This paper presents the design of the Safety Programmable Logic Controller (SPLC) used in the Nuclear Power Plants, an analysis of a reliability for the SPLC using a markov model. The architecture of the SPLC is designed to have the multiple modular redundancy composed of the Dual Modular Redundancy(DMR) and the Triple Modular Redundancy(TMR). The operating system of the SPLC is designed to have the non-preemptive state based scheduler and the supervisory task managing the sequential scheduling, timing of tasks, diagnostic and security. The data communication of the SPLC is designed to have the deterministic state based protocol, and is designed to satisfy the effective transmission capacity of 20Mbps. Using Markov model, the reliability of SPLC is analyzed, and assessed. To have the reasonable reliability such as the mean time to failure (MTTF) more than 10,000 hours, the failure rate of each SPLC module should be less than $2{\times}10^{-5}$/hour. When the fault coverage factor (FCF) is increased by 0.1, the MTTF is improved by about 4 months, thus to enhance the MTTF effectively, it is needed that the diagnostic ability of each SPLC module should be strengthened. Also as the result of comparison the SPLC and the existing safety grade PLCs, the reliability and MTTF of SPLC is up to 1.6-times and up to 22,000 hours better than the existing PLCs.

In nuclear power plant operation and spent fuel canisters, it is necessary to provide a sound technical basis for the safety and security of long-term operation and storage respectively. Recently, the peening technology is being discussed and the technology will be adopted to ASME Section III, Division 1, Subsection NX (2019 Edition). The peening is prohibited in current edition, but it will be approved in 2019 Edition and adopted. However, Surface stress improvement techniques such as the peening is used to mitigate SCC susceptible in operating nuclear plants. Although the peening will be approved to ASME CODE, there are no performance criteria listed in the 2019 edition. The Korean International Working Group (KIWG) formed a new Task Group named "Advanced Surface Stress Improved Technology". The task group will develop a CODE CASE to address PWSCC(Primary Water Stress Corrosion Cracking) and CISCC(Chloride Induced Stress Corrosion Cracking) for new ASME Section III components. TG-ASSIT was started to make peening performance criteria for ASME Section III (new fabrication) applications. The objective of TG-ASSIT is to gain consensus among the relevant Code groups that requirements/mitigation have been met.
Occupational exposure records are subject of global interest, and analysis of radiation workers in work categories is being conducted. In Rep. of Korea, according to relevant ministries, the MOHW(Ministry of Health and Welfare), the MAFRA(Ministry of Agriculture, Food and Rural Affairs), and the NSSC(Nuclear Safety and Security Commission) collect and analyze records of occupational exposure by dividing them into 11 work categories. However, this classification system lacks consistency with the systems of major countries, including the UNSCEAR(United Nations Scientific Committee on the Effects of Atomic Radiation). The domestic radiation work field classification system does not have clear classification criteria and does not reflect the characteristics of the radiation work field. Through the analysis of the classification system of the UNSCEAR, we suggested the five main categories(nuclear cycle, medical, industrial, others(education/research, military/public) field and several sub-categories according to each radiation work field.

To assert the doctrine of non-violent Islam 'Koran' and 'knife' became known as the violent images appear in the armed conflict between the culture method. Today the world is facing a clash of civilizations is derived from the religious conflicts and confrontation and friction between the nations appear. In particular, the deep religious roots of Christianity and Islam, the Arab-Israeli conflict, including the right to live in strife confrontation between Christianity and Islam was spread. By a factor of civilization and the spread of terrorism occurred historically proven came here from all over the earth that is being generated is true. Civilization are the symbol of the nation and the species identity.
Thanks to the developments of IT technologies, such critical infrastructures as fundamental structures of energies, material circulations, monetary circulations, and living necessaries are intertwined as well as mutually dependent. In this respect, the fact that national infrastructures are closely related to IT infrastructures implies not only expected benefits to provide diverse information-based services, but also anticipated costs to bring about new dangers. However, in spite of these threats, traditional researchers have not put enough interests in these indirect danger, which yield the damages in broad areas through paralyzing risk management systems, although they have investigated such direct threats as nuclear accidents, conflagrations, traffic troubles, and gasoline accidents. Considering that the tendency to depend on electricity, so-called electrification, which is caused by automation and informationalization, is intensified in all parts of society, the breakout problem as a factor to inhibit securities in information-oriented society is significant. Thus, the problems of large-scale power blackout should be treated as national crises. Also, preparation systems for large-scale power blackout have to be provided quickly. In this paper, with analyzing various cases of large-scale power blackout and investigation the causes of them, researches on the blackout management systems of Korea are to be present, on the basis of national crisis management states which are comprised of protection (mitigating and preparing), responding, and recovering(rewarding).
Export control was first triggered by international export control system at US led COCOM in 1949. Numerous international efforts such as NPT in 1969, ZC in 1970, NSG in 1978, AG in 1985, MTCR in 1987, Wassenaar Arrangement(WA) establishment in 1995 with 1990's the fall of the Berlin Wall, have been made since. The concept of export control has been changed from weaponry and parts export control to preventing or blocking weaponry, respective goods and relevant technology from the hand of troubled regions and non-state actors as terrorist groups; and the new concept is described as Nonproliferation Control. Extent of control items is not only limited to conventional weaponry, but also includes weapons of mass destruction(WMD) and even dual use items which can be used for production, development, usage or storage. Control items include all items defined by NSG, MTCR, AG, WA, and CMC-Opec. The 9.11 terror had a strong influence on international society. Effort to prevent WMD proliferation has now become the most important issue for international security. This study aims to suggest improvement points for nonproliferation law and its effective implementation, based on problem and limitation identification along with analysis of nonproliferation law and implementation examples by type. Furthermore for the purpose of national and global security, export control system on strategic items which are considered to be a key issue in South and North Korea relationship needs to be effectively managed. Recently, North Korea's missile and nuclear tests have been criticized globally; and the global society including respective countries as China and South Korea is striving to urge export control in line with the UN resolution.
The purpose of this study is to evaluate the photon characteristics according to the material and thickness of the electrons incidented through a linear accelerator. The computer simulation design is a linear accelerator target consisting of a 2 mm thick tungsten single material and a 1.8 mm and 2.3 mm thick tungsten and copper composite material. In the research method, First, the behavior of primary particles in the target was evaluated by electron fluence and electron energy deposition. Second, photons occurring within the target were evaluated by photon fluence. Finally, the photon angle-energy distribution at a distance of 1 m from the target was evaluated by photon fluence. As a result, first, electrons, which are primary particles, were not released out of the target for electron fluence and energy deposition in the target of a single material and a composite material. Then, electrons were linearly attenuated negatively according to the target thickness. Second, it was found that the composite material target had a higher photon generation than the single material target. This confirmed that the material composition and thickness influences photon production. Finally, photon fluence according to the angular distribution required for shielding analysis was calculated. These results confirmed that the photon generation rate differed depending on the material and thickness of the linear accelerator target. Therefore, this study is necessary for designing and operating a linear accelerator use facility for container security screening that is being introduced in the country. In addition, it is thought that it can be used as basic data for radiation protection.
The purpose of this study is to evaluate the photoneutron characteristics generated by the linear accelerator target and collimator. The computer simulation design firstly, consisted of a target, a single material target and a composite material target. Secondly, it consisted of a cone beam and a fan beam depending on the type of the collimator. Finally, the material of the fan beam collimator is composed of a single material composed of only lead (Pb) and a composite material collimator composed of tungsten (W) and lead (Pb). The research method calculated the photoneutron production rate and energy spectrum using F2 tally from the surface of a virtual sphere at a distance of 100 cm from the target. As a result, firstly the photoneutron production rate was 20% difference, depending on the target. Secondly, depending on the type of the collimator, there was a 10% difference. Finally, depending on the collimator material, there was a 40% difference. In the photoneutron energy spectrum, the average photoneutron flux tended to be similar to the photoneutron production rate. As a result, it was confirmed that the 9 MeV linear accelerator photoneutron are production increased more by the collimator than by the target, and by the material, not the type of the collimator. Selecting and operating targets and collimator with low photoneutron production will be the most active radiation protection. Therefore, it is considered that this research can be a useful data for introducing and operating and radiation protection of a linear accelerator for container security inspection.
The purpose of this study is to examine and analyze the Untied Nations' efforts for peace on Korean peninsular after CCF's participation in Korean War. The Untied Nation tried to negotiate th peace plan between two sides from the end of 1950. Once the CCF's entry into the war had been confirmed, the war situation moved to a new phase, and the UN forces, which had guided the war in an effort to destroy the NKP A forces, and to punish North Korea, had to set up new guidelines to cope with the new situation. Accordingly, in late November, 1950, the UN forces camp, mainly the US Joint Chiefs of Staff and the United Nations Command, discussed various options, such as an expansion of the war up to the Chinese territory, a cease fire along the 38th Parallel, or a forced and inevitable evacuation. The Korean delegation to the UN insisted that "the unification of Korea should be achieved only by victory in the war. The Chinese intervention in the war is a Challenge to the UN in the same way as the North Korean invasion. The UN participation in the war was to repulse the invasion. With the same spirit we should drive back the Chinese Communists." The Korean delegation also emphasized to the friendly nations the political objective and will of unification, and that a cease fire at a threshold of unification might return us to the status quo ante bellum, and would be contrary to the Korean nation's desire. At that time, particularly, the US strongly considered the employment of nuclear weapons as one of the new strategies to cope with the Chinese invasion. The international effects of these casual remarks were realized almost at once. The British Prime Minister who had not wanted the expansion of war in the Far East, especially from the view point of the interest of NATO's security, visited Washington. so the conference had a very important meaning for the UN forces' new strategy. On the other hand, at the UN, on the 5th of December, the very day Truman and Attlee agreed to seek a cease-fire under UN auspices, a group of thirteen Asian and Arab states proposed to ask China and North Korea not to cross the 38th Parallel, and sounded out both sides about a cease fire along the 38th Parallel. The United States and the United Kingdom gave their assent, but China and North Korea gave no direct response. The CCF, who were securing the initiative of operation, were not agreeable with the proposal of the UN forces. The Untied Nation has tried to negotiate th peace plan between two sides from the December of 1950 and January of 1951. The Untied Nations' has achieved great results to negotiate for the peace plan on Korean peninsular after CCF's participation in Korean War. It's the results considering both the operation situation and political opinions.

As interest in urban safety has increased since COVID-19, various institutions have developed and used indicators that evaluate the safety city model. Yongsan-gu was ranked No. 1 in 2021 by Social Safety Index evaluation and was selected as the safest city in Korea. However, the Itaewon disaster in Yongsan-gu in 2022 caused many casualties. The study of indicators for evaluating cities' safety was necessary. This study aims to examine domestic and foreign safe city models and review the differences between each model and the indicators used to evaluate safe cities. As a result of collecting 11 safe city models and analyzing each evaluation index, safe city models can be classified into program-based safe city models, such as the World Health Organization's International safe community and the UN Office for Disaster Risk Reduction's International Safe city. Considering the diversification of threats to safety, it is reasonable to comprehensively consider digital security, health safety, infrastructure safety, personal safety, environmental safety, traffic safety, fire safety, crime safety, life safety, suicide, and infectious diseases when evaluating safe cities as evaluation parameters.
