The provability of major oil spill acidents around Korean coast is very high due to increase of sea traffic and decrease of quality of ships crews and increase of the old-ship. The Strategies of establishment of a advanced response management system against this mass pollution incident are as follows;. 1. Development of Regional Contingency Plan, which is scientifically illuminated, in order to implement the National Contingency Plan efficiently. 2. Early completion of a national response capability twenty thousand tons. 3. To strengthen training and exorcise specialized in the field of marine pollution response. 4. Establishment of a system of response cooperation among neighbor countries by promoting the NOWPAP tasks etc. The response policy in the 21th century should be concentrated to promote a practicle response capability through response operation scientifically specialized and internationalized by establishing the advanced response system early.
The ocean drifter is a device for observing the ocean weather by floating off the sea surface. The data observed through the drifter is utilized in the ocean weather prediction and oil spill. Observed data may contain incorrect or missing data at the time of observation, and accuracy may be lowered when we use the data. In this paper, we propose a data correction model using recurrent neural networks. We corrected data collected from 7 drifters in 2015 and 8 drifters in 2016, and conducted experiments of drifter moving prediction to reflect the correction results. Experimental results showed that observed data are corrected by 13.9% and improved the performance of the prediction model by 1.4%.
Three dimensional numerical model is used to simulate the circulation patterns in the Gamcheon Bay located in Pusan, Korea and compared with the observed data. The model is forced by winds, tidal elevation at open boundaries, and warm water discharged from the outfall of power plant, Turbulence mixing coefficients are calculated according to a ${\kippa}-{\varepsilon}$ turbulence closure submodel. Temperature, salinty and current are measuted extensively and these measuted data are compared with the simulation results. Eddy-like features exist both in observed data dna simulation results. These eddies are the results of interaction with the weak tidal current, wind driven current and warm water discharges. Compensational deeects are also found to exit such that while surface current is strong, bottom current tends to weaken and vice versa.
On 7 December 2007, about 12,547 kL of crude oil spilled from the Hong Kong registered tanker Hebei Spirit along the west coast of the Republic of Korea, including Taean-gun, Chungcheongnamdo Province. This study evaluated the safety of seafood collected from the coastal area polluted by the crude oil. The range of total polycyclic aromatic hydrocarbons (${\sum}PAHs$) at 22 stations was 3.9-37.1 ng/g. The concentration of ${\sum}PAHs$ was higher in oysters, Crassoatrea gias, than that in short-necked clams, Ruditapes philippinarum. Benzo(a)pyrene, a highly toxic PAH, ranged from 0.07-1.47 ng/g, which did not exceed the European Union regulatory limit for benzo(a)pyrene. The toxicity equivalent of benzo(a)pyrene in oysters and short-necked clams was 0.49-1.70 and 0.09-1.01 ng/g, respectively. The estimated life time cancer risk was very low, i.e., $1.31{\times}10^{-8}$ for the oysters and $6.9{\times}10^{-9}$ for the short-necked clams. The body burden of PAHs in bivalves originated mostly from petroleum contamination, but the levels was not sufficiently high to harm human health.
Climate change and recent heat waves have drawn public attention toward other environmental issues, such as water pollution in the form of algal blooms, chemical leaks, and oil spills. Water pollution by the leakage of chemicals may severely affect human health as well as contaminate the air, water, and soil and cause discoloration or death of crops that come in contact with these chemicals. Chemicals that may spill into water streams are often colorless and water-soluble, which makes it difficult to determine whether the water is polluted using the naked eye. When a chemical spill occurs, it is usually detected through a simple contact detection device by installing sensors at locations where leakage is likely to occur. The drawback with the approach using contact detection sensors is that it relies heavily on the skill of field workers. Moreover, these sensors are installed at a limited number of locations, so spill detection is not possible in areas where they are not installed. Recently hyperspectral images have been used to identify land cover and vegetation and to determine water quality by analyzing the inherent spectral characteristics of these materials. While hyperspectral sensors can potentially be used to detect chemical substances, there is currently a lack of research on the detection of chemicals in water streams using hyperspectral sensors. Therefore, this study utilized remote sensing techniques and the latest sensor technology to overcome the limitations of contact detection technology in detecting the leakage of hazardous chemical into aquatic systems. In this study, we aimed to determine whether 18 types of hazardous chemicals could be individually classified using hyperspectral image. To this end, we obtained hyperspectral images of each chemical to establish a spectral library. We expect that future studies will expand the spectral library database for hazardous chemicals and that verification of its application in water streams will be conducted so that it can be applied to real-time monitoring to facilitate rapid detection and response when a chemical spill has occurred.

Hazardous and noxious substances (HNS) may cause maritime incidents during marine transportation, which are liable to lead to a large amount of spillage or discharge into the sea. The damage to the marine environment caused by the HNS spill or discharge is known to be much greater than the damage caused by oil spill. Particularly dangerous is HNS, which is deposited or buried in the seabed, as it can damage the organisms that live on, in, and near the bottom of the sea, the so-called "benthos," forming the benthic ecosystem. Therefore, it is vital that the HNS deposited on the seabed be recovered. In order to do so, procedures and equipment are required for accurate detection, stabilization treatment, and recovery of HNS in subsea sediment. Thus, when developing a mechanical recovery system, the performance requirements should be selected using performance indices, and the conceptual design of the mechanical recovery system should be based on performance requirements decided upon and selected in advance. Therefore, this study was conducted to arrive at a conceptual design for a mechanical recovery system for the recovery of HNS deposited on the seabed. In the design of the system, based on the fundamental scenario, the method of suction foundation with the function of self enclosing was adopted for recovering the HNS sediment in the subsea sediment. The mechanical recovery system comprises the suction foundation, pollution prevention, a pump system, control system, monitoring device, location information device, transfer device, and tanks. This conceptual design is expected to be reflected and used in the basic design of the components and shapes of the mechanical recovery system.

Residual petroleum hydrocarbons after an oil spill may accumulate in the marine benthic ecosystem due to their high hydrophobicity. A lot of monitoring data are required for the estimation of ecosystem exposure to residual petrochemicals in an ecological risk assessment in the affected region. To save time and cost, the environmental exposure to them in the affected ecosystem can also be assessed using a simple food-web bioaccumulation model. In this study, we evaluated residual concentrations of four selected polycyclic aromatic hydrocarbons (phenanthrene, anthracene, pyrene, and benzo[a]pyrene) in a hypothetic benthic ecosystem composed of six species under two exposure scenarios. Body-residue concentration ranged 5~250 mg/kg body depending on trophic positions in an extreme scenario in which the aqueous concentrations of PAHs were assumed to be one-tenth of their aqueous solubility. In addition, bioconcentration factors (BCFs) and bioaccumulation factors (BAFs) were evaluated for model species. The logarithm of bioconcentration factor (log BCF) linearly increased with increasing the logarithm of 1-octanol-water partition coefficient (log $K_{OW}$) until log $K_{OW}$ of 7.0, followed by a gradual decrease with further increase in log $K_{OW}$ without metabolic degradation. Biomagnification became significant when log $K_{OW}$ of a pollutant exceeded 5.0 in the model ecosystem, indicating that investigation of food-web structure should be critical to predict biomagnifications in the affected ecosystem because log $K_{OW}$ values of many petrochemicals are higher than 5.0. Although further research is required for better site-specific evaluation of exposure, the model simulation can be used to estimate the level of the ecosystem exposure to residual oil contaminants at the screening level.
Objectives : To assess the protective effects of wearing protective devices among the residents and volunteers who participated in the cleanup of the Hebei Spirit oil spill. Methods : A total of 288 residents and 724 volunteers were surveyed about symptoms, whether they were wearing protective devices and potential confounding variables. The questionnaires were administered from the second to the sixth week following the accident. Spot urine samples were collected and analyzed for metabolites of 4 volatile organic compounds(VOCs), 2 polycyclic aromatic hydrocarbons(PAHs), and 6 heavy metals. The association between the wearing of protective devices and various symptoms was assessed using a multiple logistic regression adjusted for confounding variables. A multiple generalized linear regression model adjusted for the covariates was used to test for a difference in least-square mean concentration of urinary biomarkers between residents who wore protective devices and those who did not. Results : Thirty nine to 98% of the residents and 62-98% of volunteers wore protective devices. Levels of fatigue and fever were higher among residents not wearing masks than among those who did wear masks(odds ratio 4.5; 95% confidence interval 1.23-19.86). Urinary mercury levels were found to be significantly higher among residents not wearing work clothes or boots(p<0.05). Conclusions : Because the survey was not performed during the initial high-exposure period, no significant difference was found in metabolite levels between people who wore protective devices and those who did not, except for mercury, whose biological half-life is more than 6 weeks.

Recently, the prediction and analysis technology of marine environment are actively being studied since the ocean resources in the world is taken notice. The prediction of marine disaster by automatic collecting marine environment data and analyzing the collected data can contribute to minimized the damages with respect to marine pollution of oil spill and fisheries damage by red tide blooms and marine environment upsets. However the studies of the marine environment monitoring and analysis system are limited in South Korea. In this paper, we study the marine disasters prediction system model to analyze collection marine information of out sea and near sea. This paper proposes the models for the marine disasters prediction system as communication system model, a marine environment data monitoring system model, prediction and analyzing system model, and situations propagation system model. The red tide prediction model and summarizing and analyzing model is proposed for prediction and analyzing system model.

In this research, mixing behavior of the floating pollutant such as oil spill accidents was analyzed by studying the advection-diffusion of GPS floaters at water surface. The LPT (Lagrangian Particle Tracking) model of EFDC (Environmental Fluid Dynamics Computer Code) was used to simulate the motion of the GPS floater tracer. In the field experiment, 35 GPS floaters were injected at the Samun Bridge of Nakdong River. GPS floaters traveled to downstream about 700 m for 90 minutes. The field data by the GPS floater experiments were compared with the simulation in order to calibrate the parameter of LPT model. The turbulent diffusion coefficient of LPT model was determined as $K_H/hu^*$ = 0.17 from the scatter diagram. The arrival time of peak concentration and transverse diffusion from the simulation results were similar with the experiments from the concentration curves. Numerical experiments for anticipation of damage from floating pollutant were conducted in the same reach of the Nakdong River and the results show that the pollutant cloud transported to the left bank where the Hwawon pumping station is located. For this reason, it is suggested that the proper action should be needed to maintain the safety of the water withdrawal at the Hwawon pumping station.
