북한 탈북자의 법적지위에 관한 고찰 - 난민인정과 보호를 중심으로 - (A Study on the Legal Status of North Korean Defectors)

  • 1990년대 중반 북한의 식량난이 원인으로 발생한 탈북자 문제는 2000 년대 들어와 외부정보의 유입, 민주화 자유에 대한 갈망 등의 이유로 북한으로부터 탈출이 이어지고 있다. 또한 북한을 탈북하여 중국에 머물고있는 탈북자는 난민으로 인정받지 못하고 강제송환을 비롯한 각종 인권침해에 노출되고 있는 실정이다. 북한에서 탈출한 탈북자는 정치난민에해당되는지, 즉 국제법상 난민에 해당되는지의 여무, 난민으로 인정받지못하는 경우 국제인권법상 인권보호 규정에 의한 보호의 가능성과 방법이 무엇인지 생각하지 않으면 안 된다. 탈북자의 난민인정 문제는 개별국가의 주권문제이기는 하나, 난민협약상, UNHCR상의 고유한 권리로서보호받아야 주체로 넓은 의미에서 난민문제로 다뤄야 할 것이다. 향후, 북한으로부터 대량 탈북과 이로 인한 난민문제 발생에 대비하여 탈북자의 난민인정과 국제적 인권보호의 필요성에 대해 개별국가, UN총회, 인권이사회의 결정, UNHCR의 적극적 지원 등 국제간 연대가 필요하다.

연령에 따른 새터민의 식생활 만족도의 차이에 관한 연구 - 중요도와 실행도를 분석 - (A Study on the Differences in Dietary Satisfaction with Age in North Korean Refugees)

  • The purpose of this study is to investigate factors influencing dietary satisfaction, and their perceived importance and performance, in North Korean refugees according to age. Questionnaires were completed by 220 North Korean refugees and data was analyzed with SPSS software. From our study we determined that fresh food, clean dishes, and proper vegetable oil are of high importance but considered poorly performed. 'Taste' and 'comfort' were factors with low importance but considered well-performed. The IPA technique proved that 8 items including Q4, Q5, Q6, Q7, Q8, Q9, Q11, Q13 were in 'Doing great, keep it up' and no items that got high importance and low performance were in 'Focus here'. North Korean refugees like Korean food more than Chinese, Japanese, and Western food. They specifically want to learn how to cook Korean casseroles, soups, and side dishes(e.g. Myeolchibokkum, Kongjorim). The North Korean refugees who resided in South Korea under a year have difficulties in understanding menus and Western table manners.

북한이탈 청소년의 외상후 스트레스가 정신건강에 미치는 영향 (Influence of Posttraumatic Stress on the Mental Health among Adolescents of North Korean Refugees)

  • Objectives : This study investigated the influence of traumatic experience on the ego identity, self-esteem, and general psychopathology of adolescent North Korean refugees. Methods : The participants were 146 adolescents North Korean refugees who attended H High School for North Korean refugees. We divided the subjects into two groups according to the severity of their traumatic experience : the more-traumatic-experience group and the less-traumatic-experience group. Each group performed self-report assessments including an assessment to reveal demographic characteristics, the Traumatic Experiences Scale for North Korean Defectors, the Scale for Ego identity, the Scale for Self-esteem and the Symptom Check-90-Revision (SCL-90-R). Statistical analysis of t-test and multiple regression utilized SPSS 12.0 for Window for comparison between more-traumatic-experience group and less-traumatic-experience group. Results : The prevalence of posttraumatic stress disorder among adolescents North Korean refugees was 37%. The factor with the greatest influence on ego identity was length of time living in South Korea, while, for self-esteem the most influential factor was perception of health. The more-traumatic-experience group had lower self-esteem scores on some subscales of the Scale for Ego identity. They had higher scores on all SCL-90-R subscales than the less-traumatic-experience group. Conclusion : Adolescent North Korean refugees experienced high rates of posttraumatic stress disorder. The more traumatic-experience-group had lower self esteem and poorer ego identity and mental health than the less-traumatic-experience group.

What Is It to Be Mentally Healthy from the North Korean Refugees' Perspective?: Qualitative Research on the Changes in Mental Health Awareness among the North Korean Refugees

  • Objective We investigated how mental health awareness among North Korean refugees transformed depending on temporal-spatial context changes. Methods In 2013, we conducted interviews with 10 refugees (eight women) who had been in South Korea for over a year and performed a qualitative analysis of the change in mental health awareness in the differences between living in North Korea, escape (a related period of forced sojourn in a third country), and settlement in South Korea. Results We classified 39 concepts into five main categories. The first two categories (while living in North Korea) were "a mindset for the system, but not for individual mental health" and "being confined in a social environment that was indifferent to mental health." A third category appeared during escape: "focusing on survival amid continuity of intense suffering." The final two categories appeared when settling in South Korea: "recognition of mental health amid cultural shock" and "introspection and sorting oneself out." Conclusion This qualitative study enabled a better multi-dimensional understanding of the social and cultural aspects involved in improving mental health awareness among North Korean refugees in South Korea. It is desirable to integrate mental health as a part of daily life and to expand training for North Korean settlers.

북한이탈 여성의 자궁경부암 및 인유두종 바이러스 감염에 대한 지식과 예방태도 (Knowledge and prevention Attitude of Female North Korean Refugees regarding cervical cancer and human papillomavirus infection)

  • Purpose: The purpose of this study was to investigate the knowledge and prevention attitudes of female North Korean refugees regarding cervical cancer and human papillomavirus(HPV) infection. Methods: A descriptive study was conducted. Data were collected from November 2015 to March 2016 and 130 female North Korean refugees participated. Data were analyzed using SPSS 21.0. Results: Score on knowledge and prevention attitudes regarding cervical cancer and HPV were 2.53 out of 8 points, 1.67 out of 17 points, and 28.90 out of 36 points. There were significant differences between entry duration, the number of children, previous cervical cancer tests, Precognition about HPV, preferred education method, and knowledge of cervical cancer. There were significant differences between previous cervical cancer tests, Precognition about HPV and knowledge of HPV. The correlation between knowledge and prevention attitudes regarding cervical cancer and HPV was significant positive. Conclusion: Female North Korean refugees' knowledge level of cervical cancer and HPV is very low. However, their attitudes towards prevention was higher. These results imply a need for education, aimed at guiding North Korean female refugees, so as to enhance their knowledge regarding cervical cancer and HPV, and to promote their sexual health.

새터민들의 남한음식에 대한 수용과 선호도 조사 (A Survey of the Adaptation and Preference for South Korean Food in North Korean Refugees)

  • 본 연구는 새터민들의 남한 음식에 대한 수용을 조사하고, 새터민들의 성별에 따른, 연령에 따른 남한음식 선호도를 조사하여 새터민들의 바람직한 식습관을 형성하는데 도움이 되고자 실시하였다. 새터민들은 남한 거주 초기에 남한음식 적응에 어려움을 겪는 사람과 그렇지 않는 사람들로 상이한 결과를 보였다. 남한음식 적응에 어려움을 겪은 이유는 남한음식이 북한음식에 비해 달고, 양념이 강하고, 새로운 재료, 새로운 조리방법을 많이 사용하기 때문으로 조사되었다. 새터민들은 북한 음식에 비해 남한 음식이 아주 달게 느끼는 것으로 조사되었으며 거주 기간이 길수록 단맛에 익숙해지는 경향을 보였다. 새터민들은 쌀밥, 냉면, 된장국, 갈비찜, 불고기, 채소볶음, 오이생채, 채소전, 배추김치, 생선튀김, 순대, 배, 과일주스, 생수를 선호했다. 30세 이상의 새터민들은 기존음식을 선호하는 반면, 30세 미만의 새터민들은 라면과 스파게티 같은 새로운 음식에 대한 선호도가 높은 것으로 조사되었다. 새터민들은 탈북 초기에는 남한 음식의 수용에 다소 어려움이 있었으나 적응하는 데는 기간이 필요하므로 이 기간에 식생활에 대한 교육이 필요한 것으로 생각되었다.

새터민의 내일을 향한 삶의 체험 - Parse의 인간되어감 연구방법론 적용 - (Lived Experience of Considering Tomorrow among North Korean Refugees)

  • Purpose: The present study was done to discover the structure of universal actual experiences 'Considering tomorrow' of health and quality of life among North Korean refugees in terms of the socio-cultural context of South Korea. Method: The research question was 'what is the structure of the actual experience of 'Considering tomorrow?', which was examined based on the Parse's human becoming research method. Five North Korean adult refugees were recruited from a National Reconciliation Committee in Seoul/Incheon. The data was gathered from dialogues and collected from February, 2006 to November, 2006. Results: The structures found in this study were: 'hope for future life by taking responsibility and having harmony with South Koreans, by forming an integrated identification; having a chance for positive engagement, by attaining human freedom and hope; feeling respected, by assimilating self to the new world; getting freedom back, by facing a new challenge and preparing self for a new social role; overcoming cultural differences with fortified hardiness for survival, by making a decision for a life course with individual growth. In addition, conceptual integration was that 'Considering tomorrow is transforming the enabling-limiting values'. Conclusion: Health professionals need to know North Korean refugees' psychological difficulties, expectations of treatment, help seeking behavior, and expectations from mainstream culture. Additionally, understanding North Korean refugees' needs for reality, health education and a multi-disciplinary team approach are necessary to improve their health.

Information-Seeking within Negative Affect: Lessons from North Korean Refugees' Everyday Information Practices within PTSD

  • The study examines how stressful life experiences and negative affective conditions influence refugees' information seeking and uses. Fifty-five North Korean refugees living in South Korea were invited to participate in a survey to determine their level of PTSD and to investigate the relationship between activeness in information-seeking and their negative affect. Seven subjects with severe PTSD symptoms participated in an in-depth interview to describe their information practices in daily life contexts. The study found that participants with higher levels of PTSD tended to seek information more passively than those with lower levels of PTSD. Almost all refugees were unable to recognize their information needs clearly but some subjects stated latent socio-affective needs and financial needs. Most refugees avoided seeking information and learned information through interpersonal sources-staffs in the Hana Refugee Center and volunteers in local community churches-and mass media. Some unique social phenomena were discovered in North Korean refugees' information world and the emergent features were discussed. On the basis of the findings, some practical approaches for improving refugees' information world were also suggested.

하나원 입소 북한 이탈주민의 개인적 특성과 건강 신념이 건강 행위에 미치는 영향 (The Effects of individual Characteristics and Health Beliefs on North Korean Refugees' Health Behavior)

  • Purpose: The purpose of this study is to provide base data for preparing plans that North Korean (NK) Refugees can adjust themselves to our society with a healthy mind after they get over their health problems using the Health Belief Model, knowing the relationship between individual characteristics and health beliefs, and health behavior. Methods: The subjects were 304 NK adult refugees in Hanawon. Data were collected by demographic questionnaire, health behavior scale, self-efficacy scale, perceived benefit scale, perceived barrier scale, perceived seriousness, perceived sensibility, and individual characteristics. Results: The factors influencing the health behavior of NK refugees were perceived benefits, self-efficacy, the period in the third country and experience in being expelled to NK, and these variables were describing 31.4% of the health behaviors of refugees. Conclusion: The perceived benefits and self-efficacy of health belief and specific experiences related to refugee affected NK refugees' health behavior.

북한이탈주민의 고문으로 인한 외상 후 충격에 영향을 미치는 요인 (A Study on the recovery predictive factors for North Korean refugees with torture experience)

  • 본 연구는 고문을 경험한 북한이탈주민들을 대상으로 그들의 인구사회학적 요인, 정신건강·개인의 성격적 요인, 사회적·경제적 요인들이 고문으로 인한 외상 후 충격에 어떠한 영향을 미치는지 밝혀 봄으로써 난민이주자를 접촉하는 정신건강전문가로서 인식해야할 치료적 요인들을 확인하고 실천적 기술을 제시하고자 하였다. 결과적으로 여성인 경우, 연령이 많을수록, 북한에 자녀가 있는 경우, 만성질병의 수가 증가할수록, 과거 북한이나 중국에서 결혼 경험이 있는 경우 고문으로 인한 외상 후 충격에 유의한 차이를 보였다. 또한 우울, 반추, 자기효능감, 탄력성, 안정애착, 남한사람의 사회적 지지, 경제적 걱정이 고문으로 인한 외상 후 충격에 영향을 미치는 예측요인으로 밝혀졌다. 이러한 연구 결과를 바탕으로 정신건강전문가와 고문 외상을 경험한 북한이탈주민 클라이언트와의 치료적 관계 형성의 중요성과 치유과정을 함축적으로 제시하였다.
