활용성 제고를 위한 공공데이터 표준화 연구 (Data Standardization for the Enhanced Utilization of Public Government Data)

  • The Korean government has been trying to create new economic value-added and jobs by the openness and utilization of open government data. However, most of open government data has poor utilization rate. Although open government data standardization is a major cause of those inactivation, it is not sufficient to conduct empirical research on open government data itself. Based on this trend, this paper aims to find the priority area for opening data and suggests a realistic directions of standardization of open government data. Text mining and social network analysis approaches are used to analyze open government data and standardization. This research suggests the guides to open government data managers in practical view from selection of data to standardization direction. In addition, this research has academic implications to the knowledge management systems in terms of suggesting standardization direction by using various techniques.

  • The purpose of this study is empirically to identify what factors affect the utilization of public data on the perspective of users. This study proposes four crucial factors including understandability, processing-convenience, linkage, and timeliness from the previous studies. As a result, understandability and linkage factors have significant impact on the utilization of public data and no different impact depending on the industry classification. The implication of this study is that it is important to provide sufficient information so that open data users can understand easily what kind of data it is, and to facilitate the linkage of open data with other data in order to activate the utilization of public data.

  • Research data means data used or created in the course of research or experiments. Research data is very important for validation of research conducted and for use in future research and projects. Recently, convergence research between various fields and international cooperation has been continuously done due to the explosive increase of research data and the increase in the complexity of science and technology. Developed countries are actively promoting open science policies that share research results and processes to create new knowledge and values through convergence research. Communities to promote the sharing and utilization of research data such as RDA (Research Data Alliance) and COAR (Confederation of Open Access Repositories) are active, and various platforms for managing and sharing research data are being developed and used. OpenAIRE (Open Access Infrastructure for Research In Europe), a research data platform in Europe, ARDC (Australian Research Data Commons) in Australia, and IRDB (Institutional Repositories DataBase) in Japan provide research data or research data related services. Korea has been establishing and implementing a research data sharing and utilization strategy to promote the sharing and utilization of research data at the national level, led by the central government. Based on this strategy, KISTI has been building a Korean research data platform (DataON) since 2018, and has been providing research data sharing and utilization services to users since January 2020. This paper reviews the characteristics of DataON and how it is used for research by showing its applications.

  • 정부의 적극적인 공공데이터 정책에도 일부 수요가 많은 데이터가 법률을 근거로 여전히 개방되지 못한다는 지적이 있다. 본고에서는 국민의 공공데이터 제공신청이 제공거부된 사례를 중심으로 개별분야 법률이 공공데이터 개방·활용에 제약으로 작용하는 요인을 분석하고 공공데이터법과 상호 조화되는 방안을 모색해보고자 한다. 이를 위해 공공데이터 정책의 근간이 된 오픈데이터 헌장과 함께 공공데이터의 헌법적 가치를 살펴보고, 헌법적 가치를 토대로 제도적 사유로 제공거부된 사례들을 검토한다. 개인정보가 포함된 공공데이터가 대표적인데, 제도적 사유로 제공거부 된 사례의 절반 가까이 차지하고 있어 그 개선 가능성을 살펴볼 필요가 있다. 특히 개인정보 보호법이 개정되어 제한적 목적으로 정보주체의 동의 없이 가명정보 처리가 가능해졌으므로, 국민의 공공데이터에 대한 접근과 이용 확대를 위한 공공데이터법의 개정 필요성을 검토할 시점이다. 또한 선별한 개선 대상 법률들에 대하여 제약요인과 개선 필요성을 검토하여 공공데이터 개방·활용과 조화를 이루기 위한 제도적 개선방향을 제시한다.

공공저작물 활용 및 수요자 중심의 서비스 제공을 위한 탐색적 연구 : 공공저작물 제공사이트를 중심으로 (An Exploratory Study for Utilization of Copyrighted Public Records and Provision of Customer-Centered Services)

  • This study defines copyrighted public records in broad sense including open government data and public domain except for some private records. Additionally, this study aims to investigate improvement plan for maximizing utilization of copyrighted public records in web-sites using customer side, without consideration of supplier side. For this purpose, qualitative study method was used with grounded theory on analyzed problems from literature review and case study. Literature review was concentrated on definition of open data and abroad utilization indicators whereas case study analyzed current situation of four web-sites providing copyrighted public records. Converged opinions from in-depth interview and various statistical data was analyzed as a basis for grounded theory, then a paradigm model was constructed and future improvement plans were presented. The findings imply that opening of copyrighted public records is not just important for quantitative results, rather it requires qualitative improvement providing latest credible information that is consistent with the demand of the customer. Thus, development of service platform and business models for copyrighted public records are urgent task.

Utilization of Open Access Repositories for Visibility of Academic Publications by Lecturers in South-East, Nigeria

  • The study investigates the utilization of open access repositories for visibility of academic publications by lecturers in South-East, Nigeria. The specific objectives were to investigate the types of academic publications available, platforms used in self-archiving, level of satisfaction derived by lecturers with the contribution of open access repositories, challenges and strategies. It adopted descriptive survey design. Proportionate stratified sampling technique was used to draw a sample size of 418 from the total population of 4,187 lecturers. Questionnaire and observation check list were used for data collection. Frequency count, percentage, and mean score were used to analyze the data. The study revealed that there are enough academic publications available such as books, journals, projects, and thesis with the exception of handouts. It also revealed that Google Scholar, Research Gate and Open Access Journal were the main platforms lecturers use in self-archiving; while other platforms like Institutional Repositories, among others were minimally employed. Lecturers are less satisfied with the contribution of open access repositories. All the suggested challenges such as inadequate power supply, poor network, lack of awareness and inadequate research grants were all accepted. Similarly, all the suggested strategies for improving them were accepted. Recommendations were made based on the findings such as more awareness creation on importance of open access repositories; re-training of lecturers and provision of adequate ICT infrastructures that will improve the utilization of open access repositories by lecturers which could enhance the global visibility of academic publications from the Nigerian Universities.

데이터 활용률 제고를 위한 기술 용어의 상호 네트워크 생성과 통제 (Generating and Controlling an Interlinking Network of Technical Terms to Enhance Data Utilization)

  • 빅 데이터 시대에 접어들면서 저장 기술과 처리 기술이 급속도로 발전함에 따라, 과거에는 간과되었던 롱테일(long tail) 데이터가 많은 기업과 연구자들에게 관심의 대상이 되고 있다. 본 연구는 롱테일 법칙의 영역에 존재하는 데이터의 활용률을 높이기 위해 텍스트 마이닝 기반의 기술 용어 네트워크 생성 및 통제 기법을 제안한다. 특히 텍스트 마이닝의 편집 거리(edit distance) 기법을 이용해 학문분야에서 사용되는 기술 용어의 상호 네트워크를 자동으로 생성하는 효과적인 방안을 제시하였다. 데이터의 활용률 향상 실험을 위한 데이터 수집을 위해 LOD(linked open data) 환경을 이용하였으며, 이 과정에서 효과적으로 LOD 시스템의 데이터를 활용하는 기법과 용어의 패턴 처리 알고리즘을 제안하였다. 마지막으로, 생성된 기술 용어 네트워크의 성능 측정을 통해 제안한 기법이 롱테일 데이터의 활용률 제고에 효과적이었음을 확인하였다.

공공데이터 개방 정책이 공공 혁신에 미치는 영향에 관한 연구 (The Influence of Open Data Policies on Public Innovation)

  • Nowadays, the policy of open data disclosure has become one of the globally used tools for public innovation. For this reason, this study investigates whether the policy has eventually created the achievement of public innovation in Korea. To this end, this study evaluates qualities of the fourteen thousand open data in Korea that is disclosed to the public and compares it with indexes such as the usage of data, transparency index, and Government 3.0 Excellency Index, which are regarded as the outcome of the disclosure. Based on the result, this study aims to suggest future orientation for the policy.

청소년 건강관련 공개자료 접근 및 활용에 관한 고찰 (Access to and Utilization of the Open Source Data-related to Adolescent Health)

  • Background & Objectives: Current trend is that funding agencies require investigators to share their data with others. However, there is limited guidance how to access and utilize the shared data. We sought to determine what common data sharing practices in U.S.A. are, what data-related to adolescent health are freely available, and how we deal with the large dataset adopting the complex study design. Methods: The study included only research data-related to adolescent health which was collected in USA and unlimitedly accessible through the internet. Only the raw data, not aggregated, was considered for the study. Major keywords for web search were "adolescent", "children", "health", and "school". Results: Current approaches for public health data sharing lacked of common standards and varied largely due to the data's complex nature, large size, local expertise and internal procedures. Some common data sharing practices are unlimited access, formal screened access, restricted access, and informal exclusive access. The Inter-University Consortium for Political and Social Research and the Center for Disease Control and Prevention were the best data depository. "Data on the net" was search engine for the website providing data freely available. Six datasets related to adolescent health freely available were identified. The importance and methods of incorporating complex research design into analysis was discussed. Conclusion: There have been various attempts to standardize process for open access and open data using the information technology concept. However, it may not be easy for researchers to adapt themselves to this high technology. Therefore, guidance provided by this study may help researchers enhance the accessibility to and the utilization of the open source data.

Interlinking Open Government Data in Korea using Administrative District Knowledge Graph

  • Interest in open data is continuing to grow around the world. In particular, open government data are considered an important element in securing government transparency and creating new industrial values. The South Korean government has enacted legislation on opening public data and provided diversified policy and technical support. However, there are also limitations to effectively utilizing open data in various areas. This paper introduces an administrative district knowledge model to improve the sharing and utilization of open government data, where the data are semantically linked to generate a knowledge graph that connects various data based on administrative districts. The administrative district knowledge model semantically models the legal definition of administrative districts in South Korea, and the administrative district knowledge graph is linked to data that can serve as an administrative basis, such as addresses and postal codes, for potential use in hospitals, schools, and traffic control.
