Factors Influencing Implementation of OHSAS 18001 in Indian Construction Organizations: Interpretive Structural Modeling Approach

  • Background: Construction activity has made considerable breakthroughs in the past two decades on the back of increases in development activities, government policies, and public demand. At the same time, occupational health and safety issues have become a major concern to construction organizations. The unsatisfactory safety performance of the construction industry has always been highlighted since the safety management system is neglected area and not implemented systematically in Indian construction organizations. Due to a lack of enforcement of the applicable legislation, most of the construction organizations are forced to opt for the implementation of Occupational Health Safety Assessment Series (OHSAS) 18001 to improve safety performance. Methods: In order to better understand factors influencing the implementation of OHSAS 18001, an interpretive structural modeling approach has been applied and the factors have been classified using matrice d'impacts croises-multiplication $appliqu{\acute{e}}$ a un classement (MICMAC) analysis. The study proposes the underlying theoretical framework to identify factors and to help management of Indian construction organizations to understand the interaction among factors influencing in implementation of OHSAS 18001. Results: Safety culture, continual improvement, morale of employees, and safety training have been identified as dependent variables. Safety performance, sustainable construction, and conducive working environment have been identified as linkage variables. Management commitment and safety policy have been identified as the driver variables. Conclusion: Management commitment has the maximum driving power and the most influential factor is safety policy, which states clearly the commitment of top management towards occupational safety and health.

A Study on Certification & Adoption of Occupational Health & Safety Management Systems in Korea (산업안전보건경영시스템의 인증 및 도입에 관한 연구)

  • This study was intended to help workplaces set up an occupational health & safety management system by investigating the certification of the system and by conducting a questionnaire to survey the necessity, purpose, effect and promotion of the system. The occupational health & safety management systems generally adopted in Korea are OHSAS 18001 and K-OHSMS 18001, which are the PDCA model, such like the quality and environment management system. Because these standards have a compatibility with other management systems, individual or integral certification is available. A telephone questionnaire was conducted with 30 workplaces in Kyeonggi Province and Incheon Metropolitan City, which have been certified for the occupational health & safety management systems (OHSAS 18001, KOSHA 2000, and/or K -OHSMS 18001). About 92 percent of them were large-sized workplaces with over 500 employees. For the question on the necessity of the system, most of the respondent answered very necessary. The purposes of the certification were to control the risks in safety and health, to have a systematic approach for accident prevention and sustainable improvement, and to comply with a range of regulations voluntarily, in that order. Most of the answers to the question on the effect of the system were prevention of accident. For the question on the promotion of the system, the most prominent answer was reduction in the workers compensation rate.

  • The purpose of this study is to offer the integrated model of the product safety management system, ISO 9001 Quality Management System, ISO 14001 environmental management system and OHSAS 18001 Occupational Health and Safety Management System and to present its management plan. In order to cope with effectuation of the Product Liability, studies were conducted to construct an integrated system and to find strategies of companies.

  • This study was conducted to identity the characteristics of occupational health and safety management systems around the world, to survey the implementation of OHSMS in Korean companies, to find problems and corrective measures, and to understand the opinions of top management about OHSMS. Questionnaires on the operation of occupational health and safety management systems in Korean manufacturing companies were carried out. Occupational health and safety management systems around the world, including OHSAS 18001, BS8800, KOSHA 18001, VPP, J-OHSMS, were reviewed. In order to implement an occupational health and safety management system successfully, it was found that the management should consider occupational health and safety as important, provide employees with necessary training, and have a strong commitment to occupational health and safety.

  • The introduction of the OHSMS(occupational health and safety management system) into the enterprise has been increased. But, to prevent accidents and take the value creation effectively, it is recommended that this system and the other management system based on business process should integrate. This paper deals with the present conditions and business values of OHSMS, KOSHA 2000, OHSAS 18001 and/or K-OHSMS 18001, which have introduced to Korea since 1997. By reviewing literature, we analyzed study trends in the development of quantitative and qualitative certification standards and the assessment methods of OHSMS. Also, we can summarize the field issues related to installment and operation of OHSMS : motivation, advantage, problems, obstacles, lessons, and revitalization. And then we can suggest issues of the integrated management system such as background, purpose, adoption view, and the integration types.

  • Recently, Environmental and Safety Management is approaching in order to reduce the loss cost of accidents in effect, efficiency, excellency. In the side that is a large production enemy of the industrialization times, Most companies are focused on decreasing the loss that can let their companies grow healthily than a productivity improvement. The this study analyzed a matter asked f3r basic requirements and continuous development of ISO14001, OHSAS18001, PSM, Responsible Care operating in petro-chemical industries basically, and developed a LCMCI(the Loss Control Management system for Continuous Improvement of the Petro-chemical Industries) fer continuous development of petro-chemical companies in order to be able to continuously manage a loss.
