New Labour's Joined-Up Government and Social Service Reform (신노동당의 연계정부(joined-up government)와 사회서비스 개혁)

  • As policy areas are widened and more complicated, policy coordination becomes a challenge to the public administration. New Labour's promotion of the joined-up government was a holistic attempt to redress the fragmentation of the government in social policy. It promoted the joined-up activities by setting up joining-up units and agencies at the core of the government, the Prime-Minister's Office and the Cabinet office, and between the public, private and voluntary sectors. The joined-up government was criticised as being hierarchical and fragmented, and as confusing the line of accountability. Policy coordination has growing importance in Korea, and the experiences of the joined-up government will have implications on more coordinated promotion of social policy.

  • This study aims to analyze the policy change which is caused by conflicts between interest groups when the Separation of the Prescribing from the Dispensing of Drugs (SPDD) was enforced. With the theory of New Institutionalism, the reason why the policy was to be changed can be explained by the concept of property right and transaction cost. As the government did not consider the change of property right and transaction cost between actors before introducing new institution, it was hard to adapt the SPDD. Though, under the established institution, the institutional change can cause the alteration in property right and transaction cost, government just focused on the new institution's execution. Therefore, the group which suffers the loss could not accommodate to the change of institution. For this reason, the adaptation of SPDD also caused huge conflicts between doctors and pharmacists. Then, this research shows that the reason why they conflict to the some issues in the content of PSPDD and why the issues was changed with the property right and transaction cost.

  • Korea has the plans to improve nation and corporate global competitiveness through reducing the logistics costs. Ministry of Knowledge Economy, as the government department of in charge of the plan, establish industrial logistics policies in 2002 and 2007 and it's about time to set up the third industrial logistics policy in 2012. There are new trends for the logistics environment in terms of environment-friendly logistics, logistics securities, win-win collaboration etc. This study propose some harmonious plans between logistic productivity and the new trends in the field of logistics. For the purpose of that, we have evaluated the second industrial logistics policy. We propose the vision and objectives of the new industrial logistics policy. The vision is entering the line of industrial logistics developed nations through the sustainable logistics innovation, and the objects are smart & green logistics, win-win collaboration, lead the new logistics trends etc. We also propose the set the system and rules to push promote the new plan. In addition, industrial logistics is the new terminology setting out use by Ministry of Knowledge Economy.

  • At the turn of the century, social policy in both developed and developing countries confronts new challenges and risks caused by the multiple crises in finance, food, energy and climate change. Changes in the structures of risks are particularly significant. In addition, the global economic crisis starting in 2008 has provided a new context of the global political economy. Both developed and developing countries have responded to these new challenges and risks differently. What risks do these responses aim to address? How can these responses address these risks? Can these diverse responses offer lessons for lower income economies attempting to address social development challenges alongside economic growth in the globalised and increasingly uncertain 21st century context? This paper aims to provide a critical review of the new trends, phenomena or directions of social policy discourse and practice to respond to the new risks in the context of development. Explaining the nature and forms of new challenges and risks and pointing out the potentials and limitations of social policy discourse, it introduces the key points of the previous research we have to keep in mind in formulating alternative social policy approaches. General principles and core elements of social policy in addressing new challenges and risks in the $21^{st}$ century, which are particularly visible in social policy reforms in emerging economies, are highlighted as a conclusion.

  • This paper deals with cost analysis model in periodic maintenance policy. The repair policy with minimal repair is considered as follow : as the occurrence of failure between minimal repair and periodic interval time, unit is replaced by a new unit before the periodic maintenance time comes. Then total expected cost per unit time is calculated according to time delta t in a view of customer's. The total expected costs are included repair and usage cost : operating, fixed, minimal repair, periodic maintenance and new unit expected cost. Numerical example is shown in which failure time of item has Normal distribution.

Regional Innovation Policy and Venturing Clusters in Japan

  • This paper reviews regional innovation policy in Japan. 'Technopolis' policy, the first technology-based regional development policy in the world, was implemented in Japan. Nonetheless, technology-based regional endogenous development did not occur. Then, regional technology transfer was pursued. In order to make use of universities and public research institutes in a region for development, university-industry collaboration and cross-over, such as university spin-offs, were promoted. Within this background, new technology-based regional development policies have been introduced based on a cluster approach. These policies are the knowledge cluster Initiative and the industrial cluster program. However, existing companies have difficulty in carrying out innovation. This paper argues that a cluster to create new start-ups that carry out innovation is also needed and explains a new concept of venturing cluster. Based on this new cluster concept, this paper analyzes the situation of Sapporo in Japan, where many university spin-offs are being created in the biotechnology field.

Emerging Practices in Foresight and Their Use in STI Policy

  • Foresight, a major methodological tool in the STI policy toolbox, has recently featured new directions in methodological development, becoming influenced by progress in information and communication technologies and online tools. However, no overview of these directions has been available so far. Based on a literature review, an interactive workshop, and an international expert survey as well as expert interviews, the research presented here attempts to shed light onto some of the relevant issues by providing a structured overview of recent changes in order to further the debate on the future directions of methodological development in foresight. The paper outlines four clusters of emerging approaches in foresight:Integrated qualitative and quantitative approaches, IT-based and automated foresight, experiential foresight including new forms of communication and interaction such as visualization and gaming, and open and crowd-sourced approaches. The benefits and challenges of the approaches known so far are categorized and summarized, and areas of potential use for each of the clusters in STI contexts are identified.

  • A new policy to determine the waiting position of an idle Automated Guided Vehicle(AGV) is proposed and its performance is compared with the existing waiting position policies. Unlike the existing policies, the queue length in the input buffer is considered in the new policy. As a result, the waiting position based on the new policy depends on the status of the system. The simulation result indicates that the proposed policy reduces the waiting time in both the input and the output buffers significantly, regardless of the number of AGVs in the system. Therefore, the manufacturing lead time can be minimized.

  • This study explores how the media covered the new media agenda in the process of the diffusion of new media and what the press's attitude about new media policy is according to the relationship between the press and the government based on the political tendency. For this, this study conducted network analysis. The agreement of political tendency between the press and the government is important variable to decide the attitude of the press about the new media policy. Under the conservative government, the conservative press supported the new media policy, however the opposite opposed it Even if opinion page can take an important role in the process of public opinion, the tone pf editorial page on the new media policy differs from its political tendency. It costs tremendous investment in introducing new media, journalists have judge.

  • This research examines the characteristics of the newly emerging 'transformative innovation policy' and discusses the current status and issues of the Korean social problem solving R & D policy. Transformative innovation policy is a new paradigm that aims to transform socio-technical systems to address societal challenges. In this study, we analyzed 'the policy plan for solving social problems based on science and technology'. In the "Policy Plan", efforts are being made to establish new direction of science and technological innovation activities such as emphasis on social values, network formation of innovation actors, and spreading of social impact. But in this "Policy Plan", the perspective of transformative innovation policy is weakly reflected. The Policy Plan refers to system improvement that adds new elements to existing system, but it is not discussing system transformation. In order to develop social problem solving R & D policy from the viewpoint of the transformative innovation policy, it is necessary to construct the innovation platform deliberating vision and prospect for the socio-technical transformation.
