A Comparative Analysis of Research Trends in the Information and Communication Technology Field of South and North Korea Using Data Mining

  • The purpose of this study is to compare research trends in the information and communication technology (ICT) field between North and South Korea and analyze the differences by using data mining. Frequency analysis, clustering, and network analysis were performed using keywords from seven South Korean and two North Korean ICT academic journals published for five years (2015-2019). In the case of South Korea (S. Korea), the frequency of research on image processing and wireless communication was high at 16.7% and 16.3%, respectively. North Korea (N. Korea) had a high frequency of research, in the order of 18.2% for image processing, 16.9% for computer/Internet applications/security, and 16.4% for industrial technology. N. Korea's natural language processing (NLP) sector was 11.9%, far higher than S. Korea's 0.7 percent. Student education is a unique subject that is not clustered in S. Korea. In order to promote exchanges between the two Koreas in the ICT field, the following specific policies are proposed. Joint research will be easily possible in the image processing sector, with the highest research rate in both Koreas. Technical cooperation of medical images is required. If S. Korea's high-quality image source is provided free of charge to N. Korea, research materials can be enriched. In the field of NLP, it calls for proposing exchanges such as holding a Korean language information conference, developing a Korean computer operating system. The field of student education encourages support for remote education contents and management know-how, as well as joint research on student remote evaluation.

통일한국의 식량문제 해결을 위한 남북협력방안 (Direction of Agriculutral Cooperation between South and North Korea to Solve the Food Problems in the United Korea)

  • Assuming the united Korea, total population is estimated to be 70 million and grain demand for the people is estimated to reach 30 million metric tons. Cultivated land in North Korea is about the same as South Korea i.e. 2 million hectares. However grain production in North Korea is about one half of South Korea's, 6 million metric tons in the South and 3 million metric tons in the North a year. This implies that the United Korea need to import more than 20 million metric tons of grain a year and it will trigger many economic and social problems for the United Korea. In order to meet deficient grain supply, the United Korea can choose three possible policy options; importation of grains or increased investment in foreign agricultural development or increase in domestic supply Among the possible policy options, increase in domestic supply is desirable and can be achieved by developing North Korea's grain supply potential. North Korean agricultural development can also be achieved most effectively through cooperation between the South and North. An effective policy option for agricultural cooperation between the South and North is supply of agricultural inputs such as fertilizer and pesticides and exchanges of agricultural technology. Cooperation between the South and North in the agricultural sector should be achieved and developed further to solve the potential food problem before unification.

Technological Level of the North Korean Steel Industry and Its Implications for Inter-Korean Cooperation

  • North Korea is now under the pressure of international sanctions due to its nuclear tests, firing of long-range ballistic missiles, the sinking of the ROK naval frigate the Cheonan, and the artillery attack on Yeonpyeong Island that killed four people. To overcome the burden of sanctions North Korea has exerted various efforts to reconstruct its industries. However, it is very unlikely that these reconstruction efforts would produce significant results due to the structural problems of the antiquated infrastructure of North Korean industries. In the future, it is expected that South Korea will have to cooperate with North Korea for the reconstruction of the North Korean economy after the North Korean nuclear issue will be peacefully resolved. South Korean government has to prepare for the reconstruction with careful planning based on analysis of North Korean industries. But, the number of previous studies that have analyzed the technological level of North Korean industries are quite limited. In preparation for the future inter-Korean industrial cooperation, this study tries to analyze the technological level of North Korean industries. The steel industry has been selected as the focus for the main analysis of this study due to the importance of the steel industry as one of key infrastructure industries. Additionally, this study tests the sustainability of the North Korean steel industry by looking into the possibility of whether the North Korean steel industry can sustain or grow while maintaining global competitiveness in the future when the market opens to the world. Such analysis is expected to contribute to the joint prosperity of two Koreas in the short term and the reduction of unification costs in long term.

Studies on Variability of Wood Properties in Stem of Pinus koraiensis (II) - Differences in Tracheid Length, Microfibril Angle, and Compression Strength in South and North Sides of Stem -

  • Tracheid length, microfibril angle, and compression strength were examined in south and north sides of Pinus koraiensis. The sample tree was 57 years old and had been planted in central Korea. Tracheid length on the south side of the tree ranged from 2.87 to 3.40mm and on the north ranged from 3.60 to 3.53mm and mean values were 3.15 mm for the south and 3.26mm for the north. Tracheid length was 0.11 mm longer on the north side than on the south. Microfibril angle on the south side ranged from $12.6^{\circ}$ to $20.3^{\circ}$ and that on the north from $6.8^{\circ}$ to $13.5^{\circ}$; mean values were $16.6^{\circ}$ on the south side and $9.6^{\circ}$ on the north. Microfibril angle was $7.0^{\circ}$ greater on the south side than on the north side. For compression strength on the south and north sides, significant difference at the 95% level was found only at l.3m above the ground level of the sample tree; for compression limit stress, significant difference at this level was found at 1.3 and 5.3m above the ground level. However, compression strength and compression limit stress were greater on the north side than on the south side.

Investigation of Passing Ships in Inaccessible Areas Using Satellite-based Automatic Identification System (S-AIS) Data

  • Shipping of North Korea is not yet publicly well documented. Taedong River, the most important sea route of North Korea, is selected as a model study area to show how effectively a remote place can be investigated through the application of satellite-based Automatic Identification System (S-AIS) for understanding shipping and tracks of vessels which passed the lock gate in the Taedong River and visited the nearby ports on its track. S-AIS data of the year 2014 were analyzed on the basis of various time periods, country of registry and category of ships. A total of 325 vessels were observed. The ships under the flags of North Korea, Cambodia and Sierra Leone were found to be dominant in frequencies which accounted for 43.08%, 16.00%, and 8.92%, respectively. Trajectories of the 325 ships in the Yellow Sea were also checked according to the flags. It is concluded that some ships under the flags of Cambodia, Sierra Leone, Mongolia, Panama and Kiribati are regarded as flags of convenience, and ships without flag and ship type codes also comprised a remarkable portion out of the total ships.

An Anomaly Detection Algorithm for Cathode Voltage of Aluminum Electrolytic Cell

  • The cathode voltage of aluminum electrolytic cell is relatively stable under normal conditions and fluctuates greatly when it has an anomaly. In order to detect the abnormal range of cathode voltage, an anomaly detection algorithm based on sliding window was proposed. The algorithm combines the time series segmentation linear representation method and the k-nearest neighbor local anomaly detection algorithm, which is more efficient than the direct detection of the original sequence. The algorithm first segments the cathode voltage time series, then calculates the length, the slope, and the mean of each line segment pattern, and maps them into a set of spatial objects. And then the local anomaly detection algorithm is used to detect abnormal patterns according to the local anomaly factor and the pattern length. The experimental results showed that the algorithm can effectively detect the abnormal range of cathode voltage.

북한지역 기반시설의 군사적 활용방안에 관한 연구(도로, 철도, 전력을 중심으로) (A Study on Military Use of Infrastructure in North Korea (Focused on Road, Railroad, and Electricity))

  • The infrastructure of North Korea has serious problems such as stability, usability, and durability because the facilities were built a long time ago. In recent years, the infrastructure improvement of North Korea has emerged as the important issue to preparing for reunification. However, there are no research institutions about the infrastructure in South Korea as well as the experts for operating or constructing the infrastructure. Therefore, the objective of this study is to propose the military use of infrastructure in North Korea by analyzing various data. The facilities such as road, railroad and electricity has been focused in this study. In the future, if the more specific data regarding condition and problems in each facility are collected, the more detailed military use of the infrastructure of North Korea can be suggested.

북한자료의 이용확대를 위한 협력모형 구축 방안 (A Study on Building Cooperation Model for the Public Availability of Materials and Information on North Korea)

  • 본 연구에서는 먼저, 우리나라의 특수자료 취급현황을 파악하기 위하여 그 이론적 배경이 되는 '특수자료취급지침'의 변천과정을 고찰하고, 북한자료를 보유하고 있는 전국의 특수자료 취급기관 가운데 대표적인 감독부처인 통일부와 교육과학기술부 산하 특수자료취급기관의 특수자료 보유현황과 활용실적을 조사하였다. 다음, 분석 결과와 선행연구 조사를 통해 열악한 자료 이용 환경의 문제점을 찾아내고 제도적인 발전방안을 모색하였다. 특히 특수자료의 이용과 취급과정에서 일어날 수 있는 여러 가지 문제들을 조정, 통제할 수 있는 종합적인 관리 기구로써 '북한정보자료교류협의회'의 구성과 이를 통해 전국의 '특수자료취급기관'간 유기적인 협조를 이끌어 낼 수 있는 협력모형을 제안하였다.
