In the 1990's several economically important marine fisheries collapsed or showed signs of extreme hardship owing to overcapitalization and excessive fishing pressure on the resources. Public concern was raised and demands voiced for more prudent fishery management practices. The United Nations responded and developed international guidelines, such as the FAO Code of Conduct for Responsible Fishing and the UN Straddling Fish Socks and Highly Migratory Fish Stocks Agreement These guidelines task fishery managers to take prudent steps to ensure the long-term viability of fisheries and fishery resources. Included in the guidelines are two particular demands that will challenge stock assessment scientists in the new millennium. They are application of the precautionary approach and the inclusion of ecological considerations in assessments and management advice. High-lighted in the presentation are examples from the central-western Pacifi skipjack tuna fishery and the eastern Pacific thresher shark fishery where insufficien information is affecting stock assessments. The shortcomings are further linked t the new challenges of applying the precautionary approach, such as reference points, and ecological considerations, such as predator-prey and oceanographic-regime shift.(omitted)

The purpose of this paper is to exhibit existing replacement models and to develop new replacement models for managing equipments in large organizations, private or public. Some of the models in this paper are well known and in use, and some are not. All these models are classified, depending on main factors which play key roles on the models. One group is the models in which the economic factor plays a key role, and the other is those in which both the economic factor and the effectiveness factor play key roles.

Having previously presented an article entitled "Further approximate optimum inspection intervals" in this Journal, here the author derives an alternative set of general explicit formulae using Cardan's solution to a cubic equation and presents a modified heuristic algorithm for solving Baker's model. The examples show that this new alternative approximate solution procedure for determining near optimum inspection intervals is as accurate and computationally efficient as the one suggested in the previous article. Through the examples, the author also indicates the relative merits and demerits of the two algorithms.

With the development of public transportation, the use of subways as a means of transportation in the city center is increasing, so that vibrations and structural noises are emerging as a new environmental issues. This study can be used as a basis for research on subway safety and shock mitigation by applying vibration-proof mat.

Around the world, BIM application has been mandated. In Korea, an announcement was made in 2016 that BIM application will be required for all public constructions ordered by the Public Procurement Service. However, BIM cannot be used for building permits as Seumter, a building permit system, doesn't support BIM, even if it was used for building design. To utilize BIM for permit application, this study introduces a method of management for BIM-used permit application information. It was done by analyzing the data entered for new building permit application in Seumter. For the analysis, the permit application information is classified as internal BIM information and external BIM information and the required information is defined. To easily create and utilize the data types at the design stage, this study introduces a method of creating and utilizing a permit template. Also, this study developed a tool for combining the area information to add up all the related information such as gross floor area and floor area ratio. This study is significant in that it analyzes the required information for new building permit application among all the permit application types in Korea.

High-profile corporate crises have sparked a surge in interest in corporate governance (CG) and corporate reputation (CR). Company governance issues in many companies contribute to corporate failures and a bad reputation. Transparency is the glue that holds any group or organization together while also connecting it to a coalition of key stakeholders. This research focuses on how corporate governance factors (such as board independence, board size, board meetings, and board gender) and company characteristics affect the reputation of Malaysian public listed companies (PLCs). Many studies have looked into the characteristics of corporate governance in Malaysian businesses. However, none of the research has explored this issue using the new reputation measurement. A sample of the 100 largest companies listed on Bursa Malaysia based on their market capitalization for the year ended 2018 was selected. A new measurement, the disclosure index, was created and used to analyze reputation disclosure in the annual report of a corporation. The independent director, board size, and board meeting were statistically significant and associated with the level of reputation disclosure, according to the findings of this study. The results suggest that company directors prioritize good governance and management quality to boost their firm's reputation and acquire a competitive edge.

This study investigated solutions of not only weak organization but also poor communication with customers from point of view of SNS such as Naver blog, Naver band, Kakao Talk and Facebook to promote local business market. The study gave strategies: First, SNS marketing strategy shall be used to do public relations and communicate in accordance with features of each SNS. Naver Blog that is opened SNS shall be used to do public relations and to invite new customers, and Kakao Talk that is closed SNS shall be used to increase customers having high loyalty, and Facebook that has both properties of SNS, that is to say, openness and closure, shall be used to raise effects of word-of-mouth to make use of new sales window. The communication can find out customers' needs to provide customers with customized services. Second, Naver Band and/or cafe shall be opened to increase link and friendliness and to have community consciousness realizing common goal and to destroy merchants' helplessness and individualism and to make change of the market for the place of community. Changes among the merchants may get better ideas to do events continuously and to get more SNS marketing effects and synergy. Third, the merchants shall make change not momentarily but continuously by making efforts steadily. Good communication in and out of the market may create inherent brand value to differ from super chain and/or SSM and to increase sales as well as traditional market image and to attain customers' loyalty.

Social changes characterized by new normal also demand changes in libraries and libraries are making preemptive efforts. This study compared and analyzed the difference in librarian perceptions between the start of COVID-19 in 2020 and after experiencing the pandemic in 2022 in terms of the relative importance of library policies considered by pairwise comparative analysis. In the 1st survey, the importance of factors related to 'Library Management' and 'Library Services' was high and in the 2nd survey, the importance of factors related to 'Human Resources' and 'Information Resources' increased. This study insists that the public libraries invest in human resources and information resources and establish a user-customized policy in order to quickly adapt to the new paradigm and to provide sustainable library services.

The purpose of this study is to examine the driving forces and main contents of the reform of the records and archives management system in Japan from the 2009 enactment of the Public Records and Archives Management Act. The key essentials of the reform can be explained in two ways. First is through the legal system, a multilayer structure of the law and guidelines to the institutional documents management regulations for an effective application to each administrative institution. The other is the Public Records and Archives Management Commission, a deliberative body that guarantees the rigorous application and enforcement of the rules and regulations. One of the remarkable outcomes from the reform is the compulsory creation of minutes of the countermeasure meetings in government agencies related to the Great East Japan Earthquake Disaster, as well as the various significant cabinet meetings through a revision of the Guidelines for Public Administrative Records Management. In addition, the new construction of the National Archives of Japan and its meaning have been examined. It is being pushed ahead, with the active support of the ruling party members, through activities such as research and review meetings for improving the functions and facilities of the National Archives of Japan.
