한국형 원자력 추진 잠수함 도입방안 (Method's to introduce ROKN Nuclear Propulsion Submarines)

  • Debates about introducing nuclear submarines have been a main issue in Korea. The highest officials and the government has started to think seriously about the issue. Yet there were no certain decision to this issue or any agreements with US but it is still necessary to review about introducing nuclear submarines, the technologies and about the business. The reason for such issues are the highest officials of Korea to build nuclear submarine, nK's nuclear development and SLBM launching. ROKN's nuclear submarine's necessity will be to attack(capacity to revenge), defend(anti-SSBN Operation) and to respond against neighboring nation's threat(Russia, Japan, China). Among these nations, US, Russia (Soviet Union), Britain, France had built their submarines in a short term of time due to their industrial foundation regarding with nuclear propulsion submarines. However China and India have started their business without their industrial foundation prepared and took a long time to build their submarines. Current technology level of Korea have reached almost up to US, Russia, Britain and France when they first built their nuclear propulsion submarines since we have almost completed the business for the Changbogo-I,II and almost up to complete building the Changbogo-III which Korea have self designed/developed. Furthermore Korea have reached the level where we can self design large nuclear reactors and the integrated SMART reactor which we can call ourselves a nation with worldwide technologies. If introducing the nuclear submarine to the Korea gets decided, first of all we would have to review the technological problems and also introduce the foreign technologies when needed. The methods for the introduction will be developments after loans from the foreign, productions with technological cooperations, and individual production. The most significant thing will be that changes are continuous and new instances are keep showing up so that it is important to only have a simple reference to a current instances and have a review on every methods with many possibilities. Also developing all of the technologies for the nuclear propulsion submarines may be not possible and give financial damages so there may be a need to partially introduce foreign technologies. For the introduction of nuclear propulsion submarines, there must be a resolution of the international regulations together with the international/domestics resistances and the technological problems to work out for. Also there may be problem for the requirement fees to solve for and other tough problems to solve for. However nuclear submarines are powerful weapon system to risk everything above. This is an international/domestically a serious agenda. Therefore rather than having debates based on false facts, there must be a need to have an investigations and debates regarding the nation's benefits and national security.

유엔 안보리 대북제재 결의와 우리 해군의 대응 (UNSC Resolution against North Korea and ROKN's Reactions)

  • This paper analyzes the contents and the effects of the UNSC 2270, and its implications to South Korea's defense strategy and navy. The UN Security Council passed strong sanctions against North Korea which punish North Korea's 4th nuclear test. The sanctions compared to the previous ones require international society to take practical actions such as comprehensive trade bans as well as diplomatic isolation which will put significant pains on North Korea. Especially, these measures would greatly hamper economic development policy of Kim Joung-un regime. Because Kim Jung-un regime has inherent legitimacy problems which stems from the third family succession of the power, economic difficulties may play an important cause on the regime instability in the long term. In fact, the United States sees this possibility as an option to coerce North Korea in which North Korea choose denuclearization for its regime survival. Nevertheless, the prospects of the UN sanctions are not so optimistic. Considering North Korea's willingness for nuclear development and its level of nuclear technology, North Korea will try to play a gambit with the US and South Korea by exploiting its strategic advantages. North Korea's response will have three following strategies. First, it would actively pursue political and economic survival strategy by using China's support for the regime, strengthening its power grip in the name of countering US hostile policy, and enhancing peace propaganda. Second, North Korea will accelerate efforts to position its status as a nuclear de facto state. For this purpose, it could create nuclear crisis on the peninsula. Third, it would exploit local provocations as an exit strategy to get over the current situation. In order to counter North Korea's actions and punish North Korea's behavior strongly, South Korea needs following strategies and efforts. It should first make all the efforts to implement the UN sanctions. Strong and practical nuclear deterrence strategy and capability with the U.S. should be developed. Effective strategy and capabilities for the prevention and deterrence of North Korea's provocation should be prepared. For this purpose, North Korea's provocation strategy should be thoroughly reviewed. Active international cooperation is needed to punish and coerce North Korea's behavior. Finally, South Korea should prepare for the possible occurrence of North Korea's contingency and make use of the situation as an opportunity to achieve unification. All these strategies and efforts demand the more active roles and missions of South Korea's navy and thus, nullify North Korea's intention militarily.

방사능 관련 안전정보의 수산물 소비 영향에 관한 연구 (A study on the consumption of fishery products in relation with radioactivity-related safety information)

  • This study aims to look at the change in consumer awareness and behavior after Japan's 2013 nuclear power plant's radioactive water leakage and draw implications about them. Findings show that 81% of respondents decreased their consumption of fishery products after the nuclear incident, and kept on showing avoidance of imported fishery products including those from Japan. Also it showed that consumers more importantly considered safety when buying imported fishery products after the nuclear incident. The most common channel of receiving radioactivity safety information on fishery products were TV and online. However, the main reason for decreasing the consumption of fishery products was founded to be based on the inaccuracy of the information provided. However, many people said that they will increase their consumption of all fishery products if provided with accurate radioactivity information. Therefore, if accurate radioactivity information were to be spread effectively to the public, positive consumption rates of fishery products can be shown in the future. The inaccuracy of radioactivity safety information caused the rapid decrease of fishery products consumption in 2013 to be amplified. Therefore, this study showed the importance of the delivery of rapid, accurate and consistent information to consumers.

Revolution of nuclear energy efficiency, economic complexity, air transportation and industrial improvement on environmental footprint cost: A novel dynamic simulation approach

  • The expansion of a country's ecological footprint generates resources for economic development. China's import bill and carbon footprint can be reduced by investing in green transportation and energy technologies. A sustainable environment depends on the cessation of climate change; the current study investigates nuclear energy efficiency, economic complexity, air transportation, and industrial improvement for reducing environmental footprint. Using data spanning the years 1983-2016, the dynamic autoregressive distributed lag simulation method has demonstrated the short- and long-term variability in the impact of regressors on the ecological footprint. The study findings revealed that economic complexity in China had been found to have a statistically significant impact on the country's ecological footprint. Moreover, the industrial improvement process is helpful for the ecological footprint in China. In the short term, air travel has a negative impact on the ecological footprint, but this effect diminishes over time. Additionally, energy innovation is negative and substantial both in the short and long run, thus demonstrating its positive role in reducing the ecological footprint. Policy implications can be extracted from a wide range of issues, including economic complexity, industrial improvement, air transportation, energy innovation, and ecological impact to achieve sustainable goals.

원자력시설 안전관리 법제의 문제점과 개선방안 연구 -수산물의 안전관리를 중심으로- (A Study on the Problems and Improvement of the Safety Management Law of Nuclear Facilities -Focused on Safety Management of Aquatic Products-)

  • The main purpose of this study is to analyze and examine the problems of the law systems of the safety and maintenance of nuclear facilities and to propose the improvements with respect to the related problems especialy focused on safety management of aquatic products. Therefore, the results of the paper would be helpful to build an effective management law system of safety and maintenance of nuclear facilities and fisheries products. The research methods are longitudinal and horizontal studies. This study compares domestic policies with foreign policies of nuclear plants and aquatic products. Using the above methods, examining the current system of nuclear-related laws and regulations, we have found that there exist 13 Acts including "Nuclear Safety Act", etc. Safety laws related on nuclear facilities have seven Acts including "Nuclear Safety Act", "the Act on Physical Protection and Radiological Emergency", "Radioactive waste control Act", "Act on Protective Action Guidelines against Radiation in the Natural Environment", "Special Act on Assistance to the locations of facilities for disposal low and intermediate level radioactive waste", "Korea Institute of Nuclear Safety Act". "Act on Establishment and Operation of the Nuclear Safety and Security Commission". The seven laws are composed of 119 legislations. They have 112 lower statute of eight Presidential Decrees, six Primeministrial Decrees and Ministrial Decrees, 92 administrative rules (orders), 6 legislations of local self-government aself-governing body. The concluded proposals of this paper are as follows. Firstly, we propose that the relationship between the special law and general law should be re-established. Secondly, the terms with respect to law system of safety and maintenance of nuclear plants should be redefined and specified. Thirdly, it is advisable to re-examine and re-establish the Law System for Safety and Maintenance of Nuclear Facilities. and environmental rights like the French Nuclear Safety Legislation. Lastly, inadequate legislation on the aquatic pollution damage should be re-established. It is necessary to ensure sufficient transparency as well as environmental considerations in the policy decisions of the Korean government and legislation of the National Assembly. It is necessary to further study the possibilities of accepting the implications of the French legal system as a legal system in Korea. In conclusion, the safety management of nuclear facilities is not only focused on the secondary industry and the tertiary industry centering on power generation and supply, but also on the primary industry, which is the food of the people. It is necessary to prevent damage to be foreseen. Therefore, it is judged that there should be no harm to the people caused by contaminated marine products even if the "Food Safety Law for Prevention of Radiation Pollution Damage" is enacted.

발전소 건설프로젝트 품질관리에 영향을 미치는 요인에 관한 연구 : 원전 건설 집단민원 사례를 중심으로 (A Study on the Influential Factors to Power Plant Construction Project Quality Control : Focused on Collective Civil Complaints of Nuclear Power Plant Construction)

  • Purpose: The collective civil complaint problem is considered as important obstructive factor of the nuclear power plant construction project's success and quality. Therefore, this study demonstrate the factors which can affect the settling collective civil complaints, and also suggest the improvement of the resolution. Methods: This study collected the data of Kori Nuclear Power Division staff, local residents and Hanul Nuclear Power Division staff, local residents, and use them for analysis. Results: The results are twofold in the study: First, the 'Situation Recognition' and 'Mutual Cooperation' which are independent variables for solving collective civil complaints have proved to give positive influence on both the nuclear staff and the local residents about the complaint resolution outcome of the dependent variable. Second, the moderation variable 'Expected Benefit' on the influential relationship between the collective civil complaint resolution factor and the civil complaints resolution outcome proved to have a moderating effect only on the nuclear staff. On the other hand, moderation variables 'Time of SOC Business Implementation' and 'Time of Compensation' proved to have a moderating effect only for the local residents. Conclusion: According to the results, the staff have a positive opinion on the benefits of the nuclear power plant construction, while residents feel strongly that they do not get any benefit from the construction despite of tremendous investment and expected benefit in local area. As this results, policy implementation which is superable different understanding is required.

원자력발전 외부비용 연구들에 대한 검토 (Review on Studies for External Cost of Nuclear Power Generation)

  • 외부비용은 재화나 서비스가 생산 또는 소비되는 과정에서 제3자에게 부과되는 비용이다. 원자력 발전을 통한 전력생산에도 외부비용이 발생하며 이들에 대한 연구가 1990년대부터 진행되어 왔다. 비용은 정책결정에 중요한 요소로 전력 생산에 대한 비용 비교를 위해 외부비용이 고려되고 있다. 핵연료주기에서도 선택에 따라 다른 외부비용이 발생되지만 이에 대한 연구는 진행되고 있지 않다. 본 연구에서는 핵연료주기 외부비용 평가 방법 개발을 위해 원자력 발전에 대한 외부비용 평가방법을 조사하고 분석하였다. 후쿠시마 사고 이전에는 외부비용 연구들은 정상 운전 상태에서의 손상 비용에 초점을 두었다. 그러나 사고 이후 사고비용이 주요 주제가 되었다. 사고비용을 포함한 외부비용 범위는 여러 연구들에서 다양하게 사용되었으며 범위에 맞춰 다른 방법들이 적용되었다. 본 연구에서는 이러한 결과들이 비교되었으며 핵연료주기에 따른 외부비 용 추산에 방법적 적용성 판단을 위해 분석되었다.

원전건설의 성공적인 시공을 위한 핵심성공요인(CSFs) 도출 (Critical Success Factors for Nuclear Power Plant Construction Projects)

  • 1971년 우리나라 최초의 원자력발전소인 고리 1호기가 착공되어 2015년 현재 24기가 가동 중에 있으며 4기가 건설 중으로 약 40여 년간의 원자력발전소 건설 역사 동안 원전 건설의 성공적인 시공을 위한 CSFs 도출에 관한 연구는 아주 미흡한 실정이다. 본 연구에서는 시공단계에서 원전 건설의 성공적인 시공을 위한 CSFs를 도출하기 위하여 기존 연구에서 제안된 원전 및 일반 건설의 성공요인과 고찰한 원전 건설의 시공요인을 바탕으로 원전 전문가와 포커스 그룹 인터뷰를 실시하여 원전 건설의 성공적인 시공을 위한 CSFs를 도출하였다. 포커스 그룹 인터뷰 결과의 검증을 위하여 현재 원전 건설 프로젝트에 참여하고 있는6 14명의 실무 전문가들의 설문조사를 통해 도출한 CSFs의 유용성을 검증하였다. 설문 결과 분석을 통해 합리적인 공사비산정기준 수립, 원전 건설경험 인력 관리시스템 구축 및 활용, 경쟁력 있는 우수 협력업체 발굴 및 육성 방안 마련 및 검사 절차 개선 등으로 작업 대기시간의 최소화 방안 등에 대해 우선 검토 및 개선이 이루어져야 함을 도출 하였다.

원자력발전을 넘어: 위험, 대안, 그리고 비전문가 역할 (Beyond Nuclear Power: Risks, Alternatives, and Laypersons' Role)

  • 원자력발전은 위험을 안고 있음에도 많은 국가에서 에너지 공급원으로 그리고 지구온난화 대응으로 중요하게 자리잡고 있다. 핵에너지는 방사능 오염의 위험과 핵무기의 위협 그리고 핵폐기물 처리의 문제를 가지고 있으나 효율적인 신기술로 안전 관리가 가능하다는 기술낙관주의가 전문가 그리고 정부 주도로 주류를 이루어 왔다. 그러나 체르노빌 그리고 후쿠시마 원전 사고는 전세계적으로 핵발전의 대안을 모색하는 관심과 노력은 확대되어 대안 모색으로 지속가능한 재생 에너지의 생산을 확대하는 노력, 에너지의 효율적 전달을 위한 스마트그리드와 환경친화적 소비 행태를 통한 에너지 사용 절감, 그리고 핵폐기물의 처리 등을 포함한 환경의 수용능력을 감안한 청지기 정신을 강조한다. 보다 근본적인 대안 운동으로는 대규모 원전 사고를 경험하며 기존 전문가와 정부가 중심이 되어 형성해온 기술주의가 배제했던 지역에서의 피해 사례와 이를 고려하지 못하는 접근에 대한 불만이 보다 광범위하게 피해자, 기술자, 일반인 등이 대안운동을 전개한다. 이들 비전문가들은 지역의 오염을 감지하고 대중의 일상생활에 심각하게 영향을 위험과 감정을 고려하는 능력을 가진 반전문가로 등장한다. 이들은 광범위한 지역에서 원자력에 대한 대안적 지식을 구성하고 합법화하는데 중요한 역할을 한다.

국내 온실가스 감축 정책 (Domestic Greenhouse Gas Reduction Policy)

  • 온실가스 감축을 위한 단기 정책으로는 기존의 고효율 에너지 기기의 보급을 촉진하고 에너지 효율을 개선하는 에너지 효율개선, 에너지 절약사업에 투자를 활성화하는 것 등이 포함된다. 장기적으로는 기술개발이 핵심정책이다. 에너지수요의 저감을 위해서는 에너지 효율이 향상된 기기와 공정이 개발되어야 한다. 에너지 공급측면에서 온실가스 감축정책은 태양광, 풍력, 지열, 바이오매스 등과 같은 신재생에너지와 원자력과 같은 온실가스를 거의 배출하지 않는 저배출 에너지원의 공급을 확대하여 화석연료를 대체하는 것이다. 에너지 소비측면에서 온실가스 감축대책은 에너지 효율향상 정책과 맥을 같이 한다. 산업과 건물부문에서 에너지 다소비사업장, 건물 등에 대한 자발적 협약을 강화하고, 에너지 절약시설에 대한 투자를 강화하는 정책을 시행해야 할 것이다.
