Recent Trends in OECD Guidelines for Multinational Enterprises and their Implications: Focusing on Korea NCP's Countermeasures Strategy for Peer Review (OECD 다국적기업 가이드라인의 국제적 동향과 시사점: 한국 NCP의 동료평가(Peer Review) 대응방안을 중심으로)

  • OECD MNE Guidelines ('OECD Guidelines') was set forth in 1976 as a form of annex to the OECD Declaration on International Investment and Multinational Enterprises. The objective of the OECD Guidelines is to fulfill the implementation and adoption of the Responsible Business Conduct ('RBC') among the adhering states. To further the effectiveness of the OECD Guidelines, OECD, specifically the Investment Committee of OECD, has utilized National Contact Point ('NCP') structure. According to the Procedural Guidance annexed to the OECD Guidelines, peer learning is prescribed as an important tool for promoting and facilitating the implementation procedures of the OECD Guidelines. This paper, inter alia, is mainly focusing on the peer review mechanism applicable to NCPs because negative assessments by peers are likely to harm Korea's state image and entail international criticisms even though such reviews are conducted voluntarily. In addition, the Working Party on Responsible Business Conduct ('WPRBC') decided to have a peer review of Korean NCP in 2019. This paper first outlines the meaning and current applications of the peer review mechanism, and then analyzes specific peer review cases conducted in Denmark and Belgium in 2015, and in 2016, respectively. Lastly, based on the issues handled in the peer review reports on the above states, this paper makes a few recommendations for Korean government to prepare the peer review scheduled in 2019.

An Efficiency Analysis of OECD Countries and Korea in Health Service Industry (한국과 OECD 국가의 의료서비스산업의 기술효율성 분석)

  • This study analyzed technical efficiencies of health service industry of OECD countries with DEA and SFA approaches using 10 year data from OECD Health Database. The results can be summarized as follows: First, Korea was found the best practice among 15 OECD countries based on CRS nondirectional SBM models. Second, it was found that some inefficiencies were due to environmental factors. Third, we found that environmental factors were important factors in efficiencies of health service industry by observing that there were large efficiency changes after adjusting slacks due to environmental factors. From the above, Korea led the OECD countries in health service industry and was the most competent. But this study has some limitation since the quality and cost of health care was not taken into account.

Comparison of Nursing Workforce Supply and Employment in South Korea and Other OECD Countries (OECD 국가의 간호인력 현황과 한국 간호인력의 특성 분석)

  • Purpose: This study aims to report on and compare the conditions of practicing nurses and nursing graduates in Korea and other OECD countries to suggest policy to improve nurse staffing in Korea. Methods: Data on nurses and nursing graduates from 34 OECD countries in 2015 (or the nearest year) were analyzed. The proportion of practicing nurses among nurses who were licensed to practice and nursing graduates per population and per the number of practicing nurses were examined. Results: The number of practicing nurses per 1,000 population in Korea was 5.9 and, in Korea, only 31.0% of licensed nurses were practicing, whereas the OECD average was 69.5%. Korea had the highest number of nursing graduates (109.0) per 100,000 population and the highest number of nursing graduates (183.5) per 1,000 practicing nurses in the OECD countries. Skill-mix analysis indicated that 52.2% of the practicing nurses in Korea were professional practicing nurses, which was the second-lowest among the OECD countries. The ratio of nurses' wages to those of physician specialists was 0.43 in the OECD countries. Conclusion: Nurse staffing and skill-mix in Korea were very low in comparison to other OECD countries. Policies for retention of nurses via improved working conditions are required.

  • According to the OECD/NEA estimates, nuclear power plants (NPPs), whether with a large reactor or with small modular reactors (SMRs), are competitive with many other electricity generation technologies in a significant number of cases, one of the exceptions being natural gas in the USA with the current level of prices. However, SMRs have particular features and requirements setting conditions for their deployment. This paper presents the preliminary analysis by OECD/NEA of the economics, opportunities, and market for small nuclear reactors.

  • 본 연구는 1990년대 우리나라를 포함한 OECD 국가의 지식기반산업 현황을 기술하고, 지식기반산업에서 IT 산업의 역할을 분석하는 데 목적이 있다. 1990년대 OECD 국가들의 지식기반산업의 중요한 특징은 OECD 각 국가들이 지식기반산업을 미래 중요한 산업으로 인식하고 지속적 자원투자와 관심을 기울이고 있다는 데 있다. 본 연구에서 대상 분석기간 동안 OECD 국가의 지식기반산업성장률은 5% 증가하였으며, 우리나라의 경우는 이보다 높은 10%대의 증가를 기록하였다. 또한 OECD 국가들의 지식기반산업 형성과정에서 IT 산업은 전통적 제조업의 역할보다 기술혁신 측면과 무역수지 측면에서 매우 중요한 역할을 수행한 것으로 나타났다. 특히 우리나라의 경우에 지식기반산업의 형성과정에서 IT 산업의 기여도는 다른 OECD 국가보다 높은 것으로 나타났다. 지식기반산업 가운데 IT 산업은 생산성 증가요인을 분해하여 볼 때, 전반적으로 산업간의 효율성에 의한 생산성증가, 산업간의 자원이동에 의한 생산성증가 그리고 IT 산업자체의 노동생산성증가 요인에서 다른 산업에 비하여 상대적으로 우월하게 나타났다.

Trend Analysis of ICT Accessibility and Utilization Levels of Korean Students based on OECD PISA Data (OECD PISA 자료를 활용한 우리나라 학생들의 ICT 접근 및 활용 수준 추이 분석)

  • The purpose of this study is to investigate the directions of information and communication technology(ICT) education in K-12 based on the analysis of ICT accessibility and utilization levels of Korean students. To this end, we analyzed the trends of Korea and OECD countries by survey period, focusing on the OECD PISA 'ICT familiarity survey' conducted in 2009, 2012 and 2015. The surveyed subjects were 15 year-old students and the analysis method was calculated based on the sampling weights. The results of the analysis of Korean students are as follows: First, ICT accessibility at home increased from 2009 to 2015, but was consistently lower than the OECD average. Second, the overall Internet usage time was lower than the OECD average. The Internet usage time on weekdays increased from 2012 to 2015, but on weekends decreased. Third, the ICT accessibility in schools decreased from 2009 to 2012, and increased in 2015, but was lower than the OECD average in 2015. Fourth, the student age ratio of first time computer usage increased from 2012 to 2015 and the average age for computer usage began before age 6, but was below the OECD average. Lastly, student use of digital devices for items such as Internet searches for entertainment and SNS activity has increased from 2012 to 2015, but the level of everyday use such as e-mail, online chat, program downloading, and reading Internet news has decreased. Based on these results, this study suggested policy plans for the improvement of ICT education for elementary and secondary school students in Korea.

Assessment of Flexibility and Security in Korean Labor Market : An International Comparison (국제비교를 통한 우리나라 노동시장의 유연성 및 안정성 평가)

  • The foremost aim of the paper is to evaluate the flexibility and stability of the Korean labor market through a cross-country comparison with OECD countries. Evaluating by the OECD Employment Protection Legislation Index, the flexibility of permanent job layoff in Korea is close to the average of OECD countries. Employment of temporary workers appears to be relatively flexible allowing for effective indicators such as the proportion of temporary workers among paid employees. As regards security, the levels of job security, income security and combination security are all far below the OECD average. A panel data analysis of OECD countries reveals that labor productivity increases as regulations on permanent job layoff become looser and regulations on temporary employment become more rigorous.

Participation in GVCs and Income Inequality (글로벌 가치사슬에서 전방참여와 후방참여가 소득불평등에 미치는 영향)

  • This study analyzes the effects of participation in the global production network on the income inequality using panel data from 2005 to 2016 for 63 countries. In this study were used fixed effects model with autocorrelation, random effect model with autocorrelation and the GLS method. Results are as follows: First, the economic development level supports the Kuznets hypothesis. And then, the forward participation in global value chains increased income inequality, and the backward participation decreased income inequality. In order to derive more detailed estimation results, we analyzed OECD countries and non-OECD countries. First, OECD countries featured decreased, but increased beyond a certain level as a U-shaped curve, that did not support the Kuznets hypothesis. In contrast, non-OECD countries followed the Kuznets U-curve. Second, participation in the global production network showed that both OECD and non-OECD countries featured increased income inequality. In contrast, backward participation appears to mitigate income inequality both in OECD and non-OECD countries. Finally, the ratio of labor and capital is significant in mitigating income inequality in non-OECD countries in which they feature backward participation in production networks. This can be interpreted as developing economies participate in the global production network due to increased capital accumulation and increased the labor productivity.
