Government Support Mechanisms and Open Innovation: An Empirical Look at Korean Manufacturing Firms

  • Purpose - The purpose of this study is to examine how a broad palette of government support measures and firms' membership in government-developed clusters are related to firms' openness in innovation processes. Design/methodology/approach - Empirically, this study analyzes the Korea Innovation Survey 2018 data on the innovation activities of 1,450 Korean R&D-active manufacturing firms in a three-year period from 2015 through 2017. Findings - The results suggest that firms engage in open innovation to a greater extent--as measured by the breadth of external collaborating partners and of the utilized external sources of knowledge--when they are provided with a broader palette of government support measures and are located in government-developed clusters. However, the effect of diverse government support measures is attenuated for firms located in these clusters. Research implications or Originality - This study contributes to the innovation literature by illuminating how firms' open innovation can be understood in a national innovation system. Moreover, it provides valuable implications for firms seeking to obtain government support and collaborate with others.

  • This paper presents a new open-world object detection method emphasizing uncertainty representation in machine learning models. The focus is on adapting to real-world uncertainties, incrementally updating the model's knowledge repository for dynamic scenarios. Applications like autonomous vehicles benefit from improved multi-class classification accuracy. The paper reviews challenges in existing methodologies, stressing the need for universal detectors capable of handling unknown classes. Future directions propose collaboration, integration of language models, to improve the adaptability and applicability of open-world object detection.

  • It becomes to be essential for firms to build up collaboration ecosystem with diverse entities and to be common for firms to absorb knowledge from external environment for their innovation. Companies try to transfer technological or knowledge asset to other firms through open innovation. The purpose of this research is to suggest the role of universities in University-Industry Collaborations besides research collaboration and we focus on the role of university to strengthen the regional business ecosystem network. For this research, we analyze a specific UIC(University Industry Collaboration) program called as "Business Clinic Day" which provides a consulting service for firms, especially, SMEs with a specific problem by a group of consultants including CEOs, professors, and heads of regional public or private service providers. Then we studied how the business network has changed after the program with network analysis. Also, we try to find out the main pattern of network structure extension of business ecosystem with interview. This study illustrates that changing types of network are formed between university and SMEs by clinic day. The result shows that not only new role as a network promoter, but also the partner as a technology-provider in the regional business ecosystem.

The effect of Forms of Openness and the Appropriation Mechanisms on Product Innovation (개방성의 형태와 전유성 메커니즘이 제품혁신에 미치는 영향)

  • Recent studies focus on how open innovation strategies affect innovation in enterprises, but lack research related to the forms of openness. There is also a paradox that an entity should open up for open innovation but also protect its innovation. In this regard, the need for research on innovation protection has expanded. Therefore, this study looked at the effect of the form of openness on product innovation, and explored how the relationship between the form of openness and product innovation depends on the appropriation mechanisms. This study used data from the Korean Innovation Survey(KIS), which was developed and distributed by the OECD. The main findings of this study are summarized as follows. First, the forms of openness has a positive effect on product innovation. Specifically, external search has had a positive impact on exploitative innovation, and collaboration has shown to have a positive impact on exploratory innovation. Second, the appropriation mechanisms has a positive moderating effect on the relationship between the forms of openness and product innovation. Specifically, it was shown that formal appropriation mechanisms had a positive effect on the relationship between external search and product innovation, and that informal appropriation mechanisms had a positive effect on the relationship between collaboration and exploratory innovation. This study is expected to contribute to: First, this study has divided the forms of openness into external search and collaboration, unlike the existing method, and thus identified the type of product innovation and the appropriation mechanisms and forms of openness by identifying the impact on product innovation. Second, depending on the characteristics of the appropriation mechanisms, it was identified that it had the moderating effect on the forms of openness and the relationship of product innovation, so that depending on the type of openness and the type of product innovation, the type of appropriation mechanisms more suitable was identified.

Social Expectations, Personal Values, and Women's Role in South Korea

  • This exploratory study considers the difference between personal and perceived societal values related to South Korean women's role in the home, workplace, and society using eight items asked on the Korean Academic Multimode Open Survey (KAMOS), May-July 2017. Factor analysis showed that these eight items could be grouped into two categories: women's role in her family and women's in the outside world. Of the 2,000 respondents, 54.1% personally agreed that "Both the husband and wife should contribute to their family income." People in their 30s felt the largest gap between their personal and societal values; women also felt a larger gap than men. Those who watched television more were generally more conservative than those who used the Internet more. People who felt a smaller gap between societal and personal values were more likely to feel proud to be a Korean citizen. People who believe that it is better not to marry felt a bigger gap between some societal and personal values on items relating to whether a wife should work, whether a woman's housework or paid job is more valuable, and whether women's job performance is equal to men's. People who believe that divorce is sometimes acceptable were also more likely to feel a bigger difference in two items: the item about job performance and an item about whether a married woman's social status is dependent on her husband's.

  • 본 연구는 기존 포털형 정보 서비스의 한계를 극복하고자, 이전 연구에서 제안된 연구자의 R&D 프로세스 과정에서의 협업을 지원하는 개방형 협업 지원 서비스 플랫폼을 기반으로 하여, 본 연구에서는 R&D 프로세스 중 '사전 단계'에 대한 설계와 구현을 소개한다. 우리는 R&D 프로세스를 문헌 리뷰와 연구 가설 설정 등을 수행하는 '사전 단계,' 실험과 데이터 분석 등을 수행하는 '실행 단계', 논문 작성 및 출판 등을 수행하는 '성과화 단계'로 구분하고, 이 중 '사전 단계'에 대해 프로젝트 뷰, 그룹 뷰, 문헌 뷰, 관계 뷰를 설계하고 구현하였다. 연구자는 이 플랫폼을 통해 문헌 내용 및 문헌 간 복잡한 연관성을 신속하게 파악할 수 있으며, 플랫폼은 연구자에 의해 자연스럽게 생성되는 사용자 정의 관계를 통해 향후 심층적인 문헌 네트워크 구축 및 분석이 가능해질 것으로 기대한다.

A Socio-Technical Model for Open Government Data Research

  • National and local governments around the world have been allowing access to administrative data to increase transparency, motivate civic engagement of citizens, and improve collaboration between the public and the government. This study reviews and classifies existing literature on open government data (OGD). To create a structure to organize the existing studies, the researchers devised a framework based on socio-technical theory and summarized the significance of studies along four major points: (1) readiness, (2) implementation, (3) emerging effects, and (4) actors of open data. Studies in OGD have been growing steadily in the recent years because of the rapid development of adoptable technologies that have enabled easier access to government data. Nonetheless, an examination of existing research not only shows a disparity in research and development of OGD across countries in the Open Government partnership program but also reveals pertinent issues that have arisen in different stages of the OGD initiative. The growing number of studies and expanding body of knowledge show the importance of organizing existing literature. This step is timely and significant to map out the current breadth and depth of OGD research. According to existing research, current open governments fall short in encouraging citizen participation and collaborations among citizens and the government. This study pointed out how studies on OGD actors might be the reason as well as the solution to existing findings. This paper aims to provide a framework for organizing OGD studies, present the status of OGD research, and provide recommendations on current gaps that must be addressed.

Effect of Editors' Commitment on Open Collaboration Contents: Promotion of Wikipedia Featured Articles (에디터의 몰입이 개방형 협업 콘텐츠 품질에 미치는 영향: 위키피디아 알찬급 승급을 중심으로)

  • Wikipedia is one of the world's most visited sites for content collaboration. Its success is due to thousands of volunteers' motivation and commitment to contribute their knowledge to Wikipedia. In this paper, we use the Cox regression model to assess the effect of self-loop editing on the promotion of Wikipedia featured articles. We collected 2978 Wikipedia featured article editing history from start of Wikipedia until 2011. We use self-loops as a proxy measure for Wikipedia editors' commitment, and find that self-loop editing has a positive effect on the promotion of featured articles. We further distinguish the self-loop into a short-term self-loop and a long-term self-loop. We find that long-term self-loop editing is more helpful than short-term self-loop editing. This research has been conducted with both theoretical and practical application methods.

Automatic Extraction of Component Collaboration in Java Web Applications by Using Servlet Filters and Wrappers (자바 웹 앱에서 서블릿 필터와 래퍼를 이용한 컴포넌트 협력 과정 자동 추출 기법)

  • As web apps have evolved faster and become more complex, their validation and verification have become essential for their development and maintenance. Efficient validation and verification require understanding of how web components collaborate with each other to meet user requests. Thus, this paper proposes a new approach to automatically extracting such collaboration when a user issues a request for a new page. The approach is dynamic and less sensitive to web development languages and technologies, compared to static extraction approaches. It considers an orignal web app as a black-box and does not change the app's behavior. The empirical evaluation shows that our approach can be applicable to extract component collaboration and understand the behavior of open source web apps.

A Bibliometric Study on R&D Performance of Ocean Research Institutes (국내.외 해양연구기관 연구성과의 계량적 분석 - 연구생산성 및 국가간 연구협력을 중심으로 -)

  • This study is a comparative analysis of R&D performance and research collaboration relationship among ten ocean research institutes in the Republic of Korea and foreign nations through analyzing SCI publications from 2008 to 2012. The result indicated that SIO, WHOI, and NOC had the highest number of publications, while research institutes in East Asian nations including NFRDI, KIOST, IOCAS, and JAMSTEC had the notable growth in publication. In terms of number of publication per researcher, SIO, WHOI, and NOC had relatively high number. In terms of publication per research budget (1 billion KRW), number of publication was high in the order of IOCAS, NOC, GEOMAR, SIO. The number of Citations Per Publications (CPP) was high among WHOI, SIO, NOC, GEOMAR, JAMSTEC, and IFREMER, which are North American, European and Japanese institutes. The average Impact Factor (IF) of journal submission per publication for IFREMER, KIOST and JAMSTEC was relatively increasing, while the number was fluctuating in other institutes. The analysis of research collaboration among institutes around the globe showed that the collaboration in Asia was relatively closed, whereas it was more open in Europe. In the case of Europe and Asia, higher number of research collaboration among nations also increased the quality of submitted articles.
