A Study on the Problems and Improvements of the Management System for Foreign Seafarers Boarding Korean Ocean-Going Vessels (우리나라 외항상선에 승선하는 외국인 선원 관리제도의 문제점 및 개선방안에 관한 연구)

  • This study investigated the current status of the management system for foreign seafarers boarding Korean ocean-going vessels and analyzed the problems and suggested measures for improvement through the survey of shipping companies, ship management companies, crew manning companies and related associations. The conclusion is summarized as follow. First, it is necessary to reorganize and apply the collective agreements or the laws applicable to the foreign seafarer separately in regard to the foreign seafarer related laws and collective agreements applied in the same way as the Korean seafarer. Second, it is necessary to change the decision-making to shipowner in deciding on the number of foreign seafarers employed by the Korean ocean-going vessels or if the decision-maker remains the same, the relevant laws must be clearly defined pertinent to the decision-maker. Additionally, the number of foreign seafarers should be applied for each position and ship's type. The third is to expand the recognition arrangement for certificate of ships' officers to Eastern Europe and Asian countries to expand the range of options for hiring foreign seafarers. The fourth is to prevent the waste of administrative manpower by simplifying complicated and unnecessary administrative procedures from hiring and boarding of foreign seafarers. The fifth is to establish a systematic training and education system for foreign seafarers in cooperation with related shipping companies and government authorities, associations and so on. This study will contribute to providing a more efficient and systematic management of foreign seafarers boarding Korean ocean-going vessels.

Boarding Environment of Training Ship KAYA to the Noise during the Voyage (실습선 가야호의 항해 중 선내 소음에 대한 승선환경)

  • This study was conducted to determine the effect of the noise level on the boarding environment in a stern trawl ship, KAYA(GT: 1,737 tons, Pukyong National University). We measured the noise level at a working, an accommodation and a teaching area, and an engine space on January 9, 2010 while the KAYA was sailing on a liner sea route. At the working area, the ranges of the noise rating number(NRN) and the NRN determination frequency(FNRN) were from 44 to 73 and from 1000 to 2000Hz, respectively. The results were generally satisfied the criteria of the International Maritime Organization(IMO). The noise level at the area, except the radio room(w2), was exceeded the criteria(50dB(A)) for the efficient studying and working. The noise level at the engine control room and the machine workshop was respectively exceeded 1.2dB and 9.5dB than the criteria caused the conversation disturbance (70dB(A)). At the accommodation, NRN and FNRN were from 49 to 54 and from 1000 to 4000Hz, respectively. The noise level was below the criteria of IMO, but above 40dB(A) caused the sleep disturbance. At the teaching area, NRN and FNRN were from 44 to 63 and from 500 to 2000Hz, respectively. The noise level was exceeded than the criteria(50dB(A)) for the efficient studying. At the engine space, NRN and FNRN were from 95 to 100 and from 2000 to 4000Hz, respectively. The noise level was above the criteria of IMO(90dB(A)) for the residence, while it was not exceeded 110dB(A) for the transient.

  • Currently, aircraft and automobile simulator for training provides a variety of training by making hypothetical situation on a simulator installed on the ground currently. And the instructor maximizes the effectiveness of the training by monitoring training and instructing the required training. When trainees are boarding the aircraft or automobile. The Instructor in the ground is not able to monitoring aircraft, automobile. The assessment of the training is not easy after the end of the training. Therefore, it is difficult to provide high quality of education to the students. In this paper, simulation system is to develop the following. Collecting GPS and real-time information for aircraft, automobile $\grave{a}$implementing 3D simulation. Implementing current image of the aircraft or automobile in the screen by 3D real-time monitoring of training situation at the control center utilizing for training saving 3D video files analysis, evaluation on training after the end of the training.

Present Status and Development Projects of Korea National Agricultural College (한국농업전문학교 설립운영 현황과 발전과제)

  • The Korea National Agricultural College (KNAC) was established as a special three academic years(six semesters) course by the Presidential Act in July 1995 and opened on March 20, 1997. According to the Act, the students of KNAC are granted free boarding in dormitory, full support of educational expenses, and, after completion, exception in military service and financial support for farming, which is their obligation to do for a double period of the total school year. With these institutional favors KNAC is hight expected to bring up promising young farm managers in Korea. However, actual competitive young farm managers are brought up by the well organized education with emphasis on learning by doing approach. With the relation to the education this study was performed to review and examine present situation of faculty organization, facilities and equipments, curriculum including field training in home land and oversea's counties. This study found out that there were undesirable aspects such as unbalanced faculty members among the departments, lack of practice farm land and limited budget in field training, which should be improved to achieve the objectives of KNAC.

Evaluation of the Train for Overcoming Fear of Noises on German Shepherd Dogs (German Shepherd에서 소음 극복훈련의 효과)

  • This study was performed to find out how the training for overcoming the fear of and adapting to unfamiliar environments and noises, such as exposures at different levels to noises of a helicopter, affected German Shepherd dogs' characteristics to a specific condition. One hundred and nine German Shepherd dogs were tested in this study. There were no significant differences between genders, tasks, experiences boarding a helicopter, tempers and lengths of time spent with the handler in fearful scores. The dogs at different ages showed significant differences in their fearful scores at the time of the arrival of the helicopter(p<0.001) and approaching to it(p<0.01). In conclusion in the cases of the German Shepherd dogs, there's a need to re-examine the existing training methods for overcoming the fear of and adapting to unfamiliar materials and noises.

  • The noise environment was evaluated using the ISO recommended NR evaluation curve and PSIL (Preferred Sound Interference Level) in order to investigate the onboard educational environment according to the noise in the Motor Vessel Saehaerim, a fishing training ship under making way. As a result, NRNs were measured at 37-61 dB in accommodation areas, 44-56 dB in work areas, 37-57 dB in educational and conference areas, 83-103 dB in engine areas and 65.3 dB and 51.2 dB in the work and education areas respectively based on PSIL. The NRNs, which evaluated the cabin of the experimental ship according to the purpose, exceeded all of the indoor standard noise recommended by the ISO, and the PSIL had a generally short conversational distance within 0.25-2.3 m and 0.75-1.3 m for teaching and work areas.

The Effects of the Intensity of Combined Training on Body Composition, HOMA-IR and HbA1c of Female Students of a Boarding High School (복합운동 강도가 기숙형학교 여고생의 신체조성, HOMA-IR 및 HbA1c에 미치는 영향)

  • Among students of 'K' boarding high school, located in 'B' city, 32 students whose % body fat was 30% or above were divided into three groups - two exercise groups and one control group. They performed Combined Training - a mix of weight training (WT) and step box training (SBT) - for 65 min a day, 3 days a week, for 8 weeks in total. Group A performed WT 70-80%$RM{\times}3$ sets+SBT (RPE 11-13)${\times}1$ set, and group B performed WT 70-80%$RM{\times}1$ set+SBT (RPE 11-13)${\times}3$ sets to yield data on changes of body composition (Soft Lean Mass, SLM), %fat, WHR), HbA1c, and HOMA-IR. Paired t-test was used to process data within each group. Pre- and post experiment differences rates (%diff) were used to perform one-way ANOVA (Duncan test) for group comparisons. The conclusions derived are as follows. Regarding body composition, exercise groups showed an increase in SLM, but there was no such change in the control group. WHR decreased in group A, but increased in the control group. The % body fat decreased in both exercise groups, but increased in the control group. As for the group comparisons, SLM in group A showed a greater increase than in group B and the control group. WHR in groups A and B showed a greater decrease than the control group. The % body fat in groups A and B showed a greater decrease than the control group. The exercise groups showed a significant decrease in HOMA-IR, but the control group showed a significant increase in HOMA-IR. As for the group comparisons, groups A and B showed a greater decrease in HOMA-IR than the control group. The exercise groups showed a significant decrease in HbA1c, however, the control group showed no change in HbA1c. As for the group comparisons, group A showed a greater decrease in HbA1c than the control group. These results confirm that combined training is more effective in improving body composition and metabolic factors when it includes a high proportion of resistance training, rather than aerobic exercise. The results of the study suggest that it is advisable to set a high proportion of WT when deciding the intensity of combined training.

A Study on Comparison and Analysis of Motion Sickness Inquiry with MSI Calculation for Training Ship Kaya (실습선 가야호의 멀미도 조사와 MSI 계산의 비교 분석에 관한 연구)

  • In this paper, for better boarding performance and pleasant boarding sensitivity of the ship, comparison and analysis was performed of motion sickness questionnaire with MSI(Motion Sickness Incidence) calculation based on ship motion theory(Strip Method) due to sea condition, incident angle in main sail way, economic speed, and calculation position of the training ship Kaya of Pukyong National University. On theses works, the rougher sea conditions became, the higher total motion sickness rate was occurred. The weights of vertical acceleration and the rates of MSI were higher at the bridge and the accommodation, which were located farther from the center of gravity of the ship. And effects of the vertical acceleration of the ship were increased in rolling then in head sea. In comparison between motion sickness questionnaire with MSI calculation, when the vertical acceleration increased, the motion sickness rate increased. The location to increase vertical acceleration and the location to cause motion sickness were agreed.

A Study on the Systematization of Education after the Entry of Foreign Seafarers who is On-boarding in Ocean-going Merchant Vessel in Korea (외항상선 외국인선원 입국 후 교육의 체계화에 관한 기초연구)

  • In line with the transformation of the shipping industry, the number of mixed-manning ships is on the rise - bringing foreign sailors aboard with their local sailors. During on-board work, a culture is formed according to mixed-manning, which leads to changes in on-board living environment. This causes various problems such as communication problems, and lack of education and training. In order to identify and solve problems caused by mixed-manning, this study presented a plan for systematic education of foreign seafarers. The officials in charge of the affairs of foreign sailors conducted questionnaire surveys at various shipping lines. The questionnaire survey results were analyzed using the IBM SPSS Statistic 26 program. Three improvement measures were proposed to solve the problems after identification of the types of education, education methods, and problems of foreign employees. This study revealed that it is imperative to systematize related education of foreign seafarers based on the results of the survey.
