A Preliminary Study for the Implementation of General Accident Management Strategies

  • To enhance the safety of nuclear power plants, implementation of accident management has been suggested as one of most important programs. Specially, accident management strategies are suggested as one of key elements considered in development of the accident management program. In this study, generally applicable accident management strategies to domestic nuclear power plants are identified through reviewing several accident management programs for the other countries and considering domestic conditions. Identified strategies are as follows; 1) Injection into the Reactor Coolant System, 2) Depressurize the Reactor Coolant System, 3) Depressurize the Steam Generator, 4) Injection into the Steam Generator, 5) Injection into the Containment, 6) Spray into the Containment, 7) Control Hydrogen in the Containment. In addition, the systems and instrumentation necessary for the implementation of .each strategy are also investigated.

  • 세계적으로 핵 연료와 자연에서 발생되는 화석 연료의 급격한 소비로 인해 자원의 부족으로 대체 에너지가 필요한 실정이다. 현재 세계적으로 많은 대체에너지를 개발 연구하고 있다. 그 중에 기존에 풍력발전 시스템은 대형의 추세로 시스템화가 발전되어 왔으며, 소형의 풍력 발전시스템은 단순하게 풍력발전 원리를 이용하여 발전시스템을 만들어져 왔다. 기존의 소형 풍력 발전시스템은 체계적으로 개발되어 온 것이 아니므로 발전 효율의 저하와 유지보수 문제점으로 많은 곳에서 방취되고 있는 실정이다. 본 논문에서는 소형풍력의 발전 효율 상승과 동시에 태양 에너지를 발전 할 수 있는 하이브리드 발전시스템을 개발하고, 네트워크를 통해 하이브리드 발전시스템을 효율적으로 유지보수 할 수 있는 시스템을 개발하고자 한다.

Measuring Situation Awareness of Operating Team in Different Main Control Room Environments of Nuclear Power Plants

  • Environments in nuclear power plants (NPPs) are changing as the design of instrumentation and control systems for NPPs is rapidly moving toward fully digital instrumentation and control, and modern computer techniques are gradually introduced into main control rooms (MCRs). Within the context of these environmental changes, the level of performance of operators in a digital MCR is a major concern. Situation awareness (SA), which is used within human factors research to explain to what extent operators of safety-critical systems know what is transpiring in the system and the environment, is considered a prerequisite factor to guarantee the safe operation of NPPs. However, the safe operation of NPPs can be guaranteed through a team effort. In this regard, the operating team's SA in a conventional and digital MCR should be measured in order to assess whether the new design features implemented in a digital MCR affect this parameter. This paper explains the team SA measurement method used in this study and the results of applying this measurement method to operating teams in different MCR environments. The paper also discusses several empirical lessons learned from the results.

  • Instrumentation and Control (I&C) systems of nuclear power plants (NPPs) have been continuously digitalized. These systems have a critical role in the operation of nuclear facilities by functioning as the brain of NPPs. In recent years, as cyber security threats to NPP systems have increased, regulatory and policy-related organizations around the world, including the International Atomic Energy Agency (IAEA), Nuclear Regulatory Commission (NRC) and Korea Institute of Nuclear Nonproliferation and Control (KINAC), have emphasized the importance of nuclear cyber security by publishing cyber security guidelines and recommending cyber security requirements for NPP facilities. As described in NRC Regulatory Guide (Reg) 5.71 and KINAC RS015, challenge response authentication should be applied to the critical digital I&C system of NPPs to satisfy the cyber security requirements. There have been no cases in which the most robust response authentication technology like challenge response has been developed and applied to nuclear I&C systems. This paper presents a challenge response authentication mechanism for a Programmable Logic Controller (PLC) system used as a control system in the safety system of the Advanced Power Reactor (APR) 1400 NPP.

AN ANALYSIS OF TECHNICAL SECURITY CONTROL REQUIREMENTS FOR DIGITAL I&C SYSTEMS IN NUCLEAR POWER PLANTS

  • Instrumentation and control systems in nuclear power plants have been digitalized for the purpose of maintenance and precise operation. This digitalization, however, brings out issues related to cyber security. In the most recent past, international standard organizations, regulatory institutes, and research institutes have performed a number of studies addressing these systems cyber security.. In order to provide information helpful to the system designers in their application of cyber security for the systems, this paper presents methods and considerations to define attack vectors in a target system, to review and select the requirements in the Regulatory Guide 5.71, and to integrate the results to identify applicable technical security control requirements. In this study, attack vectors are analyzed through the vulnerability analyses and penetration tests with a simplified safety system, and the elements of critical digital assets acting as attack vectors are identified. Among the security control requirements listed in Appendices B and C to Regulatory Guide 5.71, those that should be implemented into the systems are selected and classified in groups of technical security control requirements using the results of the attack vector analysis. For the attack vector elements of critical digital assets, all the technical security control requirements are evaluated to determine whether they are applicable and effective, and considerations in this evaluation are also discussed. The technical security control requirements in three important categories of access control, monitoring and logging, and encryption are derived and grouped according to the elements of attack vectors as results for the sample safety system.

Development of Hard-wired Instrumentation and Control for the Neutral Beam Test Facility at KAERI

  • Since the start of the KSTAR (Korea Superconducting Tokamak Advanced Research) project, Instrumentation and Control (I&C) of the Neutral Beam Test Facility (NB-TF) has been striving to answer diverse requests arising from various facets during the project's development and construction phases. Hard-wired electrical circuits have been designed, tested, fabricated, and finally installed to the relevant parts of the system. In relation to the vacuum system I&C, controlling functions for the rotary pumps, a Roots pump, two turbomolecular pumps, and four cryosorption pumps have been constructed. I&C for the ion source operation are the temperature and flow rate signal monitoring, Langmuir probe signal measurements, gradient grid current measurements, and arc detector circuit. For the huge power system to be monitored or safely operated, many temperature measurement functions have also been implemented for the beam line components like the neutralizer, bending magnet, ion dump, and calorimeter. Nearly all of the control and probe signals between the NB test stand and the control room were made to be transmitted through the optical cables. Failures of coolant flow or beam line vacuum pressure were made to be safely blocked from influencing the system by an appropriate interlock circuit that will shut down the extraction voltage application to the system or prevent damages to the vacuum components. Preliminary estimation of the beam power through the calorimetric measurement shows that 87.9% of the total power of the 60kV/18A beam with 200 seconds duration is absorbed by the calorimeter surface. Most of these I&C results would be highly appropriate for the construction of the main NBI facility for the KSTAR national fusion research project.

ASSESSMENT OF THERMAL FATIGUE IN MIXING TEE BY FSI ANALYSIS

  • Thermal fatigue is a significant long-term degradation mechanism in nuclear power plants. In particular, as operating plants become older and life time extension activities are initiated, operators and regulators need screening criteria to exclude risks of thermal fatigue and methods to determine significant fatigue relevance. In general, the common thermal fatigue issues are well understood and controlled by plant instrumentation at fatigue susceptible locations. However, incidents indicate that certain piping system Tee connections are susceptible to turbulent temperature mixing effects that cannot be adequately monitored by common thermocouple instrumentations. Therefore, in this study thermal fatigue evaluation of piping system Tee-connections is performed using the fluid-structure interaction (FSI) analysis. From the thermal hydraulic analysis, the temperature distributions are determined and their results are applied to the structural model of the piping system to determine the thermal stress. Using the rain-flow method the fatigue analysis is performed to generate fatigue usage factors. The procedure for improved load thermal fatigue assessment using FSI analysis shown in this study will supply valuable information for establishing a methodology on thermal fatigue.

  • This paper deals with the design of the Control Cabinet in Control Rod Control System(CRCS), using a domestic Distributed Control System(DCS) developed to localize the instrumentation and control(I&C) system for nuclear power plant(NPP). There are many parts developed by domestic skill and being operated successfully in NPP, but the development of I&C system as an essential part has been slow in progress. We will show the great possibility of developing our own I&C system by applying this domestic DCS to nuclear I&C system and confirming its successful operation, in this paper.
