A Study on the Rationalization of Management and Maintenance Cost for Railway Investment Assessment - Focus on High Speed Railway - (철도투자평가를 위한 운영.유지보수비용 합리화 방안 - 고속철도를 중심으로 -)

  • This study is objected by suggesting rationalization method of management and maintenance cost for railway investment assessment. The estimate of rational benefit and cost are a work of vital importance to decide railway investment as preliminary feasibility investigation is institutionally reinforced since January 2007. In particular, railway management and maintenance cost have to be applied to realistic and detail cost as railway investment assessment guide. For example, types of railway, construction of new line, improvement of conventional line, double tracking, railway electrification. However, railway investment assessment is inconsistency because of estimating the railway management and maintenance cost using existing unrealistic management and maintenance cost. Therefore, this study is performed parametric analysis effecting on the railway management and maintenance cost considered new technique, enhanced facilities and improved standard. Also, it suggests the itemized standard management and maintenance cost. Finally, it will be helped to establish the base of railway investment through the rationalization method of management and maintenance cost.

  • The poor maintenance and management of HVAC systems finally lead to the shortening of the life expectancy and result in the increase of operating costs and energy consumptions due to low efficiencies. Also, it is essential to try to develop ways to adequately maintain and to use the building facilities efficiently in order to preserve earth environment and the limited resource. In this study, an analysis on the maintenance and management cost for HVAC systems was carried out with the capacity of equipment. Besides, the LCC(Life Cycle Cost) based analysis was carried out to verify the effect of the doing maintenance and management. As the results, the case of the good maintenance and management is able to save LCC to 11 % than the case of the poor method.

  • The service quality with the various building equipments tends to depend on the individual superintendent's capability and efforts generally and this often lead to poor maintenances and managements of them. N-BMS(Networked Building Management System), proposed in this study, is a new type of building management method, which links principal equipments within many buildings into a communication network and carries out several significant missions such as fault detection, deterioration diagnosis and control the equipments and so on, as well as monitoring which is the main and unique purpose of the conventional BMS. How to construct the N-BMS was considered to keep performance of equipments high and thus to save energy and resource. LCC(Life Cycle Cost) based analysis was also performed in order to verify the effects of some maintenance and management works for the building HVAC systems.

  • Safety is soaring up as a core value in accordance with the recent improvement of operating speed & incidents. rolling stock is a kind of system which works together with several components. one component has an effect on the sub-system, which can cause to the train safety operation, therefore reliability management of the major components of rolling stock is a kind of solution to the safety operation of train, but realistically maintenance in korea performed based on period rather than TBO of major components, but Japan does new maintenance system based on the major components, which optimizes maintenance tasks. actually Japan can apply to new maintenance system because they are ready in planning step but in this study, making a reliability data of major components and review the adaptability of new maintenance system to the rolling stock operating in Ansan line.

  • Since 1995, One of the NGIS(National Geographic Information System) projects, the underground utilities project has been finished in 2003. The 19 cities in korea for this project will use underground utilities management system using underground utilities database focusing on water and sewage system. However, special expert, technical and experience problem in computer environment has not been had in working department for water and sewage management and maintenance for each local government. The management and maintenance of underground utilities database by manual method is getting lowered a data quality of underground utilities database because of the data omitting, error in writing and securing of the lasted database. Therefore, in this study, Application test for field workers using a mobile tool and environment analysis of wireless communication in Korea and application test of GPS receiver for mobile tools had been processed and made a mobile working environment. The efficient management and maintenance method for underground utilities database has been developed an off- line method for modification and update of database about general work which has a high working frequency because of the limitation of wireless communication environment Also, the emergency working has been applied for on-line method.

  • This paper concerns developing a real time on-line light facility management system using internet and building a database system for control box and street light. Also, we designed the system to minimize the disparity with the conventional management system by referring to an old management ledger format. Thus, the proposed method may enable the system manager to administer the light facility efficiently and to reduce manpower and maintenance cost.

  • In order to give handiness to the management of the existing street lighting system which is based on the one way communication and to reduce the maintenance cost, the power line communication filter in the two way communication which is based on the CDMA communication and power line communication was improved and accordingly the stability of the communication performance was improved. Also, the efficiency of existing street lighting system and smart street lighting system was evaluated as Visual studio system. As a result, when the number of street lights is 10,000, the hours of daily work fell 50% and the number of necessary maintenance staff decreased 40%. Compared to the maintenance costs of the existing street lighting system, it could be expected to have the cut costs of almost 100 million won a year on the basis of 60 switch board and 1,200 street lights.

  • This study deals with the procedure of safety improvement, productivity increase, and tact-time reduction through setting up the system about preventive maintenance. Actually, it is hard to establish and carry out preventive maintenance, even though we recognize the importance of the system concerning time, cost, labor, and so forth. In this study in the viewpoint of cost we are for achieving maximum efficiency by change and reduction of planning process adapted to the special work group. At first we briefly will mention the kind, the necessity, and the concept of preventive maintenance, and then divide the equipment used in the assembly line into the two whether it is necessary or not by way of estimating the breakdown loss, comparing with general establishment of preventive maintenance and modifying it to the case. At the second step we will establish the operation system of plan management related to production and quality in the special case. Check period and category will be set by dividing the assembly equipment into LCL and Focus in the third step. The forth step will contain the operation procedure in detail. And then we must make check and repair record periodically. Finally, on the basis of the record the selection of checking of significance will be conducted. This results in safety improvement, tact time reduction, and productivity improvement.
