Cost Analysis of a Two-dimensional Warranty Policy with Replacement and Repair Regions (교체와 수리영역을 갖는 이차원 보증정책의 비용분석)

  • This paper proposes a new two-dimensional warranty policy with replacement and repair regions and analyses the warranty cost under the new warranty policy. The product is sold under a two-dimensional warranty(usage and age) in which two regions exist : the failed product is replaced by the manufacturer in the replacement region or minimally repaired by the manufacturer in the repair region. The formula of the expected warranty cost under some assumptions about usage and failure is obtained. Numerical examples are studied.

  • Community noise has been serious social issues in Korea. The community noise concerns on traffic, construction, factory, and apartment complex noise. In traffic noise, road, railway, airport sectors are included. This paper summerizes the final report prepared for MOE in 2005 by authors. The new policy will be enforced beginning in 2006 with 5 year schedule. Details on the policy will be demonstrated at the presentation.

  • Design policy in Korea has been dealt as one of the industrial policies in economic policies, and it can be classified as government driven. A problem derived from this is that previous design policies have only pursued creating material values, and have overlooked the emotional values of design, such as creating cultural identity of Korea and cultural independence through it. Therefore, a new mindset of 'Cultural Era of Design' and a new role of 'Designers as Producers of Culture' must be in the strategy and system for supporting the design in Korea. This study can be divided into three major parts. First part compares and examines current design policies of Korea to seek more suitable design policies. Second part suggests a new direction for design policy by analyzing the ideas and cases of such policies. Third part surveys designers and people in related fields to collect opinions about design policies in Korea to propose directions for new design policies and ways to evaluate them. The object of this process is to find out how they, in the center of design and cultural industries, see and follow the policies. It will aid the narrowing of perceptual gap between them and the developers of policies.

Policy Network Analysis of Green Growth Policy in Korea (녹색성장 정책의 변화: 정책네트워크 분석을 중심으로)

  • This study applies policy network theory to examine the main policy actors and their relations in the green growth policy making process. Also the development of and changes in South Korean government's green growth strategy are analyzed. The results demonstrate that the president and the presidential council were the key players to introduce and to push green growth policy in a short time. Policy influence and key roles were concentrated on them. The development of green growth policy were initiated from the president's change in perceived problems and preferences. He set green growth policy on the government's top priority. These changes lead to another changes in strategies, rules, norms and resources within the network. As a result, the president-led green growth policy established new laws, environmental regulations and governmental structures to facilitate the policy implementation. Green growth policy, however, was almost stopped after new presidential election in 2013. Because new government has a different national agenda, the previous governmental agenda lost its status as national priority. In addition, this study shows that government-led green growth in Korea has policy consistency problem after administration was changed by presidential election. Former president-led green growth policy making under the situation of the lack of policy participation from the private sector led to discontinuities in policy after a presidential term was over.

  • The purpose of this paper is to critically examine Korean government's efforts in policy making and implementation regarding the Korea National Health Insurance System in the past and suggest a new paradigm for future policy changes. The structural and political characteristics of the Korea National Health Insurance, where health care services are provided almost exclusively by the private providers and funding for health comes equally from public and private sources, imply persistent difficulties in the operation of the system This may partially explain why the Korean system has continually experienced conflicts among stakeholders whenever there was an attempt to change policy. In this paper, we discuss four cases to illustrate such difficulties and barriers. We propose that in order to address these challenges and reduce policy errors as well as unintended results, it is necessary to restructure policy making process from being oriented toward 'quantitative expansion' to 'qualitative maturity', from a 'linear thinking' to a 'system thinking', from taking a 'top-down' to a 'governance and participatory' decision making process.

  • Unsold new houses have increased before the financial crisis, and have steadily accumulated since domestic diffusion ratio of house exceeded 100%. From a long term point of view, it is important to liquidate unsold new houses and raise funds from the capital market till the housing market recovers because the accumulation of unsold new houses is a financial burden to the construction company and for that reason, the housing policies to support the liquidity of unsold new houses must be consistently available means. Therefore, the purpose of this study is to analyze the effectiveness of government's policy to support the liquidity of unsold new houses using CR-REITs from among these policies with system dynamics. Using the system dynamics model, this study finds the significance and limitation of the policy to liquidate unsold new houses using CR-REITs and suggests the measures to improve the policy.

A System Dynamics Model of Alternative Fuel Vehicles Market under the Network Effect

  • According to the system dynamics model of this study, if there is a significant network effect on vehicle operating costs, it is difficult to achieve the shift to AFV even in the long term without a policy intervention because the car market is locked in to the current structure. Network effect can be caused by an increasing return to scale in fuel supply sector as well as in maintenance service sector. It is also related to the fact that the reliability and awareness of consumers on new products increases with the growth of the market share of the new products. There are several possible policy options to break the 'locked in' structure of car market, such as subsidy on vehicle price (capital cost), subsidy on fuel (operating cost) and niche management policy. Combined policy options would be more effective than relying on a single policy option to increase the market share of AFV.

On Public Policy As bar to Enforcement of International Arbitral Awards. (국제중재판정의 집행을 거부하기 위한 사유로서의 공서)

  • When the ruling of Foreign Arbitral Awards contradicts the public policy of the enforcement state, it can be a ground for a refusal to enforce the ruling. New York Convention V section 2, UNCITRAL section 36, and Korean arbitration law section 36 confirm this principle. The final ruling of international arbitral awards should be respected according to the international convention or the principle of reciprocity, which cancel out the above principle: when the ruling contradicts the country's public policy, it can be refused to enforcement. Since the Helsinki General Convention, ILA have studied upon it and presented the final report and recommendation during the 2002 New Delhi General Convention. In it, firstly, the finality of awards rendered in the context of international commercial arbitration should be respected save in exceptional circumstances. Secondly, every state is recommended the “international public policy”, on which it can refuse to follow the ruling of international arbitral awards, and advised to respect it as far as possible.

A Working-set Sensitive Page Replacement Policy for PCM-based Swap Systems

  • Due to the recent advances in Phage-Change Memory (PCM) technologies, a new memory hierarchy of computer systems with PCM is expected to appear. In this paper, we present a new page replacement policy that adopts PCM as a high speed swap device. As PCM has limited write endurance, our goal is to minimize the amount of data written to PCM. To do so, we defer the eviction of dirty pages in proportion to their dirtiness. However, excessive preservation of dirty pages in memory may deteriorate the page fault rate, especially when the memory capacity is not enough to accommodate full working-set pages. Thus, our policy monitors the current working-set size of the system, and controls the deferring level of dirty pages not to degrade the system performances. Simulation experiments show that the proposed policy reduces the write traffic to PCM by 160% without performance degradations.

  • This article explores the historical evolutionary process of the biopharmaceutical industry of Korea, and how intentional and unintentional policy interventions have triggered the creation of the industry's system dynamics and paved the way for the generation of a few global leading products, including biosimilar, as well as next-generation therapeutics of gene and cell. The policies cover the simple technology transfer of API synthesis to overcome the endemic parasitic disease, new substance patent adoption and new drug development consortia, human resource development, various national initiatives influenced by the Human Genome Project, and venture promotion schemes. The scope and implementation tools under these policies have been aligned and refined to transform traditional fine chemical-based pharmaceuticals, to stimulate large companies' participation and to create technology-based venture companies in the biopharma business of Korea.
