정속항해 시 함정 주 추진 디젤엔진의 배기가스 배출량 예측 (Emission Prediction from Naval Ship Main Propulsive Diesel Engine under Steady Navigation)

  • 본 연구는 해군함정에 탑재되어 있는 주 추진 디젤엔진에서 배출되는 입자상 물질, 황산화물, 이산화탄소 및 질소산화물의 배출량 예측에 초점을 두었다. 국제사회 및 각국의 정부는 인간의 건강 및 환경을 보호하기 위해 선박의 배기가스 규제를 엄격히 적용하고 있으며 선박 제작사들은 이러한 법규에 대응하기 위해 다양한 기술을 선박에 적용시키고 있다. 엄격히 적용되는 배기가스 법규는 선박의 크기에 따라 차이를 보이고 있지만 함정은 규제대상에서 제외된다. 다양한 연구결과에 의해 선박의 배기가스 배출량 계수(emission factor)는 지속적으로 최신화되고 있으나 함정의 배출량 계수는 그 특성의 차이 때문에 설정이 어려운 실정이다. 본 논문은 함정 엔진의 연료소모량과 함정에서 사용하고 있는 연료의 황성분 함량을 분석하여 항해 시 선박에 적용되고 있는 오염물질 기여도 조사(emission inventory) 방법론을 해군함정에 적용시켜 정속항해 조건에서 배기가스 총 배출량을 예측하는 것이다.

우리나라의 항만국통제 제도의 개선에 관한 연구 (A Study on the Improvement of Port State Control in Korea)

  • To ensure ship's safety and preserve the marine environment from ship, IMO(International Maritime Organization) has been making much efforts. Nevertheless there are still many possibilities threatening ship's safety and the marine environment. Many vessels navigate at sea in lack of standard required by the International Convention relevant to ship's safety and the protection of marine environment. Even though the administration is responsible for perfect and continuous control for safety of ship, it cannot has jurisdiction over ships hoist its flag reasonably at all times. So the Port State has strengthened the Port State Control(PSC) activity as one step of eliminating sub-standard vessels. In the light of the fact that mentioned above, this study deals with PSC activity in Korea and port of Pusan. Total 582 ships, inspected in port of Pusan from 1st January 1998 to 30th September 1999, were analyzed in various aspect and extracted results as follows : \circled1 The inspection rate in Korea was much lower than the other states taking part in Tokyo MOU, \circled2 For flag state, the ships belong to flag of convenience(FOC) had much more deficiencies than non-convenience flag ships, \circled3 For ship type, 39 number of general dry cargo ship were detained at Pusan with serious deficiencies, \circled4 For deficiency item, the items such as life saving appliances, safety in general, navigation, load lines and fire-fighting appliances were occupied over 71.7% of total number of deficiencies, \circled5 In Asia-Pacific region, Korea was one of flags with detention percentages exceeding 3-year(1996~1998) rolling average detention percentage. Average detention rate of Korean vessels was 6.73% which was over 0.24% of average detention rate(6.49%) in Asia-Pacific region. These results may reflect to improve the performance of PSC inspection for foreign vessels and are useful for preparing PSC inspection for ocean-going ships registered in Korea.

항만예선업시장의 공동배선제와 자유계약제에 대한 실증적 분석 (Empirical Study on Cooperative Ship Operation and A Free Contract on the Towage Market)

  • 현재 우리나라에서 시행되는 예선서비스의 신청 및 예선배정방식은 항만유형에 따라 상이하게 존재하고 있으며 크게 공동배선제와 자유계약제로 구분 할 수 있다. 공동배선제란 선사가 예선업체를 선택할 수 있는 권리가 없으며 입출항 순서와 선박의 크기에 맞게 각 항만별 예선조합지회에서 결정된 방법에 따라 예선서비스를 공급받는 방식을 말한다. 자유계약제란 선사가 예선의 선택권을 갖고 예선업체를 선택하고 필요한 마력의 예선을 선택하는 방식을 말한다. 예선서비스의 특성 중의 하나는 예선의 안정적인 공급을 통한 선박 입 출항 및 이 접안의 지원이다. 이를 위해서는 예선업체가 적정한 수익을 창출하여 신조예선의 투입, 선원의 복지정책 실시 등의 지속적인 사업을 영위하여야 한다. 본 연구에서는 공동배선제를 실시하는 항만과 자유계약제를 실시하는 항만에서 예선사업을 전개하고 있는 예선업체들의 재무분석을 실증적으로 실시하여 예선업체가 적정수익을 창출하고 있는지를 분석하였다. 공동배선제를 실시하는 항만이 성장성 측면, 수익성 측면, 활동성 측면에서 자유계약제를 실시하는 항만보다 우수한 것으로 분석되었으며, 자유계약제하의 항만은 레버리지 비율 측면에서만 우수한 것으로 분석되어 항만에서 예선서비스의 안정적 공급을 고려할 때, 공동배선제를 더욱 확대 실시하여야 한다.

  • Working onboard large ocean-going vessels is one of many industries that is by its very nature extremely error-provoking. In industries such as aviation, nuclear power, healthcare and transport, the need for mental preparedness and professionalism are amongst the qualities essential for the management of complex hazardous systems. Recruiting, training, and more importantly retaining the right people to work in these industries is of paramount importance if safety is to be continuously improved and economic benefits realized. Through consideration of extant empirical literature this paper will explore the need for enhancing collaboration between shipping companies and maritime training insitutes in order to provide the industry with those most capable for the job. It will be concluded that by providing a strong maritime foundation from the outset of training, maritime academies in South Korea can provide shipping companies with a wealth of highly qualified, motivated officers who will contribute to safety and remain valuable assets within the industry for years to come.

북태평양의 악기상조건과 선박의 안전운항에 관한 연구(II) (A Study on the Safe Operations of Ships under Heavy Weather Conditions in the North Pacific(II))

  • In cold season, the developed extratropical cyclones and associated cold fronts, and NW winter monsoon are encountered very frequently in the North Pacific, especially in the northwest part of it. The two sea areas, namely, the northwest part of North Pacific, especially the eastern area far off Japan east coast, and Burmuda Triangle in the North Atlantic are generally known as two of the most dangerous areas in the world because of high incidence of sea casualties. Even large ocean going vessels were sunk frequently due to strong winds and very high seas caused by NW monsoon or developed cyclones during the winter months. The purpose of this paper is to analyse the real state of heavy weather and high sea phenomena on the vesscls at sea, thus helping mariners operate in such conditions.

Air Pollution Reduction Strategies of World Major Ports

  • Pollution emissions from international shipping and port activities have a significant impact on public health and global climate changes. The purpose of this paper is to review the status of pollution mitigation measures implemented to date in port industry and find out some implications for Korean ports. For this aim, the clean air strategies of the world major ports including six USA ports (Los Angeles/Long Beach, Now York/New Jersey, and Seattle and Tacoma), two European ports (Rotterdam and Gothenburg) and Busan Port were considered. Various measures to reduce emission from ports are evaluated by sectors-ocean going vessels, cargo handling equipments, truck and rail-, on the basis of categories such as reduction control technologies, operational changes and market-based measures. The policy implications of this paper are as follows. First, Clean Air Act Plans of Korean ports are required as soon as possible. Second, integrated approach is required to reduce emission effectively. Finally, the effect of port-related emission reduction can be maximized when various measures are conducted on a regional basis including neighboring ports. Furthermore, regional or global-based approach is useful to guarantee the level playing field among ports.

  • World trade has been increasing continuously in total volume, on the other hand, environmental protection on sea and conservation of fishery resources has been rising up the major issue. All of the world are pushing their efforts two major purposes to the full, one is taking competitive place in marine transportation throughout the world and another Is environment protection. Pusan Port as world leading Port put its all effort in bring more ocean going vessels and securing their traffic route by providing them more information related marine traffics through PTMS in port. During two years of operation, statistics of marine traffic accidents showed that many dynamic casualties such as collisions, groundings, and rammings has been decreased. However, due to increasing cargo volume, limited water area and unpredictable weather condition, potential risks still exist high. In this paper, in order to maximize the efficiency of PTMS and reduce various risks in the future, we examine risk factors over operational results and experience, and propose reasonable operational methods of PTMS.

자동화선박의 선교 레이아웃의 최적 설계 (Optimum Design of Ship's Bridge Layout for the Automated Ocean Going Vessels)

  • A study on theergonomic design of the automated ship's bridge and console layout was carried out through this paper. The goal of this study is to find out the effective and ergonomic optimal design solutions of bridge layout hence to reduce the duty officier's workload and increase the safety of navigation. The conventional bridge layouts and modernized Integrated bridge layouts were compared using several factors. To use human factors, an ergonomic control panel layout system based on constraint satisfaction algorithm wa squoted. And the integrated ergonomic bridge layout was converged and applied to the redesign of the navigational console layout.

  • 우리나라 항구 주변에는 입 출항하는 선박으로 인하여 해상교통흐름이 복잡하다. 이러한 선박통항의 안전과 효율성을 증진하기 위해 우리나라에서는 해상교통관제 서비스를 시행하고 있다. 24시간 쉴 틈이 없는 해상교통 관제사들의 노력에도 불구하고 관제구역 내에서의 충돌사고는 지속적으로 발생하고 있으며, 위험 상황이 약 20분에 1회씩 발생하고 있는 것으로 분석되어 그 위험성은 크다고 할 수 있다. 이에 본 연구는 부산항관제 VHF채널을 3일간 청취하여, 교신내용을 분석하였다. 부산항관제 교신 중 통항에 관련된 사항을 충돌위험도 모델에 적용하여 위험도로 표현하였으며, 관제사들이 선박에게 권고 지시를 하는 시점의 위험도를 도출하였다. 충돌위험도 모델의 위험도는 관제사가 관제시의 의사결정을 지원하는 하나의 수단으로 이용될 수 있다.
