The Development of US Navy's Maritime Strategy and the ROK's Tasks with a Focus on the Roles of Aircraft Carrier (미(美) 해군의 해양전략 발전과 우리의 과제 - 항모운용을 중심으로 -)

  • Neighboring powers in the Korean Peninsula have started to develop and operate aircraft carriers or equivalent forces to cope with rising North Korean nuclear and missile threats and also to show its national might. For example, the United States has added a aircraft carrier from the 3rd fleet to western pacific theater of operation, while Peoples Republic of China is undergoing operational test of Liaoning as well as preparing for christening of its 2nd aircraft carrier. Japan is flexing its muscle as well by deploying Izumo capable of operating F-35B to Southeast Asia to participate in multilateral exercises starting this year. It is a high time to know more about aircraft carriers or similar types in terms of maritime strategy and history. The U.S. has had by far the vast amount of experiences in utilizing aircraft carrier that it would be beneficial for us to examine U.S. perspectives and its application in the Korean Peninsula. It will provide us with insights to understand and predict what it would be like in times of crisis in the Korean Peninsula in the perspective of aircraft carrier's involvement. This paper intends to show some aspects of future conflicts in the Korean Peninsula and how the ROK Navy can best be ready for such situation. For research purpose, U.S. maritime strategy has been developed in stages ; establishment phase, WWI phase, WWII phase, Cold war phase, post Cold war phase. Each phase includes such factors as threats, strategic concept, applications, and ways to improve maritime strategy. Finally, the role of aircraft carrier based on past history as well as future conflict shines the importance to have power projection capabilities for the ROK Navy. The intrinsic nature of the navy in the world is to project power ashore just as history proved it.

  • Various security threats, such as North Korea's nuclear tests and intercontinental ballistic missile developments, are becoming issues. Considering the current security situation in South Korea, proper selection of weapons and efficient defense acquisition systems are essential. In this paper, we conduct a survey and analysis of the defense core technology necessary for the development of weapons systems, and review whether current defense research and development is carried out efficiently. A theoretical study was conducted on ways to enhance the linkage between defense core technology and weapons systems development. As a result of the study, the necessity for development of weapons systems and the linking of defense core technology planning with the need for institutional improvement in enhanced utilization of defense core technology were derived. We propose a method for a long-term weapons systems concept plan that integrates defense core technology planning with forces planning and pre-project research programs to improve planning efficiency.

  • This study is written to bring the proposal forward for the direction of south korean naval force. The political situation and the circumstance of the world, especially in the area of Pacific Ocean, are changing very rapidly. North Korea has been always the conventional existing intimidator for South Korea since the 6·25-War. Additionally, the strengthening movements of the national defense, which is easily noticed from China and Russia, is also an other part of intimidating countries against South Korea. Those three mentioned countries are continually developing the asymmetrical warfare systems, for example a strategic nuclear weapon. Since the Obama Administration, the Asia-Pacific Rebalancing-Strategy has been changed as an East Asian foreign policy. Nowadays, Trump Administration renamed the 'United States Pacific-Command' to 'United States Indo-Pacific Command'. The purpose of this is not only letting India to participate in american alliance, but also reducing an economic burden, which is often mentioned in USA. West Germany was located in the very similar geopolitical position during the Cold War just like South Korea these days. And that's why the strategy of West German Navy is worthy of notice for south korean naval force to decide its suitable strategy. Most of all, the two most important things to refer to this study are the plan to expand naval air force and the realistic political stand for us to take it. In conclusion, I laid an emphasis on maintenance of 'green-water-navy'. instead of selecting the strategy as a 'blue-water-navy'. The reason I would like to say, is that south korean navy is not available to hold the unnecessary war potential, just like Aircraft-Carrier. However, this is not meaning to let the expansion of naval force carelessly. We must search the best solution in order to maintain the firm peace within the situation. To fulfill this concept, it is mostly very important to maintain the stream of laying down a keel of destroyers, submarines and air-defense-missile, as well as the hight-tech software system, taking a survey of 4th industrial revolution. Research and development for the best solution of future aircraft by south korean navy is likewise necessary. Besides, we must also set the international diplomatic flexibly. As well as maintaining the relationship with US Forces, it is also very important to improve the relationship with other potential allied nation.

A Review on the Change in Submarine Roles in Naval Warfare: Based on Warfare Paradigm (전쟁 패러다임의 전환에 따른 잠수함의 역할 변화에 대한 고찰)

  • The longing for submarine manufacture and the fear of her power had exited for a long time, but submarine that could submerge and attack was built from 20th century by science technology development. The question, 'Submarine can exercise her power in naval warfare?' had exited before World War I, but the effective value of submarine was shown in the procedure of a chain of naval warfare during World War I and World War II. Germany and the United States made the best use of submarines at that time. The submarines of these nations mounted fierce attack on the enemy's battleships and merchant ships and blocked the sea lanes for war material. These fierce attack on ships became impossible After World War II, and the major powers reduced and coordinated the defence budget, so they considered the role of submarine. However, submarine is still powerful weapon system because she can secretly navigate under the water, and one of the most important force in the navy. The aim of this thesis is analyzing submarine roles in each naval warfare and integrating maritime strategy and weapon system technology into her roles. First, the research about represent submarine roles like anti-surfaceship warfare, anti-submarine warfare, intelligence gathering, land attack, supporting special operation and mine landing warfare will be presented, then the major naval warfare where submarine participated(during ex-World War I, World War I, World War II, The Cold War Era and post Cold War) and the analyzing of submarine roles by time will be presented. Submarine was developed for anti-surfaceship warfare during ex-World War I but could not make remarkable military gain in naval warfare because her performance and weapon was inadequate. However, the effective value of submarine in the procedure of a chain of naval warfare was shown during World War I and World War II. The major powers put battleships into naval warfare undiscriminatingly to command the sea power and submarines did massive damage to enemy navy power, so put a restraint the maritime power of enemy, and blocked the sea lanes for war material. After World War II, the battlefield situation changed rapidly and the concept of preemption became difficult to apply in naval warfare. Therefore, the submarine was unable to concentrate on anti-surfaceship mission. Especially during the Cold War era, nuclear submarine came to appear and her weapon system developed rapidly. These development gave submarines special missions: anti-submarine warfare and intelligence gathering. At that time, United States and Soviet submarines tracked other nation's submarines loaded with nuclear weapons and departing from naval their base. The submarines also collected information on the volume of ships and a coastal missile launching site in company with this mission. After Cold War, the major powers despatched forces to major troubled regions to maintain world peace, their submarines approached the shores of these regions and attacked key enemy installations with cruise missiles. At that time, the United States eased the concept of preemption and made the concept of Bush doctrine because of possible 911 terrorism. The missiles fired from submarines and surface battleships accurately attacked key enemy installations. Many nations be strategically successful depending on what kind of mission a submarine is assigned. The patterns of future naval warfare that my country will provide against will be military power projection and coalition/joint operations. These suggest much more about what future missions we should assign to submarines.
