases in Old Open Dumping Landfill Site (단순 매립지내의 매립가스에 관한 연구)

  • The purposes of this study are the analysis of landfill gases(LFGs) in old open dumping landfill site near middle city and offer the useful data for reusing the landfill site as the residental, commercial and other purposes. The concentration of $CO_2$ and $CH_4$ were lower as 8.28 vol% and 1,247 ppm but the concentrations of $NH_3$ and $H_2S$ were 7 times and 12 times higher than TLV-TWA standard. The concentration of $CH_4$ and other gases were lower than the ACGIH criterion. As the result of the environmental assessment on the open dumping landfill, if appears that this landfill is maturation phase and the formation of LFGs is reduced. If the treatment facility of $NH_3$ and $H_2S$ gases is prepared, it can be safely used as this landfill site.

A Study of Geophysical Surveys for the Open Waste Dumping Landfill (I) (불량쓰레기 매립지에 대한 물리탐사 적용사례 연구(I))

  • Among many geophysical prospecting methods, GPR(Ground Penetration Radar) and electrical resistivity method have been applied to a open waste dumping landfill for measuring of the site area and depth. The surveying was limited to a boarder of the site and inside area because of the field situation. The data of GPR were recorded by 50MHz antenna, and dipole array was used for electrical resistivity survey in the same survey line for the integrated interpretation. The result of GPR clearly indicated the horizontal boarder of site. However, the data of GPR did not have enough to measure the depth of site clearly. The electrical resistivity method may show the effective information by integrated interpreation. These results coincided with results of the boring test. Therefore, a combination of GPR and electrical resistivity is a good method for surveying of suspective open waste dumping landfill area and it's depth.

  • A case study of the assessment for environmental stabilization in open dumping landfill site was carried out physical composition, total solid, moisture, and landfill gas(LFG) analysis in landfill site. The result of physical ratio were represented combustibles 23.64% and incombustibles 76.36%, TS 77.69%, VS 74.24%, FS 25.75%. The biodegradable organic matters were almost degraded and the result of the landfill gas showed that the $CH_4$ gas were measured as 4.5%. As the result of the assessment on the open dumping landfill it appears that this landfill is stabled for the maturation phase and formation $CO_2$ concentration lower than 15%.

  • For managing and utilizing a closed municipal solid waste landfill site in environmentally secure conditions, it is necessary to verify the stabilization level of landfill gas(LFG) and waste. For assessing LFG and waste stabilization of an open-dumping municipal solid waste landfill (Salmi Landfill) which is located at the vicinity of Chungju Reservoir which flows into Paldang Reservoir that has been used for Seoul Metropolitan water supplies, the history and the surrounding characteristics of the landfill site were surveyed. In this study, waste and LFG samples obtained from landfill site were physically and chemically analyzed, and then the analysis results were evaluated on the basis of 'The Criteria of Landfill Waste Stabilization(CLWS)' that were promulgated by Korean Ministry of Environment. Based on LFG composition of Salmi landfill, $CH_4$ was as high as 68%. In CLWS regulation, the stabilization criteria of $CH_4$ should be lower than 5%, and the criteria of C/N ratio should also be lower than 1/10. The result showed that C/N ratio of landfilled waste ranged 17.4~24.7. From this results, it was concluded that the LFG and C/N ratio stabilization level of this landfill based on the CLWS were still actively proceeding.

Evaluation of the Behavior of Dredged Materials in Ocean Dumping Area

  • When we consider to develop a new harbor, the most important factor, we think, is the lowest water depth of waterway and approaching channel for safe navigation of vessel. The existing harbors have been being dredged to meet the international trend of jumbo sized vessels by adopting the new design criteria. As the dredged materials over the expected at the design level were common and there are still lack of land based reclamation area, we have no choice to discharge the dredged materials in open sea area In this study, we analysed the behavior of discharged materials at the dumping area of offshore, which were collected from the dredging work at the waterway in Busan New Port. We measured the tidal currents and analyzed the waters of dumping site after the dumping work. These were used to evaluate the numerical models. Suspended Solids(SS) were introduced to the diffusion model. Because of the characteristic of the dumping site, the speed of initial diffusion and settle down of the discharged materials was so fast. Therefore, we believe that the dumped materials do not cause a significant impact to the marine environment.
