  • This paper aims at concrete examination of the 'Official Road(官路)' of the late Joseon Dynasty through government administration of the 17th - 18th century 'Junsangseo(典牲署)'. Until now, the study of the central political system in the Joseon Dynasty was mainly studied by the politically important bureaucrat 'Dangsanggwan(堂上官)', and even if he studied the 'Official Road(官路)', he was a student from the a graduate of Mungwa(文科) and the 'Clean and imfortant Official(淸要職)' connected with it It was examined mainly. As a result, this research attempts to elucidate the routes of 'non - Clean and imfortant Official(非淸要職)' who have not been studied so far. However, it is difficult to deal with all the 'lower officials(參下官)' reaching 263 in total, so it was targeted at the 'Junsangseo(典牲署)' where the 'List of official(先生案)' exists in the 17th - 18th century. In chapter 2, we examined the historical value of 'List of official(先生案)' and were able to secure the confidence of the materials. In Chapter 3, we specifically examined the origins of officials from the 'Junsangseo(典牲署)', the official route, and the occupation. As a result, the 'Junsangseo(典牲署)' 'lower officials(參下官)' was predominantly from the 'Munum(門蔭)'. In addition, I confirmed that I was stepping on a public road that roughly promoted one rank. The number of days in office has also been promoted satisfying the court occupation days. Although this is an analysis limited to 'Junsangseo(典牲署)', it seems that 'lower officials(參下官)' of 'Junsangseo(典牲署)' had gone through routes and routes that were roughly similar to the 'lower officials' of the main office. If we can assume this, we can understand the character of the late Joseon Dynasty 'lower officials(參下官)' by understanding the character of 'lower officials(參下官)' of 'Junsangseo(典牲署)'. To declare this, more case analysis is necessary, and it is necessary to convert a lot of 'List of official(先生案)' data scattered nationwide into DB.

Official Development Assistance and Environmental Assessment (공적개발원조사업(Official Development Assistance)의 방향과 환경평가)

  • ODA projects such as multi-purpose dam, industrial complex, road construction etc. have resulted in environmental damage and resident relocation including destruction of site of living. Even the grandiose developments as ODA projects have made clear the value clashes between development and environmental conservation, and have brought about conflicts between public interests and public environmental right, and the discordance between public interests and private property rights in the recipient country. This study summarizes and analyses the Korea's ODA projects and will suggest the public participation and governance system based on Saemaul Movement, Strategic Environmental Assessment and Environmental Impact Assessment based on the guideline of OECD DAC, and emphasize Strategic Environmental Assessment and Social Impact Assessment in the procedure of ODA projects. In the future the ODA project should be implemented for the overcome of poverty and response to climate change based on the experience and trial and errors of Korea's compact growth and past ODA projects.

China's Digital Silk Road in Southeast Asia and Vietnam's Responses from 2015 to 2021

  • China launched the Digital Silk Road (DSR) in 2015 as part of the existing Belt and Road Initiative (BRI) to expand its influence in digital and technological development across Asia, Europe, and Africa. Southeast Asia is one of the key targets of the Digital Silk Road due to its geographical proximity to China and the rapid growth of the digital sphere. Although the DSR opens several potential opportunities for the Association of Southeast Asian Nations (ASEAN) member states to foster the digitalization process in the region, how each country reacts to projects under the DSR is varied. Secondly, Vietnam is the only ASEAN member state that has not signed any official agreement under the BRI framework, and thirdly, Vietnam opted out of Huawei technology. This paper aims to understand the perspective of Vietnam and how Vietnam has responded to the growing technological presence of China in Southeast Asia until 2021. By using qualitative methods, the author argues that the DSR has allowed Beijing to overcome the limitations of the original strategy, BRI, and strengthen its influence in the field of information and communication technologies, particularly fifth-generation (5G) telecommunications. Furthermore, the paper examines Vietnam's digital development and digital diplomacy and how the Vietnamese government has responded to DSR projects. In light of both the potential threats and economic benefits that the DSR has brought to Vietnam and Southeast Asian countries, in the last section, the policy implications for cooperation are discussed.

  • The purpose of this paper is to explore Laos mysterious 'Plain of Jars' area in a village. 'The Plain of Jars' site has been proposed for listing as a UNESCO World Heritage Monument. The study used convenience sampling and surveyed tourists who visited Tonghahin in Xieng Khouang. The results of this study are summarized as follows: First, Tonghahin is introduction stage from the tourism life cycle due to lack of basic infrastructure such as road condition, transportation, information service, etc,. Second, this study examined the ways to improve methods such as adminstration system and hospitality service manual for tourist site. Thereafter, third, to develop each attraction, they have come with better tourism products. These things are foresight-able to-do list for nomination as the UNESCO World Heritage. The recommendations and suggestions for future research are also discussed.

Analysis on the Improvement Level of Minor Rural Roads - A Cast Study on the County Areas of Chonnam Province - (농어촌 도로의 정비현황 조사 분석 - 전남 군지역을 중심으로 -)

  • This study was carried out to propose some useful advices for the improvement policy of the minor rural roads. For the detailed case studies on structural improvement level of the minor rural roads, 5 county areas in Chonnam Province were selected ; Damyang (peri-urban), Gurye(remoter mountainous), Jindo(remotest island), Yuongam(intermediate flat) and Bosung (intermediate semi-mountainous). In each county, the official survey data on pavement types, widths and ratios of district(Myun in Korean) and parish(Ri in Korean) roads were collected. There were no apparent differences between district and parish roads in terms of structural improvement level, while the former was ranked higher than the latter in the minor rural road improvement law, so, the present hierarchial classification system of rural roads should be readjusted. And above a third of minor rural roads in the case study areas did not meet the statutory minimum level of road width, which means the necessity of substantial upgrade of road improvement works in rural areas.

  • $CO_2$ emission regulation will be prescribed and main issue in automotive industry. Mostly, vehicle's fuel efficiency deeply related to $CO_2$ emission is regulated by qualified driving test cycle by using chassis dynamometer and exhaust gas analyser. But, real driving fuel consumption rate depends so much on the individual usage profile and where it is being driven: city traffic, road conditions. In this study, vehicle model of fuel consumption rate for ICEV and PHEV was developed through co-simulation with CRUISE model and Simulink based on driving control model. The simulation results of fuel consumption rate were analysed with on-road vehicle data and compared with its official level.

A Cost-Benefit Analysis of Road Construction in International Development Cooperation Project - A Case of KOICA's Lao Cai Happiness Program in Vietnam - (국제개발협력사업의 마을도로 건설 비용편익 분석 - KOICA 베트남 라오까이 행복프로그램 적용사례 -)

  • The purpose of this study is to measure the cost-benefit of a road construction project in Vietnam through international development cooperation, which includes private grants and Official Development Assistance(ODA). In developing countries, it is difficult and costly to use data on markets, the CVM(Contingent Valuation Method) to measure the WTP(Willingness-to-Pay) as the benefits of road construction are used. A total of 232 villagers in 16 villages of Lao Cai Province in Northern Vietnam have been surveyed. It is found that the Benefit-Cost Ratio(B/C) in all 3 models are found to be well over 1.0, ranging from 2.8 to 3.64 with the discount rate of 0.06. These BC ratios imply the road construction project in Lao Cai can be justified. Also, it is found that the shortened travel time is the most relevant factor for WTP among direct benefits and the enhanced academic achievement of the children is the most relevant factor among indirect benefits, due to easier and faster access to schools, which in turn increase the school attendance rate. The result of this study can be used to justify other similar projects in Vietnam, even though the benefits may have to be reassessed in other countries.

A Study on the Types of "Gogyeong-Jeongripyo" and Its Genealogy ("거경정리표(距京程里表)"의 내용유형과 계통에 관한 연구)

  • As well as "Sangyeongpyo," "Gogyeong-Jeongripyo," table of national road transportation system is important to comprehend identity of national geography in Joseon era even if it had not been researched yet. The aim of this study is to divide type of these tables and find its genealogy through mainly analyzing the road network and land names. As the result of this research, "Yeojigo," topographical researches of Korea, edited by Shin Gyeong-Jun as a palt of "Dongguk-Munheonbigo" official book in natural history of the Joseon Dynasty published in 1770, might be identified as the origin for all copy of "Gogyeong-Jeongripyo." Then "Gogyeong-Jeongripyo," can be divided into at least three major types; almost direct descent of "Yeoji go" as 'type1', minor modification as 'type2', and hybrid edition(type3) with second type that quoted many land names as route information from "Dorogo," another topography specialized for road transportation. Since "Dorogo" was also composed by Shin, after all, all genealogy of "Gogyeong-Jeongripyo" came from him.

A Study on the Historical Landscape of Dongrae Ciy-wall in Busan (조선-일제강점기 동래읍성 경관변화 연구)

  • Dongrae-bu, the administrative central area in Busan in Chosun-dynasty(1392-1910), performed the large parts of diplomatic and trading functions with Japan because of its geographical conditions. Because of his location, landscape of Dongrae city-wall is the mirror of political and military meaning in Chosun-dynasty period. Elements of landscape, such as site of city-wall, location and morphology of gates, government official buildings and the road systems can be interpreted by the functional and socio-cultural terms. The changes of landscape during Japanese colonial period(1910-1945) show that destruction of city-walt went on for the purpose of imperialism. Especially, the landscape which had political meaning in Chosun-dynasty had erased in terms of modem urban planning. Cates of city-wall, official guest house, fortress which symbolize the governing and political power of Chosun-dynasty were destructed almost perfectively. New road system was imported Urban planning was effective instrument through which city-wall could be destroyed for the Japanese colonialism. Under those processes, traditional structure was changed towards the dependency on Japan. Those relict landscape are remained in present urban landscape such as road system, cul-de sac, house and cornerstones. Those results of this study show that city-wall in Korea should be studied in terms of socio-cultural aspects in each periods.
