Bank payment obligations (BPO) have been used since 2013 as a payment solution in the business of supply chain finance. The BPO is an irrevocable undertaking of the obligor bank subject to the successful electronic matching of all required data sets with the established baseline in the TMA. Although the BPO should be regarded as similar to a letter of credit, it is a new payment solution based on advanced technology and data-driven mechanisms. The BPO differs from the credit in institutional terms such as bank-to-bank obligations, automated matching engines, and transfer and confirmation, etc. The BPO can also be used effectively as a stand-alone electronic solution to traditional instruments. it provides a new range of solutions to meet the ever-changing needs of trade customers. However, Operation of the BPO can leads to several issues including an assurance of payment between recipient banks and sellers because the BPO is a bank-to-bank obligation. The URBPO does not apply to relationships between banks and their business clients. So, the primary objective of this paper is to promote institutional understanding and present implications by reviewing major issues concerning the BPO as compared with the letter of credit from the institutional point of view. This research was based on documentary research focusing on the preceding research and the materials of ICC and SWIFT.

Despite the lifting of the mandatory wearing of masks, which was the main tool of the COVID-19 quarantine policy, we paid attention to the fact that some people are still wearing masks, and we wanted to clarify why people do not take off their masks. Through a survey in this regard, we were able to ascertain why some people continue to wear masks in a broader context. In this article, we directly and indirectly confirm the hidden side of citizens' continued wearing of masks by analyzing how the lifting of the mask-wearing obligation was reported in media articles that have a significant impact on citizens' behavior and attitude. Through this, it was confirmed that citizens continue to wear masks to protect themselves in an uncertain situation where the COVID-19 endemic has not been declared, despite the quarantine authorities' announcement of lifting the mandatory wearing. In a situation where crises such as COVID-19 are expected to repeat frequently in the future, it was concluded that it is important to build trust in the quarantine authorities.

The Climate Change has been emerged as one of the most important social and economic issues and is affecting our daily life. The Post-Kyoto Protocol aims to reduce GHG(Greenhouse Gas) emission and mitigate climate change. Under this protocol, developed countries which are classified as Annex I implements programmes and strategies confronting against the climate change. South Korea has set voluntary GHG reduction goal of 30% reduction compared to BAU(Business As Usual) in 2020 and prepares National GHG inventory system and Negotiated Agreements(NA) with industries. It will affect seriously to industry and transport sector and its obligation to reduce GHG emission will be strengthened gradually. Therefore, there will be large impact on industry structure. In Korea, various strategies against climate change are being prepared as researches of development of GHG emission reduction technologies and integrated GHG emission management system in transport sector. In this study, strategy on climate change in transport sector is proposed by being based on developed countries' respond to climate change in transport sector.

Introduction of BIM(Building Information Modeling) was led by public institutions, and all buildings over a certain size were obligated to apply BIM. However, through various attempt to apply BIM to actual practice, people had doubt whether it is a usable technology in reality appeared. Therefore, this study investigated cases about implementation strategies of foreign countries, and conducted survey on BIM performances and preparation in architectural design firms. On the basis of this, it suggests the long-term development strategy of BIM and the basic direction of road map to adopt BIM effectively to domestic architectural design market. After considering the cases abroad and the results of survey, it is identified that incentive policies supporting finance and education should be carried out together with partially obligation method led by government in order to introduce BIM into architectural design market effectively by reflecting current situation of architectural design firms.

The fuel cell, a renewable energy facility, hasn t come into wide use to the public. However, the usefulness of it is so high through Supply Business called Green Home, general auxiliary Supply Business, obligation to supply renewable energy for public organizations, Building Certification System and compulsory quota of using renewable energy to power generating businesses, etc. Intial installation was supported by government and a local autonomous entities in case of home fuel cell. Cost-benefits of installing it in home are approximately from $1,000 to $2,500. As Korea applies a progressive tax scheme in home electricity, energy costs are associated with electricity consumption. We should contemplate ways to make effective use of additional waste heat because technology of fuel cell is kind of a cogeneration.

We are concerned with the question of servicing warranties for repairable items. During the warranty period, each time an item fails the manufacturer has the obligation to restore the item to operational condition either by repairing the item or by replacing it by a new item. In this paper, we consider the repair-replacement strategies based on the condition of the failed item. For products with phase-type lifetime distributions where the phases represent the condition of the item, we develop algorithms to determine the expected cost of servicing a warranty and use it in making the repair-replacement decision. Illustrative numerical examples are presented. We also propose a dynamic strategy by taking the expected remaining warranty cost into consideration.

The buyer must pay the price under the contract and must take delivery of the goods of contract. The buyer's obligation to pay the price includes taking such steps and such formalities under the contract. The remedial system of the rights of the seller is easier than that of the buyer, for the obligations of the former are less complicated. The seller has the right to avoid a contract provided two conditions are fulfilled : (a) the buyer must have committed a fundamental breach of contract, or (b) the additional period for performance set by the seller in the case of non-performance must have expired. A decision is more difficult to take in the case of a delay where there is no fixed-term contract, to clarify the situation the seller may set a Nachfrist. It is essential that the contracting parties in Korea should understand the provisions of CISG.

There is a vessel which shall not impede the passage of any other vessel in the COLREGS 1972. But the issue was raised that the words of "not to impede" were vague. Therefore, IMO adopted new paragraph (f) to be added to Rule 8 that a vessel which is required not to impede the passage of another vessel is not relieved of this obligation if approaching the vessel so as to involve risk of collision. It means that the ship which is obliged not to impede should contributes to avoid collision and to the safe passage of the other vessel. Also it results that the application of Collision Rules should be changed. But until now, it seems that the mariners are not familiar with this subject. This paper, therefore, aims to define the meaning of "not to impede" and clarify it's legal concept so as to adequate application of the Collision Rules for the collision avoidance at sea.on avoidance at sea.

Gaming is an old humans' habit. Games help in logical development and encourage learning of theoretical and practical concepts. Besides they offer entertainment and challenge. The advent of the personal computer changed this tradition. Every year new challenges arise in a digital format, which lead the young and adults to spend hours in front of a computer or TV screen in an attempt to overcome hurdles and reach an objective. Quality, sophistication, and constant innovation are attained through complex computer software that almost has an obligation to improve as each new title is released, due to this game development becomes a challenge. Considering that a game title is software and thus faces the same restrictions of business applications, this article intends to analyze, under the optics of reuse, if game development resorts to reuse, and where and how this happens.
