본 연구에서는 클러스터로 지정된 춘천의 애니메이션 산업의 특징을 분석하였다. 내적으로는 다른 지역의 클러스터와 차별화하기 위해 정책수행기관의 역할을 변화시키고 공동제작을 강화함과 동시에 실질적인 콘텐츠 제작단지의 건립을 시도함으로서 자체적인 문화콘텐츠 산업을 발전시키려 하고 있다. 한편, 외적으로는 공동제작을 주로 해외와 시도하면서 이러한 연결을 단순한 제작의 네트워크가 아닌 산업과 시장이 유기적으로 연결된 하나의 블록을 형성하려 하고 있다. 지방자치제 이후 자체적인 클러스터 운영이 국내의 다른 클러스터의 모습이나 성격과는 차별화되면서 국제적으로도 자체적인 네트워크를 이루어가고 있다는 점에서 의의가 있다.

In this study, we analysed the current situation of Internet-based insurance services which can provide a non-traditional and cost effective communication channel between the customers and insurance companies. The service of Internet-based cyber-insurance extends from mere advertisement to on-line contracts through planning simulations and, furthermore, to customer monitoring. This cyber-insurance is the demand of the times and is not to be overlooked-by the Korean insurance companies which are suffering from accumulated loss and are facing severe economic depression. We performed a comparative analysis between the domestic cyber-insurance service and pioneers'. Also, we suggested future possibilities of cyber-insurance services, presenting an architecture for the construction of a cyber-insurance management module within the meta financial investment system.

온라인 상에서의 전자 상거래 관리 시스템은 점차 증가하고 있으며 다양한 항목에서 거래가 이루어지고 있다. 그러나 온라인 상에서의 중고 거래시 자동차와 같은 고액 거래에서는 판매자와 구매자 간의 신뢰성이 매우 중요하다. 그럼에도 불구하고, 기존의 중고 거래 시스템에서는 사기를 방지하거나 판매자를 신뢰할 수 있는 장치가 미흡하다. 본 논문은 중고 거래시 발생하는 신뢰성 향상을 위해 블록체인 기반의 중고 거래 관리 시스템을 개발하였다. 여러 분야의 중고 거래가 있지만 가장 금액이 큰 중고 자동차에 대한 거래 관리 시스템을 개발함으로써 안전 거래 시스템을 향상시켰다. 본 시스템은 이더리움 기반의 스마트 컨트랙트를 이용하여 제 3자의 개입 없이도 신뢰성을 보장하는 방식이다. 스마트 컨트랙트를 활용해서 중고자동차 거래에 필요한 계약을 설계하여 기존의 중고차 거래 시 거래 참가자의 노력과 시간을 감소시킴과 동시에 안전한 거래가 가능하도록 하였다. 그리고 본 시스템은 구매자와 판매자 간 정보의 비대칭성을 완화시키고 제 3자가 개입하지 않는 유통과정의 중개수수료를 절감 및 예방하였다.

전자상거래의 과정은 종래의 거래방식으로는 생각지 못했던 방식으로 계약이 체결되고 결제가 이루어지며, 상품이나 서비스가 이동되고 무역거래에 수반되는 각종절차를 수행하게 된다. 따라서 과거의 법이론 및 사회제도 안에서 예측하지 못했던 많은 문제점들이 표출되었고 이러한 추세에 따라 미국에서는 자국내의 법 제도적인 환경을 전자상거래에 적합하도록 하기 위해 통일상법전(Uniform Commercial Code ; UCC)의 개정을 단행하였다. 특히 대개정에서는 제2장 물품매매계약 분야를 대폭적으로 개정하여 컴퓨터나 정보통신기술을 통한 전자식 매매계약의 성립요건을 규정하고 있다. 이러한 개정안은 전자적으로 계약을 체결하고자 하는 요구의 증가로 우리에게도 상당한 영향을 미칠것으로 예상된다. 따라서 본 연구에서는 UCC의 Cyber 매매계약법의 내용을 우선고찰하고 컴퓨터 On-Line을 통한 매매계약관계의 성립범죄와 계약의 전제조건을 서면에 의한 일방계약법이론과 구체적 비교분석하여 국제매매계약의 성립이론을 정립하는데 일조하고자 한다.

Although digital contents markets grow very rapidly and are known as a higher value added industry, there is also potential risk in producing digital contents. Thus, many firms have begun to produce a firm's digital contents by outsourcing from other companies in order to catch-up new technologies and to make stable profits. However, since contracts are decided mostly based on bidding price and also standard contract are not available, there is a limit on the benefit from the contents outsourcing. Thus, this study argues that if both contract factors such as contract concreteness and flexibility are well managed, the on-line digital contents will increase the performance of a firm. This study deals with the influence on the firm's performance by the outsourcing in contract factors based on the empirical analysis. Using regression analysis with these two dependent variables, the findings showed that the contract concreteness had positive effects on both cost improvement performance and efficiency improvement performance, but the contract feasibility only had positive effect on efficiency improvement performance. In addition, the result of the study showed that the contract performance of outsourcing the digital contents have a positive impact on the partnership intention.

Arbitration has grown a unique resolving method for international commercial disputes. However, it has considered a similar court process, such as interim relief, during arbitration proceedings. Further, it would be asked for urgent measures before the arbitrators are constituted in the proceedings. In this case, the disputing party has to apply in the court. This is an unattractive factor in international arbitration; therefore, some institutions are trying to reform such an inconvenient system by adopting the emergency arbitrator. The purpose of this study is to look into ways of utilizing the emergency arbitrator for effective dispute resolution in shipbuilding and shipping industries. The emergency arbitrator needs to solve problems such as making a decision on leaving cargos in the ship, matters involving a ship arrest, or issues regarding vessels under construction. In order to utilize the emergency arbitrator system, it needs to make a close partnership with related institutions, prepare Korean-style standard shipbuilding and shipping contracts, and provide training programs for new emergency arbitrators and staff of institutions. Next, the arbitration institution has to have a great working relationship with a court. Finally, it should try to implement a new system, such as on-line service, for the procedures of the emergency arbitrator.

본 연구에서는 온라인 자동차보험 고객 이탈 예측에 있어 의사결정나무를 적용하였다. 우리는 본 연구에서 2003년과 2004년 사이에 온라인 자동차 보험을 계약한 고객의 데이터를 이용하여 의사결정나무를 이용해 고객이탈을 예측하였다. 우리는 C5.0 알고리즘에 기반을 둔 의사결정나무의 예측 결과에 대한 비교를 위해 다변량판별분석과 로짓분석을 이용하였다. 분석결과 의사결정나무 알고리즘은 다른 기법보다 예측성과가 매우 뛰어난 것으로 나타났다. 이러한 실증분석 결과는 온라인 자동차 보험에 있어서 마케팅전략 수립에 유용한 가이드라인을 제공해 줄 것이다.

This paper analyzes how franchise contract conditions are influenced by business structures as well as how contract conditions affect producer surplus by utilizing Korean franchise Information Disclosure Documents for the years 2014-2016. We find that franchise fees tend to increase in line with increases in the numbers of direct stores or the business period. Accordingly, it would be reasonable to check whether the franchise fee is excessive compared to the amount of reputation capital rather than to criticize the absolute level of the franchise fee. Regarding royalty contracts, the larger the discount in the raw materials purchase is, the higher the initial royalty is. Although this appears to be a royalty discount, it can be a means of inducing a raw materials purchase contract by initially setting a high royalty rate and then lowering it after the purchase contract is signed. Concerning the effect on producer surplus, the results show that an increase in franchise fees and royalties negatively affects the franchisee's operating profits but positively affects those of the franchisor's, leading to conflicts over the distribution of economic value added. Based on the findings here, we propose various policy recommendations, specifically reinforcing the contents in the Information Disclosure Document, further activating fixed-rate royalties, and strengthening the qualifications of franchisors when recruiting franchisees.

방대한 규모와 복잡한 프로세스로 구성된 공공조달의 혁신성과를 평가하기란 매우 어려운 문제이다. 기존의 프로세스 혁신 평가는 주로 설문 및 인터뷰, 그리고 운영데이터를 분석한 정성적, 또는 통계적인 정량적 방법들이었다. 이에 본 연구에서는 공공조달 프로세스를 복잡계로 보고 이에 대한 시뮬레이션 방법으로 멀티에이전트시스템(MAS)을 이용하여 공공조달 프로세스 혁신효과 평가모델을 개발하였다. 그리고, 개발된 MAS 기반의 공공조달 혁신평가 모델을 우리나라 조달청의 G2B(나라장터, KONEPS) 시스템에 적용하여 혁신효과를 평가하였다. MAS 시뮬레이션 도구는 Northwestern University에서 개발된 Netlogo Version 4.1.3을 사용하였고, 모델링에서는 에이전트 정의, 에이전트 행동특성 정의, 에이전트 관계 정의의 세단계로 진행하였다. 첫째, 에이전트 정의에서는 에이전트가 될 대상을 선정하고, 에이전트가 가진 속성과 변수들을 정의하였다. 둘째, 행동특성 정의에서는 각 에이전트의 행동계획 및 자원할당을 설정하였고, 셋째, 관계정의 단계에서는 상태변화에 따른 행동 규칙을 설정하였다. 또한 프로세스 혁신의 목적에 맞는 성과를 측정하기 위하여 혁신 효과평가항목을 선정하였고, 데이터는 조달청의 협조를 통해 DB 데이터와 설문데이터를 활용하였다. 이를 통해 프로세스 전체 및 프로세스별 절감시간과 업무량의 절감율을 측정하였다. 실험결과 전체 프로세스의 효율성이 증대되었으며 '평균 업무처리 건수'의 절감율이 92.7%, '평균 업무처리 시간'의 절감율이 95.4%로 나타났다. 즉 공공조달분야는 G2B 시스템 도입을 통해 프로세스 혁신을 추진한 결과 매우 높은 효율성이 제고된 것으로 분석되었다. 또한 본 연구를 통해 '계약'과 관련한 업무프로세스에서 추가적인 개선이 이루어질 경우 프로세스 혁신효과가 더욱 향상될 수 있는 것으로 분석되었다. 본 연구는 MAS를 이용하여 프로세스 개선효과에 대한 평가모델을 제시하고 분석했다는데 의의가 있다.

According to the 4th BPE(Basic Plan for long-term Electricity Supply and Demand), Electricity demand of Jeju island in 2012 will be reached to 682MW. Jeju island will be faced with severe shortage of electricty, also needed to find transport route to supply green energy which will be made from "Carbon free island" energy policy toward land at that time. For that reason, The plan which construct 400MW size HVDC connection line was decided for potential supply stabilization and transportation of green energy. KEPCO organized special construction office not only to observe the successful project completion which aims 2011 December but also to build up professional manpower. KEPCO is putting spur to the HVDC project these days. Construction site of converter stations has been already confirmed and contracts of cable, converter have done as per turn-key early this year. On this report, we would like to discuss about project scheme, main characteristics of system, and the furture progress plan of "Jindo~Jeju HVDC construction project expecially converter station part" which is being pushed by KEPCO.
