Network, Channel, and Geographical Proximity of Knowledge Transfer: The Case of University-Industry Collaboration in South Korea

  • The relationship between geographical proximity and academics' formal and informal knowledge-transfer activities in the network is analyzed with a mixed research method. With social network analysis as a basis, we have explored the networks between academics and firms in the 16 regions of South Korea. The result shows Seoul and Gyunggi are identified as central nodes, meaning that the academics in other regions tend to collaborate with firms in these regions. An econometric analysis is performed to confirm the localization of knowledge-transfer activities. The intensity of formal channels measured by the number of academic papers is negatively, but significantly associated with the geographical proximity. However, we have not found any significant relationship between the formality of the channels and geographical proximity. Possibly, the regional innovation systems in South Korea are neither big enough nor strong enough to show a localization effect.

  • Containerization of cargo transportation has been norm in the word wide maritime services, but containerized trades are typically unbalanced in terms of the number of inbound and outbound containers. Therefore it is critical for shipping companies to find operating policy such as the repositioning of empty containers or replenishing of short-term leasing containers from leasing companies to satisfy the freighter's demands of containers. This paper develops a simulation model using ARENA to establish shipping company's operational policy to relocate and replenish empty containers. Furthermore, this study proposes simple and heuristic empty container repositioning rules to minimize the relevant cost in terms of leasing, repositioning, and inventory holding costs.

Assessment of Heavy Metal Pollution in Mangrove Sediments of Chuuk and Kosrae, Federated States of Micronesia (마이크로네시아 맹그로브 퇴적물 내 중금속 오염도 평가)

  • Heavy metals in the mangrove sediments of Chuuk and Kosrae, Federated States of Micronesia were analyzed to examine the pollution levels of heavy metals using enrichment factor (EF) and pollution load index (PLI). The mean concentrations of Cr, Ni, Cu, Zn, As, Cd and Pb in surface mangrove sediments were 642, 125, 46.9, 149, 15.6, 0.14 and 8.55 ${\mu}g$, respectively. Kosrae mangrove sediments showed the highest concentrations of Cr and Ni while Chuuk contains more of other metals such as Cu, Zn, As, Cd and Pb. Compared to those from other mangrove regions of the world, Cr, Ni and As levels in mangrove sediments from Micronesia were at higher levels whereas Cu, Zn, Cd and Pb were at lower to median levels. In core sediment of Chuuk, metal concentrations in the upper part were higher than those in the lower part. Based on the EF and PLI values, As is evaluated as the heaviest contaminant in the surface sediment from Micronesia whilst other metals (Cr, Ni, Cu, Zn, Cd and Pb) are present at slightly lesser levels.

Analysis of Biotechnology Companies' Needs Related to Supporting Their Entry into the Marine Biotechnology Industry (바이오 기업의 해양바이오 분야 진입을 위한 기업수요 분석)

  • This study seeks to analyze the needs of biotechnology companies in relation to their entry into the marine biotechnology industry and to discuss the policy implications associated with empirical tasks based on issues raised from empirical results gathered from a survey data of 200 biotechnology companies in Korea. This study made a comparison between marine and non-marine biotechnology companies and analyzed non-marine biotechnology companies' needs related to their entry into the marine biotechnology companies by using Social Network Analysis (SNA). Empirical results indicate that 23.5% of biotechnology companies produce goods using marine bio-resources. Once the utility of marine bio-resources is established, 58.8% of non-marine biotechnology companies intend to enter the marine biotechnology industry. This study also shows that non-marine biotechnology companies need technical support, information sharing, and the acquisition of raw materials to enter the marine biotechnology industry. The findings in this study provide important pointers for the direction of policies and future research in the area of marine biotechnology industry.

  • Advanced maritime countries such as U.S., Canada, Australia, have been initiated in integrated oceans management through enactment of oceans laws and establishment of ocean policies since UNCLOS and Agenda 21. However, the oceans policies of U.S., Canada and Australia show some limitations in view of integration because of its inherent characteristics of federal government systems. The U.S., Canada and Australia have not a leading agency for integrated oceans policies, have not included jurisdiction of local governments in federal government oceans policies, and have not addressed support to private oceans sector in their ocean policies. Instead, those countries have established ad-hoc oceans committee to achieve cooperation and coordination in oceans management.

Global Carbon Cycle and Budget Study (지구규모의 탄소 순환 및 물질수지 연구)

  • A global carbon cycle model (GCCM), that incorporates interaction among the terrestrial biosphere, ocean, and atmosphere, was developed to study the carbon cycling aid global carbon budget, especially due to anthropogenic $CO_2$ emission. The model that is based on C, 13C and 14C mass balance, was calibrated with the observed $CO_2$ concentration, $\delta$13C and $\Delta$14C in the atmosphere, Δ14C in the soil, and $\Delta$14C in the ocean. Also, GCCM was constrained by the literature values of oceanic carbon uptake and CO, emissions from deforestation. Inputs (forcing functions in the model) were the C, 13C and 14C as $CO_2$ emissions from fossil fuel use, and 14C injection into the stratosphere by bomb-tests. The simulated annual carbon budget of 1980s due to anthropoRenic $CO_2$ shows that the global sources were 5.43 Gt-C/yr from fossil fuel use and 0.91 Gt-C/yr from deforestation, and the sinks were 3.29 Gt-C/yr in the atmosphere, 0.90 Gt-C/yr in the terrestrial biosphere and 2.15 Gt-C/yr in the ocean. The terrestrial biosphere is currently at zero net exchange with the atmosphere, but carbon is lost cia organic carbon runoff to the ocean. The model could be utilized for a variety of studies in $CO_2$ policy and management, climate modeling, $CO_2$ impacts, and crop models.

  • Recently supercavitating torpedo has been studied because of its high-speed performance as the next generation of underwater weapon systems. In this study, we present a numerical method based on the potential flow. Characteristic features of the shape of supercavities and drag forces are investigated. In addition, we introduce a viscous-potential method to compensate for the effects of viscosity. The results are compared with viscous calculations using a commercial package, FLUENT V13.

  • In the presidential political system, the word of the president has great influence on the formation of national policy and the decision-making process. Policy priorities are determined according to the president's ideology and core values, and various policies are established and executed according to the priorities. Therefore, this paper analyzes the contents of the president's speech. Since the president's speech is a semantic datum, in order to analyze unstructured text, big data analysis is conducted through the methods of machine learning and deep learning. In this study, the president's speech at the "National Sea Day" commemoration was obtained 1996 onwards and analyzed using topic modeling. As a result of the analysis, all the presidents' speeches were delivered with a view of the ocean that was consistent with the direction of their administration. It was confirmed that the ocean-industry-resource topics, which are the intrinsic values of the ocean, were not damaged and consistently emphasized by all presidents.

  • Bunker oil is an essential expense, and it is a high cost in ships' operations. Therefore, it forms an important part of the work shipowners do to minimize losses during operations. With bunkering disputes consistently occurring, bunker surveyors could be employed by shipowners through them and bunker survey companies signing a contract for a bunker surveyor service. Bunker surveyors could play the role of independent contractors and issue statements of fact in relation to bunkering. However, it would be impossible for bunker surveyors to immediately resolve a bunkering dispute since their role and the legal status is not clear while bunker surveys are being conducted on ships. Thus, this study sets out to define the legal status and liability of bunker surveyors and to seek an additional role for them when bunkering disputes occur.
