Geopolitics in East Asia and United Nations Convention Law of the Sea (UNCLOS) (동북아시아에서의 지정학과 유엔해양법협약)

  • In 1996, China, Japan and the ROK all became the party to the 1982 United Nations Convention on the Law of the Sea (UNCLOS). Since then, the UNCLOS has been a fundamental basis for the resolution and management of maritime disputes amongst them. However, there still remain acrimonious disputes in the region. Resources nationalism and the revival of geopolitics aggravates the disputes particularly on sovereignty over disputed islands, maritime delimitation and the legal nature of military activities in other States' Exclusive Economic Zones. Under the circumstances, why have the demands for the conclusion of a regional agreement been raised in this region? A desirable regional agreement regarding ocean affairs should be compatible with the rights and obligations under the UNCLOS, a universal norm regarding ocean affairs. This paper will propose a desirable regional agreement by adopting an incremental approach.

  • Given the cyclicality, seasonality, and capital-intensiveness, the development of the shipping industry has long been contingent on corporate financing activities. As such, there have been a growing number of cities in East Asia pursuing a global maritime financial center in order to support their domestic shipping industry. However, it is widely accepted that financial services relevant to shipping in East Asia are quite under-developed compared to those of other leading maritime financial centers in Europe and North America. In this regard, this paper aimed to construct an evaluation index of maritime financial centers in terms of financial ecological environment for the purpose of highlighting the current status of development and suggesting future directions. Furthermore, this paper examined the development of shipping finance in Qingdao as a numerical example using the fuzzy comprehensive evaluation and compared results with those of Shanghai.

  • Korea is aging rapidly and unprecedentedly in the world, and the social burden is prospected to be increased rapidly. New business start-up in blue ocean area is boomed in Korea, because sedulousness of people and high household saving rate which are basis of the economic development are getting lower, and propensity of the consumption and debt in household are getting higher. This article is refers that what is success factors of new business start-up in blue ocean through investigating the theoretical concept and the success cases. As a result, the success factors of new business start-up are categorized as environmental factors, strategical factors, organizational factors, personal factors, and factors of growing-up stages. In order not only to identify the success factors, but also to avoid failure, it is important that the basic principle should be followed ; Specifying the objectives, Balancing the fund, Meeting good biz-partners, Analysis of the market and Advice of the experts.

Analysis of Requirements for New Aids-to-Navigation Service - Focusing on Ship Operator

  • With digitalization accelerated by the 4th industrial revolution, the marine traffic environment is also expected to change rapidly. The purpose of this study was to derive a new service for Aids to Navigation (AtoN) to respond to a new marine traffic environment and suggest service requirements from the perspective of the ship's operator. For this purpose, a survey of ship operators was conducted and IPA analysis was performed. Marine traffic intelligence and information services and Image-based ocean environment information services were deduced as high-priority services from the perspective of ship operators. Thus, the derived results can serve as basic data for developing new AtoN services and determining policy directions.

  • In response to the global interest and efforts towards reducing plastic use and promoting resource recycling, there is a growing need to establish methods for recycling discarded fishing gear. In Korea, various technologies are being developed to recycle discarded fishing gear, but significant technical and policy challenges still remain. In particular, biodegradable gill nets require a pre-treatment process to separate biodegradable materials from other substances and to remove salt before recycling. Therefore, this study aims to develop a pre-treatment device for recycling biodegradable gill nets and to evaluate the feasibility of recycling them.

A Study on the Evaluation of Arctic Policy Priorities Using the CFPR Method-Focused on Policy of the Ministry of Oceans and Fisheries (CFPR법을 활용한 북극정책 우선순위 평가에 관한 연구 -해양수산부 정책을 중심으로)

  • In the case of government policies related to the Arctic Ocean, there is a "Northern Sea activity promotion basic plan" presented by the Ministry of Maritime Affairs and Fisheries, but it is difficult to adjust the timing of the policy enforcement and consider the importance of policies because no concrete order of enforcement of policies or weight has been presented by the government. In view of this, the purpose of this study was to estimate the priorities of the government's Arctic policies. Additionally, this study also presents priorities for "support measures" and "foreign cooperation measures" for the smooth implementation of Arctic policies. As for the methodology of this study, the CFPR (Consistent Fuzzy P reference Relations) method, which can comprehensively estimate expert opinions, was applied. According to the results of the analysis, the most important Arctic policy of the government was shown to be "Cooperation for Shipping and Logistics, such as Pioneering Northern Sea Routes" (0.087), followed by "Fostering Professional Manpower" (0.086), and "P reparing Institutional Foundation and Blueprint" (0.085). The results of this study have implications for the establishment of Arctic Ocean-related policies by policymakers as well as authorities.

Research Trends of the Jellyfish Blooms (해파리 대량발생의 연구동향)

  • The frequency and abundance of jellyfish, presumably related with climate change, fisheries overexploitation, marine pollution including land reclamation and dyke construction, are increasing worldwide. This feature has attracted interest and concerns from general public and public officials, and government is seeking how the damages could be prevented or reduced down. Korean government, having recent huge blooms of jellyfish, engaged in reducing and/or countermeasuring jellyfish damages. Korean research themes include ecology and physiology of blooming jellyfish species, understanding of the blooming mechanism, and focus on the eradication of blooming jellyfish, without governmental integrative management plan. EU is undertaking scientific projects focused on understanding of the mechanism and control of jellyfish blooms, and establishment of an integrative management. In USA, government has established the code on jellyfish management for conserving and protecting the fish and shellfish resources and one of its department is specially assigned to monitor jellyfish appearance, undertake research, and prepare management plan. Japan also assigned a department and research institute for jellyfish research. Their main interest is to predict jellyfish drifting and mass bloom. Compared to Korea, USA, EU and Japan emphasize integrative management that includes ecological understanding, public education and outreaches, communication and control, if possible, of jellyfish blooms, based on scientific data. We suggest then, 1) establishment of an integrative scientific system consisting of policy and scientific experts to prepare inter-ministrial integrative management plan to effectively combat jellyfish blooms and to maximize the scientific result; 2) concept change from harmful to exploitable marine animal in policy making and research; and 3) active education and information service for people. We expect that these suggestions can be useful for jellyfish management and policy making on another harmful marine organisms.

Priority Analysis of Government Policy for Freight Forwarder (국제물류주선 사업자의 정부정책 우선순위 분석)

  • With the increase in the trade volume between countries, the market of freight forwarders industry has been gradually growing. However, not only in Korea, with the number of global freight forwarders increasing, global competition has been increasingly fierce, and domestic freight forwarders are facing enormous challenges, therefore, the relevant policy sectors have carried out a series of supportive policies, while academics have conducted various researches. But most of them have focused on the current situation or the business model, and they could not get feedback on government support policies from enterprises. Using the AHP analysis, this study decided the priority of the government's ongoing supporting policies, compared the cognitive differences among of the companies of 3 different sizes, which was further verified using t-test. Then we compared the government support policies with the actual expectations of the companies to see if they matched on the basis of the previous results of this study, in order to help to strengthen the competitiveness of our freight forwarding industry.

A Study on Productivity and Efficiency Comparative Analysis of Container Terminal (국내 항만배후단지 효율성 및 생산성 비교 분석)

  • Port distripark can activate more functions. It is adjacent to a port. However, domestic port distripark is still limited to support port because of the shortage of infrastructure facilities, government policy, and investment. Therefore, this study tried to investigate the operation status of domestic port distripark and derive policy implications by conducting DEA analysis and productivity analysis based on internal data of each port distripark. As a result of Data Envelopment analysis, it was found that the west port distripark of Gwangwang and the northern port distripark of Incheon were efficient in the warehouse industry while the northern port distripark of Incheon and the Ulsan 1 port distripark were efficient in the manufacturing industry. In addition, in the case of foreign investment productivity, the west side port distripark of Gwangyang and the stage 1 port distripark of Pyeongtaek Dangjin were found to be higher than the others. In the case of facility investment productivity, the port distripark on the west side of Gwangyang and the north side of Incheon had the highest productivity. Lastly, in the case of labor productivity, the north side of Incheon and Busan ungdong port distripark showed the highest productivity. These results imply that it is important to review handling item when picking up enterprises in the port distripark for enhancing efficiency, foreign investment, and facility investment. The number of employees is not directly affecting the productivity improvement.
