Recently, as the paradigm of regional development has been transformed into characterization, decentralization and cooperation, small and medium scale development is in the spotlight. In particular, as the transfer of planning authority to local governments accelerates, LH is in the process of seeking to transform itself into a system that is in line with local government demand. The purpose of this study is to elaborate the regional pending projects that meet the demand of the region. The Jeju Special Self-Governing Province is the area where land and housing prices have increased more than three times recently, which is the area of interest in recent years due to the various demand for development projects. Another objective is to establish a local government based on LH's system, it is aimed to derive a collaboration method with local government, province corporation and local researchers. The criteria for deriving the cooperation projects between the local government and LH are basically the ones that can be carried out by LH and future-oriented projects. The process of deriving has undergone the process of statutory planning, unscrupulous plan analysis, and consultation of experts' advisory committees. In order to derive the regional cooperation project, four criteria such as local uniqueness, future possibility, business promotion efficiency, and local cooperation project were set. Major projects of the Jeju Special Self-Governing Province are improvement of the surrounding traffic system, construction of the hinterland due to the construction of the second airport, and establishment of Cruise Port(Jeju Port, Seogwipo Port). The role of each entity in the implementation of regional cooperation projects is as follows. Local government should request subsidies for the projects in case of lack of budget support and secure them through competition with other regions. In addition, it should be responsible for the operation and management of the facility once it has been supported and completed smoothly. The Ministry of Land, Infrastructure and Transport affects each region through approval and subsidy of the development plan. After the development project is completed, it evaluates the development project through monitoring and plays a role of continuously improving the system. As a business operator, the provincial corporation will carry out small-scale projects including non-physical projects such as community participation. In the case of LH regional headquarters, the general manager of the region will establish a comprehensive business plan, secure development availability, and carry out large-scale growth promotion projects.
On-line fault detection and diagnosis has an increasing interest in a chemical process industry, especially for a process control and automation. The chemical process needs an intelligent operation-aided workstation which can do such tasks as process monitoring, fault detection, fault diagnosis and action guidance in semiautomatic mode. These tasks can increase the performance of a process operation and give merits in economics, safety and reliability. Aiming these tasks, series of researches have been done in our lab. Main results from these researches are building appropriate knowledge representation models and a diagnosis mechanism for fault detection and diagnosis in a chemical process. The knowledge representation schemes developed in our previous research, the symptom tree model and the fault-consequence digraph, showed the effectiveness and the usefulness in a real-time application, of the process diagnosis, especially in large and complex plants. However in our previous approach, the diagnosis speed is its demerit in spite of its merits of high resolution, mainly due to using two knowledge models complementarily. In our current study, new knowledge representation scheme is developed which integrates the previous two knowledge models, the symptom tree and the fault-consequence digraph, into one. This new model is constructed using a material balance, energy balance, momentum balance and equipment constraints. Controller related constraints are included in this new model, which possesses merits of the two previous models. This new integrated model will be tested and verified by the real-time application in a BTX process or a crude unit process. The reliability and flexibility will be greatly enhanced compared to the previous model in spite of the low diagnosis speed. Nexpert Object for the expert system shell and SUN4 workstation for the hardware platform are used. TCP/IP for a communication protocol and interfacing to a dynamic simulator, SPEEDUP, for a dynamic data generation are being studied.
MIRIS (Multi-purpose InfraRed Imaging System) is a compact near-infrared space telescope launched in 2013 November as the main payload of STSAT-3 (Science and Technology Satellite 3). The main missions of MIRIS are 1) the $Pa{\alpha}$ line survey along the Galactic plane, 2) the large area (${\sim}10^{\circ}{\times}10^{\circ}$) surveys of three pole regions (north ecliptic pole, and north and south Galactic poles), and 3) the monitoring observations toward the north ecliptic pole. MIRIS started observations for the main missions in 2014 March and finished in 2015 May. While MIRIS was taking the observation data and afterward, we are continuing the analysis of data. Based on the results from analysis, the data reduction pipeline has been revised. In this talk, we introduce the revised version of the MIRIS data reduction pipeline and the status of the data reduction and anlaysis.
For mass production of poly(3-hydroxybutyrate) (PHB), high cell density cultures of Ralstonia eutropha were carried out in 2.5-1 and 60-1 fermentors by two fed-batch culture techniques of nitrogen and phosphate limitation. When the nitrogen limitation technique was employed using both an on-line glucose monitoring and control system, a high concentration level of PHB (121g/l) was obtained in the small-scale fermentor of 2.5 1. However, the PHB concentration obtained in a large-scale fermentor of 60 1 only turned out to be 60g/l. In contrast, when another fed-batch culture technique of the phosphate-limitation employing dissolved oxygen (DO) stat glucose feeding was used, a large amount of PHB was successfully produced in both 60-1 and 2.5-1 fermentors. In a 2.5-1 fermentor, concentrations of PHB and cells obtained in 58 h were 175 and 210 g/l, respectively, which corresponded to the PHB productivity level of 3.02 g/l/h. In a 60-1 fermentor, a final cell concentration of 221 g/l and a PHB concentration of 180 g/l with PHB productivity level of 3.75 g/l/h were obtained in 48h. PHB content and yield from glucose were 81% and 0.38g PHB/g glucose, respectively. These data suggest that the phosphate limitation technique is more effective compared to nitrogen limitation in the mass production of PHB by R. eutropha of a large scale.

In this paper, an algorithm of fault detection and diagnosis during operation of induction motors under the condition of various loads and rates is investigated. For this purpose, the spectrum pattern of input currents is used in monitoring the state of induction motors, and by clustering the spectrum pattern of input currents, the newly occurrence of spectrum patterns caused by faults are detected. For the diagnosis of the fault detected, a fuzzy fault tree is designed, and the fuzzy relation equation representing the relation between an induction motor fault and each fault type, is solved. The solution of the fuzzy relation equation shows the possibility of occurence of each fault. The results obtained are summarized as follows : (1) Using clustering algorithm by unsupervised learning, an on-line fault detection method unaffected by the characteristics of loads and rates is implemented, and the degree of dependency for experts during fault detection is reduced. (2) With the fuzzy fault tree, the fault diagnosis process become systematic and expandable to the whole system, and the diagnosis for sub-systems can be made as an object-oriented module.

Hydrogen is promising a candidate for energy supporting the carbon neutrality policy for greenhouse gas reduction, which is being promoted in several countries, including Korea. Although challenging efforts-such as lowering the costs of green hydrogen production and fuel cells-remain, hydrogen fuel cell electric vehicles (FCEVs) are expected to play a significant role in the energy transition from fossil fuels to renewable energy. In line with this objective, the hydrogen FCEV working group in the International Organization for Standardization (ISO) compiled and revised international standards related to hydrogen refueling stations as of 2019. A well-established hydrogen quality management system based on the standard documents will increase the reliability of hydrogen charging stations and accelerate the use of FCEVs. In this study, among the published ISO standards and other references, the main requirements for managing charging stations and developing related techniques were summarized and explained. To respond preemptively to the growing FCEV market, a continuous hydrogen quality monitoring method suitable for use at hydrogen charging stations was proposed.
This study applied a real-time IoT (Internet of Things) environmental monitoring system to wooden cultural heritages (WCHs) located in suburbs and forests in Korea. It automated the graphs of seasonal Temperature (T) and relative humidity (RH) changes inside the heritage structures and seasonal Performance Index (PI) values. While utilizing line graphs of the existing T and RH change trends and a bar graph expressing the PI values, this study examined the current status of the conservation environment inside the WCHs throughout the year and its diagnosis. Consequently, at higher latitudes, the organic cultural heritage repeatedly experienced large T fluctuations, and the risk of physical and chemical degradation of the materials was greater. However, the RH showed significant seasonal differences, even within the same latitude, indicating that the impact of latitude was not significant. Therefore, the staff in charge must manage RH by considering the surrounding environmental conditions and adjusting the internal environment of the structures. The PI values for the year-round T and RH inside the heritages were confirmed to only be a maximum of approximately 60% of the environmental suitability for conservation throughout the year, depending on the season. The relationship between the germination and growth potential period of xerophilic fungi and the monthly internal temperature and humidity in five heritages located at different latitudes was analyzed. As a result, we could thus determine that four particular months of the year (June-September) represent the periods with the highest risk of damage from xerophilic fungi in the country, regardless of latitude.
In this paper, an A-team(Asynchronous Team ) based approach for Reactive power and volage control considering static security assessment in a power system with infrastructural deficiencies is proposed. Reactive power and voltage control problem is the one of optimally establishing voltage level given several constraints such as reactive generation, voltage magnitude, line flow, and other switchable reactive power sources. It can be formulated as a mixed-integer linear programming(MILP) problem without deteriorating of solution accuracy to a certain extent. The security assessment is to estimate the relative robustness of the system in Its present state through the evaluation of data provided by security monitoring. Deterministic approach based on AC load flow calculations is adopted to assess the system security, especially voltage security. A security metric, as a standard of measurement for power system security, producting a set of discrete values rather than binary values, is employed. In order to analyze the above two problems, reactive power/voltage control problem and static security assessment problem, in an integrated fashion for real-time operations, a new organizational structure, called an A-team, is adopted. An A-team is an organization for agents which ale all autonomeus, work in parallel and communicate asynchronously, which is well-suited to the development of computer-based, multi-agent systems for operations. This A-team based approach, although it is still in the beginning stage, also has potential for handling other difficult power system problems.
Due to the development of mobile technologies, the carrier (telecommunications) billing service market is rapidly growing. carrier (telecommunications) billing service allows users to make on-line purchases through mobile-billing. Users find this particularly convenient because the payment acts as a credit transaction. Furthermore, the system is commonly believed to be secure through its use of SMS (Short Message Service) authentication and a real-time transaction history to confirm the transaction. Unfortunately, there is a growing number of fraudulent transactions threaten the future of this system. The more well documented types of security breaches involves hackers intercepting the authentication process. By contaminating the device with security breaching applications, hackers can secretly make transactions without notifying users until the end of month phone bill. This study sheds light on the importance of this societal threat and suggests solutions. In particular, "secure" systems need to be more proactive in addressing the methods hackers use to make fraudulent transactions. Our research partially covers specific methods to prevent fraudulent transactions on carrier billing service providers' systems. We discuss about the proposed improvements such as complement of electronic payment systems, active promotion for fraudulent transactions enhanced monitoring, fraud detection and introduce a new authentication service. This research supports a future of secure communications billing services, which is essential to expanding new markets.

$\underline{Purpose}$: To develop a wireless CCTV system in semi-beam's eye view (BEV) to monitor daily patient setup in radiation therapy. $\underline{Materials\;and\;Methods}$: In order to get patient images in semi-BEV, CCTV cameras are installed in a custom-made acrylic applicator below the treatment head of a linear accelerator. The images from the cameras are transmitted via radio frequency signal (${\sim}2.4\;GHz$ and 10 mW RF output). An expected problem with this system is radio frequency interference, which is solved utilizing RF shielding with Cu foils and median filtering software. The images are analyzed by our custom-made software. In the software, three anatomical landmarks in the patient surface are indicated by a user, then automatically the 3 dimensional structures are obtained and registered by utilizing a localization procedure consisting mainly of stereo matching algorithm and Gauss-Newton optimization. This algorithm is applied to phantom images to investigate the setup accuracy. Respiratory gating system is also researched with real-time image processing. A line-laser marker projected on a patient's surface is extracted by binary image processing and the breath pattern is calculated and displayed in real-time. $\underline{Results}$: More than 80% of the camera noises from the linear accelerator are eliminated by wrapping the camera with copper foils. The accuracy of the localization procedure is found to be on the order of $1.5{\pm}0.7\;mm$ with a point phantom and sub-millimeters and degrees with a custom-made head/neck phantom. With line-laser marker, real-time respiratory monitoring is possible in the delay time of ${\sim}0.17\;sec$. $\underline{Conclusion}$: The wireless CCTV camera system is the novel tool which can monitor daily patient setups. The feasibility of respiratory gating system with the wireless CCTV is hopeful.
